UH, YOUR AUDIT COMMITTEE MET TO, UH, RECEIVE A REPORT FROM CROW.

UH, UH, KEVIN SMITH AND MICHELLE BUSS ARE HERE WITH US TO, UH, NOW PRESENT THAT REPORT TO THE WHOLE COUNCIL.

AND I WANT TO, KEVIN, I WANNA THANK YOU AND MICHELLE FOR YOUR WORK THIS PAST YEAR.

I KNOW WORKING IN CONJUNCTION WITH OUR TEAM, VERY CHALLENGING YEAR, AND I APPRECIATE ALL THE, UH, EFFORT THAT YOU PUT INTO GETTING US HERE TONIGHT.

UM, IT IS A PLEASURE TO BE HERE TODAY AND, AND AS CITY MANAGER SAID, SOMEWHAT OF A CHALLENGING AUDIT IN THE CURRENT YEAR.

UM, AND I HIGHLIGHT THAT BECAUSE TYPICALLY AUDITS ARE ALWAYS CHALLENGING.

UM, BUT THE CITY OF RICHARDSON HAS ALWAYS BEEN ONE OF THE FIRST, UM, ANNUAL COMPREHENSIVE FINANCIAL REPORTS THAT WE ISSUE ON AN ANNUAL BASIS.

FOR THOSE OF YOU WHO ARE KEEPING KIND OF TRACK WITHIN YOUR CALENDAR, YOU'LL NOTE THAT THIS YEAR HAD HAD SUFFERED A FEW DELAYS.

UH, WHEN I THINK ABOUT KIND OF A PERFECT STORM BETWEEN IMPLEMENTING OF A NEW FINANCIAL SYSTEM, A FIRE, UH, A GA, A NEW GA S B STANDARD, AND A VARIETY OF OTHER THINGS, IT'S REALLY A TESTAMENT TO THE STAFF, THE POLICIES AND PROCEDURES THAT YOU HAVE IN PLACE THAT ALLOWS ME TO BE HERE MID-JULY, UM, TO REPORT WE HAVE ISSUED AN UNMODIFIED OPINION UPON THE FINANCIAL STATEMENTS.

THAT'S THE HIGHEST LEVEL OF ASSURANCE THAT WE CAN PROVIDE.

IT MEANS THAT THE FINANCIAL STATEMENTS ARE, ARE PREPARED IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, AS WELL AS SUPPORTED BY THE BOOKS AND THE UNDERLYING BOOKS AND RECORDS OF THE CITY.

WE ALSO PERFORMED AN ENGAGE OR AN AUDIT OF THE FEDERAL FUNDS RECEIVED FOR THE FISCAL YEAR, UH, WHERE WE TESTED TWO MAJOR PROGRAMS OF FEDERAL FUNDING.

WE TESTED BOTH INTERNAL CONTROL AND COMPLIANCE AROUND THOSE PROGRAMS, AND AGAIN, ISSUED AN UNMODIFIED OPINION WITHOUT ANY ISSUES NOTED.

AS IT, AS IT RELATES TO THE FINANCIAL STATEMENTS, I'M REQUIRED TO SHARE TWO THINGS.

WE NOTED NO, UM, NO ADJUSTMENTS RECORDED TO THE UNDERLYING BOOKS AND RECORDS TO ARRIVE AT THAT UNMODIFIED OPINION.

HOWEVER, AS IT RELATES TO INTERNAL CONTROL, WE DID NOTE TWO ITEMS THAT HAVE BEEN COMMUNICATED TO MANAGEMENT AS WELL AS THE FINANCE AND AUDIT COMMITTEE, AND HAD ROBUST DISCUSSION RELATED TO THOSE FINDINGS, AS WELL AS JUST AS IMPORTANTLY, MANAGEMENT'S UM, RESPONSE AND ACTION PLAN.

I BELIEVE THAT THE FINANCE AUDIT COMMITTEE HAS FULFILLED THEIR FIDUCIARY RESPONSIBILITIES.

UH, AND AGAIN, HAPPY TO ANSWER ANY QUESTIONS THAT AS IT RELATES TO THE FINANCE OR TO THE AUDIT.

UM, ACTUALLY, I'VE, UM, AND, AND THANK YOU, THANK YOU ALL FOR, UM, GIVING US AN OVERVIEW ON THIS TONIGHT.

IT WAS VERY, VERY HELPFUL AND, UH, EDUCATIONAL AND BROUGHT US UP TO DATE ON YOUR FINDINGS.

I UNDERSTAND THAT, UH, DURING THE PROCESS THAT WERE ONLY TWO ITEMS THAT WERE FOUND, UM, THAT CREATED A SLIGHT DEFICIENCY, WHICH I THINK YOU'VE COVERED THOSE TONIGHT, SO I APPRECIATE THAT.

FROM MY PERSPECTIVE, UM, THE AUDIT WENT VERY, VERY WELL CONSIDERING THE SHORTAGE OF STAFF, CONSIDERING THE EMERGENCY TYPE SCENARIOS WE HAD TO FACE WITH A FIRE AND BEING OUT OF THE BUILDING, CHANGING SOFTWARE AND SYSTEMS AND THINGS OF THAT NATURE.

AND THOSE WERE DUE NOTED, BUT I WANT TO COMPLIMENT OUR STAFF ON THE DUE DILIGENCE WHERE WE FELL A LITTLE BIT SHORT WAS NOT AN ERROR OR A, A FAILURE TO DO THINGS PROPERLY.

AND I THINK THAT'S REAL IMPORTANT.

AND ALL OF THE NUMBERS MATCH ALL OF THE NUMBERS ADD UP, WHICH IS THE CRITICAL PIECE.

SO A FEW OF THE PROCEDURE THINGS HAVE BEEN ADDRESSED AND WE ALREADY ARE ON TOP OF THAT BECAUSE WE NOW HAVE A FULL ACCOUNTING STAFF HIRED AND WE SHOULD BE READY TO MOVE FORWARD.

UM, AND AS DON MENTIONED, WE'VE GOT SOME STAFF HERE THAT WE WANTED TO RECOGNIZE AND JUST THANK FOR BEING HERE.

UM, THESE FOLKS DO SO MUCH HARD WORK EVERY SINGLE DAY THAT IT'S, IT'S GREAT TO HAVE THEM WITH US.

SO TONIGHT WE WILL DISCUSS OUR VARIOUS SPARKS AND RECREATION, UH, TEAMS THAT WE HAVE.

WE'LL LOOK AT THOSE TEAMS KIND OF AT A GLANCE, UM, AND GO OVER A LITTLE MORE DETAIL OF WHAT THE RESPONSIBILITIES ARE FOR EACH OF THOSE TEAMS. I'LL PROVIDE SOME BACKGROUND INFORMATION ON NATIONAL PARKS AND RECREATION MONTH, AND THEN ALSO SHARE WITH YOU SOME CELEBRATION EFFORTS THAT WE'RE GONNA DO TO THE PUBLIC FOR OUR CUSTOMERS, BUT ALSO FOR OUR STAFF.

AND THIS IS A LIST OF ALL OF OUR VARIOUS TEAMS. THESE TEAMS ARE BROKE OUT BY OUR SUPERINTENDENT RESPONSIBILITIES.

UM, WITH THIS WE HAVE SIX DIFFERENT SUPERINTENDENTS.

