I, UM, KIND OF TOOK ON, UM, SINCE LAST JANUARY, KIND OF A PERSONAL MISSION TO TAKE ON CIVIC RESPONSIBILITY AS A NEW YEAR'S RESOLUTION.

UM, AFTER 10 OR SO YEARS, LIKE I SAID HERE, UM, RAISING MY SON AND WORKING AS A PROFESSIONAL.

UM, YOU KNOW, WE, WE HIT ON SOME TOUGH TIMES WITH COVID, ET CETERA.

AND, UM, I'VE BEEN ACTIVELY INVOLVED IN, IN CAMPAIGNS AND, AND HAVE BEEN A VOTER, ET CETERA, ET CETERA.

UM, I GRADUATED FROM UT AUSTIN IN 92.

UM, I'VE LIVED IN A LOT OF OTHER PLACES BESIDES TEXAS, INCLUDING NEW YORK CITY, ATLANTA, AUSTRALIA, BOSTON.

UM, SO WE HAVE SOME, SOME POINTS OF REFERENCE AND SOME SOME POINTS OF COMPARISON.

UM, IN THE PAST YEAR, I KIND OF, LIKE I SAID, TOOK A PERSONAL, UM, APPRO PERSONAL, NOT VENDETTA, THAT, THAT MAY NOT BE THE RIGHT WORD, BUT, UM, INTEREST IN

NAVIGATING THE PROCESS OF, UH, RICHARDSON, I S D.

UM, AND BECAUSE WE HAD A MAY ELECTION, I ALSO FOUND MYSELF INVOLVED IN SOME CANDIDATE FORUMS BECAUSE I'M A CHAPTER MEMBER OF THE LEAGUE OF WOMEN VOTERS DALLAS.

UM, IN THAT PROCESS, UM, I LEARNED A LOT, QUITE A BIT.

UM, I WENT THROUGH THE, THE FORMAL GRIEVANCE PROCESS OF THE DISTRICT, UM, WITH TWO FAIRLY DECENT FORMAL COMPLAINTS.

UM, AND I ENDED UP SPEAKING AT A BOARD OF TRUSTEE MEETING LAST JUNE.

UM, TO SUMMARIZE KIND OF MY EXPERIENCE, AND THAT'S KIND OF WHY I'M HERE TODAY, UM, BECAUSE, UH, WE'VE HAD AN ELECTION.

I'VE PARTICIPATED IN, UM, SOME OF THE SESSIONS THAT YOU GUYS HAVE HAD, UM, AND I'VE THANKFULLY, UM, BEEN ABLE TO COMMUNICATE DIRECTLY WITH SOME OF OUR CITY COUNCIL MEMBERS WHO I WILL SAY TAKE, UM, A TIRELESS APPROACH TO THEIR WORK AND SERVING OUR CONSTITUENTS.

SO I APPRECIATE ALL OF YOU, AND FOR THE RECORD AS WELL.

UM, I VOTED FOR MOST OF YOU.

UM, I DID SUPPORT STEVEN SPRINGS AND JANET PU, BUT I VOTED FOR YOU, KEN.

SO, UM, I HAVE A VERY KIND OF BIPARTISAN, IF YOU WILL, UH, NOTION OF WHAT I HOPE THE CITY WILL DO FOR THE FUTURE, UM, AND, AND THE COMMUNITY THAT AT LEAST I REPRESENT.

UM, LIKE I SAID, I AM WITH A LEAGUE OF WOMEN VOTERS.

UM, I AM A RENTER AND, UH, I'M DIVORCED.

AND, UH, I'VE, I'VE RAISED A SON IN PUBLIC EDUCATION, JUST LIKE I WAS RAISED IN AUSTIN AT MCCALLUM HIGH SCHOOL.

UM, AND I'M JUST REALLY KIND OF SURPRISED HOW I GRADUATED IN 1988, AND HERE IT IS, 2023, AND IT FEELS A LOT LIKE IT DID BACK THEN.

WHEN I LEFT HIGH SCHOOL.

UH, THEY WERE IMPLEMENTING THINGS LIKE, UH, METAL DETECTORS BECAUSE WEAPONS WERE BECOMING A PROBLEM.

UM, THERE WAS JUST KIND OF A DISINTEGRATION OF, OF COMMUNITY IN GENERAL.

AND TO BE HONEST, I WAS PRETTY READY TO GET OUTTA TEXAS.

SO, UM, LUCKILY I GOT A SCHOLARSHIP TO GO TO BOSTON UNIVERSITY.

I WAS PRETTY EXPENSIVE FOR A JOURNALISM MAJOR, SO I TRANSFERRED BACK TO U T D, PARDON ME, UT AUSTIN, UM, WHERE I HAD A LOT OF, WHERE I GREW UP.

SO I HAD A LOT OF, OF FRIENDS AND FAMILY.

IN FACT, 19 PRITCHARDS HAVE GRADUATED FROM UT AUSTIN.

WE LIKE TO SAY WE BLEED ORANGE.

UM, SO RAISING A KID HERE, UM, AGAIN, SEVERAL DECADES LATER.

UH, IT'S AN INTERESTING EXPERIENCE.

UH, IT'S A LITTLE BIT LIKE A FLASHBACK.

UM, MY FOLKS, UH, GOT MARRIED IN 1970, AT 20 YEARS OLD.

UM, WE WERE CATHOLICS, SO I WAS AN ACCIDENT.

AND, UM, ROE V.

WADE HADN'T PASSED YET, SO THAT'S WHY I'M HERE TODAY.

I DIDN'T HAVE MY SON UNTIL I WAS 34.

I ONLY HAVE ONE CHILD.

OUR KIDS ARE VERY IMPORTANT.

I'M WORRIED.

SO PLEASE DO EVERYTHING YOU CAN TO PROVIDE SHELTER, FOOD, AND PROTECTION, THE BASICS FOR OUR KIDS.

I REALLY APPRECIATE YOU DEDICATING YOURSELVES TO THAT.

UH, OUR DIRECTOR OF PARKS AND RECREATION OF VON VALGUS, MAKING HER WAY TO THE PODIUM.

BUT LET ME JUST, UH, SAY AS SHE DOES THAT, WE ARE REALLY EXCITED TO HAVE SOME VERY SPECIAL, UH, GUESTS WITH US THIS EVENING.

WE LOOK FORWARD TO RECOGNIZING AND CELEBRATING THEIR PASSION FOR RICHARDSON AND, UH, THE GOOD WORK THAT THEY DID OVER THE PAST FEW MONTHS.

SO, WHILE THEY'RE COMING FORWARD, I JUST WANTED TO SHARE, WE WERE SO EXCITED TO WORK WITH THIS GROUP.

THEY APPROACHED US ABOUT DOING

SOME FUNDRAISING EFFORTS TO EARN THEIR BRONZE AWARD.

THEY CREATED A CAMPAIGN CALLED DOLLARS FOR DOGGIES.

AND THEIR TROOP LEADER, LIZ SHOR, REACHED OUT TO JEFF IN APRIL.

AND OF COURSE, JEFF WAS THE PRIMARY CONTACT TO WORK WITH THIS GROUP.

BUT THEY PUT SO MUCH EFFORT INTO THIS PROJECT.

ESSENTIALLY, THEY WENT THROUGH THEIR, THEIR GOAL WAS TO RAISE MONEY FOR ONE WATER FOUNTAIN THAT HAD A DOGGY BOWL, AND THEN ALSO TO RAISE FUNDS FOR TWO NEW MUTT MITTS, ALL FOR CUSTER PARK.

AND THEY DID THIS IN A TWO MONTH PERIOD.

SO THAT WAS $5,400 THAT THEY RAISED IN THAT TWO MONTH PERIOD.

THAT'S VERY IMPRESS IMPRESSIVE.

AND IT WAS A GREAT JOB.

THIS GROUP WENT DOOR TO DOOR, THEY WENT BUSINESS TO BUSINESS SEEKING SPONSORS AND DONATIONS.

AND THEN ON TOP OF THAT, THEY CREATED A REALLY COOL EVENT, A SPECIAL EVENT THAT THEY HELD AT, AT CUSTER PARK.

