THIS IS A REALLY EXCITING EVENING FOR US.

UH, WE ARE HERE, UH, IN PERSON WITH US TONIGHT ARE THE MARVELS OF MOSS.

UM, WE ARE EXCITED TO BE ABLE TO WELCOME THEM AND HELP THEM SHARE, UH, AND CELEBRATE SOME OF THEIR EXCITING ACHIEVEMENTS THAT THEY, UH, CAN TALK A LITTLE BIT ABOUT, AND OF COURSE, UH, CHEER THEM ON AS THEY MOVE FORWARD WITH THE COMPETITION, I THINK AT THE STATE LEVEL.

NEXT, UM, THE CITY OF RICHARDSON HAS LONG, HAD A HISTORY OF SUPPORTING AND ENCOURAGING STEM EDUCATION, AND THIS IS JUST SUCH A WONDERFUL EXAMPLE OF TAKING THAT AND PUTTING IT INTO PRACTICE.

AND EVERY ONE OF THESE YOUNG PEOPLE OUT HERE, UH, DESERVE A LOT OF CREDIT FOR THEIR ROLE IN, IN THIS AMAZING TEAM.

UH, I'D LIKE TO INTRODUCE AND WELCOME TO THE PODIUM, MR. HABA, IDA.

HE'S GONNA TALK A LITTLE BIT ABOUT, UH, THE PROGRAM AND THEN WE'LL ALSO, UM, WELCOME AND, AND BRING UP A COUPLE OF THE, THE TEAM MEMBERS WHO WILL DO A DEMONSTRATION FOR US.

AND THEN MAYOR, AFTER THAT, WE'D, UH, LOVE TO INVITE THE WHOLE TEAM, UH, UH, TO, UH, THE PODIUM HERE AND, UH, HAVE A PICTURE TAKEN WITH THE COUNCIL AS THE MAYOR, UM, PRESENTS THE PROCLAMATION.

HELLO AND KO, MY NAME IS HAMZA BEDA AND I'M ONE OF THE TEAM CAPTAINS OF TEAM 19 5 6 4, THE MARBLES OF MASS.

IN THE SUMMER OF 2021, OUR TEAM, THE MARBLES PROGRAM LAUNCHED WITH TWO TEAMS IN DALLAS, TEXAS WITH THE GALE OF BRINGING STEM TO UNDERREPRESENTED COMMUNITIES.

NOW WE STAND HERE WITH OUR INFLUENCE REACHING FARTHER THAN EVER.

WE HAVE RAISED OVER 25 TEAMS ACROSS THE GLOBE AND OUR IN IT'S GONE INSTITUTE HAS BEEN ABLE TO AFFECT OVER 300 STUDENTS GLOBALLY.

WE'VE BEEN ABLE TO GIVE OUR SERVICES TO PEOPLE AROUND THE GLOBE NO MATTER WHAT COMMUNITY THEY'RE IN, AND IT'S BEEN A WONDERFUL THING TO BE A PART OF.

WE'VE BEEN ABLE TO EXPLORE REALLY INDUSTRIAL CONCEPTS SUCH AS MACHINE LEARNING AND THINGS LIKE THAT, AND GOING IN DEPTH AND PREPARING THE NEW LEADERS OF THE NEW WORLD.

TECHNOLOGY IS TAKING OVER AND WE BELIEVE THAT IT IS IMPORTANT TO START WITH A GOOD FOUNDATION AS A STUDENT WHEN YOU'RE GOING INTO THE WORLD OF STEM, AND WE WANT TO RAISE THESE LEADERS TO BE THE BEST THAT THEY CAN BE.

SO WITH THAT, WE THANK YOU FOR RICHARDSON SUPPORT AND I'D LIKE TO INVITE OUR TEAM MEMBERS FOR THEIR WONDERFUL DEMONSTRATION.

THANK YOU SO MUCH FOR TAKING THE TIME TO SEE ALL OF OUR PROJECTS THAT WE'VE BEEN WORKING ON.

THIS THIS PROGRAM REALLY MEANS A LOT TO ME, AND, UH, THE OPPORTUNITY TO STAND UP HERE IN FRONT OF A GROUP OF SUCH ESTEEMED PEOPLE IS HONESTLY AN HONOR BECAUSE WHEN I STARTED DOING THIS PROGRAM PROBABLY THREE OR FOUR YEARS AGO, I NEVER THOUGHT THAT I WOULD COME TO THE TIME WHERE I WAS STANDING IN FRONT OF THE RICHARDSON COUNCIL.

AND I WOULD JUST LIKE TO GET UP HERE AND SAY THAT THIS WHOLE PROGRAM, IT'S, IT'S NEVER JUST BEEN ABOUT BUILDING A ROBOT.

IT'S BEEN ABOUT HAVING THAT ROBOT BE THE CENTERPIECE OF OUR COMMUNITY AND HAVE A GENERATION OF STEM LEADERS BUILT UPON THAT ROBOT.

LIKE I AM, FOR EXAMPLE, I'M 17 YEARS OLD AND MANY, MANY OF MY TEAMMATES ARE AS WELL, BUT WE'RE ALSO MENTORING STUDENTS THAT GO AS LOW AS FIVE, SIX YEARS OLD AS WELL.

AND BY CREATING THAT, THAT PLATFORM FOR THEM TO BUILD OFF OF, IT CREATES A CHAIN OUR PARENTS ARE TEACHING US.

WE ARE TEACHING THE NEXT GENERATION FOR THEM TO BE ABLE TO TEACH THE OTHERS IN THE FUTURE.

AND I THINK THAT STANDS ALONGSIDE A LOT OF RICHARDSON AS A CITY'S IDEAL.