SO AS YOU SEE THAT, THAT BREAKDOWN, UH, WE WILL GO OVER THOSE AND TALK A LITTLE BIT ABOUT WHAT THEY ACCOMPLISH EVERY YEAR.

AND I'D LIKE TO START WITH OUR ADMINISTRATION TEAM.

THIS IS A GROUP, IT'S A, A SMALL TEAM OF TWO, UH, THAT ARE DOING ALL OF THIS WORK.

AND I KIND OF CALL THEM OUR UNSUNG HEROES BECAUSE THEY ARE BEHIND THE SCENES.

THEY DO SO MUCH WORK THAT SUPPORTS OUR DEPARTMENT, AND WITHOUT THEM, WE WOULDN'T BE ABLE TO GET HALF OF WHAT WE GET DONE ACCOMPLISHED.

SO THIS TEAM, UM, HAVE MANY OBJECTIVES, BUT I WANTED TO HIGHLIGHT THE, THE LARGER THREE THAT I FEEL ARE, ARE REALLY IMPORTANT.

AND THE FIRST ONE IS CUSTOMER SERVICE.

THEY INTERACT WITH OUR CUSTOMERS THROUGH EMAIL, UH, THROUGH PHONE CALLS, AND THEN ALSO CONCERNS THAT COME IN AND THEY MAKE SURE ALL OF THOSE CONCERNS GET DISTRIBUTED TO THE APPROPRIATE STAFF.

AND THAT RESPONSES ARE GIVEN BACK TO THOSE CUSTOMERS.

SO THERE'S A, A LOOP THAT'S CLOSED EVERY TIME.

UM, THEY ALSO ASSIST IN MANAGING OUR FACEBOOK AND INSTAGRAM ACCOUNTS.

AND WITH THAT, THAT IS PART OF DEALING WITH ANY COMMENTS THAT COME THROUGH OUR POST, ANY DIRECT MESSAGING THAT HAPPENS.

SO MAKING SURE THAT WE RESPOND BACK TO CUSTOMERS THROUGH THAT MEANS, BUT ALSO CREATING ANY GRAPHICS AND HELPING WITH THE CREATION OF THINGS FOR OUR DEPARTMENT, BUT ALSO FOR INDIVIDUAL LOCATIONS AND PROGRAMS, IF YOU WILL.

AND THAT IS A VERY TIME CONSUMING PROCESS.

BUT I PULLED PAULA IN ON THAT TO HELP WITH THE STRATEGY OF WHAT WE'RE

AND SO BETWEEN PAULA AND OUR COMMUNICATIONS TEAM, WE HAVE A LOT OF INTERACTION AND YOU CAN SEE WHAT OUR FACEBOOK REACH IS AND OUR INSTAGRAM REACH.

SO IT'S PRETTY IMPRESSIVE.

UM, ALONG WITH THAT IS OUR FINANCIAL MANAGEMENT ASPECT.

THIS TEAM HELPS WITH OUR DEPARTMENTAL PAYROLL, OUR, UH, PO AND PURCHASE REQUEST, ALL OF OUR CREDIT CARDS THAT GO THROUGH.

AND AS YOU CAN IMAGINE WITH OUR DEPARTMENT, THERE'S QUITE A FEW.

UM, AND THEN THIS TO TEAM OVERALL JUST SUPPORTS OUR DEPARTMENT.

AND EVERYTHING THAT YOU SEE LISTED ON THIS SLIDE IS AREAS THAT THEY ARE RESPONSIBLE FOR.

AND NEXT IS OUR ATHLETICS GROUP.

ATHLETICS IS ACTUALLY AQUATICS AND ATHLETICS, BUT YOU'LL SEE I'VE BROKEN THIS INTO TWO DIFFERENT SLIDES BECAUSE ONE, THERE'S A LOT THAT THIS TEAM DOES, BUT AQUATICS CAN KIND OF STAND ON ITS OWN AS WELL WITH JUST THE COMPLEXITY TO IT.

SO FOR ATHLETICS, THIS INCLUDES, UM, OUR YOUTH AND ADULT ATHLETICS, OUR GYMNASTICS, OUR TENNIS CENTER, AND THEN OUR CORPORATE RECREATION PROGRAM.

AND JUST SOME HIGHLIGHTS WITH THAT.

OUR YOUTH ATHLETICS ARE PARTNERED WITH DIFFERENT ORGANIZATIONS WHO RUN THE PROGRAMS, BUT WE PROVIDE THEM THE FIELDS AND THE SPACE TO RUN THOSE PROGRAMS. OUR ADULT, UH, PROGRAMS ARE BOTH PARTNERED AND RUN IN-HOUSE.

SO WE'VE GOT SOME ADULT LEAGUES THAT, UH, WE PROVIDE THE SPACE TO THEM.

BUT THEN YOU'LL ALSO SEE OUR TEAM IS PUTTING ON BASKETBALL PROGRAMS, UM, DISC GOLF, UH, SOFTBALL.

SO THERE'S A, A WIDE ARRAY OF PROGRAMS THAT THEY'RE PUTTING ON.

AND THEN WE ALSO HAVE, UM, LIKE I MENTIONED, THE DISC GOLF PROGRAM.

AND THAT'S SOMETHING THAT FALLS UNDER CORPORATE RECREATION AS WELL.

SO THERE'S SOME CROSSOVER WITH THAT.

AND THEN OUR GYMNASTICS FACILITY, IF YOU HAVEN'T BEEN TO THIS LOCATION, I WOULD HIGHLY ENCOURAGE YOU TO GO CHECK IT OUT.

IT IS DEFINITELY A HIGH QUALITY PROGRAM WITH GREAT INSTRUCTORS.

WE HAVE A LOT OF, UH, PARTICIPANTS THAT START WITH US AT A YOUNG AGE AND WORK ALL THE WAY THROUGH HIGH SCHOOL.

WE'VE HAD SEVERAL STUDENTS WHO HAVE GOTTEN COLLEGE SCHOLARSHIPS, BUT IT'S A A TOP NOTCH FACILITY.

AND THEN OUR TENNIS PROGRAM, WE OFFER WIDE ARRAY ARRAY OF SUCCESSFUL PROGRAMS AND LEAGUES, CAMPS AND DRILLS.

IT'S EXTREMELY ACTIVE FOR THE FACILITY THAT IT IS.

IT'S HEAVILY USED.

AGAIN, WE'VE GOT SOME FANTASTIC PROS AT THAT LOCATION AND THEY REALLY ARE GOOD AT CONNECTING WITH PEOPLE.

AND THEN OUR CORPORATE CHALLENGE AND CORPORATE RECREATION PROGRAMS, THESE ARE FOCUSED ON ENGAGING OUR RICHARDSON CORPORATIONS AND REALLY PULLING THEM INTO OUR COMMUNITY AND MAKING SURE THAT THEY'RE A PART OF WHAT WE DO.

UM, BY PROVIDING THE RECREATIONAL OPPORTUNITIES, WE'RE ALLOWING THEM OPPORTUNITIES TO STRENGTHEN THE COMRADERY WITH THEIR EMPLOYEES, BUT ALSO WHEN THEY PARTICIPATE IN PROGRAMS SUCH AS CORPORATE CHALLENGE, THEY ARE WORKING WITH OTHER COMPANIES AND DEVELOPING THOSE RELATIONSHIPS SO THERE BECOMES A BOND AND AN OPPORTUNITY FOR NETWORKING.

