TONIGHT'S THE CULMINATION OF MANY, MANY HOURS OF, UH, DISCUSSION WITH THE COUNCIL, UH, IN, IN, UH, COUNCIL BRIEFINGS, UH, DEEP DIVES, IF WE LIKE TO CALL 'EM, AS WELL AS THE WORKSHOP. IT'S A, A FAMILIAR PRESENTATION IN SOME RESPECTS, BUT AGAIN, ALSO UPDATED TO REFLECT THE IMPORTANT, UH, FEEDBACK THAT YOU'VE PROVIDED US, UM, THROUGHOUT THIS PROCESS. UM, YOU SEE THE RISE IN INTEREST RATES, THE CONSUMER BEHAVIOR INFLATION. OBVIOUSLY, WE DISCUSSED THAT A LOT. UH, SUPPLY CHAIN ISSUES, AND THEN RECRUITMENT AND RETENTION. UM, IN, IN, IN TERMS OF THE, UH, RISING INTEREST RATES. UH, I, I WILL SAY THAT, UM, THE LAST TIME WE WERE HERE, IT WAS, UH, JULY 24TH, UH, AND JULY 25TH, WE WERE TALKING ABOUT THE FED POSSIBLY IN INCREASING, UM, AGAIN, UM, UM, BY, WE THOUGHT AT THAT TIME, ABOUT ANOTHER QUARTER. UM, SO, UH, AND, AND, AND, AND AGAIN, HIKING THE, UH, INTEREST RATES. AND, AND IN FACT, THEY DID DO THAT ON THAT WEDNESDAY. UH, THEY TOOK THAT STEP, UM, INCREASED IT ANOTHER, UH, 0.25%, UH, NOW AT A 22 YEAR HIGH. UM, THE THINKING IS THAT, UM, THE FED PROBABLY WILL NOT TAKE A SIMILAR ACTION IN SEPTEMBER, BUT THAT THEY COULD INCREASE IT ONCE MORE, UH, BEFORE THE END OF THE YEAR. AND REASON THAT'S, THAT'S IMPORTANT IS BECAUSE AS, AS WE DISCUSSED, AS, UH, YOU KNOW, BUSINESS SENTIMENT, AGAIN, CAN FOR THE MOST PARTS TO REALLY TO TO BE KIND OF, UH, UNCERTAIN AND EVEN KIND OF A LITTLE BIT OF A, OF A DOWNTREND. UM, THAT'S BEEN OFFSET THANKFULLY, BY CONSUMER SPENDING. BUT IT CAN, IF INFLATIONARY PRESSURES CONTINUE TO, UM, TO, TO, UH, GROW, AND WE SEE THINGS LIKE, UH, THE STUDENT LOAN, UH, PAYMENTS BEGINNING AGAIN, HOW MUCH DISCRETIONARY SPENDING WILL WE SEE? AND WILL THAT HAVE THE ABILITY, UH, TO MAYBE PUT US INTO A RECESSION BY THE END OF THE YEAR, WHICH IS, UH, WHAT A LOT OF ANALYSTS BELIEVE, UH, WILL HAPPEN. AND SO WE WANTED TO BE REALLY MINDFUL OF THAT AND OUR, UH, REVENUE PROJECTIONS, UH, AS WELL AS IN OUR SPENDING RECOMMENDATIONS. UM, BOTH OF THOSE IMPORTANT. UM, I THINK THE, UH, INFLATIONARY PRESSURE, UH, THAT, UM, THAT THE, UH, FED IS TRYING [00:05:01] TO CONTROL. UH, MANY ANALYSTS BELIEVE IT'LL TAKE ALL THE WAY THROUGH THE END OF 2024 FOR THAT TO, TO HIT THE TARGET RATE OF ABOUT 2% THAT THE FED IS TRYING TO ACHIEVE. I ONLY SAY THAT TO SAY THAT INFLATION IS LIKELY GONNA BE A FACTOR IN OUR, OUR NEXT BUDGET DEVELOPMENT PROCESS, AS WELL AS THE FED TAKES A LONG VIEW OF HOW TO CONTROL IT AND GET IT BACK INTO A LINE, UH, WITH WHAT THEIR, UH, EXPECTATIONS ARE AND WHAT THEY DESIRE. IT'S GOING TO. IT'S GONNA JUST TAKE SOME TIME TO DO THAT. THE FINAL CONSIDERATION, I THINK, IN THIS REALM IS, IS COMMERCIAL REAL ESTATE. AND WE TALKED ABOUT THAT PREVIOUSLY. UH, WE HAVE, UM, CLOSE TO 2 MILLION SQUARE FEET OF COMMERCIAL REAL ESTATE THAT IS UNOCCUPIED AT THIS TIME. UM, I THINK THE BIGGEST RISK AND VULNERABILITY THAT WE, WE HAVE IN THAT REGARD, UM, IS WHEN, UM, A LOT OF THOSE LEASE RENEWALS COME UP AND THE LEASES AREN'T RENEWED, OR THEY'RE RENEWED FOR SIGNIFICANTLY LESS, UH, SQUARE FEET. UM, AND THEN THE DEBT ON THOSE BUILDINGS MATURE. AND WHAT YOU'RE GONNA HAVE IS YOU'RE GONNA HAVE A SITUATION WHERE A LOT OF THESE BUILDINGS ARE, IT'S GONNA BE HARD TO FIND SOMEBODY THAT'LL UNDERWRITE 'EM. AND SO WE AT RISK, THE RISK THERE FOR US IS HAVING THE BANK, HAVING THE BANKS TAKE THE BUILDINGS BACK, AND HAVING THEM, UH, SHARPLY DECLINE IN PROPERTY VALUE, IN VALUE, UH, AS A RESULT OF THAT, AND TO THE MARKET CAN CORRECT ITSELF. AND WE CAN KIND OF GET BACK TO A, A MOVING TREND. BUT IF THERE'S A LOT OF, UH, A LOT OF, UH, INFORMATION OUT THERE SAYING THAT, THAT, UH, THAT POINT OF, UM, OF, UH, CONNECTION IS ABOUT TO HAPPEN, LEASES ARE GONNA NOT BE RENEWED, OR THEY'RE GONNA BE RENEWED AT LESS SQUARE FEET, DEBT'S GONNA COME DUE, AND THE TWO ARE NOT GONNA, ARE NOT GONNA RECONCILE. AND, AND, UH, WE, WE LIKELY