UH, MS. LUA BARAKA FROM 5 25 2 21 SPICEWOOD DRIVE IN MCKINNEY, UH, ENTERED COMMENTS REGARDING THE UD, UT, UH, DALLAS STUDENT PROTEST ARREST.

AND I WANT TO, UM, ASSURE MS. BARCO THAT THE COUNCIL HAS RECEIVED THOSE COMMENTS.

IF THERE'S TIME LEFT DURING THE INITIAL 30 MINUTES, THE REMAINING TIME WILL BE PROVIDED AS A VISITOR'S FORUM OPEN TO ANYONE WISHING TO ADDRESS THE CITY COUNCIL ON ANY TOPIC IN WHICH THE SUBJECT MATTER IS WITHIN THE JURISDICTION OF THE CITY.

SO WE WEAR IT WHEN WE GO INTO THE, FOR THOSE THAT DON'T KNOW WHAT THE, THE CITIZENS FIRE ACADEMY IS, I GUESS.

UM, EVERY YEAR THE RICHARDSON FIRE DEPARTMENT HOSTS A CITIZENS FIRE ACADEMY WHERE THEY BRING IN A BUNCH OF CITIZENS IN ORDER TO LEARN MORE ABOUT THE WAY THE, UH, THE DEPARTMENT FUNCTIONS, HOW IT WORKS, CROSS-FUNCTIONALLY WITH THE OTHER DEPARTMENTS WITHIN THE CITY, HOW OUR FIRE DEPARTMENT WORKS CROSS-FUNCTIONALLY WITH OTHER JURISDICTIONS, OTHER CITIES, FIRE DEPARTMENTS, UM, SOME OF THEIR EFFORTS AROUND SUPPORTING THE, UH, AT A STATE LEVEL, THE, THE FIRE DEPARTMENT AT A STATE LEVEL.

'CAUSE THE STATE OF TEXAS DOESN'T HAVE FIREFIGHTERS.

IT'S ALL COMPOSED OF ALL THE FIREFIGHTERS WITHIN THE DIFFERENT CITIES.

UM, SO I JUST HAD A COUPLE NOTES AND COMMENTS ABOUT MY EXPERIENCE WITH IT.

ABOUT 20 OTHER OF MY FELLOW CITIZENS, I THINK WE HAVE ONE PERSON FROM PLANO HAVE BEEN MEETING EVERY WEDNESDAY.

UM, WE'VE BEEN LEARNING ABOUT OUR FIRE DEPARTMENT.

WE'VE HAD ACCESS TO ALL OF THE, UM, THE, THE FIRE CHIEFS, UM, AND THE ASSISTANT FIRE CHIEFS, I BELIEVE.

UM, ONE, ONE OF THE, ONE OF THE INTERESTING, LIKE THINGS THAT I'VE LEARNED ABOUT OUR FIRE DEPARTMENT IS ACTUALLY ITS SUPPORT OF THE EMERGENCY MEDICAL SERVICES.

I ALWAYS THOUGHT THAT THOSE WERE TWO DIFFERENT SERVICES.

UH, WHAT I THINK IS COOL ABOUT THE CITY OF RICHARDSON THAT IS DIFFERENT THAN OTHER CITIES IS THAT OUR FIRE DEPARTMENT ACTUALLY DOES ALL THAT.

AND WHAT THAT MEANS FOR US IS THAT WE GET ACCESS BECAUSE OF OUR TAX MONEY.

WE GET ACCESS TO REALLY HIGH QUALITY EQUIPMENT, UM, AND REALLY HIGH QUALITY PEOPLE.

UH, WHAT REALLY IMPRESSED ME ABOUT OUR FIRE DEPARTMENT AND ALL THE PEOPLE WITHIN IT WAS HOW SERIOUSLY THEY TAKE THEIR JOB, UM, AND THEIR COMMITMENT TO NOT ONLY OUR COMMUNITY, BUT TO EACH OTHER.

UM, I'M A SOFTWARE DEVELOPER.

I'M AN ENGINEER IN MY FREE TIME, AND I JUST HAD, UH, I, I DREW A PARALLEL TO THEIR MENTALITY AND THE MENTALITY THAT I LIKE, THAT I, THAT I THINK WE OUGHT TO ALL HAVE WHEN IT COMES TO OUR WORK ETHIC.

AND I SAID, ONE THING I'VE LOVED SO FAR ABOUT THE CITIZENS FIRE ACADEMY IS LEARNING ABOUT THE FIREFIGHTING MENTALITY WHEN IT COMES TO TECH.

IT DOESN'T NEED TO BE FANCY.

IT DOESN'T NEED TO LOOK COOL.

IT NEEDS TO WORK.

THEY PRIORITIZE CONTINUOUS TRAINING.

FIREFIGHTERS CARE ABOUT PEOPLE, AND THEY MAKE SURE TO TAKE CARE OF ALL THEIR OWN WHEN THEY NEED IT.

THEY STAY AWAY FROM THE PETTY POLITICS THAT TAKES AWAY FROM THEIR ABILITY TO DO THE JOB ABOVE ALL ELSE.

THEY CARE DEEPLY ABOUT THEIR WORK BECAUSE THEY KNOW IT'S IMPORTANT.

THERE WAS A LESSON IN THERE FOR ALL OF US, AND I, AND I TRULY BELIEVE THAT, UM, SOMETHING THAT I REALLY APPRECIATED WAS CHIEF PUFFY'S INITIATIVE FOR THE PEER SUPPORT PROGRAM.

UM, WHEN THINGS IN THE FIREFIGHTING PROFESSION, THERE'S A LOT OF THINGS THAT GO UNSPOKEN AMONG FIREFIGHTERS.

AND I THINK THE APPROACH THAT HE'S TAKEN TO ENCOURAGE OUR FIREFIGHTERS TO SPEAK TO EACH OTHER IS, IS TRULY IS COMMENDABLE.

UM, WHAT I ALSO APPRECIATE ABOUT OUR CITY IS OUR, UH, WILLINGNESS TO SUPPORT THEM WITH TECHNOLOGY AND HIGH QUALITY TOOLS.

AN AN EXAMPLE OF THAT IS, UM, THERE'S A $13,000 DEVICE THAT CHECKS FOR GAS LEAKS IN BUILDINGS.