AND WITH THAT CORPORATE CHALLENGE, THIS WILL BE OUR 25TH YEAR.

SO WHEN THE 24 YEARS THAT WE'VE HAD CORPORATE CHALLENGE RUNNING, WE'VE BROUGHT IN 3.1 MILLION FOR SPECIAL OLYMPICS OF TEXAS.

AND THEN AQUATICS, I KNOW YOU'VE HEARD ME TALK ABOUT AQUATICS IN THE PREVIOUS YEARS OR PREVIOUS PRESENTATIONS, BUT WE'VE GOT FIVE FACILITIES.

UM, WITH THAT WE'VE GOT 115 STAFF PLUS ADDITIONAL SEASONAL COORDINATORS AND MANAGERS.

WE OFFER SWIM LESSONS AND SWIM PROGRAMMING.

INCLUDED WITH THAT IS SWIM TEAM AND THEN ALSO POOL REYNOLDS AND PAVILION REYNOLDS, ALL THROUGH OUR AQUATIC FACILITIES.

THE MAJOR ROLE OF THIS DIVISION AS WELL AS RUNNING THE PROGRAMS AND MAKING SURE THE POOLS ARE OPERATING AND, AND OPEN AND SAFE IS MAINTAINING ALL OF OUR PUBLIC POOL STANDARDS.

SO THERE ARE STATE STANDARDS THAT WE, AND NATIONAL STANDARDS THAT WE STRIVE TO MAKE SURE ARE IN PLACE.

SO OUR COMMUNITY IS SAFE WHILE WE'RE RUNNING THESE PROGRAMS. CONNECT IS COMMUNITY EVENTS.

OUR COMMUNITY EVENTS TEAM, IT'S A TEAM OF FIVE STAFF MEMBERS AND THEY COORDINATE, UM, ALL OF OUR LARGE SPECIAL EVENTS, BUT THEY COORDINATE WITH NUMEROUS NONPROFIT GROUPS TO VOLUNTEER AND HELP LEAD PARTS OF OUR EVENTS, THE SMALLER ELEMENTS WITHIN IT.

AND THOSE ARE ESSENTIAL FOR US, BUT THEY ALSO PROVIDE OPPORTUNITIES FOR YOUNG PERFORMERS AND YOUNG ARTISTS.

SO THIS IS SOMETHING THAT WE TAKE A LOT OF PRIDE IN BECAUSE WE'RE CREATING OPPORTUNITIES FOR THESE YOUNG PERFORMERS AND ARTISTS TO ACTUALLY GET EXPERIENCE ON THE STAGE OR DISPLAYING THEIR ARTWORK, SELLING THEIR ARTWORK.

SO TO US, THIS IS VERY IMPORTANT.

IT'S MENTORING OUR, OUR YOUNG AND PREPARING THEM FOR THAT NEXT STAGE.

UM, THEY ALSO WORK WITH, UM, NUMEROUS VOLUNTEERS WITH, UM, WILDFLOWER ALONE, IT'S OVER A THOUSAND VOLUNTEERS, BUT YOU CAN SEE ON THE SLIDE WE'VE HAD 2,750 VOLUNTEERS THAT WE WORKED WITH THROUGHOUT

THE YEAR FOR ALL OF OUR EVENTS.

AND THEN OUR PARK MAINTENANCE PROGRAM.

I'M NOT GONNA GO INTO A LOT OF DETAIL ON THIS BECAUSE YOU'RE GONNA HAVE A DEEP DIVE IN A LITTLE BIT FROM SEAN.

HOWEVER, OUR PARK MAINTENANCE TEAM IS ESSENTIAL TO OUR DEPARTMENT AND TO THE SU SUCCESS OF OUR DEPARTMENT AND OUR CITY.

UH, THEY ARE RESPONSIBLE FOR ALL THE AREAS THAT ARE LISTED, BUT THEY'RE ALSO HEAVILY INVOLVED IN OUR, UH, SPECIAL EVENTS AND THE PLANNING OF THOSE SPECIAL EVENTS AND IMPLEMENTATION, AS WELL AS VARIOUS CONTRACTS AND LANDSCAPE PROJECTS THAT THEY OVERSEE.

IT, WITHOUT THEM, WE WOULDN'T BE ABLE TO ACCOMPLISH HALF OF WHAT WE PULL OFF.

SO WE ARE VERY GRATEFUL FOR THIS TEAM AND RECOGNIZE THE HARD WORK THAT THEY DO.

OKAY, OUR PARK PLANNING TEAM, AGAIN, THIS IS ANOTHER SMALL TEAM.

WE'VE GOT TWO STAFF THAT ARE RESPONSIBLE FOR ALL THE AREAS ON THE SLIDE HERE.

THEY HAVE A LOT OF HEAVY RESPONSIBILITIES OVERSEEING CONTRACTS, STUDIES, DESIGN PROJECTS, AND THEN CONSTRUCTION PROJECTS AS WELL AS COLLABORATING WITH OTHER DEPARTMENTS.

SO WE MAKE SURE THAT WE'RE WORKING AS CLOSELY AS WE CAN WITH THOSE OTHER DEPARTMENTS TO MAKE SURE THAT COMMUNICATION IS THERE AND EVERYTHING'S IN LINE.

UM, AND I WOULD LIKE TO POINT OUT THAT WE HAVE A NEW STAFF MEMBER THAT WILL BE STARTING IN THIS DIVISION MID-AUGUST.

AND THEN OUR RECREATION IN OLDER ADULTS, THESE ARE PROGRAMS THAT TOUCH EVERY FACET, EVERY AGE GROUP THAT WE HAVE IN OUR COMMUNITY.

UM, THERE ARE THREE RECREATIONAL FACILITIES THAT MAKE UP THIS GROUP AS WELL AS A SPECIAL EVENTS MANAGER WHO OVERSEES NUMEROUS EVENTS THAT ARE SEPARATE FROM COMMUNITY EVENTS.

AND SO THESE ARE EVENTS THAT WE WOULD SAY MORE ARE LOCAL COMMUNITY, UM, BASED OR SMALLER BASED, UM, PROGRAMS THAT WE OFFER.

AND WITH THIS, THEY'RE VERY ENGAGING WITH OUR COMMUNITY.

SO WE HAVE CUSTOMERS THAT COME IN EVERY DAY AND, AND THIS TEAM HAS A RELATIONSHIP WITH THOSE INDIVIDUALS.

THEY ARE VERY CONNECTED WITH THEM.

UM, SO THERE'S A LOT OF PROGRAMS AND EVENTS THAT THEY'RE PUTTING ON, BUT THEY'RE ALSO WORKING WITH OUR OTHER CITY DEPARTMENTS SUCH AS FIRE POLICE, LIBRARY, UM, AND EVEN WITH TRAFFIC.

SO TRYING TO GIVE THAT EXTRA EX EXPOSURE TO THE OTHER DEPARTMENTS AS WELL.

AND SO THAT'S A VERY FAST OVERVIEW OF THAT GROUP.

UM, AND SO WITH THAT, WITH THE MONTH OF JULY BEING DESIGNATED ITS NATIONAL PARKS AND RECREATION MONTH, I DID WANNA GIVE YOU A LITTLE BIT OF BACKGROUND ON WHAT NATIONAL PARKS AND RECREATION MONTH IS.

