WE ARE CONTINUING, UH, IN THE 2024, SORRY, 20 23, 20 24 SEASON TO FOCUS ON THE ROAD TO MENTAL WELLNESS.
UM, IT WAS, UM, IT'S AN ENORMOUS TOPIC AND THERE'S MANY, MANY MORE AREAS FOR US TO COVER.

UH, THEY ARE A 18 MEMBER CHOIR BASED IN LA WHOSE MISSION IS TO INCITE CHANGE AND DIALOGUE AND USE MUSIC AND CHORAL PERFORMANCE AS A WAY TO, UH, HELP, UH, FOLKS WITH A VARIETY OF ISSUES.
UM, AND IN PARTICULAR, THE PROGRAM THAT THEY'RE BRINGING HERE IN MENTAL WELLNESS.
THEY'LL BE CONDUCTING A SERIES OF LECTURES, DEMONSTRATIONS, AND MUSIC-BASED MASTER CLASSES ABOUT MENTAL WELLNESS FOR STUDENTS AND LOCAL COMMUNITY MEMBERS THROUGHOUT THE WEEK.

UH, THE STATE ESTABLISHED THE GLO, UH, THE GENERAL LAND OFFICE, UH, IN 1999 AS A, AS A LOCATION OR A SOURCE FOR LOW COST PROVIDER OPTION FOR GOVERNMENT ENTITIES.
AS DEREGULATION WAS GOING INTO A PLACE AND EVOLVED, UH, THEY WANTED TO PROVIDE MUNICIPALITIES AND GOVERNMENT AGENCIES, UH, AN OPPORTUNITY TO, TO EASE THEIR WAY AND TRANSITION INTO THAT.
AND SO WE'VE BENEFITED FROM THAT FOR QUITE SOME TIME.
UH, IN 2019, AFTER 20 YEARS OF TRANSITION, UH, WITH THE DEREGULATED MARKET, UH, THE STATE LEGISLATURE BEGAN TO DISSOLVE THE GENERAL LAND OFFICE PROGRAM FOR OUR ENERGY PROGRAMS. AND SO THEY'VE BEEN DISSOLVING THIS AND IT'S NO LONGER AN OPTION FOR US TO CONSIDER.
UH, OUR LAST CONTRACT WITH THE GENERAL LAND OFFICE WENT INTO EFFECT IN 2018 WITH A TERM OF FIVE YEARS.
IT HAD A BASE RATE OF APPROXIMATELY 4.60 CENTS PER KILOWATT HOUR.
A NEW CONTRACT IS NOW REQUIRED, AND THERE ARE MANY RETAIL ELECTRIC PROVIDERS FOR US TO CHOOSE FROM.
UH, IT'S A COMPLICATED, SOPHISTICATED MARKET, AND, UH, BECAUSE OF THAT, UH, THERE ARE MANY FACTORS INVOLVED WITH MAKING A DECISION.

SO IT'S, IT'S CERTAINLY VERY UNLIKELY THAT IN FIVE YEARS TIME SHOULD WE GO WITH THAT FIVE YEAR OPTION, THAT WE WOULD ACTUALLY COME BACK WITH A RATE THAT IS COMPARABLE TO WHAT WE WERE SEEING BACK IN 2018 WHEN WE ENTERED OUR LAST MARKET, OUR, OUR, OUR LAST CONTRACT.
SO, UM, WE ARE AS A RESULT, UM, CONSIDERING THAT NINE YEAR TERM AND, AND MAKING THAT RECOMMENDATION THAT WE ACTUALLY, UH, EVALUATE THAT AND, AND MOVE FORWARD.
WE'RE ALSO RECOMMENDING THAT WE INCLUDE A 25% RENEWABLE COMPONENT WITHIN THE PROPOSED CONTRACT THAT WE'RE ENTERING INTO.

IT'S THE SCARCITY AND IT'S THE SUPPLY OF THE ELECTRICITY AND THE, THE, THE LACK OF POWER PLANTS IN GENERATION THAT ARE TRULY, I THINK, AFFECTING THE RATES, UH, LONG TERM, UH, MORE THAN ANYTHING.
AND SO, UM, THAT'S PART OF WHY, UH, ENERGY BY FIVE WAS RECOMMENDING WHEN YOU LOOK AT WHERE LONG-TERM RATES ARE FORECASTED, WHERE RATES CURRENTLY ARE FOR THE SHORTER TERMS, WHICH ARE MUCH HIGHER, UH, THEY'RE EXPECTING THOSE SHORTER TERM RATES TO CONTINUE TO INCREASE, AND THAT THESE LONGER TERM RATES BEING AS CLOSE AS THEY WERE TO THE PRICING THAT WE LANDED ON SEVERAL YEARS AGO, UM, ARE WORTH CONSIDERING.