THEY CREATED AND MADE DOG TREATS.

AND THEY TOOK A LOT OF CREATIVITY ON THIS WITH THE, THE NAMES OF THE DOG TREATS.

SO SOME OF 'EM, HERE'S JUST A FEW SAMPLES OF IT, WAGON ALONGS, THIN MINTS, LEMON PUPS, AND ADVENTURE FLUES.

SO THEY SOLD THEIR DOG TREATS.

AND THEN ON TOP OF THAT, THEY SOLD SMALLER ITEMS LIKE COLLAPSIBLE, COLLAPSIBLE DOG BOWLS, DOGGY BAG HOLDERS.

THEY EVEN MADE FRISBEES AND ART THAT THEY DECORATED THEMSELVES, AND THEY SOLD THOSE ITEMS. AND THEN THEY GAVE AWAY ITEMS FOR, UM, BIGGER DONATIONS THAT WERE MADE.

THEY HAD A KISSING BOOTH, A DOGGY KISSING BOOTH.

UM, SO THEY DID A LOT OF WORK, AND THEY HAVE REALLY MADE A HUGE IMPACT.

AND WE'RE REALLY EXCITED TO BE ABLE TO HAVE 'EM HERE TODAY TO RECOGNIZE THEIR EFFORTS.

SO THE, THE EVERYTHING THAT THEY, THEY RAISED THE FUNDS FOR THE WATER FOUNTAIN AND THE DOGGY, UM, MITTS WERE ALL PUT IN PLACE LAST WEEK.

OUR PARK STAFF PUT THOSE IN PLACE.

BUT THIS GROUP DID AN AMAZING JOB, AND I JUST WANTED TO MAKE SURE THAT THEY WERE HERE AND RECOGNIZED FOR THEIR EFFORTS.

SO, THANK YOU ALL.

AND LIZ, YOU HAD A, A FEW WORDS TO SAY AS WELL.

I DIDN'T REALLY PREPARE ANYTHING, BUT, UM, I DID WANNA SAY THAT MR. DORIAN CAME TO OUR EVENT, UM, SAW IT ON SOCIAL MEDIA, AND THESE GIRLS REALLY WORKED TIRELESSLY.

UM, THE BRONZE AWARD IS SOMETHING THAT GIRL SCOUTS DO BEFORE THEY GET TO SIXTH GRADE.

SO THE OLDER GIRL SCOUTS, UM, REALLY PUT THIS TOGETHER ALL BY THEMSELVES.

THEY WANT, THEY WENT THROUGH DOZENS OF IDEAS, AND THEY REALLY ONLY CARED ABOUT DOING SOMETHING EITHER FOR THE ENVIRONMENT OR FOR DOGS .

SO, UM, THEY, THEY GOT REAL EXCITED ABOUT PLANNING THIS EVENT, AND THEY PUT IT ALL TOGETHER.

AND THERE'S, THERE'S A LOT MORE PICTURES TOO, OF ALL THEIR ARTWORK AND ALL THEIR EFFORTS.

UM, BUT I'M, WE'RE SO PROUD OF ALL THESE GIRLS OF 2 1 2 6, THAT, THAT THEY ACCOMPLISHED THIS BEFORE THEIR SIXTH GRADE YEAR.

AND, UM, THEY RAISED ALL THIS MONEY THANKS TO MOSTLY THE PEOPLE OF CANYON CREEK.

UM, AND THEY WERE JUST VERY GENEROUS.

WE HAD ONE FINAL DONOR.

WE, WE WERE ALMOST TWO MONTHS INTO IT, AND WE HAD ONE FINAL DONOR COME TO US.

UM, BECAUSE SOMEBODY IN OUR TROOP, MY DAUGHTER HAPPENED TO JUST MENTION, OH, YOU HAVE A DOG, LET ME TELL YOU ABOUT DOLLARS FOR DOGS.

AND HE SAID, YOU NEED THIS MUCH MONEY, HERE YOU GO.

HE JUST HANDED IT OVER BECAUSE HE WANTED US TO REACH OUR GOAL.

AND WE'RE SO THANKFUL FOR THE CITY FOR GETTING THIS IN SO QUICKLY.

UM, WE THOUGHT IT WOULD BE A LOT COOLER WHEN WE TOOK THIS PICTURE .

AND, UH, WE ALSO WANT TO GIVE YOU AN OVERVIEW OF SOME OF THE CONTENT RELATED TO, UH, COMMUNITY SUMMIT TOO, AND SOME OF THE ACTIVITIES THAT WE'RE GONNA BE HA HAVING.

UH, WE'VE REALLY BEEN WORKING ALONG THAT TOP BLUE LINE THAT WE CALL DATA COLLECTION AND STRATEGIC DIRECTION.

UM, IT'S REALLY THAT PHASE WHEN WE'RE OUT THERE LISTENING TO THE COMMUNITY, UH, UH, PREPARING SOME PRELIMINARY DIRECTION, GOING BACK AND CONFIRMING WITH THE COMMUNITY THAT WE HEARD THEM PROPERLY.

UM, AND THEN, UH, THAT PROCESS IS GOING TO LAST THROUGH DECEMBER OF THIS YEAR.

AND THEN ONCE WE HAVE GOTTEN THROUGH THAT PROCESS, THEN WE WILL BE MOVING FORWARD WITH, UH, SOME OF THE PRELIMINARY DRAFTS OF SOME OF THE PLAN COMPONENTS, UH, LOOKING AT IMPLEMENTATION.

UM, AND WHERE WE ARE IN THE OVERALL PROCESS IS WE ARE JUST ABOUT TO LAUNCH COMMUNITY SUMMIT NUMBER TWO, UH, THAT YOU SEE IN THAT OCTOBER NOVEMBER TIMEFRAME ON THE OVERALL SCHEDULE.

SO, UH, JUST KIND OF WALKING THROUGH THE INTENT, UH, AT EACH STEP OF THIS PROCESS.

UH, COMMUNITY SUMMIT ONE WAS VERY MUCH FOCUSED ON LISTENING IN THE COMMUNITY.

UH, IF YOU'LL RECALL, THOSE OF YOU, THOSE OF YOU THAT WERE ABLE TO ATTEND, WE DIDN'T COME IN WITH A LOT OF PRECONCEPTIONS.

WE DIDN'T COME IN WITH, UH, WITH, UH, DIRECTION FOR THE PLAN.

IT WAS REALLY INTENDED TO ASK OPEN-ENDED QUESTIONS AND GET OUT AND, UH, GET FEEDBACK FROM AS MANY PEOPLE IN THE COMMUNITY AS WE COULD, UH, TO BE ABLE TO FORM SOME VERY BASIC DIRECTION RELATED TO WHAT THE COMMUNITY WANTED TO SEE, UH, IN THE VISION FOR RICHARDSON IN THE NEXT 20 TO 25 YEARS.

UM, UH, THROUGH THAT PROCESS, WE TALKED ABOUT SEVERAL THINGS IN MORE DETAIL, SUCH AS NEW HOUSING TYPES APPROPRIATE TO THE FUTURE OF RICHARDSON.

WE TALKED A LITTLE BIT ABOUT MISSING MIDDLE HOUSING, UH, BUT A LOT OF IT WAS BASED UPON TRYING TO IDENTIFY COMMUNITY PRIORITIES AND UNDERSTANDING WHAT'S IMPORTANT.

SO THIS NEXT SUMMIT THAT WE'RE JUST ABOUT TO KICK OFF IS GONNA BE ABOUT CONFIRMATION.

SO WE, WE WERE IN THIS FIRST PROCESS, WE HEARD A LOT OF THINGS.

I CAN TELL YOU THAT, UH, UH, WHILE WE GET A LOT OF IT RIGHT AND WHAT WE HEARD, UH, WHEN WE COME BACK TO THE COMMUNITY, THERE ARE SOME THINGS THAT WE MAY HEAR, NO, YOU, YOU DIDN'T HEAR US CORRECTLY.

WHAT WE REALLY MEANT TO SAY WAS THIS.