WILL SEE A SIGNIFICANT NUMBER OF OUR, UM, BUILDINGS, UH, IN SOME TRANSITIONARY PERIOD FOR, FOR, UH, FOR SOME PERIOD OF TIME. UH, AS THAT CORRECTS ITSELF. I MENTIONED THE INTEREST RATES HERE. YOU CAN KIND OF SEE, UH, WE, WE SHOWED THIS CHART PREVIOUSLY. UH, KEITH AND KEN HAVE KIND OF LOOKED AT THIS. IT HASN'T CHANGED MUCH JUST BECAUSE OF THE ADDITIONAL QUARTER POINT, UH, IN, IN THESE REALMS ANYWAY. BUT AGAIN, YOU CAN KIND OF SEE THE CHANGES THAT WE'RE LOOKING AT AND WE'RE DEALING WITH, UH, BUT ALSO OUR RESIDENTS AND OUR BUILDING, UH, OUR BUSINESSES ARE DEALING WITH AS, UH, AS WE, UM, AS WE CONDUCT, UH, BUSINESS HERE IN THE CITY. UM, UH, CONSUMER PRICE INDEX, AGAIN, THIS IS THE MEASURE OF, UH, UH, THE AVERAGE CHANGE OVER TIME IN PRICES THAT ARE PAID BY CONSUMERS FOR THINGS LIKE, UM, YOU KNOW, THE, THE TYPICAL MARKET BASKET OF GOODS AND SERVICES. WHAT I WANNA DRAW YOUR ATTENTION TO HERE IS THE ALL ITEMS LESS THE FOOD AND THE ENERGY. 'CAUSE THE FOOD AND THE ENERGY HAVE REALLY, IT, PARTICULARLY THE ENERGY HAS ACTUALLY HELPED, UH, THE CONSUMER PRICE INDEX. UH, BUT WHAT YOU SEE HERE IS IF YOU COULD JUST GO BACK TO, UH, TWO YEARS TO ABOUT THIS TIME, UH, BACK IN 2021, YOU SEE ALMOST A TWO AND A HALF TO A 3% SWING, UM, UH, IN TERMS OF, UM, THE, UH, PERCENT OVER THE PRIOR YEAR OR THE PRIOR TWO YEARS. AND SO, AGAIN, THIS JUST BEING MINDFUL OF WHAT WOULD, UH, IMPACT WILL THIS HAVE ON CONSUMER SPENDING? AND, UH, PARTICULARLY THINGS LIKE OUR SALES TAX OR OTHER OTHER FEES, UH, FOR DISCRETIONARY SPENDING, UM, FOR SERVICES AND PROGRAMS. UM, WE SHARED WITH YOU A A COUPLE OF EXAMPLES, AND WE WON'T GO THROUGH ALL THESE. I'LL JUST REMIND YOU SOME OF THE LARGEST ONES. A, UH, OUR, OUR AMBULANCE, OUR, OUR STANDARD AMBULANCE, UH, ALMOST 24%, UH, IN F Y 24 COMPARED TO F Y 23. YOU SEE THE TAHOES THERE, 30, ALMOST 36% MORE IN F Y 24 COMPARED TO 23. AND OF COURSE, THE PUMPER TRUCK THERE, UH, 22%. BUT IT'S NOT JUST THE BIG TICKET ITEMS, IT'S THINGS THAT WE USE EVERY DAY. LAPTOP COMPUTERS UP 13%, BACKHOES UP 21%. UH, THINGS LIKE WATER MAIN, WHICH WE LITERALLY USE THOUSANDS OF LINEAR FEET OF, UM, UP, UH, 8%. UM, AND THEN EVEN THINGS LIKE FERTILIZER. SO, NOT TO BELABOR THIS POINT, BUT INFLATION, UM, IS SOMETHING THAT WE NEEDED TO BE, UH, MINDFUL OF AND, AND, UH, VERY PLEASED WITH. UM, THE, I THINK WHAT, WHAT WILL BE AN EFFECTIVE RESPONSE, UH, AND WE'LL GET INTO THAT MORE LOCALLY HERE AS YOU CAN KIND OF SEE, AGAIN, LABOR SHORTAGES, AS I'VE SAID TO YOU, UH, PREVIOUSLY, YOU KNOW, IN MY OPINION, OUR, OUR, OUR, OUR TALENT IS OUR MOST VALUABLE RESOURCE. BUT THAT RESOURCE, RESOURCE IS HARDER AND HARDER TO COME BY. UM, AND ESPECIALLY HERE IN NORTH TEXAS WHERE IT HAS SUCH A ROBUST, UM, ECONOMY. IT'S A, IT'S A BLESSING AND MANY RESPECTS. AND ALSO IN, SOMETIMES IT'S A, IT'S A CHALLENGE WHEN YOU HAVE A ECONOMY AS ROBUST AS OURS, BECAUSE TALENT IS AT A PREMIUM. UM, IF YOU LOOK HERE, UM, THESE ARE SOME THINGS THAT, UM, WE'VE BEEN VERY MINDFUL OF, UM, UH, NOT JUST NORTH TEXAS, ALL AROUND THE UNITED STATES. THESE, ANYWHERE YOU FIND A REALLY TIGHT LABOR MARKET. UH, THESE ARE THE KINDS OF STRATEGIES THAT, UH, UH, SUCCESSFUL EMPLOYERS ARE HAVING TO IMPLEMENT. UH, THINGS LIKE, UH, MORE FLEXIBLE TIME, OF COURSE, INCREASING WAGES, UM, UH, LOOKING AT NEW TALENT POOLS. I'VE, WE'VE TALKED ABOUT, UH, THE CITY CREATING, UM, UM, INTERNSHIPS OR EVEN, UH, MENTORSHIP, UH, PROGRAMS AND, AND, UH, REALLY OPENING UP, UH, OUR, OUR, UH, POTENTIAL EMPLOYEE BASE TO A WHOLE NOTHER LEVEL OF, UM, EMPLOYEE WITH DIFFERENT SET OF EXPERIENCES, UH, AND SKILLS AND TRAINING THEM, [00:10:01] UH, SIGNING ON BONUSES, WHICH WE'VE BEEN DOING FOR, UM, NOW FOR, FOR ALMOST A, A YEAR AND A HALF. UM, SO ALL OF THESE EXTREMELY IMPORTANT AS WE BEGIN TO TALK ABOUT, UH, RECRUITMENT AND RETENTION HERE LOCALLY, AS I MENTIONED, ONE OF OUR BIGGEST