UH, WE WERE ABLE TO COMPLETE, UH, PHASE ONE OF MAIN STREET, UH, AND THEN IMPORTANTLY, UM, COMING OUT OF THE WORKS AROUND THE 2021 BOND PROGRAM.
UM, PHASE TWO IS FUNDED IT, UH, THROUGH ALTERNATE, UM, FUNDING STRATEGIES.
PHASE TWO, UH, SEEKS TO DO TWO IMPORTANT THINGS BY CHANGING THE CROSS SECTION.
ONE IS TO CREATE AND BUILD ON THE PEDESTRIAN FRIENDLY ENVIRONMENT, UM, THAT WE SEEK TO, UM, UM, FACILITATE IN THE DOWNTOWN, UH, CORE DISTRICT AREA.
AND TWO, PROVIDE IMPORTANT ACCESS TO OUR PUBLIC SAFETY CAMPUS, UM, BY A, UH, BY, UH, ADDING A, UH, A, UH, LEFT TURN LANE.
UM, WE HAVE, UH, BEEN IN, UM, UM, PREPARATION OF THAT PROJECT.
WE HAVE BEEN REACHING OUT TO, UH, THE, UH, ADJACENT, UH, PROPERTY OWNERS ON THE SOUTH SIDE OF MAIN STREET, UH, ATTEMPTING TO ACQUIRE SOME RIGHT OF WAY THAT WE NEED TO FACILITATE THIS NEW CROSS SECTION.
UH, WITH THESE, UH, WITH THESE BENEFITS, UM, WE ARE DOWN TO TWO PROPERTIES.
UH, WE HAVE, UH, MADE, UH, INITIALLY, UH, A FAIR MARKET VALUE OFFERS TO BOTH OF THE PROPERTY OWNERS.

AS YOU RECALL, THE MAIN STREET INITIATIVE, UH, IT'S, IT'S PART OF OUR CENTRAL REZONING INITIATIVE THAT STARTED BACK IN, UH, 10, ALMOST 15 YEARS AGO.
UH, WE FINALLY WERE ABLE TO BRING FORWARD IN 2015 BOND PROGRAM, THE MAIN STREET, PHASE ONE COMPONENT, UH, AND COMPLETE THAT PROJECT FOR APPROXIMATELY $16.1 MILLION, WHICH WAS COMPLETED IN THE SUMMER OF LAST YEAR.
UH, WE'RE CURRENTLY WORKING ON THE, ON THE MCKINNEY STREET PORTION OF THAT, IT'S ABOUT 80% COMPLETE.
UH, WE'RE COMPLETING THE LANDSCAPING AND COMPONENTS.
UH, WE ARE NOW SEEKING TO EXTEND THE PHASE TWO OF MAIN STREET, WHICH WOULD GO FROM MAIN STREET, UH, FROM GREENVILLE TO APPROXIMATELY ABRAMS BOULEVARD, JUST A LITTLE BIT EAST OF ABRAMS TO COMPLETE THE SECTION.
THE PROPOSED SECTION FOR THIS PHASE TWO, AS MR. MAGNER WAS MENTIONING, UH, WILL EXTEND THAT ENHANCED LANDSCAPING AND WALKABILITY THAT WE ARE LOOKING FOR ALONG THE MAIN STREET CORRIDOR.
UH, IT WILL PROVIDE AN OPPORTUNITY FOR VEHICLES TO MAKE LEFT TURNS INTO THE COMMERCIAL PROPERTIES THAT ARE ON THE SOUTHBOUND SIDE OR ON THE SOUTH SIDE OF MAIN STREET, EAST OF GREENVILLE.

AND IT WILL IMPROVE THE WALKABILITY AND, AND WIDER SIDEWALKS WITH SOME OF THE LARGER TREES AND MATURE, UH, LANDSCAPING THAT WERE INCORPORATED INTO THE FIRST PHASE OF MAIN STREET.UH, THE TWO PARCELS THAT MR. MAGNER REFERENCED, UH, 3 0 6 MAIN STREET, UM, WE REQUIRE APPROXIMATELY 290 SQUARE FEET OF RIGHT OF WAY.
IT'S A SMALL PORTION THAT TAPERS DOWN TO JUST OVER TWO FEET, UP TO 12 FEET ACROSS THE WIDTH OF THE PROPERTY FOR A TOTAL OF 556, UH, SQUARE FEET.
AND, UH, IT WILL IMPACT ONLY APPROXIMATELY 290 SQUARE FEET OF, OF PARKING AND A SMALL STEEL POLE THAT, THAT CURRENTLY HAS, UH, NO, NO SIGN OR ANYTHING ON IT THAT'S SHOWN IN THE PHOTO THERE.
THREE 10 MAIN STREET WILL BE NEEDING TO ACQUIRE APPROXIMATELY 2,500 SQUARE FEET.
UH, IT'S ABOUT 18 FOOT WIDE STRIP THAT'S APPROXIMATELY 140 FOOT LONG ACROSS THE WIDTH OF THE PARCEL.
UH, IT WILL IMPACT SOME OF THE FRONT PARKING, BUT WILL ACCOMMODATE, UH, THAT WIDER PARKING, THE WIDER SIDEWALK AND LANDSCAPING THAT'S REQUIRED FOR US TO COMPLETE AND EXTEND THAT, THAT PAVED, UH, SECTION FOR MAIN STREET ON MAIN STREET, PHASE TWO.