UH, UH, BASED UPON THE THINGS THAT WE HEARD THROUGH THAT FIRST SUMMIT, UH, WE'VE PUT TOGETHER THAT BASIC STATEMENT, AND WE WANT TO HEAR IF IT'S, IF IT'S RINGING TRUE WITH SOME OF THE KEY THINGS THAT THE COMMUNITY WANTS TO, UH, WANTS TO BE SAYING ABOUT THE FUTURE COMMUNITY PRIORITIES, WHICH ARE THOSE GUIDING PRINCIPLES THAT WE STARTED TO SHARE A LITTLE BIT WITH YOU, UH, IN THE LAST MEETING.

NOW, THE ACTIVITY THAT WE'RE GONNA BE, UH, RUNNING AT THE, UH, COMMUNITY SUMMIT, OPEN HOUSE, AND ALSO IN ALL THE OTHER FORMS, NOT JUST AT THE OPEN HOUSE, WE'RE GONNA ASK PEOPLE TO REVIEW THE STATEMENT PHRASE BY PHRASE, AND TO DECIDE WHETHER THEY AGREE, DON'T HAVE A STRONG OPINION OR DISAGREE WITH EACH OF THE PHRASES.

AND THEN WE'LL ALSO GIVE THEM AN OPPORTUNITY TO LET US KNOW IF WE MISSED ANYTHING.

SO, AS I SAID, THE CONSIDER THESE PRELIMINARY AND WHAT WE HAVE HEARD IN THE COMMUNITY SO FAR, AND WE REALIZE THAT AS WE GO INTO THIS NEXT PHASE OF INPUT, WE MAY END UP MAKING A FEW CHANGES AND I'LL, BASED UPON WHAT PEOPLE TELL US.

AND I'LL ALSO LET YOU KNOW THAT WE DO INTEND TO LET, UH, A BIGGER SLICE OF THE CITY STAFF TAKE A LOOK AT THESE.

AND ALSO, UH, TO LET SOME, LET THE, UM, THE FOLKS ON THE CONSULTANT TEAM THAT ARE LEADING THE INDIVIDUAL TOPICS HAVE A, HAVE A CRACK AT 'EM AS WELL.

AND, OH, UH, ACTION ITEMS DON'T COME UNTIL, UH, LATER ON.

UH, UNDER PUBLIC INFRASTRUCTURE, WE HAVE PROMOTE RICHARDSON'S IDENTITY AT ENTRY POINTS ALONG MAJOR CORRIDORS AND AT KEY VIEWS INTO THE CITY UNDER NEIGHBORHOODS AND HOUSING, EVALUATE EXISTING CITY NEIGHBORHOOD INITIATIVES TO DETERMINE IF THEY SHOULD BE REVISED OR IF NEW PROGRAMS COULD BE DEVELOPED TO PROVIDE EVEN MORE POSITIVE IMPACT TO RICHARDSON NEIGHBORHOODS.

AND UNDER THE ENHANCEMENT REINVESTMENT AREAS INVOLVE PROPERTY OWNERS, NEIGHBORS, AND OTHER INTERESTED PARTIES, AND THE CREATION OF DEVELOPMENT CONCEPTS FOR THE REINVESTMENT AREAS.

SO THAT'S JUST A SAMPLING OF, OF, OF, UH, GUIDING PRINCIPLES UNDER THESE CATEGORIES.

AND BY THE WAY, WE WOULD BE, UH, BRINGING THOSE BACK TO YOU AT THE EARLY PART OF NEXT YEAR.

SO JANUARY OF 24, 24 IS WHEN WE ARE HOPE TO BRING BACK A PLAN TO BRING BACK TO YOU THE, UH, GUIDING PRINCIPLES FOR YOUR BLESSING.

NOW ALSO, I THOUGHT YOU MIGHT LIKE TO GET A PEEK AT SOMETHING THAT LOOKS LIKE THE IMPLEMENTATION MATRIX THAT WE'LL BE PUTTING TOGETHER TO INCORPORATE ALL THOSE ACTION ITEMS. AND ESSENTIALLY, IF, IF YOU START TO THINK ABOUT PLACE TYPES AS LAND USE, THAT'S A GOOD STARTING POINT.

BUT THE, THE ADDED BENEFIT IN LOOKING AT IT AS A PLACE TYPE IS IT REALLY STARTS TO BUILD IN SOME OF THE CHARACTERISTICS OF PLACEMAKING.

IT'S NOT JUST TALKING ABOUT WHAT USE GOES ON EACH SPECIFIC PROPERTY, BUT IT STARTS TALKING ABOUT THE TYPE OF ENVIRONMENT THAT YOU'RE TRYING TO CREATE.

UH, SO, UH, IT MAY INCLUDE A PREDOMINANT LAND USE, LIKE A SINGLE FAMILY RESIDENTIAL, UH, BUT, UH, IN MANY CASES THERE WILL BE SOME SUPPORTING USES THAT ARE IDENTIFIED IN A PLACE TYPE.

FOR INSTANCE, IF YOU HAVE A GOOD SOLID SINGLE FAMILY NEIGHBORHOOD, YOU'RE PROBABLY GOING TO HAVE SOME INSTITUTIONAL USES LIKE, UH, SCHOOLS AND, AND, UH, LIBRARIES AND OTHER TYPES OF FACILITIES IN THE NEIGHBORHOOD AND IN SOME NEIGHBORHOODS IN COMMU, IN RICHARDSON, UH, YOU'VE SEEN A GREAT LEVEL OF SUCCESS WITH VERY SMALL, UH, RETAIL AREAS THAT ARE SUPPORTING THE OVERALL NEIGHBORHOOD AND ARE WALKABLE TO THE REST OF THE NEIGHBORHOOD.

SO THOSE ARE SOME OF THE THINGS WE'LL BE TESTING WITH THE COMMUNITY TO, TO CREATE THAT SET A PLACE TYPES THAT'S RIGHT FOR RICHARDSON.

BUT THE STARTING POINT FOR THOSE IS WHAT'S ON THE GROUND TODAY, BECAUSE THE COMMUNITY IS SO BUILT OUT, WE'RE NOT SUGGESTING THAT YOU GO A TOTALLY DIFFERENT DIRECTION, UH, FROM, FROM WHAT

WE STARTED TO EXPOSE THE COMMUNITY TO THAT IN THE FIRST COMMUNITY SUMMIT.

SO WE'LL BE BUILDING UPON THE THINGS THAT WE SHARED WITH THEM, BUT ALSO SOME OF THE COMMENTS THAT WE RECEIVED BACK.

AND WE'RE GOING TO HAVE A SORT OF A MATRIX ACTIVITY.

SO IF YOU CAN THINK ABOUT THOSE ITEMS ACROSS THE TOP NEIGHBORHOOD, RESIDENTIAL, NEIGHBORHOOD, MIXED USE, REGIONAL EMPLOYMENT AS BEING THE PLACE TYPES WITHIN THOSE CATEGORIES, WE'LL HAVE A LOT OF IMAGES SO PEOPLE WILL UNDERSTAND WHAT WE MEAN BY EACH OF THOSE.

AND THEN ALONG THE OTHER SIDE, WE'LL BE SHOWING THINGS LIKE COTTAGES OR ACCESSORY DWELLING UNITS OR TOWN HOMES IN THAT RANGE OF MIS MISSING MIDDLE HOUSING, UH, TO START TO GET SOME FEEDBACK ON, ON HOW THAT SHOULD BE OCCURRING WITHIN EACH OF THOSE PLACE TYPES.

AND THEN AS WE LOOK AT FUTURE LAND USE IN THE LAND USE SCENARIOS, REALLY BY IDENTIFYING, UH, SOME OF THOSE KEY REINVESTMENT AREAS, WE'VE REALLY FOCUSED IN ON A LOT OF THOSE AREAS THAT THE COMMUNITY HAS SEEN AS HAVING OPPORTUNITIES TO, UH, DEVELOP IN A DIFFERENT WAY IN THE FUTURE.