I, THEIR WHOLE GOAL, THEIR IDEA OF BRINGING UP A LOWER GENERATION, BRINGING UP PEOPLE WHO CAN'T BRING UP THEMSELVES.

AND IF I COULD SAY ONE THING ABOUT THIS PROGRAM IS THAT IT ALLOWS ME TO BE THE INSPIRATION THAT I WANT TO BE FOR OTHER PEOPLE.

IT ALLOWS ME TO BE THE INSPIRATION THAT I ALWAYS NEEDED WHEN I WAS YOUNGER.

IT TOOK ME SO LONG TO GET TO WHERE I AM NOW AND BY SEEING STUDENTS THAT HAVE STARTED SO MUCH YOUNGER THAN I EVER COULD HAVE EVEN THOUGHT ABOUT WHAT A SERVO OR A MOTOR IS, THAT JUST MAKES ME REALIZE HOW BLESSED WE ALL ARE TO BE IN A CITY SUCH AS RICHARDSON, TO BE IN AN AREA SUCH AS DALLAS THAT ALLOWS US TO TAKE ADVANTAGE OF THESE OPPORTUNITIES AND NOT JUST BUILD A ROBOT, BUT BUILD A COMMUNITY AROUND THAT ROBOT.

SO WITH THAT, ARE WE GOOD FOR THE DEMONSTRATION? THANK YOU SO MUCH FOR YOUR TIME THIS EVENING.

UH, SO OUR ROBOT IS, ENTIRE DESIGN PHILOSOPHY IS OFF MAKING THINGS VERY SIMPLE AND AS EFFICIENT AS POSSIBLE, RIGHT? WE WANT THE ROBOT TO BE AS AESTHETIC AND LOOKS NICE AND AS WELL HAVE A REALLY NICE FUNCTIONALITY.

SO OUR BASIC IDEA IS TO USE THE PRE-BUILT KITS THAT COME WITH THE PARTS WE BUY FROM GO BUILDER.

IT LETS US HAVE A LOT EASIER TIME OF MAKING SOMETHING A LOT FASTER, AS I CAN SEE BY MOVING THE, UH, EXTENDING THE ELEVATOR OUT, PLEASE.

OUR ROBOT CAN EXTEND AROUND THREE TO ALMOST FOUR FEET HIGH WITH JUST A SIMPLE ELEVATOR MECHANISM RUN BY BELT.

WE LEARNED THIS THROUGH MANY DIFFERENT TRIAL AND ERROR THROUGH OUR PAST COUPLE OF SEASONS AND EXPERIENCES.

IN OUR FIRST SEASON, WE DECIDED TO USE A SIMPLE ARM, SHIFTING IT TO A BELT THAT WE DIDN'T SEE REALLY WORK OUT WELL.

AND FINALLY, A BELT MECHANISM THAT WE SEE WORKS INCREDIBLY WELL WITH OUR WORLD RECORDS IN DIFFERENT AWARDS.

UH, ANOTHER REALLY IMPORTANT ASPECT OF OUR ROBOT IS THE RAPID ITERATIONS OF WHAT WE DO.

AS IF YOU LOOK AT OUR INTAKE, OUR INTAKE HAS GONE THROUGH AT LEAST 11 DIFFERENT ITERATIONS WITH RAPID PROTOTYPING AND TESTING.

AND WE HAVE WHAT WE BELIEVE IS A REALLY HIGH, UH, POWERED WORLD-CLASS INTAKE THAT INTAKE'S INCREDIBLY FAST.

AND ANOTHER, LIKE THE MOST IMPORTANT PART OF OUR ROBOT IS A REALLY, REALLY FAST DRIVE TRAIN THAT WE WENT THROUGH MANY DIFFERENT, DIFFERENT ITERATIONS WITH MANY DIFFERENT TEAMS, TALKING AND MAKING CONNECTIONS WITH OTHER PEOPLE, TRYING TO FIND THE BEST DRIVE TRAIN POSSIBLE.

WE ENDED UP WITH THE MOST SIMPLE DRIVE TRAIN BY DIRECT DRIVING, UH, DIRECT MOTOR TWO WHEELS AND HAVING THOSE BE THE FASTEST DRIVE TRAIN IN THE WORLD CURRENTLY.

AND IF YOU'D LIKE TO TALK ABOUT OUR S ON AND ALONGSIDE THIS, ONE OF THE MAIN IMPORTANT PARTS OF THE COMPETITION IS THE AUTONOMOUS PERIOD, WHICH WE HAVE 30 SECONDS IN THE BEGINNING OF EACH MATCH, WHERE THE ROBOT RUNS COMPLETELY ON THE PRE-EXISTING CODE THAT OUR TEAM WRITES FOR THE ROBOT.

SO, UH, CURRENTLY WE HOLD THE WORLD RECORD AND ONE OF THE MOST, UH, IMPORTANT ASPECTS OF THIS IS COMING FROM OUR AUTONOMOUS, UH, AUTONOMOUS PERIOD.

UH, OUR TEAM USES JAVA AND ENCODER DRIVES AND ALL THESE DIFFERENT METHODS WHICH WE LEARNED TO PROGRAM THE ROBOT, WHICH ALSO TO PROGRAM THE ROBOT.

AND CURRENTLY THE ROBOT HAS ONE OF THE HIGHEST AUTONOMOUS OR OPR, UH, COMPARED TO ALL TEAMS IN NORTH TEXAS OR EVEN IN THE WORLD.

