WE HAVE AN EXCITING PROGRAM THAT, UM, WE'RE GOING TO BEGIN PUBLICIZING TOMORROW, AND I JUST WANTED TO BRING THIS ALL TO YOUR ATTENTION.
IN CONJUNCTION WITH OUR NOVEMBER 4TH CONCERT, WE'RE GOING TO HAVE A PHOTO COMPETITION, AND, UM, WE'RE WORKING WITH A COMPANY CALLED WESTWATER ARTS, AND THEY ARE PHOTO CHOREOGRAPHERS.
SO WE ARE HOPING TO GET HUNDREDS OF PHOTO SUBMISSIONS FROM AMATEUR AND PROFESSIONAL PHOTOGRAPHERS ALIKE.
AND WESTWATER ARTS WILL BE SELECTING ABOUT A HUNDRED TO 150 PHOTOS THAT WILL GO INTO A SLIDESHOW THAT WILL, UM, BE DISPLAYED ON HUGE SCREENS BEHIND THE ORCHESTRA AS THE ORCHESTRA IS PERFORMING A NEWLY COMMISSIONED PIECE.
SO IT SHOULD BE A LOT OF FUN FOR PEOPLE TO BE ABLE TO COME TO THE EISMAN CENTER AND SEE THEIR PHOTOS INCORPORATED INTO THIS.
WE ALSO FEEL LIKE THIS IS A GREAT COMMUNITY OUTREACH EFFORT, AND I KNOW WE'VE ALREADY CELEBRATED THE CITY'S 150TH ANNIVERSARY, BUT WE'RE STILL IN THE YEAR, STILL IN THE REALM.
SO IT'S JUST ANOTHER GREAT WAY TO PAY TRIBUTE TO OUR CITY.
SO WE HOPE YOU WILL SHARE THIS INFORMATION WITH YOUR FRIENDS.

SO THE ITEMS THAT WE WILL COVER TONIGHT ARE CITY COUNCIL AND STRATEGIES, UH, PROGRAM BACKGROUND AND AWARDS, CELEBRATING 25 YEARS, THIS YEAR'S COMPANIES AND VENUES, SPECIAL OLYMPICS, TEXAS OPENING CEREMONY, THE CITY OF RICHARDSON TEAM, AND OUR CORPORATE RECREATION PROGRAMS AND EVENTS.

THE COUNCIL GOALS THAT THIS PROGRAM MEET IS TO HAVE RESIDENTS AND STAKEHOLDERS AND STAKEHOLDERS CHOOSE RICHARDSON AS THE BEST PLACE TO LOCATE, CONTRIBUTE, AND ENGAGE THE CITY COUNCIL STRATEGY.THE PROGRAM ALIGNS WITH BEST ARE ATTRACTING, DEVELOPING, AND RETAINING HIGH QUALITY, INNOVATIVE EMPLOYEES, CONTINUING TO EXPLORE UNIQUE INITIATIVES AND INCENTIVES TO ATTRACT AND RETAIN RESIDENTS AND OTHER STAKEHOLDERS, AND PROMOTING AVENUES FOR PUBLIC ENGAGEMENT AND INPUT.
SO, JUST A BRIEF BACKGROUND, UM, ON THE PROGRAM HERE.
CITY OF RICHARDSON BEGAN THIS PROGRAM IN 1998, MAKING THIS THE 25TH YEAR FOR THE PROGRAM.
UM, IN 1998, WE HAD 16 COMPANIES.
UH, THE CORPORATE CHALLENGE IS GOVERNED BY AN ADVISORY BOARD MADE UP OF EIGHT DIFFERENT COMPANIES.
UH, THIS, THIS ADVISORY BOARD, UM, OF COMPANIES THAT PARTICIPATE IN THE PROGRAM, UM, HELPS US DETERMINE EACH YEAR IF THERE'S ANY EDITS OR CHANGES THAT WE NEED TO MAKE IN TERMS OF RULES OR EVENTS OR ANYTHING LIKE THAT, UM, JUST TO KEEP US AS UPDATE AS POSSIBLE.
AND THEN CITY AND CITY STAFF AND VOLUNTEERS ARE THE ONES THAT PROVIDE THE SUPPORT TO, TO RUN THE PROGRAM ITSELF.
SO THE CORPORATE CHALLENGE ALSO SERVES AS AN IMPORTANT ECONOMIC DEVELOPMENT TOOL FOR THE CITY.