UH, SO, UM, JUST TO STEP BACK A LITTLE BIT, WHEN, WHEN THE CITY COMPLETED THE 2009 COMPREHENSIVE PLAN, UM, FOLLOWING THAT PLAN, ALL, ALL THEY DID IN THAT PLAN WAS IDENTIFIED THOSE AREAS THAT MIGHT BE POTENTIAL REINVESTMENT AREAS TO RECEIVE ADDITIONAL, UH, UH, VISION STUDIES.

UH, AND THEN FOLLOWING THOSE VISION STUDIES BY CONSULTANT TEAMS, THE CITY MOVED FORWARD WITH A LOT OF DIFFERENT IMPLEMENTATION STRATEGIES, INCLUDING REZONING, A LOT OF THOSE AREAS.

SO THE DIFFERENCE WITH THIS COMPREHENSIVE PLAN IS NOT ONLY HAVE WE ALREADY STARTED TO DISCUSS WITH THE COMMUNITY AND WITH COUNCIL AND C P C, WHAT ARE SOME OF THOSE AREAS, UH, BUT WE'RE STARTING TO TALK TO THE COMMUNITY ABOUT WHAT TYPES OF THINGS SHOULD BE ENVISIONED FOR THOSE AREAS.

SO AS WE MOVE FORWARD, BY THE TIME WE GET TO THE END OF THIS COMPREHENSIVE PLAN, WE'LL HAVE A PRELIMINARY VISION FOR WE, WE WILL HAVE GONE THROUGH A PROCESS IN THE PUBLIC TO SHARE WITH US THEIR IDEAS FOR WHAT ARE THE OPPORTUNITIES THEY'D LIKE TO SEE TAKEN ADVANTAGE OF IN THOSE AREAS.

I COULD ENVISION WHERE SOME OF THESE AREAS, IT MIGHT BE AS SIMPLE AS, YOU KNOW, WE REALLY LIKE THE TYPES OF ACTIVITIES THAT ARE GOING ON THERE, UH, BUT WE WANNA SEE SOME REFINEMENTS.

WE WANNA SEE BETTER PEDESTRIAN, UH, CONNECTIVITY.

WE WANNA SEE ADDITIONAL AMENITIES WITHIN THE AREAS, OR THERE MAY BE OTHERS WHERE THEY SAY WE SEE WHOLESALE CHANGE, UH, THAT WE'D LIKE TO SEE WITHIN THOSE AREAS.

UM, SO WE WILL GO THROUGH THAT PROCESS, BUT WE WILL STOP, WELL SHORT OF GOING THE NEXT STEP TOWARDS REZONING OR IMPLEMENTING THOSE PLANS, BUT IT WILL GIVE YOU A BETTER, UH, DIRECTION FOR WHAT THE COMMUNITY THROUGH THIS PROCESS HAS ENVISIONED FOR EACH OF THOSE AREAS.

FIRST, I'M GONNA DISCUSS, UH, THIS YEAR'S ELECTION PROCESS FOR APPOINTING, UH, NEW MEMBERS TO THE COLIN AND DALLAS CENTRAL APPRAISAL DISTRICTS.

THEN THE SECOND PHASE OF THE PRESENTATION, WE'RE GONNA DISCUSS SOME LEGISLATIVE CHANGES AND WHAT THAT LOOKS LIKE TO CHANGE THE MAKEUP OF THE BOARD AND ALSO THE TRANSITION PERIOD OF HOW THAT WORKS OUT.

WE'VE GOT SOME GRAPHICS TO HELP KIND OF EXPLAIN THAT AWAY.

SO FIRST OFF, JUST, UH, A BRIEF OVERVIEW OF BOTH OF THE APPRAISAL DISTRICTS, HOW THEY'RE GOVERNED.

THERE'S, UH, FIVE BOARD MEMBERS, UH, THAT ARE DIRECTORS, AND THEN THERE IS A SIXTH NON-VOTING BOARD MEMBER THAT IS REPRESENTED BY THE, UH, TAX ASSESSOR COLLECTOR FOR EACH OF THE COUNTIES.

UM, AND HISTORICALLY, I WOULD'VE COME TO YOU EVERY TWO YEARS TO DO THIS ELECTION PROCESS, UH, BECAUSE EACH OF THE BOARD MEMBERS WOULD SERVE A TWO YEAR TERM, AS MR. MAGNER MENTIONED, UH, IN THE LEAD UP TO THE PRESENTATION THIS YEAR.

IT, THE TERMS WILL BE FOR JUST ONE, ONE YEAR PENDING A LEGISLATIVE CHANGE, WHICH I'LL DISCUSS LATER IN THE PRESENTATION FOR BOARD ELIGIBILITY.

THERE'S SOME RESIDENCY REQUIREMENTS AS FAR AS HOW LONG YOU NEED TO HAVE LIVED IN THE, UH, DISTRICT, UM, BEFORE YOU RUN FOR OFFICE.

UM, THERE'S SOME EMPLOYMENT AND, UH, RELATIONSHIP REQUIREMENTS AS WELL AS BUSINESS INTERESTS, UM, REGARD REGARDING WHETHER OR NOT YOU'RE A FEE APPRAISER OR A TAX AGENT IN THAT PARTICULAR DISTRICT.

ALSO, YOU CANNOT BE DELINQUENT ON PROPERTY TAXES TO BE A, UH, BOARD MEMBER LOOKING AT COLIN CENTRAL APPRAISAL DISTRICT'S BOARD SELECTION PROCESS.

SO THE WAY THIS ONE WORKS IS, UH, EACH TAXING ENTITY IS ALLOCATED, UH, UH, PROPORTIONATE SHARE OF VOTES BASED ON OUR TAX LEVY.

SO, NOT VALUE, BUT OUR LEVY, UM, RELATIVE TO THE OVERALL CAD WIDE LEVY.

UM, RICHARDSON'S LEVY IS RELATIVELY SMALL COMPARED TO THE ENTIRETY OF CALLING, UH, CENTRAL P DISTRICT'S.

UH, LEVY, UH, TWO YEARS AGO, UH, WE HAD 77 OUT OF THE 5,000 VOTES.

SO YOU'RE LOOKING AT ROUGHLY ONE AND A HALF PERCENT OF THE AVAILABLE VOTES WAS ALLOCATED FOR THE CITY OF RICHARDSON.

UM, EACH TAXING ENTITY MAY NOMINATE UP TO FIVE CANDIDATES, UH, FOR THE FIVE BOARD POSITIONS.

UH, HOWEVER, THERE'S NO REQUIREMENT TO DO A NOMINATION.

UM, TWO YEARS AGO WE DID NOT NOMINATE ANYONE FOR, UH, FOR THE C A D ONCE THERE'S A, THERE'S A NOMINATION PERIOD, WHICH, UM, WE'LL END, UM, HERE IN A FEW WEEKS.

AND THEN AT THE END OF THAT, UM, UH, AT THE END OF OCTOBER, WE'LL WE'LL BE NOTIFIED OF WHO ARE THE, UH, NOMINEES ON THE BALLOT, AT WHICH POINT WE WILL, UH, FIGURE OUT WHO, HOWEVER THE COUNCIL CHOOSES TO NOMINATE, UH, OR ALLOCATE OUR VOTES RATHER.

UM, WE'RE GOING TO, RIGHT NOW, WE DON'T KNOW IF 77 IS STILL THE NUMBER OF VOTES WE'RE GONNA GET.

UM, WE SHOULD KNOW THAT INFORMATION BY THE END OF THIS WEEK, SEPTEMBER 29TH IS WHEN WE'RE SUPPOSED TO RECEIVE THAT FROM COLIN, UH, APPRAISAL DISTRICT.

UH, LAST TERM, JUST FOR REFERENCE, WHEN YOU THINK ABOUT THE 77 VOTES WE HAD, YOU NEEDED 339 VOTES TO ACTUALLY BE ELECTED AND HOLD A SEAT.

SO IT GIVES YOU AN IDEA OF, UH, IT'S, IT'S HELPFUL TO GROUP OUR VOTES WITH OTHER ENTITIES.

AND, UM, JUST FOR REFERENCE, SO WE HAD 77 VOTES.

UM, A LOT OF THE, UH, LARGER, UH, VOTE ALLOCATIONS ARE FOR THE SCHOOL DISTRICTS BECAUSE OF THE SIZE OF THEIR LEVY.

