THE PUBLIC HEARING ON THE F Y 2023.UM, AS HAS BEEN THE CASE, UH, UH, LAST WEEK AND, UH, THE, THE, UH, AUGUST 15TH WHEN WE PRESENTED THE BUDGET, UH, FOR THE FIRST TIME, YOU SEE HERE WE'RE REALLY CONCLUDING THE BUDGET DEVELOPMENT PROCESS.
WE'RE VERY THANKFUL FOR, UH, YOUR INPUT AND SUGGESTIONS, UH, THROUGHOUT THIS PROCESS, AS WELL AS THE COMMENTS THAT WE HAVE RECEIVED, UH, AND THAT I'LL ACKNOWLEDGE, UH, SUBSEQUENTLY TONIGHT.
UM, AGAIN, THE KEY ECONOMIC, UH, FACTORS THAT WE HAVE TAKEN INTO CONSIDERATION HERE IS, UH, UH, THE HIGHEST INTEREST RATES THAT WE'VE BEEN EXPERIENCING HERE IN OVER 22 YEARS.
UM, AND, UH, THE IMPACTS THAT THAT'S, UH, HAD ON OUR INFLATIONARY PRESSURES LOCALLY.
UM, ALWAYS MINDFUL OF CONSUMER BEHAVIOR AND THE IMPACT THAT THAT HAS ON, UH, POTENTIAL SALES TAX, UH, REVENUE FOR US.
UM, UH, THE INFLATIONARY PRESSURES NOT JUST ON ON LARGE PROJECTS, BUT THINGS THAT WE USE EACH AND EVERY DAY.
WE'VE SHARED EXAMPLES, UH, IN DATING BACK TO THE, UH, DEEP DIVES IN WORKSHOP WHERE WE'RE SEEING AS MUCH AS 30%, UH, INCREASES YEAR OVER YEAR ON, UH, EQUIPMENT, UH, TOOLS, SUPPLIES THAT WE USE DAILY, UH, TO DELIVER ON OUR CORE SERVICES.
UH, WHILE THE, THE SUPPLY CHAIN, UH, ISSUES GLOBALLY ARE IMPROVING, UH, THERE IS STILL SOME LINGERING EFFECT AND THAT DOES, UH, IMPACT US LOCALLY HERE.
BUT, AND THEN OF COURSE, IMPORTANTLY, UH, THE RECRUITMENT AND RETENTION OF OUR MOST VALUABLE ASSET, WHICH ARE THE, THE, THE PEOPLE THAT WORK HERE EACH AND EVERY DAY.
UH, THOSE DRIVERS HAVE LED TO, UH, THREE AREAS, UH, FOCUS FOR THIS BUDGET.
THE RECRUITMENT AND RETENTION.
WE'VE TALKED IN DETAIL, UH, NUMEROUS TIMES ABOUT HOW COMPETITIVE THE NORTH TEXAS JOB MARKET IN THAT'S RESULTING, UM, IN JUST 91 WORKERS FOR EVERY 100 JOBS HERE IN TEXAS, UH, THAT, UH, UH, UH, EMPLOYERS ARE LOOKING TO FILL.
UH, WE'VE NOT BEEN WITHOUT OUR OWN ISSUES HERE.
IF YOU LOOK AT THE TOP RIGHT CHART THERE, YOU'LL SEE CURRENTLY, UH, STILL OVER A ABOUT A HUNDRED POSITIONS SHORT, UH, A HUNDRED VACANCIES.
UH, THESE ARE IN, AND, AND SOME OF THE MOST IMPORTANT POSITIONS WE HAVE IN ON THE FRONT LINE IN OUR PUBLIC SERVICES.
AND, AND THEN IN OUR PUBLIC SAFETY, UH, YOU SEE THERE, THE, THE DEPARTMENTS AT THE BOTTOM LEFT HAND CORNER WITH THE HIGHEST, UH, VACANCIES.
