ANOTHER WEEK HAS PASSED THE LOSS OF LIFE, THE DESTRUCTION OF HOMES AND PUBLIC INFRASTRUCTURE CONTINUES, AND NOW THE STARVATION OF AN ENTIRE POPULATION IS AT HAND. AS ALL OF THIS TAKES PLACE, OUR MAYOR AND CITY COUNCIL MEMBERS SIT IDLY BY UNABLE TO FORMULATE A RESPONSE OR EVEN AN ACKNOWLEDGEMENT OF THE GENOCIDE UNFOLDING IN PLAIN VIEW FOR THE WORLD TO SEE. ONE OF THE MAIN REASONS I COME BEFORE YOU REPEATEDLY IS THAT I WANT MY VOICE, ALONG WITH OTHERS WHO HAVE SPOKEN WORDS OF ANGUISH AND CONCERN TO BE A PART OF THIS COMMUNITY'S PERMANENT HISTORY. FUTURE GENERATIONS WILL HAVE ACCESS TO HISTORICAL RECORDS REVEALING HOW OUR CIVIC LEADERS FAILED TO RESPOND TO THE CRISIS PRESENTED BEFORE THEM. NO ONE WHO HAS HEARD OUR WORDS WILL EVER BE ABLE TO HIDE BEHIND THE CLAIM THAT THEY DID NOT KNOW WHAT WAS HAPPENING IN GAZA, OR DID NOT KNOW HOW BAD THINGS WERE, OR THAT THEY WERE POWERLESS TO ACT FUTURE GENERATIONS. OUR CHILDREN, OUR GRANDCHILDREN, AND THEIR CHILDREN, WOULD BE ABLE TO SEE SUCH A SIMPLE EFFORTLESS ACT AS ISSUING A ONE PAGE DOCUMENT. UH, WE WANT TO PROVIDE YOU WITH, UH, KIND OF A SUMMARY OF THAT PROCESS, A A, UH, OUTLOOK, UH, WITH RESPECT TO A TIMELINE AND A LITTLE BIT ABOUT THE CONSULTANT TEAM THAT WE'VE PUT TOGETHER TO HELP US, UH, THROUGH THAT. AND THEN THE CITY COUNCIL TACTIC. THIS IS A MAJOR PLANNING INITIATIVE. THIS WILL BE A SIX MONTH PROCESS, UH, TO COVER THE AQUATIC MASTER PLAN. AND THE PURPOSE OF TONIGHT'S BRIEFING, JUST AS DAWN HAD MENTIONED, IS TO REALLY UPDATE THE COUNCIL ON THE STATUS AND THE LAUNCH OF THIS MASTER PLAN SO YOU'RE AWARE OF WHAT'S HAPPENING. SO OUR OVERVIEW TODAY, WE WILL GO OVER THE PROJECT GOLDS, OUR TEAM OVERVIEW, THE APPROACH TO IT, AND THEN THE TIMELINES AS WELL AS OUR FINAL STEPS. AND SO THESE PROJECT GOALS, THESE ARE ESSENTIALLY THE OUTCOMES THAT WE ARE EXPECTING FROM THIS MASTER PLAN. UM, LONG-TERM STRATEGIC PLAN FOR AQUATIC SERVICES FOR THE RICHARDSON COMMUNITY, ALIGNING SERVICES WITH EXPECTATIONS AND AQUATICS, AND CREATING A GUIDE FOR OUR FUTURE AQUATIC SYSTEM. AND THEN RECOMMENDATIONS FOR FUTURE AQUATIC FEATURES, UH, PREFERRED LOCATIONS OF FACILITIES BASED ON CURRENT AND FUTURE DEMOGRAPHICS, UH, CONSIDERING IMPACT OF FUTURE PLANS FOR STAFFING LEVELS, PARTNERSHIP OPPORTUNITIES, MODERN MECHANICAL STRUCTURES AND OPERATIONAL EFFICIENCIES. UH, KIMLEY HORN IS NATIONALLY KNOWN FOR THEIR MUNICIPAL AQUATIC, UH, FAMILY AQUATIC CENTER PLANNINGS AND MASTER PLANS, AS