CHALLENGES IS THAT, UH, WE ARE IN A VERY, VERY ROBUST ECONOMY. SO FOR EVERY A HUNDRED JOBS HERE IN TEXAS, THERE ARE ONLY 91 WORKERS AVAILABLE RIGHT NOW. SO COMPETITION IS FIERCE. WE TALKED PREVIOUSLY ABOUT, UH, POSITIONS LIKE CORRECTION OFFICERS, ENGINEERS, UH, POLICE, IT EMPLOYEES, HOW, UH, THERE ARE FAR FEWER QUALIFIED EMPLOYEES, UH, OR I'M SORRY, UH, FAR FEWER, UH, QUALIFIED APPLICANTS THAN THERE ARE POSITIONS. AND I SHARED WITH YOU SOME, UH, RESEARCH BY, UH, MISSION SQUARE, WHERE, UH, ALL OF THOSE POSITIONS, UH, 70% OF THOSE RES UH, THOSE INTERVIEWED FOR THE RESPONSE SAID THAT THERE WERE FAR FEWER, UH, APPLICANTS THAN THERE ARE POSITIONS. UM, IN ADDITION, LIKE WE'RE EXPERIENCING HERE, IT'S TAKING ALMOST, UH, 30, ALMOST, UH, 30, UH, 6% OF THE A, UH, THE RESPONDENTS SAID THAT IT'S TAKING THEM SIGNIFICANTLY MORE TIME TO HIRE. SO IT'S NOT JUST THAT THEY'RE FEWER AND FAR BETWEEN. WHEN YOU DO FIND SOMEONE, IT TAKES A LOT MORE TIME, ATTENTION, ENERGY, AND RESOURCES TO ACTUALLY, UH, ACHIEVE THAT TALENT. I SHARED WITH YOU THAT, UM, OUR SITUATION HASN'T CHANGED THAT MUCH SINCE LAST YEAR. NOT WITHSTANDING YOUR AWESOME SUPPORT, THE COMMUNITY SUPPORT AND SOME REALLY HARD WORK BY OUR HR DEPARTMENT, BY OUR PD AND FIRE RECRUITMENT TEAMS. WE HAVE BEEN WORKING HARD. WE'VE BEEN WORKING SMART AND BEEN CREATIVE. HOWEVER, TODAY WE STAND AT ALMOST A 90.5% VACANCY, SO STILL OVER A HUNDRED POSITIONS CITYWIDE THAT ARE, UH, VACANT, UH, SOME OF THE HAR HARDEST HIT AREAS, UH, WATER AND SEWER, UH, EACH WITH A, A 27 AND A 40% VACANCY STILL TODAY. UH, FLEET SERVICES WITH ALMOST A 20% VACANCY. UH, THAT'S, THAT'S ALL THROUGHOUT NORTH TEXAS, BOTH IN THE PUBLIC AND PRIVATE SECTOR. UH, BUILDING INSPECTION, UH, ALMOST A 25% VACANCY NECESSITATING A WHOLE DIFFERENT STRATEGY AS IT RELATES, UH, TO INSPECTION SERVICES FACILITIES. AND AGAIN, YOU SEE A THEME HERE WITH THE, WITH THE TRADES AND THE TECHNICAL KIND OF TRAINING THAT THESE, THESE, THESE FOLKS NEED, UH, FACILITIES, A 23% VACANCY, AND THAT'S NOT CUSTODIAL. THAT'S THE FOLKS THAT WORK ON OUR BUILDINGS AND OUR, OUR SYSTEMS, UH, POLICED, UH, NOTWITHSTANDING A LOT OF EFFORT. THEY'RE STILL, UH, ALMOST A, UH, 12% VACANCY, UM, NOTEWORTHY, UH, DISPATCH POSITIONS. RIGHT NOW, 32% OF THE POSITIONS AUTHORIZED POSITIONS IN DISPATCH ARE VACANT. UM, WE ARE REALLY SURVIVING BECAUSE WE HAVE SOME AMAZING, AWESOME PART-TIMERS THAT WE'RE ABLE TO UTILIZE, BUT THAT'S A NOTEWORTHY NUMBER, ALMOST 20% VACANCY AND DETENTION OFFICERS. UM, SO ONE OUT OUTTA EVERY FIVE POSITIONS. AND, UH, HERE OVER A NOW OVER A 10%, UH, VACANCY IN OUR POLICE OFFICERS WITH A NUMBER OF, UH, UH, POLICE OFFICERS RECENTLY BEING POINTED TO SERGEANTS. SO WE'VE BEEN ABLE TO ADDRESS THE SERGEANT VACANCY, BUT, UH, HAVE CREATED A VACANCY IN OUR, UM, IN OUR POLICE OFFICERS. UM, WHY, UH, AGAIN, THE COMPETITIVE NATURE OF NORTH TEXAS. UH, WE'RE SEEING FAR LESS APPLICANTS. UM, IF YOU, JUST TO GIVE, GIVE YOU A COUPLE EXAMPLES OF SOME OF THESE, THE FLEET TECHNICIAN TWO POSITION WE'VE HAD POSTED, UH, ALMOST NONSTOP. FOR INSTANCE, WE'VE HAD FOUR, FOUR APPLICANTS THIS YEAR. WE HAD 22 BACK IN, UH, PRE, IN 2019, POST PANDEMIC, UM, COMBINATION INSPECTOR, OUR BUILDING INSPECTOR. WE'VE HAD 24 PEOPLE APPLY TO BE A COMBINATION INSPECTOR, WHEREAS WE HAD THREE TIMES THAT MONEY THAT, THAT MUCH IN THE PRIOR YEAR. HERE'S WHERE YOU REALLY START TO SEE A NINE ONE ONE CALL TAKER. WE'VE HAD 200 VERSUS OVER A THOUSAND JUST BACK IN 2019, AND POLICE OFFICER, WE HAVE 278 VERSUS ALMOST 1200 IN 2019. SO WE ARE JUST NOT WITHSTANDING, AGAIN, A LOT OF GOOD, HARD WORK. WE'RE JUST NOT SEEING, UM, THE INTEREST IN, IN THE POSITIONS. UH, WE HAVE, AS I MENTIONED, DONE A LOT OF CREATIVE THINGS, UM, WITH YOUR SUPPORT AND WITH YOUR GUIDANCE AND WITH YOUR HELP. WE'VE IMPLEMENTED MARKET ADJUSTMENTS, UH, THAT WERE MERIT-BASED. EACH OF THE LAST