SO, UH, AS WE EXPLAINED ABOUT THE DIFFERENT MANY MECHANISMS THAT WE USE, UH, TO ALL OF THESE CONTRIBUTE INTO THE AUTONOMOUS PERIOD, AND WE'VE, WE'VE ALSO, EVERY SINGLE SE EVERY SINGLE SEASON, WE'VE, UH, EXPANDED OUR KNOWLEDGE AND STARTED TO ADD MORE, MORE KEY PARTS TO OUR AUTONOMOUS TO MAKE IT THE BEST IN THE WORLD.

UM, AND REALLY LOOKING AT NEXT YEAR WITH THE BIKE FRIENDLY, UH, COMMUNITIES APPLICATION, UM, THAT WE'LL BE RENEWING.

UH, AND THEN ONE OF THOSE KIND OF KEY PIECES IS LOOKING AT OUR BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE AND KIND OF WHAT IS THE PATH FORWARD FOR THAT COMMITTEE WITHIN, UH, YOUR GOALS AND TACTICS THAT HAVE BEEN, YOU KNOW, RECENTLY ADOPTED, UM, BY COUNCIL.

UM, SO JUST KIND OF GIVING THAT HIGH LEVEL OVERVIEW AGAIN OF THE OBJECTIVE OF THAT PLAN IS REALLY LOOKING AT, YOU KNOW, 10 YEAR FUTURE.

WHAT IS THAT VISION? CREATING THAT VISION AND GUIDING PRINCIPLES FOR ACTIVE TRANSPORTATION WHERE WE'RE LOOKING AT BICYCLES, PEDESTRIANS, UH, WHAT IS THAT ACCESS TO TRANSIT, UM, AND MAKING SURE IT'S ACCESSIBLE FOR EVERYONE, UM, FOR ALL USERS WHERE, UM, IT'S REALLY COMPREHENSIVE TO, TO REPRESENT, UM, AND GIVE THAT ACCESS TO THE DIVERSE POPULATION OF THE CITY OF RICHARDSON.

GETTING INTO SOME OF THE IMPLEMENTATION.

UM, SO GETTING INTO THE BICYCLE FRIENDLY COMMUNITY.

UH, SO BICYCLE FRIENDLY AMERICA IS THE PROGRAM RUN THROUGH THE LEAGUE OF AMERICAN BICYCLISTS WAS AN ORGANIZATION THAT GOES BACK OVER A HUNDRED YEARS NOW.

UM, THEY'VE CREATED THE PROGRAM AND SO THERE'S BICYCLE FRIENDLY COMMUNITIES, THERE'S BICYCLE FRIENDLY UNIVERSITIES AND BICYCLE FRIENDLY BUSINESSES.

UM, LIKE MIKE MARTIN RICHARDSON IS ONE OF THE BICYCLE FRIENDLY BUSINESSES WITHIN, UH, THE CITY OF RICHARDSON.

UM, RICHARDSON WAS THE FIRST AWARDED A BICYCLE FRIENDLY COMMUNITY IN 2015.

UH, WE WERE THE FIRST IN NORTH TEXAS TO RECEIVE THAT DESIGNATION.

UM, WE'RE STILL ONE OF 13 WITHIN THE STATE OF TEXAS TO HAVE A DESIGNATION.

UH, AUSTIN IS THE ONLY ONE THAT'S GOLD.

EVERYONE ELSE, UH, THE OTHER 12 ARE BRONZE WITHIN THE STATE.

UH, SO REALLY LOOKING AT, UM, PUSHING TO SILVER, WE WOULD BE THE, UM, KIND OF SECOND WITHIN THE STATE OF TEXAS, UM, UH, TO, TO ACHIEVE THAT.

UM, AS WE, AS WE TRY TO ADVANCE THAT DIRECTION.

UH, THE UNIVERSITY OF TEXAS OF DALLAS IS ALSO A BIKE FRIENDLY UNIVERSITY.

UH, THIS IS KIND OF THAT NEXT PHASE OF FEASIBILITY STUDY NOW INTO DESIGN AND CONSTRUCTION.

WE'RE ALSO WORKING WITH THE COUNCIL OF GOVERNMENTS, UH, TO START WORKING ON A DE DEVELOPING A SAFE ROUTES TO SCHOOL PLAN, UM, AND LOOKING TO KIND OF IMPLEMENT ONE AND THEN, UH, BE ABLE TO BUILD ON THAT AND CONTINUE TO WORK WITH OTHER SCHOOLS IN THE FUTURE.

I WILL ALSO DO SOME EDUCATION WORKING WITH BIKE DFW, THE, THE REGIONAL ADVOCACY GROUP ON DOING SOME, UH, INSTRUCTOR TRAINING, UH, JUST TO, AGAIN, KIND OF EMPOWER RESIDENTS TO BE ABLE TO TAKE THIS TRAINING, UM, INVITE THEM TO TAKE IT, TO EDUCATE OTHERS, UH, IN, IN CYCLE SAFETY, UM, AS WELL AS HAVE STAFF PARTICIPATE IN, UH, BEING ABLE TO DO THAT TRAINING AS WELL AS WE LOOK AT THE EXTRA TRANSPORTATION PLAN.

UM, YOU KNOW, JUST EVALUATING IT AND KIND OF LOOKING AT, AT THE FUTURE OF IT.

UH, OVER THE SUMMER, WE'RE ABLE TO HIRE ADDITIONAL STAFF TO HELP IN THAT IMPLEMENTATION, UM, AND REALLY, UM, KIND OF BOLSTER HOW FAST WE CAN MOVE ON ON SOME OF THESE PROJECTS WHERE, UH, THERE'S A LOT OF GOOD WORK PLAN ITEMS IN THAT.