THIS WAS CREATED IN 1985 AS AN EFFORT TO RECOGNIZE WHAT PARKS AND RECREATIONAL PROFESSIONALS CONTRIBUTE TO THE COMMUNITIES THAT THEY SERVE.

AND OVERALL PARKS AND RECREATION HELP TO BUILD A STRONG AND RESILIENT COMMUNITY.

THEY BRING PEOPLE TOGETHER THROUGH EVENTS, PROGRAMS, AND GENERAL SERVICES.

THEY ALSO CREATE A POSITIVE IMPACT ON INDIVIDUALS MENTALLY AND PHYSICALLY.

UM, SO WE CREATE A STATE OF SENSE OF BELONGING AND PROVIDE A PEACEFUL ENVIRONMENT FOR PEOPLE TO FEEL CONNECTED WITH OTHERS AND WITH NATURE.

AND I CAN'T TELL YOU THE NUMBER OF TIMES THAT WE HEAR PEOPLE TALK ABOUT, I BROUGHT MY KIDS TO THIS PROGRAM, OR I CAME TO THIS PROGRAM AND NOW MY KIDS ARE COMING TO THIS PROGRAM.

AND WE'VE HAD GENERATIONS OF PEOPLE WHO ARE COMING TO PROGRAMS THAT WE OFFER HERE IN RICHARDSON.

SO THAT AGAIN, TALKS TO HOW WE CREATE ST STABILITY WITHIN THE COMMUNITY.

AND SO FOR PARKS AND RECREATION MONTH, SOME OF THE THINGS WE WANT IT TO DO BECAUSE ONE OF THE, THE BIG THINGS THAT WE DO IS WE SERVE OUR COMMUNITY AND, AND WE'RE ALL IN THIS FIELD BECAUSE WE BELIEVE IN SERVICE.

SO WE THOUGHT IT WAS EXTREMELY IMPORTANT TO SERVE OUR COMMUNITY DURING THIS MONTH, EVEN THOUGH IT'S RECOGNIZING US, IT'S OUR OPPORTUNITY TO GIVE BACK A LITTLE BIT MORE.

SO WE KICKED OFF THE MONTH WITH THE FAMILY FOURTH FEST.

UH, WE'VE ALSO CREATED PURPOSELY A DIVE IN MOVIE THAT WE'RE HOSTING JULY 21ST, BUT THEN WE CREATED CUSTOMER APPRECIATION EVENT.

SO EVERY ONE OF OUR FACILITIES THAT IS CUSTOMER FACING IS OFFERING SOME TYPE OF SPECIAL EVENT WHERE WE ARE JUST LOVING ON OUR CUSTOMERS AND APPRECIATING THEM FOR ALL THE TIMES THAT THEY COME INTO OUR FACILITIES AND, AND JUST THAT RELATIONSHIP THAT WE HAVE WITH THEM.

AND THEN IN ADDITION TO THAT, BECAUSE WE DO WANNA HONOR OUR STAFF, OUR STAFF WORKS EXTREMELY HARD.

SUMMER IS A VERY CHALLENGING MONTH FOR ALL OF US.

UM, OR MONTHS I SHOULD SAY.

SO WITH THIS, WE ARE DOING SOME, UM, SPECIAL RECOGNITION WHERE SEAN AND I ARE GOING OUT TO EACH FACILITY.

I HAD SOMEBODY REACH OUT TO ME VIA SOCIAL MEDIA TODAY SAYING, YOU KNOW, DAN, YOU SH WE AS A CITY SHOULD CONSIDER THESE, UH, DON'T FEED THE DUCK SIGNS.

I WAS LIKE, WE ALREADY HAVE THOSE, THOSE WERE PUT OUT A HANDFUL OF YEARS AGO.

UH, I KNOW I LIVE RIGHT NEXT TO CONWOOD PARK, SO I SEE 'EM ALL THE TIME.

AND, AND I'M JUST HEARING ALL THESE POSITIVES AND WHILE RICHARDSON HAS A LOT OF GREAT THINGS GOING FOR IT, AND THERE'S MANY, MANY REASONS TO THAT, RICHARDSON IS THE PLACE TO BE AND A GREAT PLACE TO LIVE.

I THINK PARKS REALLY, REALLY STANDS OUT TO MANY RESIDENTS CAUSE IT'S ONE OF THOSE PARTS OF THE CITY THAT A LOT OF RESIDENTS HAVE SUCH INTERACTION WITH.

AND WHAT, UH, THE ENTIRE PARKS DEPARTMENT HAS DONE IS, IS JUST CON CONTINUES TO, UM, IMPRESS ME DAILY.

AND I, I KNOW IT WAS YEARS AGO WHEN MY FAMILY WAS LOOKING AT UP UPGRADING, WE FOR A COUPLE HOURS CONSIDERED MOVING TO THE WEST SIDE OF KUWAIT.

AND REALLY IT CAME BACK TO PARKS FOR US.

AND UH, THAT WAS A VERY IMPORTANT REASONING FOR US TO WANT TO REMAIN IN RICHARDSON.

UM, I THINK A LOT OF RE RESIDENTS FEEL THAT WAY.

AND THAT'S ALL MAINTAINED BY A STAFF OF 50 PEOPLE, WHICH IS FRANKLY AMAZING.

SO WE ARE, WE ARE ABSOLUTELY LIKE EVERY OTHER INDUSTRY UNDER THE SUN SEEING COST INCREASES IN ALMOST EVERYTHING WE DO.

AND NOW TO UPDATE YOU ON SOME OF THE PROJECTS WE'VE BEEN WORKING ON THIS YEAR FROM THE PARK MAINTENANCE FUND, WE'VE COMPLETED REPLACING THE, UM, EAST BACK OR THE YEAH, THE EAST BACK, THE WEST BACK STOP, EXCUSE ME.

AT HEIGHTS PARK.

WE REPLACED THE WEST BACKSTOP LAST YEAR, BUT BECAUSE OF THOSE COST INCREASES, COULDN'T GET BOTH OF THEM DONE.

SO WE BUDGETED A LITTLE BIT MORE AND REPLACED THIS BACKSTOP THIS YEAR.

THAT WAS ABOUT $55,000.

WE RENOVATED THE IRRIGATION SYSTEM AT CROWLEY PARK THAT WAS IN THE LOWER RATE OF IRRIGATION SYSTEMS IN OUR ASSET ASSESSMENT IN 22.

SO WE WERE ABLE TO GO THROUGH, RAISE A BUNCH OF VALVE BOXES, IMPROVE COVERAGE OF THE TURF IRRIGATION FOR $130,000.

WE'RE JUST GONNA IMPROVE THAT PARK IMMENSELY.

AND WE'VE DONE A LOT OF WORK ON RENOVATING LANDSCAPE ON SOUTH YALE.

THAT ONCE AGAIN WAS ONE OF OUR LOWER RATED, UH, LANDSCAPE ME, UH, MEDIAN LANDSCAPE AREAS.

SO WE HAD $144,000 BUDGETED.

WE INSTALLED MORE HARDSCAPE.

YOU CAN SEE THE, UH, THE FLAGSTONE THERE IN THE PICTURE ENLARGE THE TREE WELLS CUZ WE HAVE THOSE NICE LARGE MATURE TREES IN A LOT OF OUR MEDIANS, BUT MANY TIGHT CASES.