UM, SO THIS, THIS PROGRAM HELPS TO PROMOTE AND ENABLE TEAMWORK AND COMPANY MORALE SHOWCASE COMPANY PRO SHOWCASE COMPANY PRIDE AND CORPORATE WELLNESS THROUGHOUT HEALTHY COMPETITION, GIVE THE COMPANIES IN A COST EFFECTIVE MARKETING TOOL, PROMOTE, USE, PROMOTE PROMOTING PROGRAM USE, SORRY, PROGRAM USE AS A, A TALENT RECRUITING TOOL, UH, FOR EACH OF THE COMPANIES, AND TO SERVE AS AN OPPORTUNITY, UH, FOR EACH OF THESE COMPANIES TO ENGAGE WITH THE COMPANY AND THE CITY TO BE ABLE TO ENGAGE IT WITH THEM AS WELL.
UM, SO THIS, THIS IS A, A FEW OF THE WAYS THAT, THAT WE FEEL THIS PROGRAM REALLY ENGAGES WITH THE COMMUNITY.

SO I WAS, UM, ASKED TO COME DOWN AND SPEAK AT THE SPECIAL OLYMPICS STATE CONFERENCE.
UM, AND I GOT AN OPPORTUNITY TO SHARE KIND OF WHAT I'M GONNA SHARE WITH YOU TONIGHT WITH A LITTLE BIT MORE DETAIL, UM, JUST KIND OF WHAT OUR PROGRAM'S ABOUT ALL OF THE DETAILS ON IT, HOW WE SUPPORT SPECIAL OLYMPICS, TEXAS.
THEY ACTUALLY, UH, SPONSORED ME TO DO A, A POLAR PRONE PLUNGES THERE.
SO ONE OF THE COMPANIES, UH, DONATED $500 TO SPECIAL OLYMPICS TO MAKE ME JUMP IN A, A FREEZING COLD POOL.
UM, AND I GOT TO SHARE THIS WITH, UM, SOME OF THE COMPANIES AND SOME OF THE COMPANIES THAT ACTUALLY HAVE SHOWN INTEREST IN PARTICIPATING HERE IN THE NORTH TEXAS AREA IN THE FUTURE AS WELL.
SO WHAT IS THE RICHARDSON CORPORATE CHALLENGE? UH, THE RICHARD CORPORATE CHALLENGE IS A 10 WEEK, 24 EVENT, OLYMPIC STYLE COMPETITION.
UM, THIS YEAR WE ARE MADE UP OF 43 COMPANIES SPANNING FIVE DIVISIONS, AND WE WILL ALSO SERVE AS, ONCE AGAIN, AS A STATEWIDE SPONSOR FOR SPECIAL OLYMPICS, TEXAS.
SO FOR EACH OF THOSE 24 EVENTS, WE DO PROVIDE MEDALS FOR EACH OF OUR WINNERS AND FIRST AND SECOND, THIRD PLACE.
UM, SO THIS IS AN EXAMPLE OF WHAT ONE OF THOSE MEDALS LOOKS LIKE RIGHT HERE.
YOU GUYS ARE WELCOME TO COME UP AND TAKE A LOOK IF YOU WANT TO.

AND EACH OF THESE COMPANIES YOU SEE HERE ARE BRAND NEW TO THIS PROGRAM.
UH, SO THEY HAVE NEVER PARTICIPATED AT ALL.
UH, THEY ARE VERY EXCITED, AND I CAN TELL YOU THAT BY THE AMOUNT OF PHONE CALLS THEY GIVE ME, TELLING ME HOW EXCITED THEY ARE.

UM, OUR MEMBERSHIP IN THOSE COMMITTEES ALLOWS US TO GROUP OUR RESOURCES WITH OTHER ENTITIES TO, UM, EFFECTIVELY AND EFFICIENTLY REVIEW THE RATE REQUESTS FROM ATMOS AND ENCORE, UH, AND THEN NEGOTIATE, UH, RESOLUTION TO THOSE REQUESTS ON MORE OF A GLOBAL SCALE FOR THEIR SYSTEM AS A WHOLE, UM, AS OPPOSED TO TAKING ON, UH, THOSE REQUESTS INDIVIDUALLY AND SPENDING INDIVIDUAL RESOURCES ON THAT.