UH, AND THEN, AND THEN IT IS AN ISSUE OF, UH, RECRUITMENT.
UH, YOU CAN SEE HOW OUR APPLICATION TRAFFIC, UH, UM, HAS REALLY IMPACTED OUR ABILITY TO FILL THESE JOBS, NOTWITHSTANDING MANY, UH, IMPORTANT INITIATIVES

UM, AND WITH YOUR GREAT SUPPORT, UH, THIS BUDGET DOES INCLUDE A SIX UP TO A SIX, UH, PERCENT PAY ADJUSTMENT, UH, BASED ON MERIT, UH, FOR, UH, BOTH SWORN AND PUBLIC, UH, UH, SWORN AND NON-SWORN, UH, PUBLIC SAFETY AND GENERAL EMPLOYEES.
IT ALSO IMPORTANTLY INCLUDES, UH, THE STEPS FOR BOTH, UH, UH, POLICE AND FIRE.
UH, AND AGAIN, UH, THAT'S BASED ON MERIT.
AND THEN, UH, EQUALLY IMPORTANTLY, FOR THOSE, UH, WHO ARE ON THE FRONT LINES, WE'RE, UH, IN INCREASING THE MINIMUM WAGE FOR ANY FULL-TIME CITY OF RICHARDSON EMPLOYEE OR PERMANENT PART-TIME EMPLOYEE TO 1889 AN HOUR OR 65%, UH, 65 CENTS ABOVE THE, UH, CURRENT DALLAS COUNTY LIVING WAGE FOR THE COMING YEAR.
AND SO THAT, THAT STRONG COMPENSATION PLAN, UH, DOES A COUPLE OF REALLY IMPORTANT THINGS FOR US, PARTICULARLY ON THE PUBLIC SAFETY SIDE.
YOU CAN SEE ON THE LEFT, UH, PRIOR TO THE 6% ON THE RIGHT AFTER, AND REALLY BUILDING IN, UM, SOME CUSHION, IF YOU WILL, BECAUSE WE KNOW THAT THESE, UH, THESE RATINGS ARE A POINT IN TIME.
IT'S THIS POINT IN TIME, BUT WE ALSO KNOW FROM YEARS PAST EXPERIENCE, UH, THAT OTHER, UH, CITIES WILL BE MAKING THEIR OWN MOVES IN THEIR OWN ADJUSTMENTS.
AND WHAT I BELIEVE THAT THIS COUNCIL HAS DONE EACH OF THE LAST TWO YEARS BY SUPPORTING THE 6% STRATEGY IS BUILT IN RESILIENCY, UH, INTO THESE PAY PLANS FOR POLICE AND FIRE.
AND SO WHEN WE DO MOVE, WE WON'T MOVE AS FAR, AND WE, AND WE CERTAINLY SHOULDN'T FALL OUT, UM, AS FAR AS WE DID, UH, THIS PAST YEAR.
AS YOU CAN SEE, UH, FOR IMPORTANT POSITIONS LIKE POLICE OFFICER, WHICH WE CURRENTLY, UH, HAVE, PROBABLY IN THE PUBLIC SAFETY REALM, THE MOST DIFFICULTY BEING 11 OUT OF 13 OF OUR CITIES, UH, COMPARABLE CITIES, UH, FOR SALARIES.
THE GENERAL EMPLOYEES ALSO IMPROVED GREATLY AS A RESULT OF THIS.
AND SO, UM, WE'RE VERY HOPEFUL THAT THIS WILL, UM, HELP US WITH SOME OF THE RECRUITMENT ISSUES WE HAVE.
IN ADDITION TO THAT, FOR RETENTION, YOUR COMMITMENT TO INCREASE LONGEVITY FOR THE FIRST TIME, UM, I THINK SINCE IT WAS ADOPTED, UH, FROM $4 A MONTH TO $8 A MONTH, AND THEN TAKING OFF, UH, THE CAP, WHICH WILL ALLOW EMPLOYEES OF 25 OR MORE YEARS TO CONTINUE TO RECEIVE, UH, ESSENTIALLY $96 ADDITIONALLY A YEAR, BUT IMPORTANT AS THEY ARE KEY INGREDIENTS TO HELP US WITH THIS TRANSITION THAT WE SEE OUR ORGANIZATION GOING THROUGH.