SO PLANO, I S D FOR REFERENCE HAD OVER 1100 VOTES.

FRESHCO I S D HAD OVER 600 VOTES.

CITY OF PLANO HAD ALMOST 300 VOTES.

SO GIVE YOU AN IDEA OF, UM, HOW MUCH OUR VOTES ARE RELATIVE TO THE REST OF THE, THE COUNTY.

NOW TURNING TO DALLAS'S, UH, PROCESS, IT'S A LITTLE BIT DIFFERENT.

UM, SO THERE ARE FIVE BOARD MEMBERS, AND THEN THE SIXTH IS THE TAX ASSESSOR COLLECTOR.

NOW WHAT'S DIFFERENT HERE IS, UH, I BOLDED THE SUBURBAN CITIES, UH, BULLET POINT BECAUSE WE'RE, UH, WE'RE ALLOWED TO NOMINATE AND ELECT ONE BOARD POSITION, AND THAT IS FOR THE SUBURBAN CITY'S POSITION.

AND FOR THAT, WE CAN NOMINATE IF WE CHOOSE TO, UM, UP TO ONE CANDIDATE FOR THAT POSITION.

AND THEN WE GET ONE VOTE.

SO THE 30 CITIES THAT ARE REPRESENTED BY D C AD, EXCLUDING THE CITY OF DALLAS, THEY'RE NUMBER 31.

UH, OF THOSE 30 CITIES, WE EACH GET 30 VOTES.

AND THEN, UH, TO BECOME, UH, A BOARD MEMBER FOR THE SUBURBAN CITY'S SEAT, UH, YOU NEED TO RECEIVE 16 OF THE 30 VOTES.

AND IF, IF NO ONE CANDIDATE RECEIVES THAT MAJORITY, UM, THEN THERE'S A RUNOFF BETWEEN THE TOP TWO VOTE GETTERS.

UM, SO AGAIN, WITH ONE POSITION AVAILABLE ON THE D AD SIDE, UH, KNOWING THAT MICHAEL IS ALREADY GOING TO BE ON THE BALLOT, THERE'S NOT NECESSARILY A REQUIREMENT FOR US TO, TO NOMINATE AS WELL.

WE KNOW HE'LL ALREADY BE ON THE BALLOT.

AND THEN ON THE C C AD SIDE, THERE'S A LOOK AT THE CURRENT MEMBERS.

SO FOR THE CURRENT YEAR ELECTION, UM, AGAIN, TO RE REITERATE, THIS IS GONNA BE FOR A ONE YEAR TERM.

SO WE'RE TAXING ENTITIES HAVE UNTIL, UH, MIDDLE OF OCTOBER TO COMPLETE THEIR NOMINATIONS.

AND THEN ON OCTOBER 30TH, OR BY THAT DATE, UH, WE SHOULD RECEIVE OUR, UM, OUR BALLOTS FROM BOTH OF THE APPRAISAL DISTRICTS.

AND THEN WE, THE CLOCK STARTS TICKING AND WE HAVE UNTIL MID-DECEMBER TO GET OUR VOTING RESOLUTIONS TO THE CADS, UM, TO PLACE OUR VOTES.

OUR RECOMMENDATION, UH, AT THIS TIME IS THAT WE ALLOCATE THE CITY'S VOTES FOR THE C C A D BOARD OF DIRECTORS AMONG EXISTING DIRECTORS IF THEY'RE NOMINATED TO, TO AGAIN BE ON THE BOARD.

UM, THIS IS WHAT WE DID IN 2021.

TWO YEARS AGO.

WE FOLLOWED THE SAME PROCESS.

WE ALLOCATED OUR 77 VOTES AMONG FOUR DIFFERENT, UH, CITY MEMBERS.

AND THEN FOR OUR ONE SUBURBAN CITIES VOTE RECOMMENDATION WOULD BE TO CONTINUE TO, UM, VOTE FOR CURRENT BOARD MEMBER MICHAEL, WHO'S CURRENTLY THE VICE CHAIR OF THE, UH, APPRAISAL DISTRICT.

HERE'S A LOOK AT THE TIMELINE FOR THIS YEAR'S ELECTION.

SO AGAIN, THIS WEEK WE SHOULD RECEIVE OUR VOTE ALLOCATION.

WE KNOW WE'RE GETTING WON.

THAT'S NOT CHANGING ON DEC AD SIDE, WE'LL SEE IF THAT 77 VOTES GOES UP OR DOWN.

UH, BASED ON THE COUNTYWIDE LEVY ON THE C AD SIDE, UH, WE WILL RECEIVE THE BALLOTS BY THE END OF OCTOBER, DECEMBER 11TH WOULD BE THE LAST DATE, UM, THAT WE WOULD NEED, UH, A COUNCIL RESOLUTION PLACING OUR VOTES FOR, FOR BOTH, UM, BOTH BOARDS, UH, BECAUSE WE NEED TO GET THOSE BY THE END OF THAT WEEK TO BOTH OF THE CADS.

AND THEN THE, UH, CENTRAL APPRAISAL DISTRICTS WILL DECLARE THE WINNERS BY THE END OF THE YEAR, UH, TO START THOSE DIRECTORS STARTING THE TERM OF OFFICE.

THEN ON JANUARY 1ST, NOW SWITCHING TO PHASE TWO OF THE PRESENTATION, WE'RE GONNA DISCUSS SOME OF THE LEGISLATIVE CHANGES AND HOW THAT'S GONNA CHANGE THE MAKEUP OF THE BOARD OF DIRECTORS FOR BOTH APPRAISAL DISTRICTS.

SO SENATE BILL TWO IN THE SECOND SEC, SECOND SPECIAL SESSION, UH, IS GOING TO INCREASE THE NUMBER OF BOARD MEMBERS FROM SIX TO NINE.

UM, THIS IS PENDING A LEGISLATIVE, UH, UH, CHANGE THAT REQUIRES ELECTION BY THE VOTERS ON NOVEMBER OF THIS YEAR, UH, TO MAKE THIS GO INTO EFFECT.

IF THE VOTERS, UH, VOTE NO, THEN THE NEXT CHANGES I'M DISCUSSING WILL NOT GO INTO EFFECT AT THIS TIME.

IT'S OUR ANTICIPATION THAT IT WILL LIKELY PASS.

UM, SO I WANTED TO LAY OUT THE STEPS OF WHAT THAT WOULD LOOK LIKE, UH, MOVING FORWARD.

SO AGAIN, INCREASING FROM SIX MEMBERS TO NINE.

UH, THERE WILL STILL BE FIVE APPOINTED BOARD MEMBERS AS THERE ARE TODAY.

THERE WILL STILL BE, UH, EX-OFFICIO FOR THE TAX ASSESSOR COLLECTOR AS THERE IS TODAY.

BUT THEN THE THREE NEW ELECTED BOARD MEMBERS, UH, WILL JOIN TO MAKE A TOTAL OF NINE.

THE, THE ELECTED AND APPOINTED BOARD MEMBERS WILL SERVE STAGGERED FOUR YEAR TERMS, AND WE'RE GONNA GO INTO THE FUTURE SLIDES.

WE WILL, WE WILL DISCUSS EXACTLY HOW THAT WORKS, BECAUSE RIGHT NOW NONE OF 'EM ARE SERVING IN FOUR YEAR TERMS. SO FOR THE TRANSITION PERIOD FOR THE ELECTED DIRECTORS AND TALKING ABOUT THE COUNTYWIDE ELECTED, UM, DIRECTORS, THE FIRST ELECTION, IF THE, UH, RESOLUTION PASSES IN NOVEMBER, THE FIRST ELECTION FOR THE ELECTED DIRECTORS WILL BE IN MAY OF 2024.

AND THEREAFTER, THEN THE ELECTIONS WILL OCCUR IN NOVEMBER OF EVEN NUMBERED YEARS.

SO IN NOVEMBER OF 2020 SIXTH, UM, A MONTH OR TWO BEFORE THEIR FIRST TERM EXPIRES, UH, THERE WILL BE AN ELECTION FOR THREE DIRECTORS, AGAIN, ONE OF WHICH WILL SERVE A TWO YEAR TERM, TWO OF WHICH WILL SERVE A FOUR YEAR TERM.