AND THAT IS A SUBSTITUTE FOR GRIP.
ONE OF THE GREATEST BENEFITS OF THAT IS IT ALLOWS US TO LOOK AT THE ENTIRE COST OF SERVICE, NOT JUST THE CAPITAL INVESTMENTS THAT WERE MADE, SO THAT ANY INCREASING REVENUES CAN OFFSET SOME OF THOSE INVESTMENTS.
UH, SO IT'S IN THE END, IT ENDS UP BEING A LOT MORE REASONABLE FOR, UH, THE RIGHT PAYERS.
AND THE PREVIOUSLY MENTIONED, UH, ATTORNEYS, UH, THAT ARE UTILIZED FOR THE STEERING COMMITTEE.
THEY, AS WELL AS SOME CULT CONSULTANTS WHO ARE EXPERTS IN RATE MAKING PROCESSES.

THEY'RE SEEKING AN INCREASE OF, UH, $165.9 MILLION IN REVENUE, UH, THAT'S RELATED TO THEIR CAPITAL INVESTMENTS MADE IN 2022 IN THIS REGION.
UM, IN 2022 ATMOS, MID TECHS PROVIDED $978 MILLION IN CAPITAL INVESTMENT.
AND THAT BOTTOM BULLET POINT, UM, WANT TO BE SURE TO HIGHLIGHT $10 MILLION OF THAT WAS HERE IN RICHARDSON.
SO WE'RE DEFINITELY SEEING THE BENEFITS OF THAT, MAKING SURE THE SYSTEM'S VERY RELIABLE AND KEEPING UP TO DATE.
SO ATMOS, MID TECHS AND THE STEERING COMMITTEE, UM, SINCE MARCH HAVE BEEN UNDERGOING A REVIEW PROCESS AND NEGOTIATING, UM, OVER THE INCREASED REQUEST ATMOS.
MID TECHS AND THE STEERING COMMITTEE HAVE REACHED A SETTLEMENT THAT I'M GONNA RECOMMEND, UH, TONIGHT FOR COUNCIL CONSIDERATION.
THE INITIAL REQUEST WAS THE $165.9 MILLION.
THE NEGOTIATED SETTLEMENT BRINGS THAT DOWN TO $142 MILLION INCREASE.
SO THAT'S A 14.4% REDUCTION, UH, FROM WHAT WAS INITIALLY REQUESTED.
SO RIGHT THERE, THAT'S ACROSS THE ENTIRE SYSTEM, BUT THAT SHOWS THE BENEFIT OF BEING, UH, MEMBERS OF THE STEERING COMMITTEE TO SEE THAT KIND OF SAVINGS THAT ALL OF US ARE GONNA EXPERIENCE.
BEFORE I TOUCH ON WHAT THAT MEANS FOR THE AVERAGE CUSTOMER AND THE IMPACT OF A BILL, JUST WANT TO TOUCH ON, UH, THE TWO MOST COMMON CHARGES THAT YOU'LL SEE ON YOUR BILL THAT MAKE UP THE BULK OF, UM,