UM, AS WELL AS KIND OF IN THAT PLANNING IS THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE IS A KEY, UM, COMPONENT JUST IN THAT CONTINUOUS PUBLIC ENGAGEMENT AND, UM, GETTING THAT FEEDBACK AS WELL AS, YOU KNOW, STAYING, UH, TRANSPARENT AND ACCOUNTABLE AS WE IMPLEMENT THAT PLAN.

UM, AND SO WE'LL, WE'LL TALK ABOUT HERE THAT HERE, UM, IN A MINUTE.

UH, WE'LL ALSO BE LOOKING AT DOING A LOT OF WEBPAGE UPDATES, AND SO, UM, GETTING MORE RESOURCE RESOURCES OUT THERE, MAPS, UM, AND MAKING SURE THE ACTIVE TRANSPORTATION PLAN IS KIND OF INTEGRATED IN THE WEBSITE.

UM, AND SO, YOU KNOW, AADA A IS ONE OF THOSE HUGE ACCESSIBILITY THINGS.

AND SO LOOKING AT, UM, YOU KNOW, WE CONTINUOUSLY WORK ON ADA ISSUES.

UM, THE SIDEWALK PROGRAM'S A GREAT EXAMPLE, UH, THROUGH THE BOND PROGRAM OF JUST UP UPGRADE, UPGRADING SIDEWALKS, UM, THAT HAVE ADA ISSUES AS WELL AS CURB RAMPS, UM, TO MAKE SURE THROUGHOUT THE CITY.

WE HAVE, UM, ACCESSIBLE AREAS.

WE ALSO HAVE THE, UM, LOOKING AT DIFFERENT EDUCATION OPPORTUNITIES, SOME USING THE SENIOR CENTER, WHETHER IT'S BIKE RIDES OR SAFETY CLASSES OUT OF THE SENIOR CENTER, UM, AS WELL AS WORKING WITH NETWORK OF COMMUNITY MINISTRIES.

UM, WE'RE LOOKING AT POSSIBLY IN JANUARY, KIND OF HOSTING AN EVENT, UM, WITH SOME OF THAT BIKE SAFETY AND EDUCATION, UM, AND AS WELL AS WORKING WITH DART GETTING BUS SHELTERS ON THE GROUND.

UM, AND THEN, UH, UT DALLAS AGAIN, SINCE THEY'RE, THEY'RE WORKING HEAVILY ON, YOU KNOW, THEIR BIKE, UH, EDUCATION AND, UH, EVENTS, UH, WORKING WITH THEM TO SEE WHERE WE CAN PARTNER, UM, TO, TO BRING THAT TO THE STUDENT POPULATION THERE.

SO NOW WE'LL KIND OF STEP INTO THE LAST ITEM HERE, TALKING ABOUT

WHAT IS THE FUTURE OF THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE, AND HOW DO WE FORMALIZE THAT, UM, ESPECIALLY RELATED TO THIS BIKE FRIENDLY APPLICATION, UH, THAT WE LOOK AT TO NEXT YEAR.

SO THE PURPOSE OF THE BPAC IS TO ADVISE THE CITY, UM, ON RECOMMENDATIONS ON BICYCLE AND PEDESTRIANS PLANS, POLICIES, PROGRAMS, PROJECTS, UM, JUST TO ACHIEVE THOSE GOALS.

UH, SO AGAIN, THEY'RE THAT FEEDBACK LOOP, UM, AS WE IMPLEMENT THE PLAN, UH, TO MAKE SURE WE STAFF ARE MOVING IN THE RIGHT DIRECTION, UM, AND MAKING SURE IT'S OF THE MOST BENEFIT TO THE RESIDENTS IN THE COMMUNITY.

UH, SO THE ROLE, AGAIN, WE'RE CHECKING THOSE DECISIONS, UM, YOU KNOW, GETTING PRESENTATIONS, GETTING INVOLVED IN SOME OF THESE PROJECTS AND POLICIES I'VE BEEN TALKING ABOUT, UM, AND THEN PROVIDING THAT CONSTRUCTIVE GUIDANCE.

AND IT'S A GREAT WAY JUST TO GIVE RESIDENTS, UM, 'CAUSE AS KIND OF OPEN MEETINGS, A GREAT WAY FOR RESIDENTS TO ASK A QUESTION AND RECEIVE A RESPONSE, UM, AND, AND JUST STAY OPEN AND TRANSPARENT TO THE, TO THE COMMUNITY AND ALL THESE BICYCLE AND PEDESTRIAN NEEDS WE HAVE.

UH, SO WE'RE LOOKING AT FORMALIZING IT.

UM, PART OF IT WAS A RECOMMENDATION IN THE ACTIVE TRANSPORTATION PLAN, UH, IN THE SHORT TERM, UM, WORK PLAN, UH, OFFICIALLY RECOGNIZED BPAC, AND THAT'S KIND OF THE TERMINOLOGY USED WITHIN THE APPLICATION, UM, IS IMPORTANT IN THAT BIKE FRIENDLY APPLICATION.

UH, AND LIKE I WAS SAYING, THIS GROUP'S ALSO A KEY STAKEHOLDER.

SO AS WE LOOK AT DEVELOPING COMPLETE STREETS POLICY, BIKE PARKING REGULATIONS, UM, IN THE NEXT YEAR, AS WE TRY TO GET THAT IN BEFORE THE, UM, APPLICATION IS DUE IN JUNE, UH, THIS IS A GREAT STAKEHOLDER GROUP, UH, JUST TO BE ABLE TO REVIEW AND REFINE A LOT OF THAT VISION AND INTENT AND THE COMPLETE STREETS POLICY AND KIND OF THOSE REGULATIONS OF, UM, MAKING SURE WE'RE ALL MOVING IN THE RIGHT DIRECTION.