WELL AS DESIGNERS AND PARK PLANNERS AND ENGINEERS. SO THEY'RE VERY WELL VERSED WITH A VERY LARGE GROUP. AND THEN COUNCILMAN HUNSAKER IS OUR LEADING POOL MECHANIC ENGINEERS IN AQUATIC OPERATIONS, UM, THROUGHOUT [00:10:01] THE UNITED STATES. SO THEY'RE A VERY REPUTABLE COMPANY. SO OUR LEAD PRINCIPAL WITH COUNCIL, OR WITH, UH, KIMLEY HORN IS AUSTIN POWERS. HE HAS OVER 16 YEARS OF AQUATIC FACILITY PLANNING AND DESIGN EXPERIENCE. AND THESE PROJECTS THAT I'M ABOUT TO LIST, HE ACTUALLY, KIMLEY HORN ACTUALLY WORKED WITH COUNCILMAN HUN SEKER. SO YOU'LL SEE IN THE TWO SLIDES. UM, THEY COMPLETED THE AQUATIC MASTER PLAN WITH THE CITY OF DENTON. THAT WAS A, A RECENT PROJECT. THEY ALSO COMPLETED WITH THE CITY OF, UH, ST. CHARLES MISSOURI, THEIR CITYWIDE AQUATIC FACILITY MASTER PLAN, AND THEN THE CITY OF DALLAS'S AQUATIC FACILITY MASTER PLAN. SO THOSE ARE ALL RECENT PROJECTS THAT THEY'VE WORKED ON, AND AUSTIN HAS WRITTEN MULTIPLE RECENT ARTICLES AND HAVE RECEIVED AWARDS THROUGH THE WATER, UH, WORLD WATER PARK ASSOCIATION AND AQUATICS INTERNATIONAL MAGAZINE. NOW, GEORGE DY IS WITH THE COUNCILMAN IN HUNTE GROUP. HE HAS OVER 20 YEARS AQUATIC EXPERIENCE. 10 OF THOSE YEARS ARE ALSO WITH MUNICIPAL, UH, AQUATIC OPERATIONS. SO HE'S VERY FAMILIAR WITH GOVERNMENTAL OPERATIONS. AND THEN AGAIN, HE'S WORKED ON ALL THESE, UH, PLANS THAT I HAD JUST MENTIONED. HE IS ALSO A FREQUENT SPEAKER AT ON AQUATICS AT OUR NATIONAL RECREATION AND PARKS ASSOCIATION, UH, WORLD WATER PARK ASSOCIATION AND ATHLETIC BUSINESS, WHICH ARE THREE OF OUR MAIN LARGEST CONFERENCES FOR OUR INDUSTRY. AND THEN, OF COURSE, CHRIS KAONI AND HIS TEAM WILL BE WORKING VERY CLOSELY WITH THEM, AS WELL AS SPENCER AND MYSELF FROM A CITY STAFF PERSPECTIVE. SO THIS STUDY IS A FOUR PHASE APPROACH, AND THOSE FOUR PHASES WILL LEAD US INTO THE EXECUTIVE SUMMARY, THAT DATA THAT'S GATHERED. BUT THE FOUR PHASES INCLUDE OUR DISCOVERY, CONCEPTUAL DESIGNS, OPERATIONAL PLANNING, AND THEN PRIORITIZATION. AND I'LL GO INTO EACH OF THOSE A LITTLE BIT FURTHER. SO WHEN WE LOOK AT THE DISCOVERY STAGE, THIS IS WHERE A MAJORITY OF OUR DATA WILL COME FROM IN THE DISCOVERY PHASE. THEY WILL, UM, MAP OUT CURRENT CITY FACILITIES ALONG WITH OTHER PROVIDER, UM, OPPORTUNITIES, AND THAT WILL HELP DETERMINE WHAT OUR DISTRIBUTION IS OF AQUATIC SERVICES THROUGHOUT RICHARDSON. IT ALSO WILL ACCESS CURRENT FACILITIES FOR SERVICES, MAINTENANCE CONCERNS, AND POTENTIAL LONGEVITY OF OUR