SO FOR THE RESIDENTIAL AND COMMERCIAL CLASSES OF CUSTOMERS, UM, THE LEFT COLUMN SHOWS THE CURRENT RATES, AND THE RIGHT ONE SHOWS WHAT THE PROPOSED RATES WOULD BE IF THE SETTLEMENT IS APPROVED BY THE COUNCIL.
UM, SO RESIDENTIAL RATES GOING UP ABOUT 70 CENTS ON THE BASE CHARGE.
UH, COMMERCIAL IS GOING UP, UM, A LITTLE BIT MORE THAN THAT.
AS YOU CAN SEE, IT'S GONNA BE, UH, MORE LIKE $8 50 CENTS.
UM, AND SO, AND THEN THE CONSUMPTION CHARGE, YOU CAN ALSO SEE THAT INCREASE TO LOOK AT A TYPICAL BILL SO THAT IT MAKES SENSE OF THOSE NUMBERS.
UH, RESIDENTIAL CUSTOMER USING 43.6, UH, A HUNDRED CUBIC FEET PER MONTH ON AVERAGE SPREAD ACROSS THE ENTIRE YEAR, THEY'RE GONNA SEE ABOUT A 7.3% INCREASE, UH, IN THEIR AVERAGE BILL.
UH, AS YOU CAN SEE, A LITTLE BIT OVER $6, UH, ON AVERAGE PER MONTH IS WHAT WE WOULD ANTICIPATE BASED ON THAT AVERAGE CONSUMPTION.
AND THEN FOR COMMERCIAL CUSTOMERS.
NOW KEEP IN MIND COMMERCIAL IS GONNA BE A WIDE RANGE.
YOU'RE GONNA HAVE SMALLER COMMERCIAL ENTITIES AND A MUCH, MUCH LARGER.
BUT, UM, LOOKING AT ALL THE CUSTOMERS, UM, IN THE REVIEW, THEY CAME UP WITH AN AVERAGE CONSUMPTION OF THE 356.6, UH, A HUNDRED CUBIC FEET, AND THAT IS ABOUT A 5%, 5.19% INCREASE FOR THE AVERAGE BILL ABOUT $25 A MONTH.
NOW, FOR THE RECOMMENDATION WE'RE GONNA PUT BEFORE THE COUNCIL, UH, FOR CONSIDERATION LATER THIS MONTH, UH, THE STEERING COMMITTEE AND CITY STAFF BELIEVE THAT THE NEGOTIATED RATES ARE FAIR AND REASONABLE, AND WE RECOMMEND THE COUNCIL APPROVE THE SETTLEMENT.
UM, THIS SAVES A LOT OF TIME AND RESOURCES.
RATHER THAN HAVING A CONTESTED PROCEEDING IN FRONT OF THE REGULATORY AUTHORITY, THE REGULAR COMMISSION AND THE COMMISSION COULD AGREE TO A HIGHER RATE.
WE ARE RECOMMENDING THAT YOU ADOPT THE SETTLEMENT RATES EFFECTIVE OCTOBER ONE, AND THE RESOLUTION TO THAT EFFECT IS, UM, GONNA BE IN, UP FOR COUNCIL CONSIDERATION AT THE END OF THIS MONTH ON THE 28TH.

SO WE WERE GONNA, AGAIN, UTILIZE BOTH OF THOSE RESOURCES.
THERE'S NO COUNCIL ACTION REQUIRED AT THIS TIME.
UH, IT WAS MERELY JUST TO PROVIDE YOU AN UPDATE TO LET YOU KNOW THAT WE'VE ENTERED INTO AN AGREEMENT TO, UM, UH, TO SEEK THE SERVICES OF JAMIE'S FIRM AND THEN WORK WITH VICTORIA TO START THE NEGOTIATING PROCESS.
UM, AND WE WILL COME AT A LATER DATE, UH, WITH AN UPDATE ON THE NEGOTIATIONS AND A DRAFT AGREEMENT, UH, PROPOSED FOR ADOPTION.
I DO WANT TO TOUCH ON, ALTHOUGH THE, UH, EXPIRATION OF THE CURRENT AGREEMENT IS DECEMBER 31, IT IS VERY COMMON THAT, UH, THE NEGOTIATING PROCESS MAY LAST LONGER THAN THAT, AND IT MAY GO INTO THE NEW YEAR.
I WANT TO ASSURE YOU AND ALL THE CUSTOMERS OUT THERE THAT, UM, ATMOS WILL CONTINUE TO PROVIDE SERVICES AND WE WILL CONTINUE TO RECEIVE OUR QUARTERLY PAYMENTS.
UH, IT'S VERY COMMON IN THIS TYPE OF AGREEMENT TO, UH, WHEN YOU RATIFY THE NEW AGREEMENT WITH AN ORDINANCE, THERE'S LIKE A GAP PROVISION THAT THAT GOES BACK AND INCLUDES THE TIME PERIOD THAT, UM, WAS NOT COVERED WHEN THE PREVIOUS AGREEMENT EXPIRED.