UH, BEFORE IT COMES FOR TO COUNCIL FOR CONSIDERATION, WE HAVE A CURRENT EXISTING VPAC, UM, THAT'S BEEN KIND OF A MORE INFORMAL GROUP.

UM, IT OPERATES AS A SUBCOMMITTEE TO THE PARKS COMMISSION RIGHT NOW.

UM, SO WE HAVE TWO PARKS COMMISSIONERS WHO REPRESENT, AND THEN, UM, A HANDFUL OF RESIDENTS ALSO.

UM, AGAIN, IT'S THE STRUCTURE'S KIND OF UNDEFINED, AND SO WITH CHANGING MEMBERS, UH, THAT'S KIND OF WHAT'S BEEN IN LIMBO WITH THAT GROUP FOR NOW.

AND SO LOOKING AT HOW DO WE FORMALIZE THAT GROUP AND WHAT'S THE BEST PATH FORWARD? THE RECOMMENDATION, UH, WE'RE BRINGING TO YOU TONIGHT IS CREATING A CITY COUNCIL, UM, COMMITTEE, UH, COMPOSED OF RESIDENTS, UM, AND SOME, UH, CITY OF RICHARDSON TECHNICAL, UM, EXPERTS.

AND SO LOOKING AT FIVE RESIDENTS, UM, SO A COMMITTEE OF SEVEN TOTAL, SO FIVE RESIDENTS, UM, PLUS SOMEONE FROM LAW ENFORCEMENT, SO RICHARDSON POLICE DEPARTMENT, UM, AND THEN SOME KIND OF TRANSPORTATION PROFESSIONAL.

UH, SO KIND OF BALANCING THE, THE VIEWS OF RESIDENTS AND, UM, JUST THE, THE PERSPECTIVE THEY BRING, UM, WITH, YOU KNOW, ENFORCEMENT IS ONE OF THOSE BIG KIND OF SAFETY COMPONENTS, UM, AS WELL AS JUST THE TRANSPORTATION DESIGN AND, UH, ENGINEERING AND PLANNING, UM, JUST TO KIND OF BALANCE THE GROUP.

THEN WE WOULD HAVE AFFILIATE MEMBERS.

UM, SO KIND OF NON-VOTING MEMBERS WOULD BE FROM OTHER AGENCIES.

SO THESE WOULD BE PEOPLE WHO WOULD BE INVITED TO THE MEETINGS, UH, WHETHER IT'S DART, THE COUNCIL OF GOVERNMENTS, UH, UT DALLAS NETWORK COMMUNITY MINISTRIES, THE CHAMBER, UM, THESE KIND OF GROUPS THAT THEY WOULD NOT BE VOTING MEMBERS, BUT, UM, BE ABLE TO ATTEND AND KIND OF VOICE ANY OF THEIR, UH, PERSPECTIVE FROM THEIR, THEIR AGENCY, UM, AS WELL AS, YOU KNOW, ESPECIALLY WITH SOMEONE LIKE DART, BEING ABLE TO COME IN, PRESENT TO THE COMMITTEE ON, YOU KNOW, VARIOUS TOPICS, UM, OR, UH, JUST BE ABLE TO CONTRIBUTE TO THE GROUP, UH, JUST SO THAT THEY CAN SEE THE, THE, THE DIFFERENT VIEWPOINTS, UH, OF DIFFERENT AGENCIES AND BE ABLE TO WORK TOGETHER, UH, TO JUST TO ADVANCE THE ACT OF TRANSPORTATION IN RICHARDSON.

SIMILAR TO OTHER COMMITTEES, IT'D BE TWO YEAR TERMS, UH, WITH THE FOUR CONSECUTIVE TERMS LIMIT.

UM, AND THEN YOU, THE CHAIR AND VICE CHAIR WOULD BE APPOINTED BY COUNSEL AS PART OF THAT BIKE FRIENDLY APPLICATION.

THEY DO HAVE A SUGGESTION OF WHAT KIND OF REPRESENTATION IS ON A COMMITTEE LIKE THIS.

UM, SO KIND OF THE YELLOW CHECK MARKS ARE WHAT WE'VE IDENTIFIED AS ON THE COMMITTEE, SO TRANSPORTATION DEPARTMENT, LAW ENFORCEMENT, AND THEN THE BLUE CHECK MARKS ARE THOSE AFFILIATE MEMBERS.

AND SO REALLY THIS RECOMMENDATION, UH, IS A GREAT, UM, STEP IN THAT KIND OF TOWARDS SILVER STATUS AND A GREAT WAY TO KIND OF BALANCE NOT HAVING TOO LARGE OF COMMITTEE WHERE, ESPECIALLY AGENCY MEMBERS LIKE DART AND COUNCIL OF GOVERNMENTS, IT'S HARD TO GET PEOPLE TO SHOW UP TO EVENING MEETINGS, UM, AND JUST THE KIND OF OUTSIDE BUSINESS HOURS IS TOUGH, BUT ALSO WANTING, YOU KNOW, RESIDENTS IS A, UH, JUST VITAL TO BE IN THAT COMMITTEE.

UM, AND SO REALLY THE FOCUS IS ON RESIDENTS AND THAT PUBLIC ENGAGEMENT AND BE ABLE TO GET THAT FEEDBACK.

AND SO THIS IS A GREAT BALANCE OF BEING ABLE TO HAVE THAT REPRESENTATION, UM, AS AGENCIES, UH, TO, TO SHOW UP, UM, WHEN IT'S MOST RELEVANT AND IMPORTANT, UM, BUT NOT NECESSARILY HAVE TO ATTEND EVERY MEETING, UH, OR, OR ATTEND, UM, ALL

IT'S A FEDERAL GRANT.