THAT SOUNDS HEFTY, BUT WHEN YOU GO LOOK AT THE AMOUNT OF TIMES OUR FIRE DEPARTMENT HAS TO ENTER AN AREA AND DESTROY PROPERTY IN ORDER TO JUST SEE IF THERE'S A, A GAS LEAK, THAT $13,000 INVESTMENT SEEMS ALL THE WORTHWHILE.

AND SO I SUPPORT ANYTHING TO GIVE OUR FIRE DEPARTMENT, UH, MORE ACCESS TO MORE TECHNOLOGY, UM, TO THE CITY MANAGER.

VERY COMMENDABLE JOB, UH, WITH THE SOCIAL MEDIA MANAGER.

I THINK SHE'S AWESOME.

ONE OF THE THINGS THAT SHE DOES FANTASTIC IS SHE DOES A GREAT JOB OF ENGAGING THE YOUNGER GENERATION OF FIREFIGHTERS.

SHE DISPLAYS THE PROFESSION ELOQUENTLY TO ACROSS GENERATIONS.

BUT I THINK HER, I'M NOT GONNA SPEAK ON HER RESULTS 'CAUSE I THINK HER RESULTS SPEAK FOR, FOR HERSELF IN THAT, UH, HER ABILITY TO BRING IN YOUNG FIREFIGHTERS INTO OUR CITY.

UH, I WOULD LOVE TO SEE OUR CITY ADOPT THAT ACROSS THE BOARD.

UM, AND TO USE HER AS AN EXAMPLE, UM, OF, OF WHAT THAT SHOULD LOOK LIKE.

I THINK SHE'S DONE AN INCREDIBLE JOB, AND I WISH I HAD WROTE DOWN HER NAME, BUT I THINK YOU KNOW WHO I'M TALKING ABOUT.

YES.

YEAH, SHE'S AWESOME.

UH, THE LAST THING IN MY LAST 45 SECONDS.

YOU KNOW, OUR CITY'S EXPANDING.

UH, ONE OF THE CONCERNS FOR THE FIRE DEPARTMENT IS, IS THESE HIGH DENSITY BUILDINGS.

OUR CITY'S EXPANDING.

PEOPLE NEED SOMEWHERE TO LIVE, ESPECIALLY THE DEMOGRAPHIC THAT I THINK WE OUGHT TO BE ATTRACTING, WHICH IS YOUNGER PEOPLE.

THEY NEED THAT HIGH DENSITY HOUSING.

UM, AND I, AND I SEE IT KIND OF COMING UP ALL THROUGHOUT OUR CITY.

WE HAVE MULTIPLE DEVELOPMENTS.

THE ONE CHALLENGE I HAVE TO CITY COUNCIL IS I'D LIKE TO SEE A COMPREHENSIVE TRAIL SYSTEM PLAN FOR THE CITY OF RICHARDSON.

UH, AND I'D LIKE IT TO, I'D LIKE TO SEE IT CONNECTED TO THE CITIES AROUND US TO EVENTUALLY GET THE CITY OF DALLAS TO CONNECT TO OUR TRAIL SYSTEM.

FOR SOME REASON, I CAN'T TAKE A SINGLE TRAIL FROM THE SOUTHEAST CORNER OF THE CITY TO THE NORTHWEST OR FROM THE SOUTHWEST TO THE, TO THE NORTHEAST.

AND I THINK THAT'S A PROBLEM.

I THINK THAT'S SOMETHING WE SHOULD ADDRESS WITH A DEFINED TRAIL SYSTEM.

I LIVE, UM, ON 6 1 4 ST.

AND I'VE BEEN A RESIDENT FOR THE PAST 23 YEARS.

AS I MENTIONED THE LAST TIME I STOOD BEFORE YOU.

I AM PROUD TO BE A RICHARDSON RESIDENT, AND I APPRECIATE THE SUPPORT AND, UH, THAT THE RICHARDSON OFFICIALS HAVE GIVEN TO OUR DIVERSE COMMUNITIES THAT MAKE UP THIS GREAT CITY.

BUT THE UNFOLDING EVENTS FROM LAST WEEK ON THE CAMPUS OF THE UNIVERSITY OF TEXAS AT DALLAS HAD GREAT, HAS GREATLY DISAPPOINTED ME AND MADE ME WONDER HOW DEEP THAT THAT SUPPORT ACTUALLY RUNS.

I WAS APPALLED AND HIGHLY DISTURBED BY THE REACTION OF THE ADMINISTRATION OF UTD WHEN THEY CALLED UPON

POLICE IN FULL RIOT GEAR TO FIRST INTIMIDATE AND THEN ARREST STUDENTS AND COMMUNITY MEMBERS PEACEFULLY PROTESTING AND EXERCISING THEIR FIRST AMENDMENT RIGHTS.

UTD SET UP THEIR PROTEST FOR THE SAME REASONS AS HUNDREDS OF OTHER CAMPUSES ACROSS THE NATION.

IT'S PRETTY SIMPLE.

THEY WANT A CEASEFIRE SO THAT THE TENS OF THOUSANDS OF INNOCENT PALESTINIANS STOP BEING KILLED.

AND THEY WANT THEIR UNIVERSITIES TO DIVEST FROM COMPANIES IN ARMS MANUFACTURING BECAUSE IT'S THESE SAVIOR MISSIONS THAT, EXCUSE ME, IT'S THESE SAME MUNITIONS THAT ARE BEING MADE AND SENT WITH OUR TAX DOLLARS TO AID IN THE KILLING OF THESE INNOCENT PEOPLE.

IT'S NOT HARD TO UNDERSTAND WHY PEOPLE OF ALL FAITHS, ETHNICITIES, RACES, GENDERS, AGES, AND SOCIOECONOMIC STATUS ARE DISAGREEING WITH OUR COUNTRY'S FOREIGN POLICY AND IN TURN THEIR UNIVERSITY'S, UM, INVESTMENTS.

YOU CANNOT AFFECT WHAT HAPPENS AT OTHER UNIVERSITIES.

OF COURSE, I GET THAT.

BUT YOU CAN AFFECT WHAT HAPPENS AT UTD.