CURRENT FACILITIES. AND THEN IT'S GONNA BENCHMARK OTHER AQUATIC PROVIDERS IN THE SURROUNDING AREAS. AND THIS WILL BE BASICALLY CHECKING SERVICES THAT THEY PROVIDE AND THE COST OF THOSE SERVICES TO DETERMINE WHERE WE FALL WITHIN THOSE. AND THEN DEMOGRAPHICS, THIS IS GONNA BE AN OPPORTUNITY WHERE THEY'RE GONNA COMPILE INFORMATION. OF COURSE, THEY'RE GONNA BE ABLE TO TAKE SOME OF THE INFORMATION FROM OUR CURRENT STUDIES THAT HAVE BEEN DONE. SO THE PARKS AND RECREATION, OPEN SPACE MASTER PLAN, AS WELL AS OTHER CITY STUDIES, UH, LIKE THE COMPREHENSIVE STUDY THAT WE'RE IN THE MIDST OF. NOW, THEY'LL BE TAKE ABLE TO TAKE THAT INFORMATION AS WELL AS FIND VERY SPECIFIC DATA THAT'S GONNA BE PERTINENT TO THE AQUATIC MASTER PLAN. AND THEN THROUGH THIS PHASE, THERE WILL ALSO BE STAKEHOLDER AND COMMUNITY INPUT MEETINGS, PUBLIC OPEN HOUSE MEETINGS, AND THIS WILL BE A CHANCE FOR US TO GATHER INPUT FROM THE, THE CITIZENS DIRECTLY. THERE WILL BE, UH, MEETINGS WITH CITY COUNCIL AS WELL AS OUR PARKS COMMISSION MEMBERS. AND THEN WE WILL HAVE SPECIFIC STAKEHOLDERS THAT WE WILL VISIT WITH AS WELL. SO WHEN WE'RE CONSIDERING ITEMS FOR DISCOVERY, PART OF THIS IS UNDERSTANDING WHERE SERVICES ARE OFFERED, AS I MENTIONED, THE, BUT THAT WILL HELP ASSIST US IN DETERMINING WHAT GAPS THERE ARE IN THE COMMUNITY AND TO DETERMINE WHERE WE NEED TO FOCUS OUR ENERGIES. THE FUTURE DEMOGRAPHIC PROJECTIONS AND GROWTH WILL HELP DETERMINE OUR FUTURE NEEDS AS WELL. AND THEN LOOKING AT ANY GEOGRAPHICAL BARRIERS OR POTENTIAL PHYSICAL BARRIERS THAT COULD IMPACT THE COMMUNITY USING SERVICES OR USING OTHER PROVIDERS. ALL OF THIS INFORMATION WILL BE USED TO HELP US GUIDE WHAT OUR FUTURE PLANS WILL BE. AND THEN FROM THE PUBLIC ENGAGEMENT SIDE, AS I'D MENTIONED, THERE WILL BE IN-PERSON MEETINGS, UM, THE PUBLIC OPEN HOUSES, BUT THERE'S ALSO GONNA BE AN ONLINE SURVEY THAT WILL TAKE PLACE FROM MAY TO JUNE. AND WITH THIS, UM, OUR STAKEHOLDERS ARE IDENTIFIED ON HERE. WE'LL HAVE THOSE MEETINGS WITH EACH GROUP. ALL OF THIS INFORMATION WILL BE COMPILED AND SORTED, WHICH WILL HELP US DETERMINE WHAT OUR GAPS ARE, AS WELL AS WHAT OUR NEEDS ARE. AND THEN PHASE TWO IS THE CONCEPTUAL DESIGN. SO EVERYTHING THAT THEY GATHERED IN PHASE ONE WILL BE, WILL COME TOGETHER TO HELP DETERMINE WHAT PHASE TWO LOOKS LIKE. SO BASED ON INFORMATION GATHERED THROUGH THESE PUBLIC MEETINGS, SURVEYS, [00:15:01] DISTRIBUTION MAPS, DEMOGRAPHIC INFORMATION, AS I'D MENTIONED, THE