UM, WHAT WILL HELP US DEVELOP A PLAN, AND AGAIN, ONE MORE KIND OF BOX THAT WE, WE WOULD START MOVING IN THAT, IN THE RIGHT DIRECTION FOR THAT.

UH, AND THEN THE LAST ONE, UM, IS AGAIN, UH, THANKS TO YOUR EFFORT AND COMMITMENT, UH, JUST INCREASING BUDGET AND STAFF RESOURCES TO, TO HELP US KEEP MOVING THIS ALONG AND, UM, AND DEDICATE A LOT OF TIME, UH, TO BUILDING, UH, ACTIVE TRANSPORTATION IN THE CITY.

UM, WHICH THE OTHER TERM THAT YOU MAY OR MAY NOT BE FAMILIAR, FAMILIAR WITH IS A BIKE BOULEVARD.

UM, AND SO REALLY JUST LOOKING AT STREETS LIKE MELROSE OR UM, NORTH LAKE OR DUMONT, UH, WHERE LIKE DUMONT HAS THE, THE TRAFFIC, CALMING THE SPEED CUSHIONS ON THEM, UH, KIND OF FROM FLOYD TO TO WEATHERED AREA.

UM, SO SIMILAR TO THAT, LOOKING AT HOW DO WE ENHANCE KIND OF THE TRAFFIC CALMING ON SOME OF THESE FACILITIES WHERE WE DON'T HAVE THE SPACE TO PUT IN DEDICATED BIKE FACILITIES.

UM, JUST BECAUSE WE DON'T, THE PAVEMENT'S NOT WIDE ENOUGH AND SO TO DO IT, YOU'D END UP HAVING TO TAKE AWAY PEOPLE'S PARKING.

UM, AND SO LOOKING AT IT MORE OF HOW DO WE CALM AND KIND OF REDUCE TRAFFIC SPEEDS, UM, JUST SINCE THESE ARE ALREADY KIND OF LOWER VOLUME ALREADY, BUT HOW DO WE CREATE THE ATMOSPHERE THAT'S SAFER FOR PEOPLE TO BE ABLE TO RIDE IN THE STREET WITH TRAFFIC.

UM, BUT LOOKING AT THOSE EAST WEST CONNECTIONS WE GO AND SO KIND OF THAT, THAT NEIGHBORHOOD BYWAY, UM, IS ONE PIECE WHERE, SO NOT DEDICATED FACILITIES, UM, BUT CREATING THAT TRAFFIC CALMING, UH, TO REDUCE SPEEDS, UM, WHICH BENEFITS BOTH CYCLISTS WHO WOULD FEEL MORE COMFORTABLE RIDING IN THE STREET THEN, UM, AS WELL AS BY HAVING THOSE LOWER SPEEDS, PEOPLE WALKING ON THE SIDEWALK WOULD FEEL MORE COMFORTABLE AS WELL.

UH, THE OTHER ONE IN THE SOUTHWEST, UM, IS ALONG WEST SPRING VALLEY, THERE'S BEEN KIND OF A, A TRAIL PLANNED ALONG WEST SPRING VALLEY FOR, FOR MANY YEARS NOW.

AND THAT WAS CONFIRMED IN THE PLAN AND THE ACTIVE TRANSPORTATION PLAN.

UM, ONE OF THE PIECES OF THAT, UM, IS REALLY, THERE'S A LOT OF RIDE OF WAY AND KIND OF TOPOGRAPHY ISSUES OUT THERE.

UM, AND SO REALLY, UH, ONE OF THE RECOMMENDATIONS OUTTA THE WORK PLAN IN THE ACTIVE TRANSPORTATION PLAN WAS LOOKING AT A FEASIBILITY STUDY OF WHAT IS THE BEST APPROACH ON HOW TO ACTUALLY GET THAT TRAIL IMPLEMENTED ALONG WEST SPRING VALLEY.

UH, 'CAUSE THERE'S CERTAIN SECTIONS THAT WERE BUILT.

'CAUSE WHEN WEST SPRING VALLEY HAD THAT RE MAJOR RECONSTRUCTION PROJECT, UM, IT WIDENED SOME OF THE BRIDGES TO GET TRAIL WIDTH.

UM, BUT OTHER SECTIONS OF SIDEWALK ALONG DEVELOPMENT WHERE THERE'S RIGHT OF RIGHT OF WAY CONSTRAINTS, UM, IT WAS NOT ABLE TO GET WIDENED.

RIGHT? AND SO THEY'RE WANTING TO GO FAST AND THAT CREATES AN UNSAFE CONDITION ON OUR TRAIL FACILITIES THAT JUST ARE NOT DESIGNED FOR IT.

AND ESPECIALLY WHEN YOU'RE TALKING ABOUT MIXED USER GROUPS.

UM, AND SO IT IT'S THINGS LIKE, YEAH, RENTER WHERE THEY WANT TO RIDE ON THESE LARGE, YOU KNOW, HIGH-SPEED ROADWAYS WHERE THEY'VE GOT A LOT, YOU KNOW, A LONG STRAIGHT DISTANCE SO THEY CAN RIDE.

UM, AND SO IT IS AGAIN THAT BALANCE WHERE A LOT OF THE FACILITIES WE TALK ABOUT ARE NOT NECESSARILY DESIGNED TOWARDS THOSE HIGH SPEED RECREATIONAL RIDERS.

UM, SOME OF OUR BIKE LANES, THEY'RE ABLE TO USE, YOU KNOW, YOU THINK COLLINS, YOU THINK GREENVILLE, UM, THOSE ARE FACILITIES THAT THEY, THEY CAN WORK WELL IN.