AND THAT STARTS TO ALLOW THE STAGGERING EFFECT THEREAFTER, STARTING WITH THE NOVEMBER 20, 28 ELECTION, ALL OF THE ELECTED DIRECTORS WILL SERVE FOUR YEAR TERMS. IF YOU'RE LIKE ME, THE GRAPHIC HELPS.

SO LOOKING BACK AT THE ELECTION FROM TWO YEARS AGO, UM, WE, WE DID NOMINATE MICHAEL HURT ON THE DALLAS COUNTY SIDE.

UM, ON THE CULLEN COUNTY SIDE, WE DID NOT NOMINATE ANYONE.

AND I THINK PART OF THE STRATEGY THERE IS, AGAIN, WE HAD 77 OUT OF 5,000 VOTES, YOU WOULD REALLY NEED TO GROUP TOGETHER WITH MULTIPLE ENTITIES TO REACH THAT THRESHOLD OF BEING ELECTED.

AND SO, UM, WHAT WE CHOSE TO DO AT THAT TIME, THE COUNCIL DECIDED TO ALLOCATE THE VOTES AMONG EXISTING BOARD MEMBERS, UM, BECAUSE WE CAN'T REALLY ON OUR OWN ELECT SOMEBODY.

SO WE WOULD REALLY NEED SOMEBODY WITHIN RICHARDSON.

IT WOULD BE AWESOME.

WE WOULD NEED TO MAKE SURE THEY HAVE SOME REGIONAL SUPPORT FROM OUR PARTNERS OF OTHER ENTITIES AS WELL.

I, I MIGHT, TODD, I MIGHT ALSO ADD THAT, UM, PRIOR TO THE LAST ELECTION, WAYNE MAYO REPRESENTED RICHARDSON FOR I THINK 30 YEARS PLUS YEARS.

UH, UH, MAYOR, UH, CHIEF TITTLE IS GONNA, UH, TAKE THE PODIUM NOW AND JUST PROVIDE AN OVERVIEW FOR THE COMMUNITY OF WHAT WE CAN EXPECT, UM, AND, UH, HOW WE WILL CONTINUE TO BE NUMBER ONE.

UM, AS WE JUST HEARD, UH, WE DO HAVE A CHALLENGE BEFORE US, BUT, UM, LET ME START BY JUST SHARING A LITTLE BIT OF THE HISTORY OF NATIONAL NIGHT OUT.

SO, NATIONAL NIGHT OUT WAS FOCUSED OR FOUNDED IN 1984, AND THEY'RE APPROACHING, UM, THE 40TH ANNIVERSARY HERE IN 2023.

UM, HISTORICALLY, 16,000 COMMUNITIES IN ALL 50 STATES AND US TERRITORIES HAVE, UH, PARTICIPATED IN THIS.

SO WHAT ARE THE GOALS OF NATIONAL NIGHT OUT? REALLY THE GOALS ARE TO FOSTER POLICE AND COMMUNITY RELATIONSHIPS.

SO YOU'VE HEARD ME TALK ABOUT THAT QUITE A BIT, RIGHT? UM, HEEN CRIME PREVENTION AWARENESS AND STRENGTHEN NEIGHBORHOOD SPIRIT.

AND SO, UH, REALLY TO SUM THAT UP, THAT IS SIMPLY AN ANNUAL COMMUNITY BUILDING CAMPAIGN THAT PROMOTES COMMUNITY POLICE PARTNERSHIPS AND NEIGHBORHOOD COMRADERY.

SO THAT'S JUST A QUICK SUMMARY OF WHAT NATIONAL NIGHT OUT IS, UM, ACROSS THE NATION.

SO WHAT IS IT HERE TO US IN RICHARDSON, TEXAS? UM, THAT IS SOMETHING THAT, UM, WE CELEBRATE OUR 34TH YEAR OF PARTICIPATING IN NATIONAL NIGHT OUT.

HISTORICALLY, FROM 2005 TO 2012, UH, RICHARDSON, WE CONSISTENTLY PLACED EITHER FIRST OR SECOND IN CATEGORY, CATEGORY THREE.

THAT CATEGORY THREE IS A POPULATION OF 50,000 TO 99,000.

HOWEVER, IN 2014, WE BUMPED UP TO CATEGORY TWO, THAT CATEGORY TWO BEING, UM, POPULATION BETWEEN 100,200 99,000.

UM, THAT FIRST YEAR THAT WE PARTICIPATED IN THAT CATEGORY TWO, WE PLACED 13, UM, SOMETHING THAT IS, UH, NOT, UM, FAMILIAR FOR US HERE IN RICHARDSON.

AND SO MOVING FAST FORWARD TO THAT YEAR THAT WE WERE, UH, DEEPLY, UM, INVOLVED IN COVID, WE REALLY PIVOTED OUR APPROACH TO CELEBRATING NATIONAL NIGHT OUT.

AND BY PIVOTING, WHAT WE DID IS WE REALLY, UM, MOVED FORWARD WITH, UM, A PARADE ROUTE STYLE APPROACH TO NATIONAL NIGHT OUT.

AND WE VISITED 128 LOCATIONS THAT, THAT YEAR AND PLACED FIRST IN THE NATION.

UM, IN ADDITION, WE GATHERED 8,400 POUNDS OF FOOD.

AND SO WE'LL GET INTO THAT HERE IN A FEW MINUTES, BUT WE GATHERED THAT AMOUNT ALL FOR OUR NETWORK MINISTRIES.

AND, UM, WHAT WE SEE IS A DECREASE IN THAT AMOUNT, UM, FROM THAT ONE, UM, PINNACLE YEAR, IF YOU WILL.

AND I TRULY BELIEVE THAT WE WERE AS A SOCIETY IN AMERICA, SO, UM, SUPPORTIVE OF ONE ANOTHER DURING THOSE COVID DAYS THAT WE AND OUR COMMUNITY, WE REALLY CAME OUT AND, UM, AND, AND PROVIDED A LOT OF DONATED FOOD THERE.

AND I REALLY WANT US TO, UH, TO PUSH BACK AND, UM, GET BACK TO THAT NUMBER.

SO IN 2021, WE PLACED SECOND PLACE, LITTLE BIT OF A BACKSLIDE THERE, BUT WE WERE STILL FIRST PLACE IN THE METROPLEX IN NORTH TEXAS.

UM, WE THEN, UH, ONLY COLLECTED 2,600 POUNDS OF FOOD, AS I JUST MENTIONED, BUT WE ATTENDED, UM, WE HAD 143 REGISTERED PARTIES TO ATTEND.

SO LAST YEAR, WHAT DID WE DO? WE BUMPED BACK UP TO FIRST PLACE, UM, MY EXPECTATION AS WELL AS YOUR EXPECTATION.

AND WE ATTENDED 120 RESIDENTIAL PARTIES, AND WE COLLECTED ABOUT 3,100 POUNDS OF, UM, FOOD AND CONTRIBUTED THAT TO, UM, NETWORK MINISTRIES.

SO LAST YEAR WE HOSTED EVENTS, OR I SHOULD SAY WE, UH, FOCUSED ON, UM, EVENTS IN THE PARK, SIX DIFFERENT PARKS, UH, THAT JUST BEING PART OF THAT A HUNDRED PLUS, UM, PARTIES THAT WE ATTENDED.

BUT THOSE PARKS LAST YEAR ON THE WEST SIDE WERE DURHAM PARK, HEIGHTS PARK, MIMOSA PARK, AND THEN ON THE EAST SIDE, WE HAD RICHLAND, YALE, AND CREEK HOLLOW PARKS.

SO WHAT, UM, THERE, THERE WE HAVE THAT 3,100 POUNDS OF FOOD FOR, FOR NETWORK.

YOU SEE THE, UM, THE GATHERING AND AND PLACEMENT OF THAT.

UM, AGAIN, JUST A RUNDOWN OF 2022 PLACEMENT.

UM, JUST A LITTLE NOTE THERE.