TWO YEARS. THEY'VE BEEN VERY COMPETITIVE. WE'VE ADDRESSED THE LIVING WAGE, UH, WHICH WE'RE VERY, VERY PROUD OF HELPING, UH, OUR MOST, OUR FRONTLINE WORKERS, THOSE THAT ARE OUT THERE DAY IN, DAY OUT, DOING THE HARDEST JOBS, HELPING THEM EARN, UM, A FAIR WAGE. UH, WE'VE, WE'VE ALLEVIATED SIGNIFICANT SALARY COMPRESSION IN OUR, IN OUR PAY PLAN SO THAT WE CAN BRING IN, UM, THOSE HARD TO FILL POSITIONS. WE CAN BRING THOSE INCUMBENTS IN AT A HIGHER RANGE WITHOUT CREATING INTERNAL EQUITY ISSUES. SO WE'VE ADDRESSED THAT. WE'VE CREATED AND ADDRESSED, UH, EXCUSE ME, WE ADDRESSED AUTO ALLOWANCES FOR THOSE EMPLOYEES THAT ARE REQUIRED TO HAVE A VEHICLE AND DRIVE THAT VEHICLE DAY IN, DAY OUT. THESE ARE OUR BUILDING INSPECTORS, OUR HEALTH INSPECTORS, OUR CODE ENFORCEMENT OFFICERS. THESE ARE FOLKS THAT ARE DRIVING ALMOST 80% OF THE TIME, UH, TO, TO ADJUST TO DO THEIR JOBS. UM, WE HEARD THIS WAS A BIG ISSUE, AND WE STARTED CREATING AN ACCRUAL VACATION FROM DAY ONE, UH, TO, TO, TO BE MORE COMPETITIVE, UM, IN THE, UH, PARTICULARLY AGAINST THE PRIVATE SECTOR. WE HAVE A TELECOMMUTING POLICY THAT I SIGNED LAST MARCH WHEN I, WHEN I BECAME CITY MANAGER FOR 10 HOUR. WORK DAYS ARE AN OPTION DEPENDING ON, UH, THE, THE DEPARTMENT, AT THE DEPARTMENT'S LATITUDE, UM, AND, AND A VARIETY OF OTHER, UH, THINGS THAT WE'VE DONE HERE. SO, UM, [00:15:01] WE HAVE NOT SAT BACK AND JUST ACCEPTED OUR FATE WHEN IT COMES TO EMPLOYEES. WE ARE WORKING HARD, AND I BELIEVE SOME OF THE THINGS THAT I'M GONNA SUGGEST TO YOU AND THAT I FILED AS PART OF THIS BUDGET, AND THAT YOU'VE GIVEN US SO MUCH SUPPORT ON ALREADY THIS YEAR, ARE GONNA FURTHER OUR ABILITY TO COMPETE. UM, I DID WANT TO SPEND, UH, JUST A FEW MINUTES LOOKING AT A COUPLE OF SURVEYS. UH, THIS IS OUR CURRENT STATUS AS IT RELATES TO, UM, OUR, UH, OUR, THE, THE 12 CITIES WE COMPARE OURSELVES TO FOR, UH, PUBLIC SAFETY, UH, AND OTHER SALARIES. AS YOU CAN SEE HERE, I I'LL REMIND YOU THAT AT THE END OF LAST YEAR WHEN WE HAD, WHEN WE ADOPTED THE BUDGET, AND I, I REMIND THE COUNCIL, THE COMMUNITY, AND I REMIND OUR POLICE AND FIREFIGHTERS, UH, UH, POLICE AND AND FIRE DEPARTMENT STAFF THAT THIS IS ALWAYS A POINT IN TIME. WE, WE ACKNOWLEDGED THAT AND WE RECOGNIZED THAT. BUT WHEN WE ADOPTED THE BUDGET LAST YEAR, WE WERE IN THE TOP FOUR IN EVERY ONE OF THE POSITIONS EXCEPT THE, THE, THE MINIMUM OF CAPTAIN. AND WE WERE ONLY JUST A LITTLE BIT OUT OF THAT. AND I'LL TELL YOU, YOU'LL SEE THAT PHENOMENA AGAIN. AND THAT'S A BYPRODUCT OF THE INTERNAL EQUITY THAT THE FIRE DEPARTMENT HAS CREATED. SO, UM, THAT'S, THAT'S REALLY NOT AN ISSUE. WE, WE WON'T BE IN THE, THE TOP FOUR IN THIS, BUT THAT'S REALLY, THAT'S REALLY NOT AN ISSUE. IT'S A, IT'S A BYPRODUCT OF THE PROMOTIONAL, UH, UH, PROCESS THAT THEY HAVE FROM DRIVER ENGINEER. BUT YOU CAN SEE HERE ALMOST FALLING OUT OF, UH, FALLING OUT OF THE TOP FOUR AND ALL OF JUST ONE, UH, CATEGORY. AND THAT WAS THE DRIVER ENGINEER. AND THAT'S A POSITION THAT ONLY ABOUT HALF THE FIRE DEPARTMENTS ACTUALLY HAVE, AND THAT'S, UH, UNIQUE TO OURS. AND SO, WHILE WE MADE SOME VERY GOOD PROGRESS LAST YEAR, UM, WE, THE, THE REMAINDER OF THE, THE, THE METROPLEX, UH, ADJUSTED AS WELL. UM, AND, UH, WE FOUND OURSELF AGAIN IN MANY RESPECTS, UH, YOU KNOW, FIVE, SEVEN OR EVEN NINE, 10 OR 11 RANKING, UH, MUCH LIKE, UH, THE SAME SITUATION IN THE, UM, GENERAL EMPLOYEE, UH, CATEGORY. HERE, YOU SEE, UH, NOT SO, UH, UH, SIGNIFICANT, UM, IN TERMS OF THE MINIMUM PAY, BUT THE MAXIMUM PAY REALLY SHOWING, UM, SOME VULNERABILITIES. UH, WITH RESPECT TO OUR, OUR, UM, PHYSICIAN HERE. UM, AGAIN, THE LIVING WAGE, UH, HERE IS, AND THAT'S ESSENTIALLY THE, THE HOURLY RATE THAT AN INDIVIDUAL IN A HOUSEHOLD MUST EARN TO SUPPORT HERSELF OR HERSELF OR THEIR FAMILY. UH, THE LIVING WAGE, UH, YOU CAN SEE WITH, WITH ZERO CHILDREN FOR DALLAS COUNTY THIS YEAR AT 1824, UM, IF