UM, BUT YEAH, YOU START TALKING OUR TRAIL FACILITIES OR SOME OF OUR NARROWER, UM, BIKE LANES ALONG LIKE YALE, WATERVIEW, SOME OF THOSE, THEY DON'T WORK AS WELL.

UM, AND SO IT, IT'S KIND OF A MIX.

UM, AND, YOU KNOW, YOU THINK RENTER, WE'VE GOT RENTER TRAIL WHO'S FOR THE KIND OF ALL AGES, ALL ABILITIES, UH, VERSUS YEAH, THESE RECREATIONAL RIDERS ARE WANTING JUST WIDER HIGH SPEED FACILITIES.

AND THAT WILL BE ON YOUR CONSENT AGENDA LATER TONIGHT.

SO THIS DOES COVER ONE OF THE TACTICS THAT YOU ADOPTED LAST WEEK, I BELIEVE, OR I BELIEVE IT WAS THE, UM, TACTIC, TACTIC OF ACTIVATE DISC GOLF COURSE AND BEGIN PROGRAMMING EFFORTS.

SO WHEN WE WENT THROUGH OUR MASTER PLAN, AS DAWN SAID, WITH THAT OUTCOME, OUR, OUR PARKS AND RECREATION OPEN SPACE MASTER PLAN DISC GOLF WAS RANKED 15 OUT OF OUR TOP 25 PRIORITIES.

SO WE THOUGHT IT WAS IMPORTANT, AND THIS WAS A KIND OF, IF YOU WOULD, LOW HANGING FRUIT THAT WE THOUGHT WE COULD TACKLE.

UM, SO LOOKING AT THIS, OUR CONSULTANT HAD RECOMMENDED THREE DIFFERENT PARKS TO CONSIDER FOR A DISC GOLF COURSE.

BRECKENRIDGE WAS THE FIRST ONE, CROWLEY PARK AND THEN FOX CREEK PARK.

AND WHEN WE AS STAFF SAT DOWN TO DECIDE WHICH LOCATION IS OUR BEST LOCATION, WE TOOK SEVERAL FACTORS INTO CONSIDERATION.

AND ONE WAS THE AMENITIES AT THOSE LOCATIONS.

SO WE WANTED TO MAKE SURE THAT THERE WAS SUFFICIENT PARKING, THAT THERE WOULD BE RESTROOM AMENITIES, AND THEN TAKE INTO CONSIDERATION HOW THIS WOULD IMPACT THE PARKS.

BECAUSE AS YOU KNOW, ALL THREE OF THESE PARKS ARE HEAVILY UTILIZED BY PASSIVE USERS, AND WE WANTED TO MAKE SURE THAT ANYTHING THAT WE PUT IN PLACE WOULD NOT BE A NEGATIVE IMPACT AS WELL.

THE OTHER SIDE OF THAT IS WE HAD TO LOOK AT THE SIZE OF THE PARK.

UH, DISC GOLF TAKES UP A LOT OF SPACE.

SO THE COURSE THAT WE ARE IMPLEMENTING IS TAKING UP 35 ACRES.

A PROFESSIONAL, UM, OR A HYBRID COURSE WILL TAKE UP ANYWHERE FROM 75 TO A HUNDRED ACRES OF PARKLAND.

SO WHEN WE LOOK AT THAT, WE KNOW RIGHT OFF THE BACK, BACK, UH, THAT CROWLEY PARK HAS 58 ACRES.

AGAIN, THAT IS A HEAVILY UTILIZED FACILITY.

UM, WE DID NOT FEEL LIKE THIS WOULD BE A GREAT FIT AT THAT LOCATION AT FOX CREEK.

IF YOU INCLUDE THE AREA NORTH OF CITYLINE, THAT'S 17 ACRES.

UM, SO AGAIN, NOT LARGE ENOUGH FOR WHAT WE ARE LOOKING AT.

IT WOULD BE FOR A SMALLER COURSE, BUT NOT FOR, FOR THE CAPACITY THAT WE WANTED TO LOOK AT.

AND THEN WHEN YOU LOOK AT BRECKENRIDGE, AS YOU KNOW, THAT IS, UM, SEVERAL AREAS OF THAT IS LANDFILL, BUT THERE'S ALSO AN AREA TO THE WEST THAT IS WHAT WE WOULD CLASSIFY AS NATURAL AREA THAT WE DID NOT WANNA TOUCH.

SO WHEN WE LOOKED AT BRECKENRIDGE, WE REALLY LANDED ON COMPLEX SEA, WHICH IS WHERE WE'VE HOSTED SEVERAL, UH, SUCCESSFUL TOURNAMENTS OVER THE, THE PAST THREE, FOUR YEARS.

I GUESS IT'S BEEN THREE YEARS NOW.

WE'VE HAD FOUR TOURNAMENTS THERE WITH THE TEMPORARY COURSE THAT WE'VE SET UP.

AND THOSE HAVE BEEN VERY SUCCESSFUL.

SO EVALUATING ALL OF THOSE, UM, COMPONENTS, WE LANDED ON BRECKENRIDGE PARK AS THE MOST IDEAL LOCATION AND WE FELT VERY CONFIDENT ABOUT THAT LOCATION.

AND KIND OF GOING THROUGH THE PROCESS IN SPRING OF 2022, OUR STAFF, CHRIS KAONI AND JONATHAN WINTERS PUT TOGETHER A PROPOSAL TO, TO COME UP WITH THIS DISC GOLF COURSE.

AND IN THAT PROCESS, THEY PUT TOGETHER THE FUNDING NEEDS FOR IT.

UM, IT WAS PROPOSED IN 2022, THEN RE-PROPOSED IN 2023.