AND IN BETWEEN THEY FILE, UH, WHAT'S KNOWN AS A DISTRIBUTION COST RECOVERY FACTOR, WHICH IS LIKE A MINI RATE CASE, UM, IN BETWEEN TO CONTINUE TO DO ANNUAL ADJUSTMENTS TO THEIR RATES.
THE LAST COMPREHENSIVE RACE CASE WAS LAST YEAR IN 2022.
SO THIS YEAR THEY FILED A, UH, ONE OF THE INTERIM CASES, THE D C R F
BEFORE I GO INTO THIS YEAR'S SPECIFIC REQUEST, I DID WANT TO POINT OUT A LEGISLATIVE UPDATE.
UM, SO THIS LAST LEGISLATIVE SESSION, UM, SENATE BILL 10 15 PUT INTO PLACE AS OF JUNE THAT NOW ELECTRIC UTILITIES ARE ALLOWED TO ADJUST THEIR RATES UP TO TWICE PER YEAR, UH, PURSUANT TO A D C R F.
SO ALTHOUGH WE HAVEN'T SEEN THAT PLAY OUT JUST YET, IT IS ANTICIPATED THAT WE WOULD START TO RECEIVE A SEMI-ANNUAL RATE ADJUSTMENTS.
SO INSTEAD OF SEEING YOU ONCE A YEAR, IT'LL PROBABLY BE TWICE A YEAR WITH UPDATES, UM, ON THOSE REQUESTS.
ONE THING THAT IS, UM, IMPORTANT TO POINT OUT IS WITH THIS NEW LEGISLATION, THE, UH, STEERING COMMITTEE WAS VERY INVOLVED AND MAKING SURE THAT THERE ARE STILL SOME PROTECTIONS IN PLACE TO ALLOW CITY REVIEW OF THOSE REQUESTS.
SO THOSE THINGS ARE STILL PROTECTED, IT'S JUST WE'RE GONNA START GETTING THOSE REQUESTS MOST LIKELY TWICE, TWICE PER YEAR.
SO, TURNING TO THE REQUESTS WE RECEIVED THIS SUMMER, UH, SO IN JUNE, ENCORE FILED ITS D C R F WITH THE P U C AND, AND THE CITY OF RICHARDSON AND OTHER CITIES THAT, UH, MAINTAIN ORIGINAL JURISDICTION.
UH, IF YOU WOULD LIKE TO READ IT, UM, THERE'S AN 848 PAGE FILE AND WE'VE GOT LINK THERE.
UM, BUT THE REASON I POINT THAT OUT IS JUST, AGAIN, REFERRING BACK TO THE IMPORTANCE OF HAVING A PROFESSIONAL LEVEL REVIEW OF THESE CASES.
THIS IS NOT SOMETHING VERY SIMPLE.
IT'S IMPORTANT TO HAVE THAT PROFESSIONAL EXPERTISE REVIEW THIS, TO KNOW WHAT'S IN THERE, TO MAKE SURE THINGS ARE COVERED, WHAT, WHAT SHOULD BE TAKEN OUT.

UM, AND THEN THE ONE POINT, UH, ZERO $7 MILLION RELATED TO MOBILE GENERATION FACILITIES.
UH, TO SUM THAT UP, IT'S ANYTIME YOU HAVE A WIDESPREAD POWER OUTAGE, UM, ENCORE MAY NEED TO LEASE SOME ADDITIONAL EQUIPMENT AND MOBILE GENERATORS TO HELP BRING THINGS BACK ONLINE QUICKER.
AND, UH, STATE LAW PROVIDES THAT, UH, THEY'RE ALLOWED TO RECOVER THOSE COSTS TO LEASE AND OPERATE THAT MOBILE EQUIPMENT THROUGH, UH, D C R F.
SO THAT'S, UH, A, A SMALL PIECE OF WHAT WE'RE LOOKING AT IN THIS YEAR'S CASE, IF THE RATES ARE APPROVED, UM, AS REQUESTED, YOU KNOW, AT THE LEVEL THAT, UM, ENCORE HAS FILED, UH, THE AVERAGE RESIDENTIAL CUSTOMER WOULD SEE ABOUT A $2 41%, $2