THIS IS YOUR JURISDICTION AND IT'S YOUR WATCH.

I DROPPED BY THE UTD ENCAMPMENT ON WEDNESDAY, MAY 1ST, I DELIVERED SOME FRESH TREATS FROM A LOCAL RICHARDSON COFFEE SHOP.

LET ME TELL YOU WHAT I WITNESSED.

I SAW THE ENCAMPMENT WAS MOSTLY SITUATED IN BETWEEN TWO OTHER WALKWAYS.

IT WAS NOT BLOCKING A PATH FOR ANYONE TO BE ABLE TO GET TO WHERE THEY NEEDED TO GO.

I SAW PEOPLE STUDYING.

I SAW PEOPLE EATING AND DRINKING.

I SAW PEOPLE, UH, STUDENTS ENGAGED WITH PEOPLE, UM, PASSING BY IN, UH, CONVERSATION ABOUT WHAT THE CAMP WAS ABOUT.

UM, I SAW STUDENTS WITH SIGNS AND BANNERS, UH, EXPRESSING THEIR DEMANDS FOR A CEASEFIRE AND FOR A DE UH, DIVESTMENT.

BUT LET ME TELL YOU WHAT I DIDN'T SEE.

THERE WAS DEFINITELY NO RIOT.

THERE WAS NO SCREAMING, NO RUNNING AROUND, NO BREAKING OF THINGS.

UH, NO WINDOWS, NO STEALING, NO PILLING, NO THREATENING OTHERS IN VERBAL OR NONVERBAL WAYS.

IT WAS A TEXTBOOK EMBODIMENT OF A PEACEFUL PROTEST, WHICH IS THEIR RIGHT, AND WHICH THE UTD ADMINISTRATION SHOULD HAVE ALLOWED EVEN IF THEY DISAGREED WITH THEIR DEMANDS.

I WAS ABSOLUTELY DUMBFOUNDED WHEN I FOUND OUT THAT ONLY 30 MINUTES AFTER I LEFT THE CAMP WAS DISMANTLED BY A HUGE FORCE OF POLICE ARMED IN FULL RIOT GEAR.

I'M NOT SURE WHAT THE POLICE AND RIOT GEAR EXPECTED, NOR THE REASON FOR THE ARMED MILITARY VEHICLE COMING FROM ALLEN AS IT'S MADE ITS WAY THROUGH THE STREETS OF CAMPUS AS IF IT WERE A MILITARY STATE.

LIKE I SAID, IT WAS A VERY PEACEFUL GATHERING AND WITHIN THE RIGHTS OF THE CITIZENS OF THIS COUNTRY.

SO I AM STILL QUITE BEWILDERED BY SUCH A HUGE DISPROPORTIONATE FORCE WAS CALLED OUT TO DISMANTLE THIS CAMP AND SILENCE THE STUDENTS AND FACULTY WITHIN IT, WONDERING WHETHER YOU WERE AWARE OF IT OR WHETHER YOU DID ANYTHING TO DEESCALATE THE SITUATION OR SUPPORT THE CONSTITUENTS WHOSE RIGHTS WERE BEING VIOLATED.

THIS IS NOT THE RICHARDSON THAT I KNOW.

IT'S NOT EVIDENT OF THE RICHARDSON, WHICH HAS SPECIFICALLY STATED THAT WE FIRMLY BELIEVE IN THE FUNDAMENTAL RIGHTS, SECURITY, AND DIGNITY OF EVERY INDIVIDUAL.

ON THE CONTRARY, THE FUNDAMENTAL RIGHTS WERE BEING WITHHELD, AND THE POLICE WERE ACTUALLY THE ONES CAUSING THE DISTURBANCE AND STRIPPING THE STUDENTS AND FACULTY OF THEIR DIGNITY AND THEIR SECURITY.

DID YOU KNOW THAT AN NYPD OFFICER AT COLUMBIA UNIVERSITY ACCIDENTALLY DISCHARGED FIREARM WHILE TRYING TO CLEAR A PROTEST ON THAT CAMPUS THAT COULD HAVE HAPPENED AT UTDA STUDENT COULD HAVE BEEN SERIOUSLY INJURED.

THE REACTION OF PRESIDENT BENSON AND THE UNIVERSITY WAS COMPLETELY UNCALLED FOR AND PUT OUR STUDENTS, OUR FACULTY, AND OUR COMMUNITY IN HARM'S WAY.

NOT TO MENTION PUTTING RICHARDSON ON THE MAP AS ANOTHER CITY SQUASHING THE RIGHTS OF PEACEFUL CAMPUS PROTESTORS.

PLEASE RESPECTED MAYOR DUBY AND COUNCIL MEMBERS.

YOU ARE THE LEADERS OF THIS COMMUNITY.

CAN YOU PLEASE TURN THE AWFUL TIDE AND DO YOUR UTMOST TO REINSTATE AND UPHOLD THE VALUES OF OUR BELOVED RICHARDSON? AND TO EXPECT THAT ALL ENTITIES WITHIN THE CITY WOULD DO THE SAME? I IMPLORE YOU TO DO EVERYTHING IN YOUR POWER TO ENSURE THAT THE RICHARDSON POLICE DEPARTMENT WILL NOT PARTICIPATE IN SUCH ACTIVITIES DE DESIGNED TO INTIMIDATE PEACEFUL RESIDENTS OF RICHARDSON.

WE EVALUATE THEM FOR THEIR PERFORMANCE EXCELLENCE AS WELL AS THEIR ARTISTIC MERIT.

WE ALSO RESEARCH THESE ARTISTS' HISTORY IN OF PERFORMANCE, EITHER IN THIS MARKET OR IN SIMILAR MARKETS AROUND THE COUNTRY.

WE ALSO TAKE GREAT PAINS TO REVIEW EACH AND EVERY PERFORMANCE TO ENSURE THE QUALITY AND THE CULTURAL AUTHENTICITY.

SO, AS I REFLECT ON MY FIRST SEASON AT THE EISMAN CENTER, AS IT'S NOW WINDING DOWN, I THINK WE HAVE ONE PERFORMANCE LEFT, LEE ASHER ON JUNE 7TH.