YOU DO AN EVALUATION OF OUR STAFF, WE HAVE 97 FULL-TIME EMPLOYEES AND 131, UH, UH, PART-TIME EMPLOYEES, BUT THESE ARE PERMANENT PART-TIME EMPLOYEES, SO IT'S NOT SEASONAL. THESE ARE PEOPLE THAT WORK FOR US YEAR ROUND. THEY JUST DON'T WORK OVER A THOUSAND HOURS. UM, THESE ARE PEOPLE MAKING, UH, LESS THAN THAT 1824. AND SO, AGAIN, UM, REALLY WANTING TO MAKE THAT A PRIORITY. THAT WAS A, A DRIVER AND, AND MY RECOMMENDATION, UH, FOR COMPENSATION ADJUSTMENTS AND COUNSEL, I JUST WANNA, UM, ON BEHALF OF THE 1300 PEOPLE THAT, THAT WORK AT THIS CITY, THEY, UH, RECOGNIZED AND ARE SO APPRECIATIVE OF YOUR ENCOURAGEMENT TO GO AND TRY TO FIGURE OUT THAT ADDITIONAL PERCENT TO REALLY CREATE, AGAIN, FOR THE NON-PUBLIC SAFETY. REALLY, UH, YOU'LL SEE A CHANGE A LOT OF THOSE POSITIONS, UH, PARTICULARLY ON THE MAXIMUM, BUT FOR PUBLIC SAFETY TO BUILD A LITTLE BIT OF RESILIENCY, A LITTLE BIT OF CUSHION, IF YOU WILL, SO THAT WHEN OTHER CITIES DO MAKE THEIR CHANGES, WE DON'T FALL AS FAR BEHIND. WE KNOW THAT THAT'S INEVITABLE. IT IS, IT'S INEVITABLE IN EVERY SURVEY YOU DO, REGARDLESS ON ANY TOPIC, IT'S A POINT IN TIME. BUT THE, THE, THE FEEDBACK THAT I'VE GOTTEN, I HOPE THAT YOU'VE RECEIVED AS WELL, IS THAT OUR, OUR EMPLOYEES FEEL OVERWHELMINGLY SUPPORTED BY YOUR, UM, UH, UH, ENCOURAGEMENT TO GO OUT AND LOOK AT THAT ADDITIONAL 6%. SO THAT IS WHAT I FILED. UH, YOU'LL SEE IT UP TO A 6% PAY ADJUSTMENT. AGAIN, THESE ARE MERIT-BASED, UH, ADJUSTMENTS. UM, BUT THEY, UH, BUT UP TO 6% FOR BOTH, UH, UH, POLICE, UH, AND FIRE, AS WELL AS THE STEPS THAT YOU CAN SEE THERE FOR, UH, POLICE AND FIRE AS WELL, FOR THE, UH, SWORN POSITIONS OR THE SELECT FEW POSITIONS THAT ARE IN POLICE THAT TECHNICALLY AREN'T SWORN, UH, POSITIONS LIKE DETENTION OFFICER 9 1 1 THAT ARE SO SIMILAR THAT THEY ARE ALSO REMAIN IN THE STEP POSITIONS. AND THEN A 6% UP TO A 6% PAY ADJUSTMENT FOR GENERAL EMPLOYEES. UH, AND THEN IMPORTANTLY, THE, UH, $300,000 TO MAKE SURE THAT WE CAN BRING OUR LIVING WAGE, OUR, OUR MINIMUM WAGE UP TO 1889. THAT'S WHERE YOU GET WITH THE 6%. SO NOW WE'RE REALLY STARTING TO EXCEED THE DALLAS COUNTY LIVING WAGE, AND NOW HAVING A, UM, A MINIMUM STARTING SALARY FOR FULL-TIME POSITIONS AND PERMANENT PART-TIME POSITIONS AT 1889. UM, WE'RE VERY, VERY PROUD OF THAT AND VERY APPRECIATIVE FOR YOUR SUPPORT. SO WHAT DID THAT ADDITIONAL PERCENT DO? YOU CAN SEE IT'S REALLY POSITIONED US VERY, VERY STRONGLY. AND AGAIN, I LOOK AT, UH, I LOOK AT THE TWO AND THE TWO SEVEN, THE THREE ONE, THE THREE SEVEN, UH, YOU KNOW, THE FOUR, NINE, THE, BUT EVEN THE TWO FIVE AND THE TWO TWOS. AND WE'RE REALLY STARTING TO CREATE, AGAIN, A BUFFER. UM, SO THAT IF WE, WHEN WE DO, WHEN WE DO HAVE CHANGES HERE IN NORTH TEXAS AND OUR POSITION CHANGES, UM, BECAUSE OF THOSE, UM, IT WON'T BE AS SIGNIFICANT OF A CHANGE. UM, THERE WERE YEARS WHERE WE WERE JUST BARELY GETTING TO, YOU KNOW, THE FOURTH RANK OR JUST A LITTLE BIT AHEAD, OR A LITTLE BIT BEHIND. AND I WANT TO THANK YOU FOR YOUR SUPPORT TO MAKE, UH, THIS HAPPEN. 'CAUSE IT'S, IT'S GONNA, IT'S GONNA MAKE US, UH, MORE RESILIENT, UM, FROM A PAY PLAN STANDPOINT [00:20:01] AS OTHERS REACT HERE IN NORTH TEXAS. UM, EQUALLY EXCITED ABOUT THE CHANGES THAT THE 6% IS MAKING ON SOME OF OUR HARDEST TO FILL POSITIONS. LOOK AT THE, THE CUSTODIAN, FOR INSTANCE. I MEAN, WE ARE, WE ARE GONNA BE VERY STRONG, THE WATER SYSTEM OPERATOR, 40% VACANCY IN WATER, WATER SYSTEM OPERATORS RIGHT NOW. IT'S VERY POSITIVE CHANGES THAT WE'RE HAVING. UM, AND I COULD GO ALL THE WAY DOWN THROUGH THE LINE HERE, AND IT'S VERY, VERY POSITIVE AS A RESULT OF, UH, THE, THE ADDITIONAL PERCENT. UH, I, I ALSO WANNA THANK YOU AND, UH, AND, AND, AND FOR THE ENCOURAGEMENT AND TO GO OUT AND LOOK AT THE LONGEVITY, UH, WE, WE HAVE, UH, PROPOSED AND FILED THE BUDGET BY INCREASING THE LONGEVITY TO $8. AND AGAIN, THIS IS SO IMPORTANT