CONSIDER ADOPTION OF ORDINANCE NO. 4144, ADOPTING THE AMENDMENTS TO THE HOME RULE CHARTER APPROVED BY THE VOTERS OF THE CITY OF RICHARDSON AT AN ELECTION HELD ON NOVEMBER 3, 2015