41 CENT PER MONTH, UH, INCREASE.UM, THAT SHOULD AVERAGE OUT TO ABOUT FOUR AND A HALF PERCENT OF, OF THE ENCORE WIRES RATE PORTION OF THEIR BILL.
AND THEN CUSTOMER, UH, THAT ARE AT THE COMMERCIAL LEVEL.
IT'S REALLY TOUGH TO GET A A, A GOOD NUMBER WITH THAT.
IT REALLY DEPENDS ON HOW THEY STRUCTURE THEIR, THEIR CONTRACT.
SO THE D C R F FILING, UH, SINCE IT WAS FILED, HAS ALREADY BEEN UNDERGOING REVIEW BY THE STEERING COMMITTEE'S, ATTORNEYS, AND ITS CONSULTANTS.
UH, THE P U C ALLOWS US 60 DAYS TO ACT ON THE FILING.
SO OUR DEADLINE FOR THAT IS AUGUST 28TH.
AND, UM, THAT IS GONNA BE THE DATE THAT WE HAVE A RECOMMENDATION, UH, A RESOLUTION BEFORE YOU FOR, TO CONSIDER FOR ACTION, JUST SO WE MEET THAT DEADLINE.
IF WE DO NOT TAKE ACTION, THEN THE REQUESTED RATES COULD GO INTO EFFECT, UM, AS EARLY AS SEPTEMBER 1ST.
THE RECOMMENDATION OF THE STEERING COMMITTEE, AS WELL AS STAFF, IS THAT WE DENY ENCORE'S REQUEST FOR INCREASED RATES.
UM, ADDITIONALLY, THAT RESOLUTION AUTHORIZES THE ATTORNEYS AND CONSULTANTS TO REVIEW THE FILING, CONTINUE TO NEGOTIATE WITH ENCORE AND MAKE RECOMMENDATIONS REGARDING REASONABLE RATES.
UM, SO JUST A POINT OF CLARIFICATION.
SO ALTHOUGH OUR RECOMMENDATION NOW IS TO DENY THIS REQUEST, THAT WILL NOT STOP THE NEGOTIATING PROCESS BETWEEN ENCORE AND THE STEERING COMMITTEE BECAUSE IF WE, IF WE COME TO TERMS AND COME TO AN AGREEMENT, THAT CAN GET INCLUDED WITH THE FILING WITH THE P U C TO WHERE THAT CAN BE CONSIDERED AS THE SETTLEMENT FOR THE P U C.
IF WE DON'T AGREE ON A SETTLEMENT, THEN IT WOULD ULTIMATELY BE UP TO THE P U C TO DECIDE WHAT THOSE RATES ARE GONNA BE.
BUT EITHER WAY, WE NEED TO STOP THE CLOCK, UM, BEFORE THEY GO INTO EFFECT ON SEPTEMBER ONE.
AND THAT'S WHY WE'RE RECOMMENDING DENYING, UH, THE INCREASED REQUEST.
AND THAT RESOLUTION WILL BE ON THE AUGUST 28TH AGENDA.

THE NEW, NEW NEW REVENUE RATE IS ESSENTIALLY THE RATE THAT WE WOULD, THAT THE COUNCIL WOULD ADOPT IF YOU DIDN'T WANT TO, UH, INCREASE REVENUE OVER THE PRIOR YEAR AT ALL.
SO YOU CAN ONLY IMAGINE THAT RATE WOULD BE, YOU KNOW, QUITE A BIT LOWER IF YOU, IF, IF THE, UH, OVERALL TAX ROLL INCREASED.
UM, AND SO THAT'S, THAT'S A, A MUCH LOWER RATE, THE VOTER APPROVAL RATE.
AND HERE'S WHERE WE BEGIN TO REFUND, UM, OUR, OUR TERMINOLOGY, IF YOU WILL.
SO THE VOTER APPROVAL RATE IS THE OLD ROLLBACK RATE.
NOW UNDER ANDREAS B TWO, IT'S 3.5%.
SO IF YOU WANT TO, UM, ADOPT A BUDGET WITH MORE THAN 3.5% MORE REVENUE, YOU WOULD HAVE TO GO TO THE VOTE TO THE VOTERS UNLESS YOU HAD INCREMENT THAT WAS AVAILABLE TO ADD TO THAT RATE FROM PRIOR YEARS.
UM, NOW THERE ARE TWO NUMBERS IN THE CALCULATIONS, UM, THAT ARE IMPORTANT.