BECAUSE AS WE STAND HERE TODAY, I MENTIONED TO YOU, IF WE WERE ABLE TO FILL ALL HUNDRED POSITIONS IMMEDIATELY, WE'D HAVE OVER 240 EMPLOYEES WITH ONE YEAR OR LESS EXPERIENCE IN THE CITY. SO ALMOST FROM A FULL-TIME STANDPOINT, ABOUT 20% OF OUR EMPLOYEES WOULD'VE ONE YEAR OR LESS EXPERIENCE. THIS IS INTENDED TO, TO, TO DEMONSTRATE TO OUR MORE SEASONED, EXPERIENCED EMPLOYEES THAT THEY'RE VALUED, THAT THEIR EXPERIENCE IS VALUED, AND THAT WE WANT THEM TO REMAIN PART OF THE TEAM. WE NEED THEIR INSTITUTIONAL KNOWLEDGE. WE NEED THEIR, WE NEED THEIR EXPERIENCE. WE NEED THEIR SKILLSET TO BRING UP THIS NEXT GENERATION OF NEW EMPLOYEE. UH, WE WERE, UH, UH, ABOUT, UH, ON AVERAGE TWO, TWO HOLIDAYS BEHIND OTHER MUNICIPALITIES HERE IN NORTH TEXAS. UM, I THINK THIS IS A PRUDENT, UH, FIRST STEP. WE REALLY WANT TO FULLY UNDERSTAND, UH, WHAT A FLOATING HOLIDAY, WHAT THAT WILL MEAN TO THINGS LIKE OVERTIME AND COVERAGE. UM, BUT I REALLY APPRECIATE THE, UH, GUIDANCE TO, TO BEGIN LOOKING AT NEXT YEAR AT WHAT AN ADDITIONAL HOLIDAY WOULD MEAN, UH, TO BRING US INTO MORE ALIGNMENT WITH SOME OF THE OTHER CITIES. UM, BUT I'LL TELL YOU, THIS HAS BEEN SOMETHING, AGAIN, THAT'S BEEN VERY, VERY WELL RECEIVED BY THE ORGANIZATION, WHETHER, YOU KNOW, YOUR SPECIAL DAY IS RAMADAN, OR WHETHER IT'S GOOD FRIDAY OR JUNETEENTH AND OR, OR ANY OF THESE OTHERS, OR, OR ANY OTHER, UH, SPECIAL DAY THAT YOU WANNA TAKE OFF TO CELEBRATE BECAUSE IT'S IMPORTANT TO YOU FOR WHATEVER REASON. UM, THAT'S WHAT THIS, UH, STRATEGY IS, IS PROVIDED FOR. AS I GET INTO PUBLIC SAFETY. UH, I'LL REMIND YOU, UM, UH, THE TOTAL FUNDING FOR POLICE, FIRE AND, UH, EMERGENCY MANAGEMENT WILL INCREASE BY $6.3 MILLION, UH, TO A TOTAL OF $70 MILLION. UM, YOU CAN SEE THERE, UH, 38.4 FOR PD, UM, THE 31.2 FOR FIRE, AND THEN, UH, 710 FOR EMERGENCY MANAGEMENT. A SMALL BUT MIGHTY DEPARTMENT. I WOULD, I WOULD SAY, UM, WITH AWESOME PROFESSIONALS. UM, JUST A COUPLE OF HIGHLIGHTS ON SOME OF THE KEY INVESTMENTS FOR POLICE. WE'RE VERY EXCITED, UH, TO BRING ON BOTH MENTAL AND PHYSICAL HEALTH ASSESSMENTS, UH, FOR OUR POLICE DEPARTMENT AND THE FIRE DEPARTMENT. YOU'LL SEE THE MENTAL HEALTH ASSESSMENTS, UH, UH, COMING ON IN IT TO, TO, IN ADDITION TO THE PHYSICAL ASSESSMENTS WHICH ARE ALREADY IN PLACE. UM, THIS IS AN IMPORTANT, UH, SMALL, BUT AN IMPORTANT RECLASSIFICATION. UH, WITH, WITH THE, UH, UH, THE, UH, THREE, WITH THE, UH, UH, 12 HOUR SHIFT STRATEGY THAT R P D HAS ADOPTED. THIS WILL PROVIDE THIS ADDITIONAL UPGRADING OF THIS, UH, LIEUTENANT WILL ALLOW FOR ONE LIEUTENANT TO BE ON SHIFT, UH, FOR EVERY 12 HOUR SHIFT, AND AS, AS THEY, AS THEY PROVIDE COVERAGE. THE REASON THAT'S IMPORTANT IS BECAUSE AS WE, AS WE JUST DISCUSSED, A LOT OF THOSE SERGEANTS, UH, ARE VERY NEW TO THEIR POSITION. I MEAN, WE HAD JUST TWO THE OTHER DAY, UH, SWORN IN AT ONCE. AND SO I THINK CHIEF SHARED WITH US, WE'LL HAVE SEVEN SERGEANTS, UM, WITH ONE YEAR OR LESS EXPERIENCE. AND WE HAVE OTHER SERGEANTS THAT'LL BE APPOINTED BY THE END OF THIS YEAR. AND SO, A VERY YOUNG, VERY TALENTED, BUT VERY YOUNG, UH, GROUP OF, UH, LEADERS. AND SO, UH, BY, BY UPGRADING THIS POSITION, IT'LL ALLOW FOR ONE MORE TENURED EXPERIENCED LIEUTENANT TO ALWAYS BE ON DUTY, TO BE A RESOURCE TO THEM. AGAIN, ALONG THE LINES OF, UM, RECRUITMENT AND APPLICANT TRACKING SYSTEM, UH, TO, UH, MORE EFFECTIVELY HELP OUR, UM, OUR RECRUIT, OUR R P D RECRUITERS, UM, UH, KEEP UP WITH TRACK AND, AND HOPEFULLY ULT, ULTIMATELY HIRE, UM, UM, SOME, SOME REALLY GOOD CANDIDATES. THE PEER SUPPORT TRAINING IS VERY IMPORTANT IN BOTH POLICE AND FIRE. UM, AS YOU, YOU WELL KNOW, UM, YOU KNOW, OUR, OUR, OUR FRONTLINE, UH, UH, FIRST RESPONDERS SEE SOME THINGS THAT, YOU KNOW, MOST PEOPLE, UH, SHOULD NEVER SEE IN THEIR LIFETIMES. AND, AND PEER SUPPORT IS AN INCREDIBLY IMPORTANT, UH, PART OF THEIR ABILITY TO DEAL AND MANAGE WITH THAT. IT