RED, WHICH ALLOWS YOU TO SEE HOW THE LAYOUT OF THE CONCEPT PLAN HAS CHANGED SINCE THE ORIGINAL.UM, THE APPLICANT IS PROPOSING TO REZONE THE PROPERTY TO ACCOMMODATE THE DEVELOPMENT OF A CAR WASH ON TRACK TWO, UH, WITH THE APPROVAL OF A SPECIAL PERMIT FOR THE USE AND TO REVISE THE CONCEPT PLAN TO REFLECT THE CAR.
THE CAR WASH, THE APPLICANT HAS STATED THE HOURS OF OPERATION WILL BE 7:30 AM TO 8:00 PM DURING THE SUMMER, AND 7:30 AM TO 7:00 PM DURING THE WINTER.
THE CAR WASH WILL HAVE FOUR EMPLOYEES ON SITE.
UM, THE APPLICANTS HAVE PROPOSED, UH, AS YOU CAN SEE HERE ON THE SITE CONCEPT PLAN, WHAT IS A ONE STORY 4,954 SQUARE FOOT BUILDING WITH A DRIVE-THROUGH TUNNEL AND 20 COVERED VACUUM BAYS.
AND THERE IS NO EXTERIOR MECHANICAL EQUIPMENT PROPOSED WITH THIS DEVELOPMENT.
SO WE'VE ADDED THESE ARROWS ON THE SITE PLAN TO SHOW THE SITE CIRCULATION, UM, WHICH DEMONSTRATES HOW CARS WILL ENTER THE SITE VIA THE EXISTING DRIVEWAY TO THE NORTH.
UH, CONTINUE SOUTH TO ENTER THE SITE THROUGH ONE OF THE TWO DRIVEWAYS.
CONTINUE IN A COUNTERCLOCKWISE MOTION THROUGH THE PAYMENT STATIONS AND THROUGH THE CAR WASH TUNNEL WHERE THEY WILL BE, UM, ON A CONVEYOR BELT SYSTEM.
SO THEIR CAR WILL AUTOMATICALLY BE TAKEN THROUGH THE TUNNEL.
THEY'LL THEN EXIT TO THE NORTH AND THEY CAN THEN CHOOSE TO TURN AR TURN AND GO SOUTH BACK INTO THE PROPERTY TO USE THE VACUUMS OR EXIT THE PROPERTY TO THE NORTH.
UM, ALSO THE UM, BUCKINGHAM AREA ZONING ORDINANCE DOES NOT HAVE A RATIO OF PARKING RATIO ESTABLISHED FOR CAR WASHES.
SO STAFF HAVE ASKED THE APPLICANTS TO, UH, PROVIDE PARKING FOR THE OFFICE USE AT ONE PARKING SPACE PER 333 SQUARE FEET.
SO THERE ARE 273 3 SQUARE FEET OF OFFICE IN THE CAR WASH BUILDING.
UM, BUT WHAT THE APPLICANTS HAVE STATED IS THEY WILL BE PROVIDING FIVE PARKING SPACES ON SITE, SO THAT WOULD ACCOMMODATE THEIR EMPLOYEES AS WELL.
UM, ALSO YOU'LL SEE ON THE WEST PORTION OF THE CONCEPT PLAN, THERE IS SOME, UH, A SHRUB ROW, UH, WHICH IS PROPOSED TO BE A FOUR FOOT TALL SHRUB ROW ALONG THE WEST SIDE OF THE PROPERTY, UH, BETWEEN THE STACKING LANES TO HOPEFULLY MITIGATE SOME OF THE IMPACTS OF THE STACKING AND THE VEHICLES, UM, IDLING IN THIS AREA.
UM, I SHOULD ALSO STATE THAT THE APPLICANTS HAVE STATED, UM, IT TAKES ABOUT TWO AND A HALF MINUTES FROM THE TIME THE CUSTOMER PAYS TILL THE TIME THEY EXIT THE TUNNEL.
UH, DURING PEAK HOURS, THEY'VE ESTIMATED 70 VEHICLES WOULD BE WASHED ON AVERAGE.
SO OUR TRAFFIC ENGINEERS HAVE, UM, DECIDED WITH THIS INFORMATION THERE IS NO ADDITIONAL NEED FOR ANY ADDITIONAL TRAFFIC STUDIES.
THE MOST RECENTLY APPROVED SPECIAL PERMIT FOR A CAR WASH WAS AT THE SOUTHEAST CORNER OF PLANO ROAD AND CAMPBELL ROAD.
UM, IT'S A SIMILAR SELF-SERVICE CAR WASH AND THEY PROVIDE FOUR PARKING SPACES ON SITE AND 14 VACUUMS THERE.
AND MOVING ON HERE TO EXHIBIT C, THIS IS THE CHILDCARE CENTER ELEVATIONS THAT ARE PART OF THE CURRENT PD ORDINANCE.
AND THESE WILL CONTINUE TO BE PART OF THIS ORDINANCE, UM, BECAUSE THEY WERE APPROVED AS PART OF THE CONDITIONS OF THAT ORDINANCE.
AND THEY ARE NOT PROPOSED TO BE MODIFIED TONIGHT WITH THIS PROPOSAL.
BUT WHAT WE HAVE HERE ARE THE CAR WASH ELEVATIONS.
UM, WHERE THEY SHOW THE CAR WASH, UM, IS A SINGLE STORY.
CAR WASH, UH, IS 29 AND A HALF FEET HIGH TO THE ROOF'S MIDLINE.
THE BUILDING WILL BE CONSTRUCTED OF BEIGE AND GRAY SPLIT FACE C M U, UM, WITH METAL ACCENTS AND C M U CASTSTONE ACCENTS.
THE APPLICANTS HAVE ALSO PROVIDED THE DETAILS AND THE ELEVATIONS FOR THE VACUUM CANOPY SO WE KNOW WHAT THE, UM, BA, VACUUM CANOPY AND WHAT THE VACUUM EQUIPMENT WILL LOOK LIKE AS WELL.
THESE ELEVATIONS SHOW THE BUILDING SEEN FROM THE EAST AND FROM THE WEST WHERE THEY HAVE A LOT OF THEIR ARCHITECTURAL FEATURES AND STOREFRONT STYLE WINDOWS ALONG THE EAST ELEVATIONS.
AND THE WEST ELEVATION, UM, WILL BE OBSCURED BY THE VACUUM BAYS ON THE INTERIOR OF THE SITE.
THE SITE PHOTOS SHOW THE SITE AS SEEN LOOKING SOUTH FROM THE KROGER FUEL CENTER SITE, LOOKING NORTH AT THE PROPERTY FROM THE SOCCER FIELDS TO THE SOUTH, LOOKING EAST OF THE PROPERTY AND THEN LOOKING WEST OF THE PROPERTY.
SHOULD THE C P C RECOMMEND APPROVAL OF THE REQUEST, THE MOTION SHOULD INCLUDE THE FOLLOWING CONDITIONS.