SO THAT'S WHATEVER THAT RATE WOULD BE JUST TO RAISE 3.5% MORE OR TO EXCEED THREE POINT A HALF PERCENT INTEREST.
AND THEN THERE IS THE PUBLISHED VOTER APPROVAL RATE.
THAT'S A NUMBER THAT'S GONNA BE REQUIRED FOR US TO PUT ON THE NOTICES THAT WE, UH, POST IN THE DALLAS MORNING NEWS AND ON THE CITY WEBSITE, SUBSEQUENT TO YOU ORDERING THE PUBLIC HEARING, THAT INCLUDES THE, UM, VOTER APPROVE RATE PLUS ANY INCREMENT THAT'S ON THE BOOKS.
'CAUSE REMEMBER, WE'RE ALLOWED TO ADOPT, UH, YOU COULD USE ALL THE INCREMENT IN ONE YEAR IF YOU WANTED TO, AND THAT WOULD, WHATEVER THAT TAX RATE WOULD FACTOR OUT TO BE, YOU CAN DO THAT WITHOUT, UH, GOING TO THE VOTERS BECAUSE THAT'S THE, UM, THAT'S THE LAW UNDER SB TWO.

SO YOU SEE THE CURRENT RATE, THAT'S THE 5 6 0 9 5 NUMBER.
AND THAT'S HOW IT BREAKS OUT BETWEEN THE M AND O AND THE DEBT.
SO IF YOU WERE REDUCING, REMEMBER I SAID YOU'D REDUCE THE, IF YOU HAD A NEW, NO NEW REVENUE RATE, YOU WOULD REDUCE IT QUITE A BIT IF YOU HAD THAT GROWTH, UM, THAT YOU, THAT YOU WOULD ANTICIPATE.
AND SO THERE YOU SEE BOTH THE M AND O AND THE DEBT HAVE TO BE REDUCED, UH, TO ACHIEVE THAT.
AND SO NOT ONLY DO YOU, DO YOU NOT RAISE ANY NEW REVENUE ON THE OPERATION SIDE, IN THIS CASE, FOR EXAMPLE, YOU WOULD ACTUALLY USE LOSE DEBT CAPACITY FOR FUTURE BOND PROGRAMS IF, IF THAT RATE WAS ADOPTED, THE VOTER APPROVAL RATE HERE WITHOUT ANY INCREMENT.
SO WE FACTOR HOW MUCH THE TAX ROLL HAVE GROWN, GROWN, AND JUST LIKE WE DID EACH OF THE PRIOR TWO YEARS, WE REDUCED THE TAX RATES SO THAT THE NEW REVENUE ONLY EQUATES TO 3.5% MORE IS THAT 5 4, 2, 3 7 NUMBER.
SO, UH, YOU KNOW ABOUT, UH, ALMOST, UM, UH, 2 CENTS OR SO, UH, UH, UH, LESS THE VOTER APPROVAL RATE.
SO THE 5 9 0 7 7 IS THE 5 4 2, 3 7 PLUS ALL OF THE INCREMENT WE HAVE ON THE BOOKS, AND WE'RE GONNA TALK ABOUT THAT AND WALK YOU THROUGH THAT IN JUST A SECOND.
SO EVEN THOUGH, UH, YOU'LL REC, YOU'LL SEE, UM, THE VOTER APPROVAL RATE IS THE FIVE FOUR NUMBER WILL BE REQUIRED BY STATE LAW TO PUBLISH THE 5 9 0 7 7 NUMBER.
SO WE WANTED TO JUST MAKE SURE THAT EVERYBODY UNDERSTOOD HOW WE GOT TO THAT.

SO IT WAS A REAL KIND OF GUESS, IF YOU WILL, AS TO WHAT THE VALUES WOULD BE.
AND REMEMBER, THERE WAS A LOT OF DOOM AND GLOOM, RIGHTLY SO AT THAT TIME.
SO EVERYONE WAS REALLY ERRORING ON THE SIDE OF CAUTION AND REALLY BEING CONSERVATIVE WITH THEIR ESTIMATES.
SO THE COUNCIL THAT YEAR ADOPTED THE 6 2 5 1 6, WHAT HAPPENED WAS THAT CREATED AN INCREMENT OF 0.04181.
NOW LET'S TALK ABOUT THE WORD INCREMENT.