THE SECOND PLACE FINISH LAST YEAR, UM, WAS THE FIRST PLACE FINISHED THE YEAR BEFORE.

SO WE'VE GOT JUST A LITTLE BIT OF WORK TO DO, UM, ADDRESSING THE WOODLANDS TOWNSHIP THERE DOWN AROUND THE HOUSTON CONROE AREA.

UM, NOTICE GRAND PRAIRIE IS, UH, IN THAT TOP FIVE.

SO SOME OF THE PRE-EVENT, UM, WE KICKED OFF OUR, UM, NATIONAL NIGHT OUT FOR, UM, FOR THIS YEAR ON AUGUST 1ST.

THAT WAS AT THE SENIOR CENTER.

UM, MANY OR I BELIEVE ALL OF YOU WERE IN ATTENDANCE TO THAT EVENT.

UM, WE FOLLOWED UP WITH A VARIETY OF EVENTS.

UM, YOU WILL SEE ON THAT TOP LEFT CORNER IS A COFFEE WITH COPS EVENT.

THE TOP RIGHT CORNER WAS A UNIDOS EVENT.

BOTTOM LEFT CORNER WAS OUR, UM, KICKOFF THERE AT THE SENIOR CENTER.

AND THEN OUR BOTTOM RIGHT CORNER IS A CELEBRATION DURING OUR YOUTH CITIZENS POLICE ACADEMY.

SO AGAIN, JUST, UM, CARRYING THAT THROUGHOUT OUR PRE NATIONAL NIGHT OUT CELEBRATION.

SO MANY OF YOU EXPERIENCED OUR PUBLIC SAFETY EXPO THIS PAST SATURDAY ON SEP, SEPTEMBER 23RD THERE AT, UM, HUFFINES PARK.

SO FOR 2023, NATIONAL NIGHT OUT AGAIN, AS WE HEARD, UM, FROM MAYOR OCTOBER 3RD, 2023 IS WHEN WE WILL BE DOING THAT.

THAT WILL BE A WEEK FROM TOMORROW NIGHT, UM, TUESDAY NIGHT, AGAIN, OCTOBER 3RD.

WE HAVE 125 REGISTERED NEIGHBORHOODS AND PARKS WHO WILL BE, UM, HOSTING PARTIES.

AND JUST AS WE TALK ABOUT THOSE PARKS, I WANT TO, UM, POINT OUT A FEW OF THOSE.

AS I MENTIONED IN AN EARLIER SLIDE AS IT RELATES TO LAST YEAR, THE PD SIDE OF THINGS.

WE IDENTIFIED, UM, FOR THIS YEAR, DURHAM PARK AND MIMOSA PARK.

AND THEN ON THE EAST SIDE, RICHLAND, YALE, AND GLENVILLE PARKS.

HOWEVER, YOU WILL SEE WITH AN ASTERISK, UM, COTTONWOOD WOODLAND, FOXBOROUGH TERRACE LOOKOUT, AND WINDSOR ESTATES PARKS THAT THE COMMUNITY HAVE IDENTIFIED ON THEIR OWN AS TO WHERE THEY WANT TO HOST THEIR OWN PARTIES.

AND SO WE WILL MAKE, UM, SURE THAT WE, UM, ATTEND THOSE LOCATIONS AS WELL, AS WELL AS, UM, UM, 120 PLUS LOCATIONS IN OUR CITY.

SO ON OCTOBER 3RD, WE WILL KICK OFF THE OPENING REMARKS AT THE POLICE HEADQUARTERS.

THEY'RE AT 200 NORTH GREENVILLE IN THE MULTIPURPOSE ROOM.

UM, OF COURSE, COUNSEL AND R P D WILL MEET AT THAT LOCATION.

WE WILL START THOSE OPENING COMMENTS AT 5:30 PM AND, UM, WE WILL DEPLOY OUR RESOURCES AND TEAM UP AS WE ALL TOGETHER GO OUT INTO THE COMMUNITY AND, UH, AND MOVE FORWARD FROM THERE.

AND WHAT THAT MEANS IS THE ARTISTS WILL COMPLETE SURVEYS, AND THOSE SURVEY RANKINGS IS WHAT GETS YOU NOMINATED, BUT IT'S ALSO BASED ON THE AMOUNT OF SALES THAT THE ARTIST OCCURRED DURING THAT WEEKEND.

SO IT'S AN HONOR, UM, AND IT ALSO SPEAKS VOLUMES TO THE WORK THAT OUR STAFF PUTS INTO THIS PROGRAM AND HOW WE TAKE CARE OF OUR ARTIST, AS WELL AS HOW THE COMMUNITY COMES OUT AND SUPPORTS THEM.

AND BASICALLY HER WORK DRAWS, UM, INSPIRATION FROM VARIOUS CULTURES AND BACKGROUNDS AND HER LOVE FOR TAXIDERMIA AS WELL.

AND THEN WITH THIS PROGRAM, WE BRING IN OVER 200 EXHIBITING ARTISTS FROM ALL DIFFERENT TYPES OF VARIETY OF MEDIUMS. SO YOU'LL BE ABLE TO COME AND SEE WHETHER IT'S STATUES, GLASSWORK, CERAMIC CLOTHING, UM, AND THEN OF COURSE, YOUR TRADITIONAL ARTWORK, PHOTOGRAPHY, AND PAINTINGS.

SO IT'S, IT'S DEFINITELY A SIGHT TO SEE, AND EVERY EVENT, THERE'S SOMETHING DIFFERENT, SOMETHING VERY EYE-CATCHING.

AND WITH THAT, THE WAY THAT WE SELECT OUR ARTIST IS THROUGH A JURY PROCESS.

AND OUR JURY CONSISTS OF, UM, OTHER ARTISTS, INDUSTRY PROFESSIONALS, AND THEN PARTNERS THAT WE HAVE WITH OUR FESTIVAL DIRECTOR, SO DIANA LAWRENCE.

AND THIS IS A PROGRAM.

SO WITHIN COTTONWOOD, THERE ARE NUMEROUS SMALLER SPECIAL EVENTS THAT WE DO.

OUR VISITING ARTIST PROGRAM IS A GREAT PARTNERSHIP THAT WE HAVE WITH THE SCHOOL DISTRICT, THEIR FINE ARTS PROGRAM.

AND THIS GIVES US AN OPPORTUNITY WITH THE ARTISTS THAT WE BRING IN TO BRING THEM TO VARIOUS SCHOOLS.

SO WHETHER IT'S ELEMENTARY, JUNIOR HIGH OR HIGH SCHOOL, WE'RE ABLE TO COME INTO THOSE PROGRAMS WITH OUR ARTISTS, AND THEY ARE ABLE TO WORK WITH THE STUDENTS DIRECTLY.

AND IN THAT PROCESS, THEY'RE ABLE TO REALLY EXPAND THE STUDENT'S HORIZON OF WHAT IS AVAILABLE IN THE ART WORLD.

SO THEY WILL DO ART PROJECTS WITH THEM, BUT THEY'LL ANSWER THEIR QUESTIONS AS WELL.

AND AS YOU KNOW, OUR RICHARDSON SCHOOL DISTRICT IS FULL OF EXTREMELY TALENTED STUDENTS.

WE GET TO SEE THEIR WORK IN THE, THE SPRING.

SO CHALK THE WALK, THIS IS A NEW PROGRAM THAT WE'RE BRINGING IN.

SO WITH THIS PROGRAM, WE'VE GOT THREE DIFFERENT CATEGORIES.

IT COULD BE AN ADULT 18 AND UP, A YOUTH 12 TO 17, OR A TEAM OR FAMILY EFFORT WITH A MAX OF FOUR PARTICIPANTS.

SO ANYBODY WHO SIGNS UP TO BE A PART OF THIS CONTEST, THEY WILL BE GIVEN A SLAB OF SIDEWALK CONCRETE, AND THEY WILL BE GIVEN A TIME TO COME OUT.

SO THEY'LL HAVE SIX HOURS TO CREATE THEIR ARTWORK AND DECORATE THEIR SPACE.