UM, WE ARE, IT, IT GIVES ME AN OPPORTUNITY TO REALLY THINK ABOUT WHAT WE'VE DONE OVER THE PAST YEAR, AND I JUST WANTED TO TAKE A QUICK MOMENT TO POINT OUT SOME OF THE HIGHLIGHTS FOR Y'ALL.

THIS WAS MY FIRST SEASON AT THE EISMAN CENTER, AND WE REALLY DID, I THINK, A GREAT JOB OF EXPANDING OUR PROGRAMS TO INCLUDE MORE DANCE AND MORE MULTICULTURAL OFFERINGS THAN THE EISMAN CENTER HAS HAD IN THE PAST.

WE ALSO HAVE FOUND THAT MANY AUDIENCE MEMBERS WHO CAME TO THE EISMAN CENTER PRESENTS 2324 SEASON CAME TO THE EISMAN CENTER FOR THE VERY FIRST TIME, WHICH WAS VERY EXCITING.

JAZZ PROGRAMMING OVERALL WAS FAR MORE SUCCESSFUL THAN WE ANTICIPATED.

WE NEVER BOOK A SHOW THAT WE THINK ISN'T

BUT THE JAZZ PROGRAMS IN PARTICULAR, IF YOU WERE, WHEN YOU WISH UPON A STAR, THE MANHATTAN TRANSFER OR THE HOTS DEANS, YOU SAW THAT THE AUDIENCES WERE SHOULDER TO SHOULDER.

EVERYBODY WAS DANCING, THE VIBE WAS ELECTRIC.

IT WAS REALLY AN, AN AWESOME, AWESOME THING TO BEHOLD.

EISMAN EDUCATES PROGRAMS ALSO EXPANDED THIS YEAR AS WE REFOCUS THE ENERGY AND THE FOCUS OF SOME OF OUR FULL-TIME STAFF TO BE PRIMARILY FOCUSED ON COMMUNITY ENGAGEMENT AND TAKING OUR ARTISTS OUT INTO THE COMMUNITY AND WORKING REALLY HARD TO BRING STUDENTS INTO THE EISMAN CENTER TO SEE PERFORMANCES.

WE ALSO MADE THE RETURN OF THE EISMAN CENTER PRESENTS FAMILY PERFORMANCE SERIES A PRIORITY THIS YEAR, AND WE HAD SOME INCREDIBLE ENGAGEMENT WITH AUDIENCE, WITH FAMILIES WHO CAME TO THE EISMAN CENTER, UM, WITH SETTING SIENTA UN ANDRES, UH, CAMPAN TPO O THE ITALIAN THEATER COMPANY.

IT WAS, IT WAS VERY EXCITING AND WE'RE EXCITED TO CONTINUE THAT AS WELL.

ONE OF MY PERSONAL HIGHLIGHTS FOR THE 2324 SEASON, I MUST SAY THOUGH, WAS THE COLLABORATION WITH THE RICHARDSON SYMPHONY.

BRINGING JUDY COLLINS TO PERFORM LIVE WITH THE RICHARDSON SYMPHONY WAS AN ABSOLUTE SPECTACULAR EVENT.

IT WAS OUR TOP TICKET SALE SELLER FOR THE SEASON.

AS MANY OF YOU WERE THERE, YOU KNOW, IT WAS AN ABSOLUTE ELECTRIC FEELING.

JUDY COLLINS DELIVERED AN AMAZING PERFORMANCE, AND THE SYMPHONY AS USUAL WERE TOPNOTCH.

SHE EVEN CALLED THEM OUT SPECIFICALLY FROM THE STAGE ABOUT HOW WONDERFUL THEY WERE, WHICH WAS GAVE ME A LOT OF PRIDE IN BEING A MEMBER OF THE RICHARDSON RESIDENCE.

SO, LOOKING AT SOME OF THE LESSONS THAT I LEARNED IN 2324 AND HOW I'M, UM, USING THOSE LESSONS TO INFORM FUTURE SEASON PLANNING, FIRST AND FOREMOST, PERFORMANCES IN THE FALL WILL NOT BE SCHEDULED ON FRIDAYS.

A RADIUS CLAUSE IS A RESTRICTION THAT A PERFORMING ARTS PRESENTER, LIKE THE EISMAN CENTER, WILL PUT ON THE ARTIST TO SAY, HEY, IF WE BOOK YOU FOR NEXT SEASON, WE'RE GONNA ASK YOU NOT TO TAKE ANY OTHER PERFORMANCES FOR A 75 MILE RADIUS AROUND EISMAN CENTER.

SOMETIMES IT'S A HUNDRED MILE, SOMETIMES IT'S 150 MILE RADIUS.

WHAT I HAVE LEARNED HERE IN THE DFW MARKET, THOSE RADIUSES CAN BE A LOT SMALLER AUDIENCES HERE JUST DON'T DRIVE AS FAR AS THEY MIGHT IN SOME OTHER COMMUNITIES.

SO IT'S ENTIRELY POSSIBLE FOR US TO BOOK AN ARTIST THAT'S ALSO PERFORMING IN CORSICANA, AND THOSE TWO PERFORMANCES JUST DON'T, DON'T FEED OFF OF EACH OTHER.

IN FACT, THEY CAN COMPLIMENT EACH OTHER REALLY NICELY.

WE ALSO, UM, HAVE ACCESS THANKS TO SOME GREAT WORK BY OUR STAFF, UM, AND SOME WONDERFUL INVESTMENTS THAT WE'VE BEEN ABLE TO MAKE.

WE HAVE ACCESS TO FAR BETTER DATA RIGHT NOW THAT WE CAN, THAT CAN INFORM OUR DECISIONS ON PROGRAMMING AND AUDIENCES IN THE FUTURE.

WE'RE ALSO REALLY THRILLED THAT AUDIENCES RESPONDED SO FAVORABLY TO THE CONFIGURATION OF THE BANK OF AMERICA THEATER AS A CABARET SPACE.

AS YOU KNOW, FROM COMING TO MANY PERFORMANCES THROUGHOUT THIS YEAR AT THE EISMAN CENTER, WE PLAYED AROUND A LOT WITH THE CONFIGURATION OF THE BANK OF AMERICA THEATER, WHETHER IT WAS A THEATER IN THE ROUND, WHETHER IT WAS A THRUST THEATER, OR WHETHER IT WAS A CABARET SPACE.

