PUBLIC HEARING AND CONSIDER ADOPTION OF ORDINANCE NO. 4355, AMENDING ORDINANCE NO. 4050 UPDATING THE INCENTIVES WHICH MIGHT BE AVAILABLE TO THE TEXAS ENTERPRISE ZONE PROGRAM UNDER EXISTING CITY OF RICHARDSON POLICY, BUT WHICH ARE NOT CURRENTLY OFFERED UNDER ORDINANCE NO. 4050. CONSIDER RESOLUTION NO. 20-16, DIRECTING THE CITY TAX ASSESSORCOLLECTOR TO CALCULATE THE VOTER-APPROVAL TAX RATE OF THE CITY OF RICHARDSON, TEXAS, IN THE MANNER PROVIDED FOR A SPECIAL TAXING UNIT AS AUTHORIZED BY TEXAS TAX CODE SECTION 26.04(c-1) AS A RESULT OF THE DISASTER DECLARATION BY THE PRESIDENT OF THE UNITED STATES AND THE STATE-WIDE DISASTER DECLARATION BY THE TEXAS GOVERNOR IN RESPONSE TO THE COVID-19 PANDEMIC.
8. CONSIDER SETTING PUBLIC HEARING ON AUGUST 17, 2020 ON THE PROPOSED TAX RATE OF $0.62516 PER $100 VALUATION FOR FISCAL YEAR 2020- 2021. 9. CONSIDER SETTING PUBLIC HEARING ON AUGUST 24, 2020 FOR THE PROPOSED FISCAL YEAR 2020-2021 RICHARDSON MUNICIPAL BUDGET.

CONSIDER AWARD OF BID #81-20 – WE REQUEST AUTHORIZATION TO ISSUE PURCHASE ORDERS FOR THE COOPERATIVE PURCHASE OF HVAC UPGRADES AT VARIOUS FACILITIES TO TRANE ($1,241,134) THROUGH OMNIA PARTNERS CONTRACT #15-JLP-023 AND CLIMATEC, LLC ($221,258) THROUGH CITY OF RICHARDSON RFQ #2017-4 AND THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (“BUYBOARD”) CONTRACT #558-18.
REPORT ON ITEMS OF COMMUNITY INTEREST The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Richardson; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Richardson that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Richardson; and announcements involving an imminent threat to the public health and safety of people in the City of Richardson that has arisen after posting the agenda.