AND THEN THE NEXT DAY ON SUNDAY, WE WILL OPEN THAT UP FOR A PEOPLE'S CHOICE AWARD SO OUR COMMUNITY CAN CHECK OUT ALL THE DIFFERENT SPOTS AND THEN GO ONLINE AND VOTE FOR THEIR FAVORITE.

SO THERE WILL BE, UM, A PEOPLE'S CHOICE AWARD AS WELL AS, UH, CATEGORY PRIZES.

SO WE'LL TAKE THOSE THREE CATEGORIES AND PICK ONE FROM A STAFF LEVEL, AND THEN ONE FROM A PEOPLE'S CHOICE SIDE.

AND THOSE AWARDS WILL BE ANNOUNCED ON MONDAY.

SO WE'RE EXCITED ABOUT THIS PROGRAM.

WE, WE ARE VERY OPTIMISTIC THAT IT'S GONNA GO WELL.

AND AGAIN, THIS WILL ONLY BE IN THE FALL.

AND THEN JUST SOME BASIC INFORMATION ABOUT COTTONWOOD.

THIS PROGRAM, LIKE I SAID, HAS MANY SPECIAL EVENTS IN IT, BUT ONE OF THE AREAS THAT WE ABSOLUTELY LOVE IS GETTING KIDS INVOLVED IN ART.

OUR THOUGHT PROCESS IS WE ARE DEVELOPING YOUNG ARTISTS AND WE'RE EXPOSING THEM TO DIFFERENT MEDIUMS OF ART.

AND THAT'S SOMETHING THAT WE HAVE IN THE ART STOP.

OUR STAFF TAKES A LOT OF TIME RESEARCHING NEW PROJECTS AND HAVING HANDS-ON OPPORTUNITIES.

AND WE ALSO WILL GO OUT AND LOOK AT WHAT OTHERS ARE DOING AND, AND WE BORROW IDEAS TO BRING INTO OUR FESTIVAL.

UM, ANOTHER PART OF OUR, OUR EVENT IS WE DO HAVE SELECT WINE AND CRAFT BEER GARDENS THROUGHOUT.

WE'VE GOT A WIDE VARIETY OF FOOD OPTIONS, TWO STAGES FOR ENTERTAINMENT, SO AN ACOUSTIC STATE STAGE, AND THEN OF COURSE, THE MAIN STAGE, AND THEN OUR MERCHANDISE.

UM, SO WITH THIS PROGRAM, WE HAD POTTO FEST USED TO BE A STANDALONE PROGRAM.

WE MOVED THAT INTO H FINES BECAUSE THEY JUST ARE A GREAT NATURAL FIT.

SO POTTO FEST IS ON SATURDAY, AND THEN WE'VE GOT SOME REALLY GREAT ACTIVITIES THAT WE DO ON SUNDAY TO KIND OF FILL THE GAP FOR NOT HAVING POTTO FEST.

SO WE'LL START WITH POT TOBA FEST FIRST.

I KNOW SEVERAL OF YOU HAVE ATTENDED POT TOBA FEST.

IT'S A LOT OF FUN.

UM, PEOPLE BRING THEIR DOGS OUT, THEY WEAR COSTUMES, THEIR DOGS WEAR COSTUMES.

UM, SO THINKING THINGS LIKE ACROSS DALLAS NORTH TOLLWAY.

AND SO, UM, IT PROVIDES THAT EXCEPTION FOR, UM, PUBLIC, UH, SAFETY AND WELFARE.

UM, BUT IT'S, THE INTENT IS OVERALL TO TRY TO KEEP THAT NATURAL STATE OF THE CREEK.

UM, AND SO WE'RE LOOKING AT, UM, JUST DUE TO THE FACT OF THE MULTIMODAL NATURE, UM, OF THE, THE PEDESTRIAN TRAIL AND THAT REGIONAL CONNECTIVITY, UM, LOOKING TO USE THAT EXCEPTION, UM, AND REQUEST A VARIANCE FOR THAT.

IT WAS WILDLY SUCCESSFUL.

I THINK SO MANY OF US, UH, ATTENDED.

SO MANY OF OUR LOCAL REPRESENTATION ATTENDED AS WELL, SOME FORMER COUNCIL MEMBERS ATTENDED.

AND HONESTLY, IT WAS JUST SO FUN TO BE ON CAMPUS, HAVING STUDENTS REGISTER VOTERS AND, UM, AND SEEING HOW HYPER AND HOW EXCITED THEY WERE AND, AND HOW INTERESTED THEY WERE IN LOCAL GOVERNMENT.

UM, I WAS QUITE SURPRISED 'CAUSE ANYBODY THAT KNOWS THEIR CITY MANAGER KNOWS HE'S, HE'S THE HEALTHIEST GUY IN THE ROOM AND HE TAKES THAT SERIOUSLY.

SO, UM, CONGRATULATIONS ON THAT.

IT WAS FUN TO WATCH, UM, ON SARAH SATURDAY, SATURDAY EVENING, AND MANY OF US HAVE ALL OF US ATTENDED.

WE TOOK THE BUS OUT TO MCKINNEY AND I WAS ABLE TO, UH, OR ACTUALLY OUR ENTIRE CLASS WAS ABLE TO, UH, TOUR THE, UH, PLANO CAMPUS AND ALSO, UH, AND SAW THE COLLABORATION BETWEEN THE FIRE DEPARTMENT TRAINING AND THE COMMUNITY COLLEGE AND HOW THAT BUILDS, UM, MOMENTUM CREDITS AND HOW PEOPLE USE THAT AS A TRAINING FACILITY.

SO I KNOW WE HAVE OUR OWN, BUT UH, IT WAS JUST VERY INTERESTING TO, TO TOUR AND, AND GET TO SEE HOW THAT CAMPUS REALLY WORKED.

SO IT WAS, IT WAS REALLY IMPRESSIVE.

AND OF COURSE WE HAD JUST A REALLY FUN TIME.

SO THAT'S, THAT'S THE MAIN THING.

TEMPORARY NEW, NEW TEMPORARY, WHATEVER, WHATEVER I SHOULD SAY THAT.

BUT JUST A HUGE SHOUT OUT TO AMY AND TO ALL OF THE CITY STAFF.

WE HAD QUITE A NUMBER OF CITY STAFF HERE THAT, UM, GREETED AND, AND RECEIVED PEOPLE WHO WERE COMING IN THAT WERE INTERESTED IN THE VARIOUS BOARDS AND COMMISSIONS.

SO JUST A BIG THANK YOU, AMY, FOR ALL THE, THE GREAT WORK ON THAT.

UM, AND THEN ALSO ON SATURDAY MORNING, UM, RIGHT AFTER I WAS A LITTLE WORRIED BECAUSE IT WAS KIND OF, UH, I WAS A LITTLE WORRIED WE WERE GONNA HAVE TO MAYBE HAVE TO CALL OUR PUBLIC SERVICES TO COME AND TAKE CARE OF DON AFTER THE PANCAKE CAKE FLIP.

BUT, UM, AT THAT SAME TIME WE HAD THE RICHARDSON POLICE DEPARTMENT'S NINTH ANNUAL PUBLIC SAFETY EXPO AND POLICE FIRE.

A LOT OF CITY SERVICES WERE THERE.

UH, I THOUGHT IT WAS A TREMENDOUS TURN TURNOUT FROM, FROM ALL OF OUR CITIZENS.

THE NEW, UM, WE GOTTA SEE IT TONIGHT AS WELL.

BUT THE NEW, UH, HAZARDOUS MATERIAL UNIT FOR THE, UH, FOR THE FIRE DEPARTMENT WAS THERE.

WE HAD, UM, UH, QUITE A BIT OF THE, ALL OF THE TACTICAL RESPONSE TEAM FROM, UH, POLICE DEPARTMENT.

EVERYONE WAS THERE, AND A LOT OF PEOPLE JUST REALLY ENJOYING THEMSELVES.

SO I JUST WANNA, AGAIN, UM, OUR CITY STAFF COLLECTIVELY DO GO SO FAR ABOVE AND BEYOND TO, TO, TO COME OUT AND REP TO, TO REPRESENT WHAT THEY PROVIDE TO OUR CITY.