AND WE FOUND THAT OUR AUDIENCES REALLY, REALLY ENJOYED SEEING PERFORMANCES IN THAT CABARET SPACE AND HAVING A COCKTAIL DURING THE SHOW.

AND WE'RE GOING TO CONTINUE BUILDING ON THE SUCCESS OF ENGAGING NEW AUDIENCES IN MORE CULTURALLY DIVERSE PROGRAMMING.

NEXT SEASON, WE'LL CONTINUE TO BRING PROGRAMS THAT HAVE INSPIRED THOSE AUDIENCES TO COME TO THE EISMAN CENTER FOR THE FIRST TIME, BUT WE'RE ALSO GOING TO EXPAND TO BRING ARTISTS FROM EVEN FURTHER REACHES FROM ACROSS THE GLOBE.

WE'RE VERY EXCITED.

SO TO START OFF WITH THE BUDGET , UM, THE BUDGET FOR THE EISMAN CENTER PRESENTS 24 25 IS, UM, CURRENTLY AT $1,589,890.

THIS IS A BUDGET THAT IS COMPRISED OF MORE PERFORMANCES THAN WE'VE HAD IN THE PAST.

AT THE EISMAN CENTER, WE'RE BRINGING ALMOST 30 ARTISTS FOR CLOSE TO 60 PERFORMANCES NEXT SEASON.

UM, OUR CONTRACTUAL AND PROFESSIONAL SERVICES BUDGET IS COMPRISED OF ARTIST FEES AS WELL AS, UH, PROFESSIONAL FEES THAT WE PAY FOR SERVICES THAT SUPPORT THE SHOWS SUCH AS OUR SECURITY, OUR, UM, TECHNICAL, UH, SUPPORT STAFF, AS WELL AS PIANO TUNERS, THAT SORT OF THING.

OUR EQUIPMENT RENTALS AND SUPPLIES REPRESENT MONEY THAT WE'VE BUDGETED TO RENT AND BACK LINE EQUIPMENT LIKE DRUM KITS AND DOUBLE BASES AND AMPL AMPLIFIERS THAT OUR ARTISTS JUST CAN'T TRAVEL WITH.

YOU CAN'T BRING THAT KIND OF STUFF ON A PLANE.

UM, ADVERTISING, PRINTING AND POSTAGE IS CURRENTLY BUDGETED AT APPROXIMATELY 24% OF OUR TICKET SALES REVENUE.

THAT'S ABOUT INDUSTRY STANDARD RIGHT NOW.

MOST PERFORMING ARTS CENTERS

ARE SPENDING BETWEEN 20 AND 25% ON, UM, OF THEIR TICKET SALES REVENUE ON ADVERTISING TO BRING PEOPLE INTO THE THEATER, FOOD AND ARTIST PROVISIONS.

THIS IS A BUDGET LINE THAT IS SPECIFICALLY TO SUPPORT THE ARTIST WHEN THEY COME INTO TOWN.

THIS MONEY, UM, PROVIDES FOR THEIR HOTEL, IT PROVIDES, UM, SNACKS AND A MEAL BEFORE EACH PERFORMANCE.

WE FIND THAT A WELL FED ARTIST IS A HAPPY ARTIST AND A HAPPY ARTIST GIVES A GREAT SHOW.

SO , WE DEFINITELY INVEST A LITTLE BIT OF MONEY IN MAKING SURE THEY EAT WELL RIGHT BEFORE THE SHOW.

UM, THIS MONEY ALSO SUPPORTS THEIR, UM, GROUND TRANSPORTATION, UH, TO GET FROM THE AIRPORT OUT TO THE EISMAN CENTER.

THIS BUDGET IS OFFSET BY REVENUES.

AS I MENTIONED BEFORE, OUR TICKET SALES REVENUE GOAL IS JUST OVER 1.4 MILLION.

WE ALSO HAVE A SPONSORSHIP DONATIONS IN GRANTS GOAL OF JUST UNDER A HUNDRED THOUSAND AT 96,000.

SPECIAL EVENTS IN MISCELLANEOUS REVENUE ARE REVENUES THAT ARE GENERATED FROM DOING SPECIAL EVENTS LIKE THE EISMAN EDGE PROGRAMS, THE ACCESS AND INCLUSION PROGRAMS. MISCELLANEOUS REVENUE IS GENERATED BY SELLING ADVERTISING, THE PROGRAMMING AND THAT SORT OF THING.

OUR FRIENDS MEMBERSHIPS ALSO HELP SUPPORT THE EISMAN CENTER PRESENTS, UM, AT ABOUT $25,000 A YEAR.

IT WAS A PERFECT WAY TO EXPERIENCE JAZZ PERFORMANCE.

SO, UM, WE THINK THIS IS GONNA BE A HUGE HIT FOR THE SEASON.

WE ALSO HAVE INCORPORATED SPEAKERS AND COMEDIANS INTO THIS SEASON RIGHT FROM THE START COUNTRY ARTISTS AS WELL.

IF YOU NOTICE, TERRY CLARK, UH, WHO'S AN INCREDIBLE ARTIST AS WELL AS TRAILBLAZING WOMEN OF COUNTRY, WE'RE, UM, REALLY EXCITED ABOUT HAVING THESE AMAZING ARTISTS ON OUR SEASON AND GENRE DEFYING DANCE PERFORMANCE.

ONE OF THE DANCE COMPANIES THAT FLEW BY IS A ICS DANCE COMPANY, AND THEY'RE SORT OF A THEATRICAL, CIRCUSY ACROBATIC DANCE COMPANY THAT, UM, DOES INCREDIBLE WORK THAT REALLY TRULY IS GRAVITY DEFYING.

UM, AND THEY ALL DO A PROGRAM BASED ON ALICE IN WONDERLAND.

THIS SEASON IS EVEN MORE CULTURALLY DIVERSE THAN OUR LAST SEASON.

WE'VE GOT ARTISTS THIS SEASON REPRESENTING MEXICO, INDIA, THE POLYNESIAN TERRITORIES, AFRICAN ROOTS, MUSLIM DANCES AND MORE.