CAN'T ALWAYS BE SOME FROM SOMEONE FROM THE OUTSIDE. IT, SOMETIMES THE BEST PERSON IS SOMEBODY WHO'S, WHO IS RIGHT THERE WITH YOU. AND SO THIS WILL ALLOW, THIS IS A TRAINING, UH, THE TRAINERS, IF YOU WILL. THIS WILL ALLOW SOME OF OUR KEY, UH, PEER SUPPORT, UH, UH, TEAM MEMBERS TO GO RECEIVE FURTHER TRAINING SO THEY CAN COME BACK AND ENHANCE THE PEER SUPPORT BY, BY TRAINING OTHERS. AND THEN COMMUNITY ENGAGEMENT INITIATIVES, UH, THINGS LIKE THE PROGRAM, UH, THINGS LIKE OUR CRIME WATCH PROGRAM, UH, CHIEF TITTLE PUTTING TOGETHER A GOOD PLAN RIGHT NOW TO EXPAND AND ENHANCE THOSE, UH, IN THE FIRE DEPARTMENT. [00:25:01] UH, REALLY PROUD OF THIS. UH, FOR THE SECOND YEAR IN A ROW, WE'RE ADDING NINE FIREFIGHTERS. LAST, UH, LAST BUDGET YEAR, WE ADDED NINE FIREFIGHTERS TO, UH, ACTIVATE AMBULANCE 36 IN, AT FIRE STATION SIX IN THE BRECKENRIDGE AREA. THIS YEAR, IT'S FOR AN INCREDIBLY IMPORTANT FUNCTION OF, UH, ACTIVATING A, UH, BLOCKING APPARATUS 24 7, SO THAT ANYTIME OUR, UH, POLICE AND FIREFIGHTERS, UH, ARE ON US 75, OR THEY'RE ON, UH, THE GEORGE BUSH TOLLWAY, UM, AND, AND THEY'RE GONNA BE THERE FOR AN EXTENDED PERIOD OF TIME, THEY HAVE THIS RESOURCE TO CALL TO ADD THE, UM, THE ADDITIONAL SECURITY, UH, AND, AND CREATE A SAFER ENVIRONMENT. AND IT'S NOT JUST FOR OUR POLICE AND FIREFIGHTERS. THERE ARE, THERE ARE, THERE ARE RESIDENTS THERE, THERE ARE PEOPLE THAT ARE COMING TO WORK IN THOSE, THOSE CARS AND THOSE VEHICLES THAT STOP. UH, THERE, THERE, THERE ARE VICTIMS THAT ARE THERE AS WELL. AND SO IT'S REALLY IMPORTANT, UH, FOR THE TOTALITY. UH, THE TWO NEXT, UH, ITEMS, THERE ARE THE OVERTIME REDUCTION STRATEGIES. NOW, OVERTIME'S IMPORTANT TO REDUCE BECAUSE OVERTIME IS MORE COSTLY THAN, THAN REGULAR TIME. THAT'S ABSOLUTELY TRUE, BUT THERE'S ALSO A HUMAN ELEMENT TO THIS OVERTIME. IT'S HOW MUCH MANDATORY OVERTIME CAN WE REASONABLY EXPECT, UH, FIREFIGHTERS TO WORK, UM, AND NOT REALLY START TO GET BURNED OUT OR HAVE THAT MANDATORY OVERTIME, UM, IMPACT, UM, UM, THEIR, THEIR OVERALL QUALITY OF LIFE, WHICH IMPACTS THE WAY THAT THEY DO THEIR JOB. AND I'LL REMIND YOU WITH THE 46 96, UH, UM, UM, 48 96, I'M SORRY, WITH THE 48 96 SCHEDULE, THIS IS EVEN MORE IMPORTANT BECAUSE BY THE TIME THEY'RE ENDING UP, UH, 48 HOUR SHIFT, IF WE'RE ASKING THEM OR REQUIRING THEM TO STAY OVER ANOTHER ANOTHER DAY, UH, THAT'S THREE VERY LONG DAYS. NOT TO MENTION THEY'RE AWAY FROM FAMILY AND UNABLE JUST TO GET THE IMPORTANT REST THEY NEED. UM, THE IDEA HERE WILL BE TO HAVE FLOATERS, UM, THAT, UH, ON, ON, ON SHIFTS. UM, YOU KNOW, IT'D BE IDEAL TO THINK THAT, THAT ON ANY GIVEN DAY, ALL 40, UH, TWO, I'M SORRY, ALL ALL, UM, ALL OF THE 42 43, UH, POSITIONS WOULD BE FULL. BUT WHEN YOU THINK OF THINGS LIKE VACATIONS OR SICK LEAVE, LONG-TERM, DIS LONG-TERM INJURIES, UH, TRAINING. UM, THE REALITY IS, IS EVERY ONE OF THESE DAYS, THESE FOLKS WILL BE FILLING IN FOR SOMEBODY, AND THEY'LL BE DOING IT AT REGULAR TIME INSTEAD OF TIME AND A HALF. AND SO WE FEEL LIKE IT'S A GREAT, A GREAT STRATEGY. THE TWO PART-TIME INSPECTORS ACTUALLY RIGHT NOW, WE'RE USING, UM, WE'RE, WE'RE TO, TO, TO BE ABLE TO STAY CURRENT WITH OUR I S O REQUIREMENT FOR INSPECTIONS. WE'RE USING FIREFIGHTERS AND PAYING THEM OVERTIME TO BE ABLE TO KIND OF GET OUT INTO THE COMMUNITY AND MAKE THESE INSPECTIONS. BUT IF YOU ADD THE TWO TOGETHER STREETS AND ALLEYS, AND THAT'S HOW YOU SEE IT IN, IN THE FUN SUMMARIES, UM, YOU'RE LOOKING AT, UM, ALMOST, UH, UH, ALMOST SEVEN POINT, UH, $7 MILLION A YEAR. UM, AND, UM, AND, AND, AND QUITE FRANKLY, BECAUSE NOW HERE 10 YEARS LATER, A LOT OF THOSE ZONES WE HAVEN'T, UM, WE HAVEN'T ADDRESSED YET. THE CONDITIONS HAVE WORSENED. UM, BUT I'D REALLY LIKE TO, TO RECOMMEND PUTTING ALL THOSE FUNDS, UM, AND IMPROVING STREETS IN FRONT OF, IN FRONT OF OUR RESIDENTS HOMES WHERE THEY DRIVE IN EVERY SINGLE DAY. WE'VE BEEN FORTUNATE ON