UM, YOU, I'VE SAID IT MANY TIMES TO YOU BEFORE, BUT WITH THE HUNDRED POSITIONS WE HAVE CURRENTLY VACANT, IF WE MAGICALLY FILLED THOSE TODAY, WE'D HAVE ABOUT 240 OF OUR A THOUSAND EMPLOYEES, FULL-TIME EMPLOYEES WITH ONE YEAR OR LESS EXPERIENCE, UM, THESE MORE SENIOR, UH, SENIOR AND SEASONED EMPLOYEES.
IT'S CRITICAL THAT THEY REMAIN ON WITH US AND HELP US GET THROUGH THIS TRANSITIONARY PERIOD.
AND WE'RE THANKFUL FOR YOU FOR SUPPORTING THAT PARTICULAR INITIATIVE.
AND THEN THE ADDITION OF A FLOATING HOLIDAY, UM, BOTH A RECRUITMENT AND A RETENTION STRATEGY, BUT ONE THAT BRINGS US MUCH MORE IN LINE, UM, WITH, UH, WHAT WE SEE HERE IN NORTH TEXAS AND ALLOWS, UH, FOR, UH, OUR EMPLOYEES TO CELEBRATE THE DAY THAT THEY FEEL IS IMPORTANT TO THEM AND THEIR FAMILIES, UH, WITHOUT BEING TOO PRESCRIPTIVE ON THAT, ON THE PUBLIC, UH, SAFETY SIDE.
UM, $6.3 MILLION MORE THIS YEAR COMPARED TO LAST YEAR, UH, FOR POLICE AND FIRE.
IMPORTANT INITIATIVES LIKE, UH, MENTAL AND PHYSICAL HEALTH ASSESSMENTS, UH, FOR OUR POLICE, ADDING THE MENTAL HEALTH ASSESSMENTS FOR OUR, OUR FIREFIGHTERS.
UM, WE TALKED ABOUT THE RECLASSIFICATION OF THE LIEUTENANT, UH, TO ENSURE THAT WE HAVE THAT ONE SEASONED, MORE SEASONED, UH, VETERAN ON EACH OF THE, UH, 12 HOUR SHIFTS.
UH, A NUMBER OF INITIATIVES AROUND, UH, APPLICANT TRACKING, UH, PEER SUPPORT TRAINING, UH, FOR PD ON THE FIRE SIDE, THE ADDITION FOR THE SECOND YEAR IN A ROW OF NINE FIREFIGHTERS, THREE TO STAFF, A INCREDIBLY IMPORTANT BLOCKER INITIATIVE, UH, WHERE, UH, THESE VEHICLES WILL BE ABLE TO, UH, CREATE A BARRIER BETWEEN, UM, ONCOMING TRAFFIC AND, UH, THE RESPONSE, UH, THE EMERGENCY RESPONSE OF BOTH POLICE AND FIRE TO PROTECT OUR OWN, BUT ALSO TO PROTECT THOSE THAT THEY'RE, THEY'RE THERE TO RESPOND TO ON US 75 AND ON GEORGE BUSH.
AND THEN TWO, UH, OVERTIME REDUCTION INITIATIVES.
UM, ADDING A, AN ADDITIONAL, UH, UH, TWO, UH, FIREFIGHTERS TO EACH, UH, SHIFT TO REDUCE THE MANDATORY OVERTIME THAT WE'VE HAD TO DEPEND ON, UH, TOO, TOO MUCH FOR, UH, TOO, TOO OFTEN FOR TOO LONG.