WE ALSO HAVE PERFORMANCES THIS SEASON THAT WILL BE PERFORMED IN ENGLISH, SPANISH HINDI, AND PROBABLY SOME OTHER LANGUAGES THAT I'VE YET TO DISCOVER .

SO WITH OUR NEW REDEDICATED FOCUS ON COMMUNITY ENGAGEMENT, WE'VE REALLY SPENT A LOT OF TIME PLANNING FOR NEXT SEASON AND MAKING SURE THAT WE ARE TAKING THESE ARTISTS OUT INTO THE COMMUNITY AND DOING AS MUCH COMMUNITY ENGAGEMENT WITH THEM AS WE POSSIBLY CAN.

WE LOVE CONNECTING ARTISTS TO THE COMMUNITY FOR THEM TO DO LECTURE DEMONSTRATIONS, MASTER CLASSES, ENGAGING THE COMMUNITY AND DIALOGUE WORKSHOPS, UM, HAVING PERFORMANCES EITHER AT THE SCHOOLS OR BRINGING STUDENTS TO THE EISMAN CENTER FOR A PERFORMANCE AND A LOT OF CULTURAL EXCHANGE.

THIS IS ALL GONNA BE REALLY ROBUST NEXT YEAR, AND WE'RE VERY THRILLED ABOUT IT.

WE HAVE FOUR WEEK LONG ENGAGEMENTS ALREADY PLANNED WITH ARTISTS THAT WILL BE COMING INTO TOWN ON MONDAY AND ENGAGING WITH DIFFERENT STOPS THROUGHOUT THE COMMUNITY ALL WEEK LONG UNTIL THEIR PUBLIC PERFORMANCE ON SATURDAY.

WE ALSO HAVE UP TO FOUR SCHOOL SHOWS ALREADY ON THE CALENDAR FOR EISMAN CENTER NEXT SEASON.

ONE OF THOSE SCHOOL SHOWS WILL BE PERFORMED ENTIRELY IN SPANISH.

WE'RE EXTREMELY EXCITED ABOUT THAT.

AND I WILL SAY SOME OF THE GROUPS THAT WE'VE REACHED OUT TO WHEN WE WE'RE THINKING, SHOULD, WE, SHOULD, SHOULDN'T WE, HOW WILL THIS LAND IMMEDIATELY SAID, ABSOLUTELY YES, WE'LL BUY OUT THE WHOLE THEATER.

AND IT REFERS TO HOUSEHOLD INCOME THAT IS LESS THAN 50% A A MI, AND THEN EXTREMELY LOW INCOME.

IT REFERS TO HOUSEHOLD INCOME THAT IS LESS THAN THE FEDERAL POVERTY GUIDELINES OF 30% OF A A MI.

AND THIS, UM, THESE FAIR MARKET RENTS ARE DETERMINED BY HUD ON AN ANNUAL BASIS AND REFLECT THE COST OF SHELTER AND UTILITIES.

THE HOUSING WAGE IS THE ESTIMATED FULL-TIME, HOURLY WAGE, AND THAT, UM, THAT WORKERS MUST EARN TO AFFORD A DECENT, UH, RENTAL HOME AT HUD'S FAIR MARKET RENT WITH SPENDING NO MORE THAN 30% OF THE INCOME ON HOUSING.

SO, AS I MENTIONED, UM, THE PURPOSE OF STATE AND HOUSING GRANTS IS FOR, UM, TO HELP WITH HOUSING AFFORDABILITY.

AND SO WHAT WE'RE SEEING IN THE METRO AREA IS WE'RE SEEING AN INCREASE, UM, ACTUALLY NATIONWIDE AND IN THE METRO AREA, WE'RE SEEING AN INCREASE IN AFFORDABILITY ISSUES, NOT ONLY WITH LOW INCOME, UM, INDIVIDUALS, BUT ALSO PEOPLE THAT ARE NOT CONSIDERED LOW INCOME.

AND THEY'RE STARTING TO, UM, YOU KNOW, MOVE INTO THOSE CATEGORIES JUST BECAUSE OF THE HIGH, HIGH PRICING OF, UM, THE ECONOMY.

OKAY.

UM, THE COMMON HOUSING AFFORDABILITY GOAL, WHAT WE'RE DOING IS WE'RE LOOKING AT AFFORDABILITY IN GENERAL, NOT SPECIFICALLY ABOUT RICHARDSON TONIGHT.

WHAT WE'RE LOOKING AT IS WHAT ARE SOME COMMON AFFORDABILITY GOALS THAT, UM, COMMUNITIES THROUGHOUT THE COUNTRY AND ALSO COMMUNITIES WITHIN THE METRO AREA, WHAT ARE THEY TRYING TO ACHIEVE? AND SO WHAT THEY'RE TRYING TO ACHIEVE IS THEY'RE TRYING TO MEET THE HOUSING NEEDS OF INDIVIDUALS AND FAMILIES, AND TO MAKE SURE THAT THEY'RE PROVIDING HOUSING THAT'S ADEQUATE IN SIZE, THAT IS ADEQUATE IN DESIGN AND ACCESSIBILITY IN THE CONDITION, THE LOCATION, AND THE PRICING OF THE HOUSING UNIT.

AND THE REASON THAT THIS IS IMPORTANT IS BECAUSE THE IMPACT OF INSUFFICIENT HOUSING CAUSES A COUPLE OF DIFFERENT THINGS.

UM, FOR ONE THING, FOR THOSE INDIVIDUALS THAT, UM, CHOOSE TO LIVE IN RICHARDSON AND, OR EXCUSE ME, CHOOSE TO LIVE, UM, IN ANOTHER COMMUNITY THAT OFFERS HOUSING THAT MEETS THEIR NEEDS, AND SO THEY'LL MOVE.

UM, AND SO THAT CAUSES POPULATION LOSS, DECREASING TAX BASE AND LOSS OF EMPLOYERS, INDIVIDUALS AND FAMILIES WHO CHOOSE TO LIVE IN RICHARDSON, BUT, UM, RESIDE IN A HOME THAT MAY NOT BE ADEQUATE.

UM, IT COULD BECOME OVERCROWDED OR SUBSTANDARD.