THE COLLECTORS AND ARTERIALS TO ALREADY ON ARTERIALS, ALREADY KIND OF MAKING THE SECOND ORBIT, GOING BACK AND MAKING REPAIRS ON STREETS LIKE CAMPBELL AND ARAPAHO THAT WE'VE ALREADY DONE. AND SO I REALLY FEEL, UH, STRONGLY THAT THAT'S THE BEST PLACE TO USE IT. AND THAT WAS REMEMBERED TO GET IT ONTO THE FIVE YEAR CYCLE, WHICH IS [00:35:01] THE BEST PRACTICES. IF WE STICK TO THIS AND WE CONTINUE, UH, TO ADHERE TO THIS, UM, YOU WILL SEE A MARKED DIFFERENCE IN THE CITY AND THE QUALITY AND THE CONDITION OF THESE. AND THAT IS THE, UH, UH, COMPENSATION, UH, AS WELL AS THE LONGEVITY, BUT ALSO THE NEW, THE NINE NEW FIREFIGHTERS AND, AND SOME OF THE OTHER EXPANDED PROGRAMS. THAT'S $4.4 MILLION, AND THEN THE $2.4 MILLION FOR THE INFRASTRUCTURE THAT, UH, AS WELL AS THE $4 MILLION FOR THE REQUIRE THAT, THAT WE'RE REQUIRED TO, UH, ADD TO, UH, FUND BALANCE TO ACHIEVE THE 90 DAYS WE'RE LEFT WITH $2.3 MILLION OUT OF 15.4. UM, 62% OF THE RESIDENTIAL CO UH, QUALIFIED FOR THE HOMESTEAD CAP LIMITING THE TAX INCREASE IN, IN ANY ONE YEAR TO THAT 10%. [00:45:01] SO 62%. UM, SEVERAL SAID THEY WERE GONNA WIN THE BASKETBALL TOURNAMENT. I THINK YOU CAN ONLY HAVE ONE WINNER, BUT, UM, YOU KNOW, WE'LL, WE'LL SEE. UH, WHAT HAPPENS. AND THEN I JUST WANNA REMIND EVERYONE, IT'S STILL CLEAR THE SHELTERS WE'VE BEEN HAVING SOME GOOD SUCCESS, BUT GO, UH, WE HAVE SOME OF THE SAME PEOPLE IN THE AUDIENCE, BUT I'M STILL GONNA ENCOURAGE THEM TO GO ADOPT, UM, SOME PETS. AND ESPECIALLY TO CHARLES. UM, WE ALSO HAD THE OPPORTUNITY TO GO AND DO THE PREVIEW OF THE NEW CITY HALL AND LIBRARY SPACE AND, UM, JUST A ABSOLUTE FANTASTIC JOB. UM, WHAT, WHAT HAS OCCURRED AFTER THE FIRE AT CITY HALL? UM, JUST WANNA SAY THANK YOU FOR ALL OF THE HARD WORK, THE, THE VARIOUS DEPARTMENTS, UM, LIBRARY AND, AND THE PROFESSIONAL STAFF OF, OF GETTING THAT BUILDING, BUILDING, I GUESS BUILDINGS. THAT'S CORRECT. AND THEN I BELIEVE NEXT WEEK IS WHEN WE HAVE OUR FIRST, UH, COUNCIL MEETING IN, IN THAT, IN THE NEW BUILDING AS WELL. UH, THE CORPORATE CHALLENGE WAS, UH, INCREDIBLE. UM, THERE WAS A HUGE TURNOUT, UH, LOTS OF FOOD, UM, LOTS OF RACKET AND PEOPLE WERE JUST HAVING A REALLY GOOD TIME. UH, WE ALSO HAD A, UH, RIBBON CUTTING LAST WEEK AT THE CORNER OF KOTT, AND I BELIEVE THAT WAS BELTLINE. BELTLINE, YES. BELTLINE, YES. MM-HMM. UM, THAT WAS THE BURGER SHOP. IF ANYONE HASN'T HAD AN OPPORTUNITY, PLEASE GO BY THERE AND TRY TO, YOU KNOW, SUPPORT THEM AND GIVE THEM SOME BUSINESS. UH, WE MANAGE THE, UH, THE CASH REGISTER THERE FOR A COUPLE HOURS AND, UH, I STILL REMEMBER HOW TO COUNT AND GIVE CHANGE. SO THAT WAS A POSITIVE, UH, AND BEEN A WELL SINCE I'D DONE WORKED RETAIL. SO THAT, THAT WAS FUN. BUT, UM, I HAD A LOT OF FUN TALKING TO PEOPLE ABOUT SOME OF THE CHANGES, YOU KNOW, THE LIBRARIES GET READY TO, UH, START SHUTTING DOWN AND MAKING THE MOVE AS THE COUNCIL IS AND OTHER DEPARTMENTS THROUGHOUT THE CITY. SO THERE WAS A LOT OF TALK ABOUT THAT MOVE, UH, SATURDAY MORNING, A LOT OF EXCITEMENT IN OUR COMMUNITY. AND, UM, SATURDAY NIGHT AS, UH, MAYOR PRO TEM MENTIONED, I, I DIDN'T KNOW HE WAS ATTENDING. I RAN INTO HIM AT A, AT A WEDDING THAT TOOK PLACE UP IN, WHERE WAS THAT? FRISCO, BUT IT WAS OF A COMMUNITY MEMBER HERE IN THE RICHARDSON AREA. UH, SOMEBODY I MET THROUGH SOME OF THE WORK WITH, UH, I E N T, UH, THE BIG MOSQUE HERE IN TOWN. AND, UM, IT JUST REMINDED ME IT WAS THE FIRST TIME I ATTENDED A WEDDING, UM, LIKE THAT. AND IT WAS ABSOLUTELY BEAUTIFUL, AND IT JUST KIND OF REMINDED ME, YOU KNOW, IF IT WEREN'T FOR RICHARDSON, I WOULD'VE NEVER HAD THAT EXPERIENCE. UM, MY WIFE AND MY SON AND I ATTENDED. AND IT JUST, IT JUST REMINDED ME OF THE BEAUTIFUL DIVERSITY THAT IS INCLUDED IN RICHARDSON AND SOME OF THE AMAZING PEOPLE I'VE HAD THE HONOR OF MEETING IN OUR COMMUNITY OVER THE YEARS SINCE, UH, OVER THE LAST YEAR SINCE I'VE BEEN HERE.