THERE'S ACTUALLY A FILL TUBE THAT FILLS THE EAST POND.

WELL, THAT FILL TUBE FAILED AT SOME POINT LAST YEAR, OUR STAFF NOTICED THAT THE POND LEVEL WAS DOWN, WENT OUT TO INVESTIGATE AND, UH, FOUND A HUGE SINKHOLE LIKE VOLKSWAGEN SIZE SINKHOLE RIGHT THERE.

SO WE BROUGHT IN OUR FRIENDS IN CAPITAL PROJECTS TO COME UP WITH A SOLUTION.

THEY WERE ABLE TO GET A DESIGN DONE.

UM, THE BIDS HAVE COME IN, I THINK THOSE ARE STILL BEING REVIEWED RIGHT NOW, BUT HOPEFULLY WE WILL HAVE A GOOD DESIGN, BE ABLE TO LEVERAGE THIS $130,000 THAT WE WE BUDGETED TO GET THAT REPAIRED.

IT'S NOT ON THE AREA THAT SEES ANY TRAFFIC AT ALL.

WE MAKE SURE WE KEEP IT ALL, UH, UH, CORDONED OFF SO THAT NOBODY GETS IN THERE.

SO WE'RE ACTUALLY GONNA BUILD 120 FOOT BRIDGE TO GO OVER THE POND RIGHT THERE, KEEPING THE ALIGNMENT OF THE TRAIL PRETTY CLOSE TO WHERE IT IS.

IT'S GONNA VEER A LITTLE BIT MORE TO THE NORTH ON THE WEST SIDE OF THE POND, BUT IT'S GONNA BE A REALLY, REALLY GREAT ASSET TO THE PARK AND MAKE TRAVERSING THAT A LOT EASIER FOR PEOPLE WHO LIKE TO WALK THE TRAIL OUT THERE.

NOW THAT'S THE ONLY PARK WE HAVE IN TOWN THAT HAS THAT PORT IN PLACE SAFETY SERVICING, WHICH IS VERY, VERY ACCESSIBLE AND VERY, VERY GREAT.

BUT THE BEST PRACTICE FOR THESE IS TO APPLY BASICALLY ANOTHER COAT OF ADHESIVE THAT BINDS THAT RUBBER MATERIAL TOGETHER TO THE TOP OF IT EVERY 18 TO 24 MONTHS.

AND THAT PROVIDES A WEAR COAT TO THE SURFACE OF THAT.

SO WE'VE DONE THAT TWICE SINCE THE PLAYGROUND WAS PUT IN.

EACH TIME THE CONTRACTOR SAID, WE'VE NEVER SEEN A A PORT IN PLACE SURFACE THAT LOOKS THIS GOOD.

IT'S BECAUSE YOU'RE DOING THIS AS YOU SHOULD IN REGULAR INTERVALS.

UM, IN CONJUNCTION WITH THE RENOVATION OF THAT FACILITY, UH, JIM AND HIS TEAM HAVE HAD THEIR ARCHITECT COME UP WITH A DESIGN TO CONVERT THAT POND INTO A BIOSWALE.

SO IT WON'T HOLD WATER ANYMORE, BUT IT WILL FILTER WATER THAT RUNS THROUGH THERE.

IT'LL BE A MUCH MORE PLEASANT, UM, ATMOSPHERE TO LOOK AT, GONNA HELP US IMPROVE THAT DECKING AND STUFF THAT'S ON THE FRONT OF THE BUILDING.

WE'VE BEEN BUYING PREFAB RESTROOMS, WHICH HAS BEEN A GREAT WAY TO REPLACE A RESTROOM BUILDING IN A PARK, BUT IT HAS SOME TROUBLES WITH THE ONES WE'VE USED IN THE YEARS PAST.

SO WE WANT TO CAST A LITTLE BIT WIDER NET AND SEE WHO ELSE MIGHT BE OUT THERE THAT CAN PROVIDE THOSE SERVICES WITH A LITTLE BIT BETTER PRODUCT.

AND AGAIN, IT HAD A LITTLE BIT OF AN IMPACT ON THE, UH, THE TIMELINE.

SO, AS FAR AS OUR IMPLEMENTATION STATUS, UH, NUMBER ONE, I CANNOT SAY KUDOS ENOUGH TO ALL THE VARIOUS DEPARTMENTS, UH, THROUGHOUT THE CITY.

AND THEN MOST OF THE WEST SIDE OF OUR TOWN, COTTONWOOD CREEK, FLOYD JACKSON, BRANCH LIA, THEY ALL ACTUALLY DRAIN INTO WHITE ROCK CREEK AND MAKE THEIR WAY DOWN TO THE TR TO THE TRINITY THAT WAY.

SO, UH, WE'VE GOT ABOUT 44, 40 AND A HALF, 5, 44 0.5 MILES OF CREEKS, ALMOST 11,000 INLETS THAT ARE OUT THERE COLLECTING ALL OF THIS STORMWATER TO PUT IT INTO ALMOST 600 MILES OF STORM DRAIN PIPES THAT ARE UNDERNEATH OUR ROADS AND OUTFALL INTO THOSE CREEKS THAT, THAT CARRY EVERYTHING OUT OF, OUT OF OUR TOWN.

OUR PROJECTS AND THE WORK THAT WE DO WITHIN OUR STORMWATER UTILITY PROGRAM ARE FUNDED A NUMBER OF DIFFERENT WAYS.

WE RELY NOT ONLY ON THE CAPITAL PROGRAMS AND THE DRAINAGE UTILITY PROGRAM.

UH, WE'VE ALSO SUPPORTED DRAINAGE PROJECTS THROUGH SUPPLEMENTAL ANNUAL CO PROGRAMS THROUGH SOME OF OUR PRIVATE PARTNERSHIPS WITH DEVELOPERS AND WITH OTHER STATE AND LOCAL AGENCIES.

THE STRANDED UTILITY PROGRAM WAS ESTABLISHED ABOUT 12 YEARS AGO, UH, 2011 IN NOVEMBER, UH, THE FOLLOWING YEAR WE BEGAN COLLECTING THAT FEE FOR THE VERY FIRST TIME.

THE PURPOSE OF THAT FEE WAS REALLY TO HELP US MEET SOME OF THE REQUIREMENTS WERE WERE BEING, UH, IMPOSED UPON US THROUGH, UH, THE CLEAN WATER ACT THROUGH THE EPA.

UM, THROUGH OUR PERMITS, UH, WE GO THROUGH EVERY YEAR WE WILL TRY TO UPDATE AND MAKE SURE THAT WE ARE REACHING OUT TO THE PUBLIC AND TEACHING THEM ABOUT STORMWATER POLLUTION PREVENTION.

UH, WE WANT TO LOOK FOR AND FIND ANY OPPORTUNITIES OR PLACES WHERE THINGS THAT SHOULD NOT BE GETTING INTO OUR STORMWATER, WHETHER IT'S FROM COMMERCIAL BUSINESSES OR FROM, UH, SOME OF OUR OWN UTILITIES AND FEATURES FROM, UH, SANITARY SEWER LINES, UH, ILLICIT DISCHARGE DETECTION AND ELIMINATION IS WHAT THAT'S CALLED.

UH, BUT WE GO AROUND AND WE LOOK FOR THAT.

OUR HEALTH DEPARTMENT HELPS US A LOT WITH THAT.