THEY HAVE, THEY SEE AN INCREASED STRAIN ON SERVICES, DECREASED HEALTH OUTCOME OUTCOMES, UM, LOWER PROPERTY VALUES, INCREASED EVICTIONS, AND A DECREASED TAX BASE.

SO I'M GONNA DELVE INTO HOUSING, HOUSING AFFORDABLE TERMINOLOGY JUST A LITTLE BIT DEEPER.

UM, SO HOUSING THAT IS AFFORDABLE.

IT'S HOUSING, UM, WHERE THE HOUSEHOLD IS SPENDING NO MORE THAN 30% OF THEIR GROSS INCOME ON HOUSING COSTS.

AND, UM, HOUSEHOLDS THAT SPEND MORE THAN 30% OF THEIR GROSS INCOME ON HOUSING THEY'RE CONSIDERING IS CONSIDERED COST BURDEN.

AND SO THAT'S A TERM YOU'LL HEAR QUITE FREQUENTLY.

MARKET RATE HOUSING IS HOUSING WHERE THE SALES PRICE OR RENTAL RATE IS DETERMINED BY WHAT HOUSES HOUSEHOLDS ARE WILLING TO PAY.

AND AFFORDABLE

THAT'S HOUSING WHERE GOVERNMENT SUBSIDY SUBSIDIZES AND INCENTIVIZES OR, OR INCENTIVES ARE PROVIDED TO AN OWNER OCCUPANT OF HOUSING IN ORDER TO REDUCE THE HOUSEHOLD'S HOUSING COST AND RESTRICTED SALES PRICES, RENTS ARE USUALLY ENFORCED THROUGH A DEED RESTRICTION OR CONTRACT NATURAL OCCURRING.

AFFORDABLE HOUSING IS HOUSING THAT'S OFFERED AT LOWER THAN AVERAGE RENTAL RATES DUE TO ITS AGE, LOCATION, LACK OF AMENITIES AND LACK OF UPKEEP.

UM, THIS IS REFERRED TO AS NOA.

AND NO HOUSING IS OFTEN NOT DECENT, SAFE AND SANITARY.

UM, SO THE MEDIUM FAMILY INCOME, THIS IS TAKEN DIRECTLY FROM HUD, AND THESE NUMBERS ARE IMPORTANT BECAUSE THESE ARE HOW WE DETERMINE WHETHER THERE IS, UM, AN ELIGIBILITY FOR, UM, YOU KNOW, LOW INCOME TAX ACCREDITS, WHETHER THERE'S ELIGIBILITY FOR, UM, CDBG FUNDING.

SO WHAT, UM, THE MEDIAN FAMILY INCOME IS DETERMINED BY THE DALLAS, TEXAS HEAD METRO AREA, WHICH, UM, COM IS COMPRISED OF COLLIN COUNTY, DALLAS COUNTY, DENTON COUNTY, ELLIS COUNTY, HUNT COUNTY, KAUFMAN COUNTY, AND ROCKWELL COUNTY.

UM, WHEN YOU LOOK OVER TO THE VERY RIGHT, IT IS, UM, RESTRICTED BY THE NUMBER OF PERSONS, OR IT'S DETERMINED BY THE NUMBER OF PERSONS IN A FAMILY.

AND SO IF YOU, UM, LOOK AT THAT THIRD COLUMN, IT'S THE 2024 INCOME LIMIT.

THE FIRST ONE IS VERY LOW INCOME, SO THAT'S AT 50% A MI.

THE MIDDLE ONE IS EXTREMELY LOW INCOME, THAT'S 30% A MI, AND THE BOTTOM LEVEL IS LOW INCOME, WHICH IS 80% A MI.

ONE IS THE DRIVERS OF DEVELOPMENT AND REHAB COSTS.

SO THAT'S ON YOUR LEFT HAND SIDE.

SO AS A DEVELOPER AND INVESTOR IS LOOKING AT A PARTICULAR PROJECT, WHAT THEY'RE LOOKING AT IS THEIR COST FOR ACQUIRING THE LAND.

THEY'RE LOOKING AT THEIR COST FOR THE SITE WORK AND INFRASTRUCTURE.

AND SO OF ALL OF THESE CITIES, WHAT THEY'RE DOING IS THEY'RE, UM, THEY'RE BEING VERY THOUGHTFUL AND STRATEGIC ABOUT HOW THEY CRAFT THEIR HOUSING POLICIES.

AND SO, UM, WHAT I'M GOING TO TAKE YOU THROUGH HERE IS, UM, WHAT THEIR, WHAT THE COMMONALITY IN THESE, UM, CITIES THAT I SPOKE WITH IS THEY ARE ALL DOING A HOUSING NEEDS ASSESSMENT.

THIS HOUSING NEEDS ASSESSMENT IS GETTING TO WHAT THE HEART IS OF, WHAT IS THE PROBLEM, IS THERE A PROBLEM IN THIS PARTICULAR CITY? AND SO WITHOUT, UM, HAVING THAT COMPLEX DATA OR ALL OF THAT DATA AND BEING ABLE TO LOOK AT IT FROM ALL ANGLES, IT'S VERY DIFFICULT TO TELL WHICH PROGRAMS WE CAN USE.

LIKE, WHY AREN'T WE DOING, WHY AREN'T WE JUST AUTOMATICALLY DOING CD, YOU KNOW, ACCEPTING CDBG.

AND SO THIS IS, UM, SO THIS IS, UM, ANYWAY, SO THE HOUSING NEEDS ASSESSMENT IS TO HELP US IDENTIFY WHAT THE HOUSING PROBLEM IS HERE, SPECIFICALLY IN RICHARDSON,

IDENTIFY ANY GAPS IN THE RENTAL AND FOR SALE HOUSING MARKET, HELP DETERMINE A NEED FOR A HOUSING POLICY, AND THEN ALSO PRIORITIZE THOSE NEEDS BECAUSE WE CAN'T DO EVERYTHING.

SO THE PURPOSE, WHEN IT ALL BOILS DOWN TO THE PURPOSES ASSESSING AND PRIORITIZING HOU HOUSING NEEDS.

UM, SO WHAT THESE STUDIES LOOK, LOOK AT, AND I'VE LOOKED AT THEM ALL, IS IMPACT OF UNIVERSITIES ON, UM, HOUSING AND HOUSING DATA.