CONSULTANTS GONNA DETERMINE WHAT ARE BEST DESIGNS, UM, WILL BE AND GIVEN BEST DESIGNS ON GIVEN SITE ANALYSIS AS WELL. AND THEN THEY'LL TAKE INTO CONSIDERATION THOSE OPERATIONAL ITEMS THAT WE'LL NEED THEM TO CONSIDER BASED ON, UM, STAFFING AND OTHER, OTHER CONCERNS. UM, THIS PHASE WILL ALSO LOOK AT WHETHER OR NOT A RENOVATION OR A NEW FACILITY IS IDEAL FOR EACH LOCATION. SO THE NEXT PHASE IS THE OPERATIONAL PLANNING. BASED ON THE CO CONCEPTIONAL DESIGN, THE CONSULTANT IS GONNA DEVELOP, UM, ESTIMATED EXPENSES FOR BUILDING THESE NEW FACILITIES OR RENOVATING THESE FACILITIES. THEY'LL ALSO PUT TOGETHER WHAT THE ANNUAL MAINTENANCE COST WILL BE, AS WELL AS OPERATIONAL COSTS FOR THESE CONCEPTUAL DESIGNS. OF COURSE, THOSE WILL VARY BASED ON WHEN THESE ARE ACTUALLY IMPLEMENTED, BUT WE'LL HAVE A A REALLY SOLID IDEA OF WHAT THOSE EXPENSES WILL BE. THEY'LL ALSO MAKE SUGGESTIONS OR RECOMMENDATIONS FOR OPTIMIZING THOSE EXPENSES. SO LOOKING AT HOW WE CAN BE MORE EFFICIENT IN OUR DESIGN FEATURES. AND THEN LOOKING AT AREAS OF WHERE WE CAN BE MORE EFFICIENT IN OUR STAFFING OPPORTUNITIES AS WELL. AND THIS, IN THIS PHASE, THEY WILL ALSO DEVELOP OUR ATTENDANCE AND REVENUE PROJECTIONS, AND THEN WORK THROUGH WHAT AN ESTIMATED COST RE RECOVERY PROJECTION WILL BE FOR EACH FACILITY. CONCEPTIONAL DESIGN THAT THEY COME UP WITH. AND I WANTED TO SHARE THIS. THIS IS AN EXAMPLE OF AN ESTIMATION SHEET THAT THEY'LL PUT TOGETHER FOR US. I BELIEVE THIS ONE WAS FROM THE CITY OF DENTON. UM, SO THIS TAKES INTO CONSIDERATION OUR CURRENT EXPENSES, ANY FUTURE COST, UM, PROJECTIONS, AS WELL AS CONSTRUCTION COST AND EXPENSES WITHIN REASON. AND THEN THAT CONTINGENCY FUNDING. AND SO, UH, THE FIRST, UM, UH, PLAN FOR RICHARDSON, UH, WAS BACK IN 14 AND THEN AGAIN IN 19 AS IT'S REQUIRED TO BE UPDATED EVERY FIVE YEARS. JUST KNOWING THAT WE'VE GOT MORE USAGE COMING IN, THAT'S GONNA GROW MUCH RAPID, MUCH MORE RAPIDLY THAN OUR POPULATION. SO THAT'S JUST GONNA IMPACT THAT GPCD NUMBER. SO THAT'S THE LOGIC. WE HAD LAKE LVO, NOW WE HAVE LAKE LEVON AND BODARK LAKE. SO WHEN YOU SEE PERCENT COMBINED STORAGE, THAT'S A CHANGE FOR THE 19 PLAN. 'CAUSE WE'VE GOT TWO WATER SOURCES NOW THAT THEY'RE, THAT THEY'RE EVALUATING FOR THESE, UH, DROUGHT STAGE TRIGGERS. UM, ALL THE PERCENTAGES ARE THE SAME. STAGE ONE INITIATION IS STILL 70% APRIL TO OCTOBER, STILL 60% NOVEMBER, MARCH. UM, STILL HAVE A REDUCTION GOAL OF 2%. NOTHING'S CHANGED FROM THE 19 TO 24 PLAN.
