THE SUBJECT SITE IS ZONED AS EMPLOY EMPLOYMENT SUBDISTRICT OF THE COLLINS ARAPAHOE INNOVATION PLAN DEVELOPMENT SURROUNDING PROPERTIES HAVE BEEN DEVELOPED AS COMMERCIAL USES.
UM, THEY CONTAINED COMMERCIAL OFFICE, RETAIL, AND RESTAURANT USES.
UH, THE ZONING EXHIBIT SHOWS THE SUBJECT PROPERTY, WHICH IS A 1.96 ACRE PROPERTY THAT WAS DEVELOPED IN THE EARLY EIGHTIES WITH A SINGLE STORY 9,318 SQUARE FOOT BUILDING.
IT'S BEEN OCCUPIED SINCE, UH, THAT TIME, UH, BY RESTAURANTS AND A BAR UNTIL THAT WAS VACATED IN 2022.
THE APPLICANT PURCHASED THE PROPERTY WITH THE INTENT TO, UH, CON CONTINUE THE RESTAURANT USE, BUT TO OPEN THEIR OWN RESTAURANT CONCEPT HERE AND TO GO IN WITH A DIVIDING WALL AND PARTITION OUT HALF OF THE BUILDING FOR A SPECIAL EVENT CENTER.
UH, THE APPLICANT HAS STATED THE EVENT CENTER WILL CATER TO WEDDINGS, CORPORATE GATHERINGS, BIRTHDAYS, AND EVENTS LIKE THAT.
SPECIAL PERMIT IS REQUIRED FOR EVENT CENTERS.
WE HAVE APPROVED THREE OF THOSE IN THE PAST 10 YEARS IN THE CITY.
THE LAST OF THOSE WAS IN 2022 WHEN THE, UH, AQUA ALCOHOL EVENT CENTER WAS APPROVED AND OPENED AT 2090 EAST ARAPAHOE ROAD.
THE APPLICANT HAS STATED THAT THEY PLAN TO BE OPEN FROM 10:00 AM TO 2:00 AM MONDAY THROUGH FRIDAY.
THEY HAVE STATED IN THEIR APPLICATION THAT THEY INTEND TO BE OPEN 10:00 AM TO 2:00 AM SEVEN DAYS A WEEK.
HOWEVER, WE HAVE LEARNED FROM THEM THAT THAT MAY HAVE CHANGED AND THEY'RE GONNA, UH, TELL US ABOUT THAT.
THE RESTAURANT WILL BE OPEN FROM 8:00 AM TO 10:00 PM UM, THE ZONING EXHIBIT REFLECTS NO MAJOR MODIFICATIONS TO THE EXTERIOR OF THE SITE, THOUGH THERE WILL BE SOME FACADE IMPROVEMENTS.
THE SITE PROVIDES 121 PARKING SPACES IN TOTAL.
THE RESTAURANT WILL BE REQUIRED TO HAVE 36 PARKING SPACES.
THIS LEAVES 85 PARKING SPACES FOR THE EVENT CENTER.
SO WHILE WE DON'T HAVE A RATIO FOR EVENT CENTERS HERE IN THE CITY, WHAT THE APPLICANTS HAVE DONE IS TAKEN A LOOK AT SIMILAR USES THAT WE HAVE IN THE CODE.
TAKING A LOOK AT, UH, PARKING RATIOS, WE HAVE ESTABLISHED FOR, UH, THE MOVIE THEATERS AND CHURCHES, UH, WHICH REQUIRE ONE PARKING SPACE PER EVERY THREE SEATS.
THE APPLICANTS HAVE PROPOSED FOR THIS PROJECT TO PROVIDE ONE PARKING SPACE PER EVERY 2.5 SEATS, WHICH WOULD ALLOW UP TO 212 GUESTS AT THE EVENT CENTER.

AND IT, AT ONE POINT THEY HAD ONE ADDITIONAL PARKING SPACE THAT NOW THEY'RE SHOWING AS AN A D A SPACE.
SO THEN THAT ADDING THE ADDITIONAL SPACE TO THE RESTAURANT, LOSING THAT ADDITIONAL SPACE, DROPPED THEM FROM TWO 20 DOWN TO THAT NUMBER.
SO YEAH, THEY WERE LOOKING AT WHAT DID AUSTIN AVENUE HAVE AT 2 86, AND IF THEY HAD TWO 20 IN THE EVENT CENTER, 66 IN THE RESTAURANT, THEY COULD KIND OF SHOW THAT SAME NUMBER.
ALTHOUGH AUSTIN AVENUE DID HAVE A MAXIMUM OCCUPANCY OF, OF, UH, AROUND 450.
UH, ALTHOUGH THEY ONLY HAD 286 SEATS IN THERE, THEY COULD HAVE HAD QUITE A BIT MORE PEOPLE IN THERE.