UH, WE ALSO DO A LOT WITH CONSTRUCTION, STORMWATER PERMITTING.

ALL OF THE WORK THAT WE HAVE UNDER CONSTRUCTION RIGHT NOW.

WE, WE TRY TO MAKE SURE THAT WE'RE MINIMIZING THE, THE RUNOFF FROM, UH, THOSE PROJECTS WHEN WE EXPOSE SOIL AND, AND KEEP IT FROM GOING INTO OUR STREAMS AND TO INTO OUR PONDS.

AND THEN, UH, LAST, UM, MOST IMPORTANTLY, WE, WE HAVE OUR FLOOD PLAIN MANAGEMENT PROGRAM THROUGH THE NATIONAL FLOOD INSURANCE PROGRAM.

UH, WE WORK DILIGENTLY WITH THE N F I P TO MAKE SURE THAT RESIDENTS IN THE CITY OF RICHARDSON HAVE ACCESS TO THAT IMPORTANT INSURANCE.

UH, WE ALSO, UH, MAKE SURE THAT OUR DRAINAGE FEE THAT WE, UM, ALLOCATE THOSE COSTS OF SERVICE, UH, EQUITABLY AMONG ALL OF THE PROPERTY OWNERS.

SO, UH, WHETHER IT'S COMMERCIAL OR RESIDENTIAL PROPERTY.

UH, LAST YEAR WE WERE, UH, FORTUNATE ENOUGH TO GO THROUGH A 50 CENT INCREASE ON THAT.

UH, IT NETTED US ABOUT AN EXTRA $385,000 THIS YEAR, WHICH WE'RE PUTTING TO GOOD USE ON OUR PROJECTS AND HELPING US MAKE UP ON SOME OF THAT GROUND THAT WE'VE LOST TO A LOT OF THE INFLATION THAT YOU'VE HEARD SO MUCH ABOUT OUR OVERALL OPERATIONS THAT ARE COVERED BY THE VARIOUS ASPECTS OF THE STORMWATER UTILITY PROGRAM.

UH, WE HAVE CITY OPERATIONS, WHICH INCLUDING, AS SEAN MENTIONED EARLIER, WITH THE PARKS DEPARTMENT, SOME OF THAT STREET SWEEPING THAT HE MENTIONED, WE ACTUALLY REIMBURSE THROUGH GENERAL ADMINISTRATION, UH, REIMBURSEMENTS TO THOSE DEPARTMENTS.

THE COST OF MA MAINTENANCE IN WITHIN THOSE, UH, WHETHER IT'S FOR THE SERVICES THAT THEY PROVIDE US FROM AN ACCOUNTING PERSPECTIVE OR FOR THE PARKS, HELPING US WITH MANY PROJECTS THAT THEY DO, UH, OR WITH THE TCE E Q PERMIT COMPLIANCE.

UH, SO WE WORK CLOSELY WITH ALL OF THE DEPARTMENTS AND HELP COVER STORMWATER RELATED OPERATIONS WITHIN THE CITY OPERATIONS CITYWIDE.

IT IS A PARTNERSHIP THAT WE HAVE WITH MULTIPLE DEPART MULTIPLE DEPARTMENTS.

OUR CONTRACT SERVICES WE ARE WORKING ON, WE DO OPEN CHANNEL MAINTENANCE, WE DO LITTER ABATEMENT.

WE RELY ON A LOT OF OUTSIDE VENDORS TO HELP US WITH THAT.

WE ALSO RELY, I MENTIONED STREET SWEEPING.

WE HAVE AN IN, IN-HOUSE STREET SWEEPER THAT THE PARKS DEPARTMENT RUNS.

WE ALSO WORK WITH A CONTRACT COMPANY THAT DOES THE BULK OF OUR LOW OVERALL, UH, STREET SWEEPING THROUGHOUT OUR CITY.

UM, WE DO STUDIES AND ASSESSMENTS WITH THESE CONTRACT SERVICES AND, UH, RELY HEAVILY ON, ON THOSE VENDORS TO HELP US KEEP OUR CHANNELS CLEAN AND, AND, UH, LOOKING GOOD.

UH, OUR PROJECTS ARE THE LAST COMPONENT THAT WE FUND.

UH, MOST OF THOSE PROJECTS THAT WE FUND FALL INTO EITHER A FLOOD PREVENTION RELATED PROJECT OR EROSION PROTECTION.

OUR CURRENT WORK PLAN, UH, WE'RE WORKING ON WATERSHED STUDIES THIS CURRENT YEAR, UH, WE'RE WORKING ON THE, FINISHING UP THE LOWER DUCK CREEK PORTION OF, OF OUR WATERSHED STUDY.

UH, AND WE'RE LOOKING FORWARD NEXT YEAR IN FY 24 TO GOING UP AND AND ANALYZING SPRING CREEK.

WE'VE REALLY FOCUSED, AS YOU CAN TELL, ON THE WEST SIDE OF TOWN, SOME OF OUR OLDER PARTS OF THE NEIGHBORHOODS, TRYING TO MAKE SURE THAT WE UNDERSTAND HOW THOSE OLDER SYSTEMS WERE DESIGNED AND OPER ARE OPERATING, UH, MAKING SURE THAT WE'VE IDENTIFIED THOSE MOST, MOST AT RISK AND MAKE SURE THAT WE'RE FIXING THOSE PROBLEMS, UH, AS, AS QUICKLY AS WE CAN AND FOLLOWING A PRIORITY.

UH, WE'VE ALSO DONE A CONSIDERABLE AMOUNT OF VEGETATION REMOVAL ON GIAN BASKETS UP AND DOWN THE WEST FORK OF COTTONWOOD CREEK, AND WE'VE ALSO DONE SOME SELECTIVE TRIMMING AND CLEARING ON THE WEST FORK OF, OF COTTONWOOD CREEK BETWEEN CAMPBELL AND ARAPAHOE.

THAT'S ONE OF OUR AREAS THAT WE HAVE A LOT OF HIGH WATER INCIDENCES, AND SO WE TRY TO MAKE SURE THAT WE KEEP THAT SECTION OF THE CHANNEL FREE AND CLEAR OF OBSTRUCTIONS AS BEST WE POSSIBLY CAN.

MOVING FORWARD INTO FY 24, WE'RE LOOKING FORWARD TO CONTINUING DOING SEDIMENT AND CHANNEL, UH, CLEANING, UH, IN THE WEST FORK OF COTTONWOOD CREEK AS WELL AS ON THE TEXAS CHANNEL, UM, TO MAKE SURE THAT THOSE CREEKS ARE, ARE PERFORMING AND OPERATING AS OPTIMALLY AS WE CAN KEEP THEM, UH, IN AN LITTER ABATEMENT.

NOT ONLY DO WE DO THE STREET SWEEPING TO HELP KEEP LITTER FROM GETTING INTO OUR CREEKS, BUT WE ACTUALLY HAVE THESE CATCH BASINS WITHIN ABOUT 190 OF OUR CURRENT OF STORM DRAIN INLETS.

WITH THOSE CATCH BASINS ACTUALLY HAVE LITTLE BASKETS WITH, WITH FILTER FABRIC INSIDE

OF THEM, AND THEY CAPTURE A LOT OF SEDIMENT, LEAVES, DEBRIS, AND TRASH.