WE DID GO BACK AND UPDATE THE FUNDING NEEDS FOR IT AND SUBMITTED THAT WITH OUR BUDGET THIS PAST YEAR.

AND IT WAS APPROVED.

OUR TOTAL PROJECT IS A LITTLE OVER $22,000.

THAT DOES INCLUDE CONSULTANT DESIGN FEES OF 10,000.

THAT CONSULTANT DESIGN FEE ALSO INCLUDES SIGNAGE.

SO WITH THAT, WE'LL HAVE A LARGE KIOSK SIGN THAT'S BEEN DESIGNED BY OUR CONSULTANT.

IN ADDITION TO THAT, SOME TPA SIGNS, WHICH I'LL SHOW YOU IN A, A LITTLE BIT, AND THEN SOME OTHER SIGNS THAT ARE CAUTIONARY AND MANDO SIGNS, AND I'LL EXPLAIN THAT TO

IN ADDITION TO THAT, THEY WILL LOOK AT OPPORTUNITIES THAT IN A NORMAL BUILDING PROJECT, WE WOULD NOT LOOK AT.

SO FLOODPLAIN AREAS, THEY ARE ABLE TO UTILIZE THAT WHEN THEY DEVELOP AND DESIGN A COURSE.

HIGHLY WOODED AREAS, THOSE ARE IDEAL FOR A DISC GOLF COURSE.

SO THAT'S SOMETHING THAT WOULD NOT BE NECESSARILY UTILIZED AND IT'S NOT IMPACTING THE, THE ENVIRONMENT NECESSARILY.

SO IT'S INTEGRATING THE CURRENT ENVIRONMENT WITH THE DESIGN ITSELF, AND THEN LOOKING AT BEST PRACTICES FOR SAFE STANDARDS TO MAKE SURE THAT THE COURSE IS SAFE, NOT JUST FOR THE PARTICIPANTS, BUT ALSO FOR THE BYSTANDERS.

SO ANYBODY THAT'S WALKING THE PARK, WE WANT IT TO ENSURE THAT IT WOULD MAINTAIN ITS SAFE ELEMENTS THERE.

HE IS ALSO AN EQUIPMENT OR HAS EQUIPMENT SPONSORSHIP THROUGH DISC GOLF OR DYNAMIC DISC.

UM, AND THEN WITH THAT, HE'S BEEN DEVELOPING AND DESIGNING COURSES FOR THE PAST 15 YEARS.

AND A LOT OF THE COURSES THAT HE'S DESIGNED HAVE ACTUALLY BEEN UTILIZED BY THE PROFESSIONAL DISC GOLF ASSOCIATION FOR AMATEUR AND PROFESSIONAL LEVEL WORLD CHAMPIONSHIP TOURNAMENTS.

AND ONE OF THE COURSES THAT HE DESIGNED IN KANSAS IS ACTUALLY USED FOR A WEEK LONG WORLD CHAMPIONSHIP TOURNAMENT, WHICH IS ONE OF THE WORLD'S LARGEST TOURNAMENTS HELD, AND IT'S HELD IN KANSAS THAT OUR CONSULTANT ACTUALLY DESIGNED.

SO THAT'S PRETTY EXCITING TO HAVE THAT REPUTATION BEHIND WHAT WE'RE IMPLEMENTING HERE IN, IN RICHARDSON.

I'VE HEARD NOTHING BUT POSITIVE RESPONSES FROM THE PUBLIC REGARDING THE, OUR TEMPORARY LIBRARY AND HATS OFF TO THE ENTIRE STAFF, UH, JENNY AND EVERYBODY ELSE INVOLVED IN THE CITY MANAGER'S OFFICE WHO'S BEEN A PART OF THIS, BECAUSE I'VE HEARD FROM MANY RESIDENTS THAT IT'S NICER THAN A LOT OF OUR NEIGHBORING CITIES BRANCH LIBRARIES, AND THIS IS JUST OUR TEMPORARY LIBRARY.

SO THE FACT THAT, UH, IT, IT, Y'ALL DID SUCH AN AMAZING JOB AT THAT.

UM, TO GIVE YOU SOME INPUT TO ITS USE, IN THE FIRST WEEK, WE WERE SEEING ABOUT 600 PEOPLE A DAY IN THE LIBRARY, AS OPPOSED TO 800 PEOPLE A DAY AND A FULL SIZE, UH, LIBRARY.

THE OLD NEW LIBRARY, NEW OLD LIBRARY, WHATEVER WE'RE GONNA CALL THAT.

AND THEN OF COURSE, UM, COUNCILMAN, UH, AND WHAT'S HAPPENING TODAY, UH, KEN HUTCHEN WRITER THAT WAS MODERATING THAT, UH, PROGRAM THAT I MISSED, THOSE THING I HAVE TO ATTEND, UH, UH, AN EVENT THAT CALLED SCP METRO CON CONFERENCE, UH, IN PLANO EVENT CENTER.

SO, AND YESTERDAY, SUNDAY IN THE AFTERNOON, WE HAD A SMALL, VERY SMALL THINGS HAPPEN IN RICHARDSON, AND I'M VERY EXCITED.

ONE, ONE OF OUR BUSINESS PERSON, LOCAL BUSINESS HERE, UH, BEYOND THE BAR, UH, RE , HE HAD, UH, VERY SMALL EVENT, UH, IS I THINK HISTORIC IN A SENSE THAT HE DID THAT IN THE CORE DISTRICT.

IT WAS ORGANIZED BY ONE INDIVIDUAL, A COUPLE BUSINESS TOGETHER, THE AL THE RESTAURANT, HIM, THEY CELEBRATED THAT DAILY EVENT, UH, YESTERDAY.