SO THAT WOULD BE UNIQUE TO US.

HOUSING NEEDS OF OLDER ADULTS.

YOU SEE OLDER ADULTS WHO ARE GETTING AT THAT POINT WHERE, UM, THEY'RE BECOMING HOUSING COST BURDEN AND THEN THEY MAY BE DISPLACED.

AND SO, UM, DISTRESSED MARKETS, WE LOOK AT THAT AS WELL, LIKE WHERE IN THE MARKET DO WE HAVE, UM, STOCK HOUSING STOCK THAT IS BECOMING DILAPIDATED, LOOKING AT TRANSITIONAL MARKETS, AND THEN THE, UM, JUST THE OVERALL HOUSING NEEDS AND AREAS OF OPPORTUNITIES.

AND SO THEN THE NEXT STEP WOULD BE TO ASSESS THE AVAILABLE RESOURCES AND DEVELOP A STRATEGY, ASSESS THE CAPACITY TO IMPLEMENT THAT STRATEGY, AND THEN DEVELOP PROGRAMS, A BUDGET AND GOALS, AND THEN TRACK PERFORMANCE AND REFINE THE STRATEGY.

SO THIS IS VERY SIMILAR TO A LOT OF, YOU KNOW, MANY OF THE THINGS AND THE BEST PRACTICES IN LOCAL GOVERNMENT, UM, IS, YOU KNOW, WE FIRST ASSESS THE PROBLEM AND DETERMINE WHAT EXACTLY IT IS WE NEED TO DO.

UM, JUST REALLY QUICKLY TO GO THROUGH THIS, THIS IS THE KIND OF DATA WE'RE COLLECTING, WE WOULD BE COLLECTING IF WE DID THIS.

THE NUMBER OF HOUSING UNITS, HOUSING TYPES, HOUSING COSTS, THE AGE OF THE HOUSING CONDITION, UM, THE CITY INFRASTRUCTURE SURROUNDING, UM, YOU KNOW, THESE AREAS, THE POPULATION, HOUSEHOLD INCOME.

SO WE ARE GETTING ALL OF THIS REALLY ROBUST DATA AND, UM, LOOKING AT IT TO, YOU KNOW, DETERMINE WHAT IS BEST FOR US.

SO I'M GOING TO, UM, GO THROUGH SOME OF THE TOOLS, STRATEGIES, AND PROGRAMS. AND KEEP IN MIND THERE'S, YOU KNOW, SOME OF THEM ARE GRANTS, SOME OF THEM ARE TAX CREDITS.

AND THAT'S 26, UM, 26 DIFFERENT PROGRAMS. SO, UM, SO I'M GONNA JUST START FIRST START WITH SOME, SOME TOOLS ON THE LEFT SIDE.

THESE ARE TOOLS THAT WE WOULD USE IF WE WANTED TO WORK ON THE DEVELOPMENT SIDE, IF WE WANTED TO IMPACT HOUSING ON THAT SIDE.

SO LAND BANKING, COMMUNITY, LAND TRUST, SITE WORK INFRASTRUCTURE ON THE RIGHT SIDE IS, REMEMBER THOSE, UM, THE OPERATING EXPENSE EXPENSES THAT WE WENT THROUGH.

SO THOSE, SO WE WOULD NEEDED TO FOCUS ON, YOU KNOW, DO WE WANNA FOCUS ON ALL OF THEM, SOME OF THEM.

AND SO THAT WOULD BE PRODUCT, PROPERTY, TAXES, ABATEMENTS, EXEMPTIONS, COMMUNITY LAND TRUST, UM, UTILITIES.

SO IF WE CAN COME UP WITH THOSE KINDS OF SOLUTION TOGETHER WITH BUNCH OF VARIABLE IN IT, WE CAN MAKE THE HOUSING AFFORDABLE.

AND THERE ARE A LOT OF PEOPLE STRUGGLING, AND THERE'S A LOT OF PEOPLE WHO, UM, A LOT OF OUR SENIORS WHO ARE STRUGGLING 'CAUSE THEY DON'T KNOW THEY'RE STRUGGLING JUST TO COVER TAXES.

UM, AND THEN THINGS LIKE REPAIRS.

AND I KNOW, UH, THERE'S A LOT OF GREAT PROGRAMS IN OUR CITY AND SOME OF OUR NON-PROFITS, UM, HELP WITH SOME OF THOSE.

AND I KNOW LINDSAY AND HER TEAM HELPS WITH SOME OF THOSE.

UM, SO I REALLY APPRECIATE YOU ADDING THAT, UM, AND CONSIDERING DIFFERENT ASPECTS OF AFFORDABILITY AND WHAT THAT MEANS FOR DIFFERENT PEOPLE.

YOU HAVE CERTAINLY EVERY RIGHT IN THE WORLD.

BUT JUST REMEMBER THESE CHILDREN WHO ARE GRADUATING FROM THIS COLLEGE, THAT ARE GRADUATING FROM COLLEGE AND FROM HIGH AND FROM, UH, FROM COLLEGE.

THIS YEAR, IF YOU REMEMBER, FOUR YEARS AGO, THEIR ENTIRE WORLD WAS TURNED UPSIDE DOWN.

THEY DIDN'T GET A HIGH SCHOOL GRADUATION, THEY DIDN'T GET A HIGH SCHOOL PROM.

THEY DIDN'T EVEN GET ANY KIND OF, OF CEREMONY TO BE ENTERED INTO COLLEGE.

LIKE EVERY OTHER STUDENT, MYSELF AND PROBABLY EVERYONE SITTING ON THIS DIOCESE, AND ANYONE WHO'S BEEN, UM, HAS EVER GONE THROUGH HIGH SCHOOL AND, AND BEEN ENTERED INTO COLLEGE, THEY GOT NONE OF THAT BECAUSE COVID WIPED IT COMPLETELY OUT.

AND SO, I'M, I'M, AS A FATHER, I'M BEGGING ANYONE AND EVERYONE HERE WHO'S WHO WOULD HEAR THIS MESSAGE, IF YOU WANT TO PROTEST, CERTAINLY SUPPORT THAT RIGHT UP 100%.