UM, THESE, BOTH OF THESE INITIATIVES AND THE TWO PART-TIME FIRE INSPECTORS, UH, UH, ANTICIPATED TO REDUCE OVERTIME AND TO ACTUALLY BE COST SAVING TO US, UH, ONCE THEY'RE, UH, FULLY IMPLEMENTED.
I MENTIONED THE PHYSICAL WELLNESS, UH, ASSESSMENTS INCLUDED IN PREVIOUS BUDGETS, UH, BUT ADDING TO THAT, THE MENTAL HEALTH WELLNESS CHECKS FOR OUR FIREFIGHTERS, UH, WE'VE GONE THROUGH THE CAPITAL, UH, UH, UH, INITIATIVES FOR BOTH POLICE AND FIRE HERE.
AND THEN, UH, IMPORTANTLY, UPGRADING THE, UH, UH, EMERGENCY OPERATIONS CENTER TO, WITH SECURITY CAMERAS THAT ARE MORE CONSISTENT WITH OUR OTHER PUBLIC SAFETY CAMPUSES AND FIRE STATIONS, UH, AND WILL MAKE IT EASIER FOR US TO, UH, MAINTAIN, UH, HAVING THAT CONSISTENT, UH, SYSTEM.
UH, JUST SHY OF $3 MILLION MORE IN INFRASTRUCTURE INVESTMENT REINVESTMENT THIS YEAR COMPARED TO LAST YEAR.
UH, YOU SEE THERE, UM, CONTINUED

KEY INVESTMENTS IN THINGS LIKE, UH, REPAIRING OUR, UH, NEIGHBORHOOD, UH, REPAIRING AND MAINTAINING OUR NEIGHBORHOOD VITALITY PROJECTS, UH, UH, SCREENING WALLS, ENTRY FEATURES, UM, THINGS OF THAT NATURE.BUT THEN ADDING TO THAT, AN ADDITIONAL 50, DO $50,000 FOR BEING ABLE TO KIND OF EXPAND OUR WALL WASHING AND ENTRY FEATURE.
ADDING ENTRY FEATURES TO THE WASHING TRANSPORTATION MOBILITY SIDE.
UM, JUST TO REMAIN CONSISTENT WITH WHAT WE DID LAST YEAR, ADDING $244,000 TO THE BASE BUDGET FOR OUR SIGNS, OUR, UH, MARKINGS, UM, AND, UH, AND, UH, BIKE LANES AND THINGS OF THAT NATURE.
UH, AN ADDITIONAL $100,000, UH, IN OUR STREETS DEPARTMENT FOR ENHANCED CONCRETE.
THIS IS GENERALLY LOCALIZED REPAIR NEIGHBORHOODS THAT WE DO THROUGH OUR CONTRACTOR, THROUGH OUR STREETS DEPARTMENT.
UH, YOU'LL SEE THE $67 MILLION THERE FOR THE 21 G BOND PROGRAM.
AN ADDITIONAL, ALMOST $20 MILLION IN COMBINED DEBT AND CASH FUNDING FOR WATER AND, UH, WASTEWATER.
UH, IMPORTANTLY, CONTINUING TO BUILD ON THE C M O M PROGRAM THAT WE AGREED TO, UM, AS PART, AS A, AS PART OF A LARGER INITIATIVE WITH THE WATER DISTRICT.
AND THEN, UH, WE LAID OUT IN OUR DRAINAGE FEED, EAT THAT FOR YOU, THE ACTION PLAN AND THE WORK PLAN FOR THE COMING YEAR.
UM, THIS IS WHERE, UM, I THINK WE CAN ALL TAKE THE MOST PRIDE IN OUR STREET ANNUAL PAYGO STREET PROGRAM, UH, INCREASING THAT BY $1.1 MILLION, UH, UH, VERSUS LAST YEAR, UH, KEEPING OUR, UM, ALLEY PROGRAM AT ABOUT, UH, JUST SHY OF $2 MILLION PER TOTAL NOW, UH, OF ALMOST, UH, SEVEN POINT, UH, $7 MILLION A YEAR.