THIS IS A 19% JUMP IN STREET MAINTENANCE COMPARED TO WHAT WE LOOKED AT AT THE WORKSHOP.
SO TO ME, THIS IS A SIGNIFICANT, A SIGNIFICANT, UH, NUMBER, UH, LIKEWISE IN BOTH FACILITY AND PARK MAINTENANCE.
UM, NOT HUGE DOLLARS, BUT FROM A PERCENT STANDPOINT, INCREASING HERE ABOUT 24% EACH REALLY GETTING THESE NUM, THESE, THE, EACH OF THESE, UH, ALLOCATIONS ANNUALLY UP TO ABOUT $600,000 A YEAR.
AND WHEN YOU GO BACK JUST A COUPLE YEARS AGO WHEN THEY WERE MORE, WHEN THEY HAD STARTED OUT IN THE MID THREES, THAT'S ALMOST DOUBLING.

WE JOINED R S D LEADERSHIP AT LAKE HIGHLANDS HIGH SCHOOL TO WELCOME THE NEW TEACHERS TO RICHARDSON, I S D UH, AT MY HOME CAMPUS.
AS MANY KNOW, I'M A TEACHER WITH R SS D DURING THE DAY AND I WORK AT LAKE HIGHLANDS, SO IT WAS A JOY TO HAVE YOU ALL ON CAMPUS IN, UH, OVER AT LAKE HIGHLANDS.
UH, BUT WE WELCOMED THEM AND IT WAS REALLY NICE TO SEE THE EXCITEMENT IN THE ROOM, UH, AND TO, TO HEAR THEY'VE REALLY CLOSED SOME GAPS, UM, ON SOME OPEN POSITIONS.
AND RELATED TO THAT, P I S D, UH, WHICH IS A BIG PART OF RICHARDSON AS WELL, STARTS THIS WEDNESDAY, KIDS GO BACK TO SCHOOL THIS WEDNESDAY AND NEXT MONDAY, UH, RICHARDSON, I S D STUDENTS COME BACK TO CAMPUS.

SO MAKING REGIONAL CONTACTS AND FORMING RELATIONSHIP IS IMPORTANT.
UH, DURING THE MEETING WE HAD RECEIVED REPORTS FROM DIFFERENT AGENCIES THAT INCLUDES
UH, AND, UH, YOU KNOW, I FIND TRANSPORTATION ISSUES ARE VERY INTERESTING AND I FOUND THAT MANY OTHER THING THE SAME THING.
AND, UH, I LEARNED A FEW THINGS FROM THE DISCUSSION FROM SOME OF THE CHALLENGES FACING OUR REGION IN REGARD TO TRANSPORTATION ISSUES AND LOOK FORWARD TO FUTURE MEETINGS OF THE BOARD.
UM, I WANT TO REMIND EVERYONE THAT TICKETS ARE ON SALE FOR THE EISEN CENTER PRESENTS SERIES, WHICH ALSO INCLUDES, UH, A CO PERFORMANCE WITH THE, UH, RICHARDSON SYMPHONY ORCHESTRA THAT STARTS NEXT MONTH.

THAT EVENING WE HAD NATIONAL NIGHT OUT AND WE HAD OTHER, UH, OTHER THINGS THAT WE ATTENDED THAT WEEK.

IT'S VERY NICE TO WORK WITH A GOOD GROUP OF PEOPLE.

SHE DID ALL THE RESEARCH ON TOPICS THAT AFFECTED AND IMPACTED THE COUNCIL'S GOALS.
SO BEHIND THE SCENES SHE WAS DOING THINGS TO HELP WITH TACTICS, TO HELP WITH JUST THINGS IN GENERAL TO MAKE OUR LIVES EASIER.
SO I THINK WE ALL OWE HER A BIG ROUND OF APPLAUSE FOR SURE.
AND THEN SHE RESEARCHED, UM, ALL OF THE BENCHMARKING

CITIES FOR OUR BUDGETING AND HELPING DON AND STAFF WITH ALL OF THEIR NUMBER CRUNCHING AND SO FORTH, WHICH IT JUST TAKES HOURS AND HOURS TO DO.AND SHE WAS BEHIND THE SCENES DOING THAT.
AND, UH, SHE ALSO HELPED, UH, LORI WITH ART GRANTS.
SO SHE WAS VERY POSITIVE IN CONTRIBUTING LOTS OF KNOWLEDGE TO HELP US MAKE DECISIONS IN REGARDING TO THAT.