UM, AND WE DO A GREAT JOB OF, OF CHECKING THOSE THINGS TOO, SOMETIMES THREE TIMES THROUGHOUT THE YEAR, AND WE ACTUALLY MEASURE THE AMOUNT OF DEBRIS THAT WE REMOVED FROM THAT.

UH, IN LAST YEAR IN 2022, WE REMOVED ABOUT 36,000 POUNDS OF DEBRIS FROM THOSE 190 INLETS.

WE'RE ACTUALLY ON TRACK THIS YEAR.

WE ACTUALLY, UH, ARE LOOKING TO INSTALL A FEW MORE INLETS AND, UH, WE'RE ON TRACK RIGHT NOW.

WE'VE GOT JUST OVER 31,000 TO DATE.

WE'RE PROJECTING ABOUT 45,000 POUNDS OF DEBRIS REMOVED FROM THESE INLETS AS WELL THIS YEAR.

BUT THAT'S A GREAT PROGRAM AND, AND WE'RE GONNA CONTINUE TO, TO EXPAND AND GROW THAT PROGRAM AS AS MUCH AS WE CAN.

AND THEN DOING INSPECTIONS WITHIN OUR PIPES AND MAKING SURE THAT WE UNDERSTAND WHAT THE CONDITION OF THOSE PIPES ARE AND THAT THEY'RE FLOWING AND FREE OF, OF, OF OBSTRUCTIONS.

UH, IN 22, WE'VE, UH, INSPECTED ABOUT 22,000 LINEAR FEET.

THIS YEAR WE'RE PROJECTED TO ACTUALLY COMPLETE ABOUT 31,000 LINEAR FEET OF PIPE.

A LOT OF THAT VARIANCE JUST DEPENDS ON, ON THE AMOUNT OF TIME IT TAKES AND HOW MUCH DEBRIS THEY RUN INTO, HOW DIFFICULT IT IS FOR THE CLEANING, UM, OF THAT PIPE.

SO SOMETIMES WE, WE END UP HAVING TO DO A LOT MORE CLEANING TO GET THE CAMERAS IN THERE, AND SOMETIMES WE CAN MAKE IT THROUGH.

UH, THIS YEAR WE'VE BEEN MAKING GOOD PROGRESS, BUT THIS IS A GOOD EXAMPLE IN THOSE PHOTOS OF A BEFORE AND AFTER OF WHAT KIND OF DEBRIS AND, AND THINGS WE RUN INTO INSIDE OUR PIPES.

OUR CURRENT CAPITAL PROJECTS WORK PLAN, UH, WE'VE ACTUALLY COMPLETED A FEW PROJECTS THIS YEAR, OUR WEST FORK COTTONWOOD CREEK'S DETENTION, UH, PROJECT THAT WE'RE, WE'RE WORKING ON WITH U T D.

WE'RE IN THE PROCESS OF FINISHING THAT PROJECT UP RIGHT NOW.

THAT WAS A 2021 BOMB PROGRAM PROJECT FOR CONSTRUCTION, BUT WE FUNDED THE DESIGN OUT OF THAT GOING INTO THE 21 BOND PROGRAM USING THE DRAINAGE UTILITY PROGRAM DOLLARS, UH, CHERRY WOOD AND BELT AND AND DRIVE AND BELTLINE CULVERTS AND AT HUNT BRANCH ON THE WEST SIDE OF TOWN OVER BY COIT.

UH, THAT CONSTRUCTION IS, UH, WE'RE OUT TO BID RIGHT NOW AND WE'RE LOOKING FORWARD TO STARTING CONSTRUCTION ON THAT THIS FALL.

THAT PROJECT IS A FAIRLY LARGE PROJECT THAT'S FUNDED BY NOT ONLY THE DRAINAGE UTILITY PROGRAM BY CO BONDS, BUT ALSO BY 2015 GEO BONDS.

LOWEST BRANCH FLOOD PREVENTION STUDY IS ONE THAT WE'RE, UH, CURRENTLY WORKING THROUGH.

WE'VE ACTUALLY BEEN STUDYING IT FOR THE LAST YEAR, YEAR AND A HALF.

UM, WE'RE LOOKING FORWARD TO CARRYING THAT PROJECT TO A 30% COMPLETION ON DESIGN.

UH, WE ARE GOING TO WORK THROUGH THAT THIS FALL.

UH, IT'S BEING FUNDED ENTIRELY OUT OF THE DRAINAGE UTILITY PROGRAM, AND I'LL TALK A LITTLE BIT MORE ABOUT THAT IN A MINUTE.

UH, TWO OF THE PROJECTS THAT CAME OUT OF OUR 21 STORM FROM BACK IN MAY OF 21, UH, 28 0 1 WYNDHAM AND 300 THOMPSON DRIVE WERE TWO LOCATIONS THAT WE HAD HIGH WATER INCIDENCES, AND WE'VE COMPLETED THE, THE, THE DRAINAGE IMPROVEMENTS AT BOTH OF THOSE LOCATIONS TO RESOLVE THE, THE DRAINAGE AND FLOODING CONDITIONS AT BOTH OF THOSE LOCATIONS.

UH, WE'VE ALSO STARTED DESIGN ON LAWN MEADOW DRIVE DRAINAGE RELIEF.

WE'LL BE GOING OUT TO CONSTRUCTION ON THAT THIS FALL.

AND THE RENTER ROAD BRIDGE REPAIRS OVER PRAIRIE CREEK.

WE'VE COMPLETED, UH, IN BRECKENRIDGE PARK AT RENTER ROAD EROSION CONTROL.

THAT'S ACTUALLY ONE THAT WE, THAT SEAN MENTIONED EARLIER.

WE'RE COORDINATING WITH PARKS MAINTENANCE ON.

AS I MENTIONED, THAT SECTION OF WEST FORK OF COTTONWOOD CREEK FROM CAMPBELL TO ARAPAHOE IS SOME OF OUR MOST SENSITIVE AREAS WHERE WE HAVE HIGH WATER INCIDENCES.

AND THIS DETENTION POND WAS CONSTRUCTED TO HELP US MITIGATE AS MUCH OF THAT FLOODING AS WE POSSIBLY COULD WITH DETENTION UPSTREAM.

UH, WE'RE COMPLETING THAT AND WE EXPECT THAT TO BE WRAPPING UP THIS SUMMER.

TWO OTHER PROJECTS THAT I MENTIONED, BELTLINE AT HUNT BRANCH DRAINAGE, UH, THAT PROJECT IS, IS A FAIRLY LARGE PROJECT THAT WE LOOK FORWARD TO COMPLETING AND, UH, GETTING UNDERWAY THIS FALL AND COMPLETING NEXT YEAR.

UH, WE ACTUALLY HAD A CAR ONE OF MY FIRST YEARS THAT WE BEGAN WORKING HERE IN EARLY TWO THOUSANDS, WE HAD A CAR WASH OFF OF COTTONWOOD DRIVE INTO COTTONWOOD PARK, AND SO WE'RE REAL EXCITED ABOUT FINALLY GETTING SOME OF THESE HIGH WATER CONDITIONS ADDRESSED AND TAKEN CARE OF.

UH, LAWN MEADOW DRAINAGE IS ALSO A PROJECT THAT WE'RE TAKEN CARE OF, AND THIS IS ACTUALLY FUNDED, UM, THROUGH OUR, OUR GENERAL SPECIAL PROJECTS DEPARTMENT DIVISION AND FUNDING.