PEGO BEING INVESTED IN OUR STREETS AND ALLEYS, AND REALLY STARTING TO SEE, UM, THAT, UH, MAKE A DIFFERENCE, UM, IN BOTH PARKS AND FACILITY.
MAINTENANCES, UH, UH, UH, PEGO INCREASING THAT TO ALMOST $600,000 A YEAR, UH, BOTH, UH, REPRESENTING ALMOST, UH, A LITTLE BIT OVER 20% INCREASES YEAR OVER YEAR.
AND THEN, UH, BECAUSE WE DID DEFER, UM, SOME IMPORTANT PROJECTS THROUGHOUT, UH, THE COVID, UH, UM, PANDEMIC, UH, TIME AND ADDITIONAL $250,000 FOR SPECIAL FACILITY MAINTENANCE INITIATIVES, UH, THAT WILL BE UNDERTAKING THIS YEAR.
UM, THEN ON THE TRANSPORTATION AND MOBILITY SIDE, A COUPLE OF KEY INITIATIVES COMING OUT OF THE ADOPTION OF THE ACTIVE TRANSPORTATION PLAN.
YOU SEE THERE, UM, THE FIVE YEAR CYCLE WITH THIS ADDITIONAL, WITH THESE ADDITIONAL RESOURCES FOR OUR SIGNS AND MARKINGS AND FOR OUR BIKE LANES.
UH, AND, AND I THINK THE EXCITING THING FOR THE COMMUNITY HERE IS THAT THEY WON'T NOTICE THESE THINGS, UH, IN A DETERIORATED OR, OR, OR DILAPIDATED, UH, POSITION BEFORE THEY GET REPLACED.
THIS IS A PROACTIVE FIVE YEAR ROTATION OR ORBIT, IF YOU WILL, THAT'LL KEEP THESE LOOKING FRESH.
UH, STREETLIGHT MAINTENANCE ENHANCEMENTS, UM, OUR, UH, SIGNAL, UH, BUDGET, UH, AS, AS WELL AS THE STREET POLICY.
ALL OF THESE IMPORTANT, UM, UM, ACTION ITEMS COMING OUT OF THE ACTIVE TRANSPORTATION PLAN, AND THEN OUR ANNUAL RENEWAL OF EQUIPMENT FOR BOTH, UH, TRANSPORTATION AND, UH, STREETS.
IF YOU ADD UP THOSE KEY INITIATIVES, THOSE, THOSE KEY AREAS OF FOCUS AND YOU ACCOUNT FOR THE REQUIRED, UM, ADDITIONAL $4 MILLION TO MAINTAIN OUR 90 DAYS OF FUND BALANCE, WHICH YOU'RE LEFT WITH, IS, UH, JUST ABOUT $2.3 MILLION FOR THE REMAINDER OF THE INITIATIVES THAT WILL BE, UH, INCLUDED.
SO WHEN WE SAY THAT THIS BUDGET IS, UH, FOCUSED ON AND DEDICATED TO PUBLIC SAFETY, INFRASTRUCTURE AND RETENTION AND RECRUITMENT OF OUR MOST VALUABLE RESOURCES, THAT'S, THAT'S A TRUE STATEMENT.
AND, UH, ALL OF, ALL OF THESE KEY RESOURCES BEING DEDICATED TO THOSE THREE AREAS.
SO THE GENERAL FUND, AND, UM, AND JUST A, A QUICK OVERVIEW, THERE IS, UH, AS $15.4 MILLION MORE REVENUE, UH, YEAR OVER YEAR.
THAT'S A, A, A PROPERTY TAX, UH, INCREASE OF THE CATEGORY OF 7%.
THAT INCLUDES MORE THAN JUST THE CURRENT INCREASES, WHICH ARE 7.3%.
UM, THAT DOES, AS WE'VE TALKED ABOUT PREVIOUSLY, USE, UH, ABOUT 0.01858 OF THE UNUSED INCREMENT, WHICH, UH, WAS OVER OF, UH, 4 CENTS.
SO USING LESS THAN 50% OF THAT, YOU SEE THERE F UH, FRANCHISE FEES UP 12.1% SALES AND OTHER BUSINESS TAXES UP 11, UH, 0.3% FROM THE PREVIOUS YEAR.
BUT AGAIN, JUST BASING, UM, OUR SALES TAX, UH, PROJECTION IS JUST BASED ON 2% GROWTH OVER, UH, OUR F Y I 23 BASE COLLECTIONS, WHICH IS OUR STANDARD CONSERVATIVE APPROACH TO DOING THAT.
AND THEN ALL OF THE REVENUES THERE, UM, JUST ABOUT 10%.
AND THAT INCLUDES THE FEE CHANGES THAT YOU'LL BE ASKED TO CONSIDER AND TAKE ACTION ON.
SO 85% OF OUR REVENUES ARE, UH, ARE, ARE, ARE, UM, UM, ACHIEVED THROUGH THE PROPERTY TAXES, THE SALES AND BUSINESS TAXES, AND THE FRANCHISE FEES.
UH, WHEN YOU LOOK AT THE CERTIFIED TAX ROLE THIS YEAR, YOU'LL SEE, UH, A, A A 24, UH, JUST JUST OVER 24, UH, BILLION DOLLARS CERTIFIED ROLE.
THAT'S UP NINE POINT, UH, FIVE 9%.
BUT WHEN YOU TAKE IN THE VALUES AND DISPUTE, YOU FACTOR IN THE VALUES AND DISPUTE, AND, UM, YOU DEDUCT THE TIFF INCREMENT, WHICH YOU REALLY ARE LEFT WITH, WAS JUST SHY OF $22 BILLION, A 21.8.

UM, THERE ARE A NUMBER OF OTHER OPERATING FUNDS, UM, IN THE FILED BUDGET.
UH, PAGES 29 THROUGH 89 REPRESENT THE REMAINING FUNDS, UM, INCLUDING WATER AND SEWER, SOLID WASTE, GOLF, HOTEL, MOTEL, UM, OUR INTERNAL, UH, SERVICE FUNDS, OUR SPECIAL REVENUE FUNDS, AND OUR CAPITAL FUNDS.
UM, AS WE'VE DISCUSSED PREVIOUSLY ON THE WATER AND SEWER FUND, THERE IS A 3% INCREASE, UH, TO THE CITY'S WATER AND SEWER RATES.
UH, THIS IS TO, UM, ACCOUNT FOR AND BE RESPONSIVE TO, UH, THE 11 OR SO PERCENT INCREASE IN WATER THAT THE WATER DISTRICT SHARED WITH THE COUNCIL BACK WHEN, UH, THEY CAME TO DO THEIR BRIEFING, AS WELL AS ABOUT A 15% ON AVERAGE INCREASE FROM OUR, OUR WASTEWATER PROVIDERS FOR THE TREATMENT, UM, OF OUR WASTEWATER ON THE SOLID WASTE FUND WE'RE, UM, RECOMMENDING.

THIS IS A PROGRAM THAT HAS BEEN, UM, PUT TOGETHER, UM, WITH, BY THE UNIVERSITY OF TEXAS, OF DALLAS, UM, IN COOPERATION WITH THE CITY, UM, LOCAL HOSPITALS, UM, UH, ESPECIALLY SUPPORT FROM, UM, CHIEF PUY AND ASSISTANT CHIEF CENTER TO BE ABLE TO TRAIN THE NEXT GENERATION OF EMTS AND PARAMEDICS.
AND THE SPACE IS ABSOLUTELY AMAZING.
UM, I, AT SOME POINT IN TIME, I THINK IT MIGHT BE REALLY NICE, DON, IF WE COULD GET THE WHOLE COUNCIL OUT THERE SO THEY COULD SEE IT.