UM, THIS PROJECT IS OVER IN THE, UH, CANYON CREEK NEIGHBORHOOD, JUST SOUTH OF THE RAILROAD TRACKS ON THE WEST SIDE OF CUSTER ROAD.

UH, WE'RE WRAPPING UP DESIGN THIS SUMMER.

WE EXPECT TO GO OUT TO BID THIS FALL AND HOPEFULLY BE UNDER CONSTRUCTION IN THE WINTER JANUARY, FEBRUARY TIMEFRAME OF 2024.

AND SO, UH, THERE ARE TWO MODELS THAT WE RELY ON HEAVILY, UH, THE HYDROLOGY COMPONENT THAT TELLS US HOW MUCH WATER IS HITTING THE GROUND, AND THEN THE HYDRAULICS COMPONENT, WHICH ALLOWSS US TO UNDERSTAND WHERE IS IT GONNA GO ONCE IT'S ON THE GROUND, WHETHER IT'S A SURFACE FLOW IN A CREEK OR IS IT IN A PIPE.

WE COULD WORK ON TRYING TO SIMPLIFY SOME OF THOSE MAPS AND, AND THE CHANGING THE RESOLUTIONS, BUT WORKING ON EITHER SOME OF THE COMMON 2, 5, 10 OR 25 YEAR EVENTS AND EVEN THE A HUNDRED YEAR, UH, THAT, THAT WE EVALUATE, UM, WE COULD WORK ON MAKING, MAKING THAT DATA AVAILABLE, UH, MORE READILY.

ABSOLUTELY.

THAT MIGHT HELP.

BUT NOW MOVING FORWARD, WE'RE TALKING ABOUT THAT THREE POINT SOME MILLION.

THAT'S NOT REALLY MUCH.

WHAT'S THE PLAN? I MEAN, 10 YEARS, YOU KNOW, THE BUDGET, THE FUNDING THAT WE ARE GONNA NEED.

AND SO I DIDN'T WANT TO, UH, RECOMMEND ANOTHER INCREASE THIS YEAR.

I WANTED TO KIND OF WAIT AND FULLY ANTICIPATE, UM, WHAT, WHAT THE NEW MANDATES MIGHT BE AND THEN FACTOR THAT INTO AN ADDITIONAL INCREASE.

BUT YOU'RE ABSOLUTELY RIGHT.

I MEAN, THE INFLATIONARY PRESSURES IN THIS REALM OF CONSTRUCTION ARE NO DIFFERENT THAN THE ONES THAT WE VISITED ELSEWHERE.

THE OTHER THING I THINK WE HAVE TO BE MINDFUL OF AND, AND BE, UM, OPEN TO IS IN, IS INCLUDING MORE DRAINAGE IN BOND PROGRAMS. UM, I MEAN MANY OF THESE PROJECTS ARE, ARE SIGNIFICANT PROJECTS THAT WOULD TAKE, UH, 3, 4, 5 YEARS OF ALL OF THE DRAINAGE FUNDING TO BE ABLE TO COMPLETE OTHERWISE.

AND SO, YOU KNOW, I THINK IN THE FUTURE WE LOOK TO A BIGGER COMPONENT OF OUR BOND PROGRAMS HAVING, UH, DRAINAGE COMPO, YOU KNOW, DRAINAGE FOCUS AND UM, THAT'S ANOTHER WAY WE CAN START KIND OF, UH, UH, OKAY.

UM, BUT THAT'S THAT DESIGN STORM IN THE A HUNDRED YEAR EVENT, THAT DETENTION POND, UH, JUST DOWNSTREAM OF CAMPBELL THROUGH THAT UPPER PORTION OF WEST FORK OF COTTONWOOD CREEK LOWERS THE WATER SURFACE, ELEVATIONS ABOUT NINE TO 10 INCHES, POSSIBLY 11 INCHES IN SOME PLACES, WHICH REALLY CAN ABSOLUTELY MAKE A DIFFERENCE ON, ON THE, THE STORMWATER THAT'S TRYING TO GET INTO THAT CREEK, CUZ THAT'S SOME OF THE OTHER FLOODING THAT WE SEE AROUND THAT AREA.

LIKE WE'VE MENTIONED ON THAT CHEYENNE LOCATION AND SOME OF THE OTHER STORMWATER PROBLEMS THAT WE SEE ON EDITH CIRCLE, IT'S WATER TRYING TO GET INTO THAT CREEK DOWNSTREAM OF, OF CAMPBELL.

WE'RE REALLY LOOKING FORWARD TO SEEING THAT DETENTION MAKE THAT, THAT DIFFERENCE.

UM, BUT THAT, THAT, UH, THE WEIR THAT THE WATER SPILLS INTO INSIDE THE, THAT WHERE NORTH AND SOUTH WATERVIEW SPLIT, UH, YOU CAN SEE THAT LARGE BOX AND THE WEIR THAT WHEN THAT CHANNEL WATER BUILDS UP, IT SPILLS INTO THAT WEIR FILLS UP THE POND.

UH, AND IT HOLDS IT JUST LONG ENOUGH TO GIVE US A, A NICE LITTLE BREAK THERE ON, ON THE 25, 10 YEAR EVENTS.

UM, AND, AND THE A HUNDRED YEAR, SO IN OTHER SIMPLE WORD, RESIDENTS LIVING DOWNSTREAM OF CAMPBELL, OTHER SIDE OF CAMPBELL, THEY WILL SEE BENEFIT LIKE LESS WATER WITH HIGHER RAIN EVENTS WITH A HIGHER RAIN EVENTS.

THAT'S CORRECT.

UM, IN THE STANDARD INCH OF RAINFALL THAT WE MIGHT SEE.

SURE.

NOT PERIODICALLY THROUGHOUT THE YEAR, UH, THEY PROBABLY WON'T NOTICE THAT HAPPENING.

UM, MUCH OF A DIFFERENCE.

BUT CERTAINLY IF WE GET TWO TO FOUR INCHES OF RAIN OR MORE, UM, THEY'LL DEFINITELY SEE A DIFFERENCE IN HOW IT PERFORMS. SOME OF THESE IMPROVEMENTS, JIM? UH, I'M NOT AN ENGINEER.

SOME OF THESE IMPROVEMENTS ARE INTENDED TO SLOW THE WATER DOWN TOO.

I MEAN, EROSION IS A HUGE ISSUE, PARTICULARLY IN THIS AREA THAT WE'RE DESCRIBING NOW.

I MEAN, THERE'S A LOT OF LAND BEING LOST WITH THE, WITH THE SPEED AND VELOCITY OF THE WATER.

AND SO I THINK SOME OF THESE IMPROVEMENTS ARE INTENDED NOT ONLY TO RAISE THE LEVEL, BUT ALMOST KIND OF CONTROL A LITTLE BIT OF THE SPEED.

SOME OF OUR IMPROVEMENTS ARE OUT THERE TO DO THAT.

UH, THIS POND FOR UTD THAT WE'RE TALKING ABOUT IS, IS MORE FOCUSED ON, ON CAPTURING THE, THE HIGHER, UH, PARTS OF THAT STORM.

BUT, BUT FURTHER, YES, FURTHER DOWN, WE'VE, SOME OF THE IMPROVEMENTS WE MAKE ARE TRYING TO, TRYING TO MITIGATE AND, AND, AND PROTECT THOSE FLOWS.
