IF YOU LOOK AT OUR OWN HISTORY IN TERMS OF THE PROPERTY TAX RATE, UH, THIS, UH, FIVE, UH, 0.54218 TAKES US ALL THE WAY BACK TO, UH, PRIOR TO 2006, UH, WHERE THE RATE WAS INCREASED IN ASSOCIATE, UH, IN CONJUNCTION WITH THE, UH, 26 BOND PROGRAM. UM, SO, UM, UH, THE LAST TIME WE HAD THIS RATE WAS PRIOR TO TWO, UH, 2006. IN TERMS OF THE IMPACTS, THE CURRENT RATE YOU CAN SEE THERE, UH, COMPARED, UH, TO THE SECOND, UH, ROW, WHICH IS THE VOTER APPROVAL RATE WITH THE INCREMENT. UM, YOU CAN SEE THE AVERAGE RESIDENTIAL TAX INCREASE AT THE CURRENT RATE WOULD'VE BEEN ABOUT $204. UH, WITH THE VOTER APPROVAL RATE IN INCREMENT, IT'S ABOUT $131. UM, IN TERMS OF THE AVERAGE RESIDENTIAL [00:05:01] BILL YOU SEE THERE, UM, 2175 AT THE CURRENT RATE, 2102, UM, WITH THE, UH, UH, THE, UH, VOTER APPROVAL RATE THAT INCLUDES THE INCREMENT. UM, IN TERMS OF THE RESIDENTIAL TAX BILLS, ALWAYS LIKE TO TAKE A LOOK AT HOW THINGS COMPARE. IN DALLAS COUNTY, WE'RE ABOUT 24.3%, AND COLLIN COUNTY, ABOUT 29.3% OF THE TOTAL. UH, BILL, AS WE, UH, HAVE LOOKED, UH, IMPORTANTLY AT, UH, THE KEY FOCUS AREAS, UH, THIS IS A LIST OF, UM, FACTORS THAT WERE TAKEN INTO CONSIDERATION. OBVIOUSLY, UH, YOUR GOALS AND STRATEGIES, YOUR FEEDBACK DURING OUR DEEP DIVES, AND A NUMBER OF OTHER KEY FACTORS, UH, FROM BOTH OUR RESIDENTS AND STAKEHOLDERS, UH, AS WELL AS INSTITUTIONAL PARTNERS. OUR BUSINESS AND DEVELOPMENT COMMUNITY ALL PLAYED, UM, IMPORTANT ROLES IN DEVELOPING THE FOUR FOCUS AREAS OF RECRUITMENT INTENTION, PUBLIC SAFETY, INFRASTRUCTURE, AND ECONOMIC DEVELOPMENT. AND WE TALKED, UM, ABOUT THE, UM, FACT THAT WE STILL HERE IN TEXAS HAVE A VERY COMPETITIVE LABOR MARKET. UH, JUST, UH, UM, EIGHT WORKERS FOR EVERY 10 JOBS, UM, THAT ARE ARE AVAILABLE IN, IN TEXAS TODAY. UM, THE STRATEGIES THAT, UH, THIS COUNCIL HAS, HAS, UH, SUPPORTED SO STRONGLY IN THE PAST COUPLE OF YEARS, UH, HAVE GREATLY IMPROVED OUR SITUATION. YOU CAN SEE, UH, NOW BACK TO ABOUT A 7% VACANCY. UM, UM, THAT'S TWO AND A HALF OR SO PERCENT BACK, UH, DOWN FROM 22 AND 23, AND CONTINUING TO, UH, MAKE GREAT PROGRESS WITH OVER 1,017 OR SO POSITIONS NOW CURRENTLY FILLED. MOST IMPORTANTLY, UM, WE SEE A HUGE INCREASE IN OUR PUBLIC, A HUGE IMPROVEMENT, EXCUSE ME, IN OUR PUBLIC SAFETY SECTOR, UM, WITH, UH, UH, VACANCIES IN 9 1 1 DISPATCHER, POLICE OFFICER, UH, BEING GREATLY REDUCED. WE STILL HAVE SOME WORK TO DO ON THE FRONTLINE POSITIONS, AND THAT'S WHY, UH, THE COMPENSATION STRATEGY, UH, THAT, UH, IS, IS PART OF THIS BUDGET IS SO IMPORTANT. THE OTHER REASON IT'S IMPORTANT IS BECAUSE OF THE RETIREMENTS. SO YOU SEE THERE ARE 47% OF OUR EMPLOYEES TODAY WITH FIVE YEARS OR LESS EXPERIENCE, BUT NOTEWORTHY, UH, 272 OR ABOUT 25% OF OUR EMPLOYEES TODAY COULD RETIRE TODAY. UM, AND THAT NUMBER INCREASES, UH, UP TO ABOUT 325 AND JUST, UH, BY THE END OF 2026, UM, THE RECOMMENDING COMPENSATION STRATEGY THAT'S INCLUDED IN THIS BUDGET IS UP TO A 3% MERIT BASED PAY ADJUSTMENT, UM, FOR POLICE, FIRE AND FOR GENERAL, UH, EMPLOYEES. UH, IN ADDITION FOR POLICE AND FIRE, UH, SCHEDULE STEPS FOR 36, UH, POLICE OFFICERS AND ABOUT 70, UH, FIREFIGHTERS, UM, OR SWORN, I'M SORRY, NOT POLICE OFFICERS, SWORN PERSONNEL. UM, AND, UH, ABOUT 63 CIVILIAN POSITIONS IN THE POLICE DEPARTMENT, AND THEN 70 SWORN POSITIONS IN THE FIRE DEPARTMENT. IN ADDITION, WE'RE RAISING THE MINIMUM HOURLY WAGE FOR FULL-TIME AND PERMANENT PART-TIME EMPLOYEES TO $20. UM, AND WE'LL CONTINUE TO, UH, KEEP THAT AS A HIGH PRIORITY TO MAKE SURE THAT WE, UH, CONTINUE TO, TO GROW THAT TO, UM, THE, UH, LIVING WAGE FOR DALLAS COUNTY AND THE PUBLIC SAFETY, UH, REALM, BOTH POLICE, FIRE AND EMERGENCY MANAGEMENT, ALL RECEIVING KEY INVESTMENTS. UM, I WON'T RUN THROUGH THESE, UH, WE'VE DONE THAT NUMEROUS TIMES, BUT YOU CAN SEE THE CAPITAL REPLACEMENT FUND INVESTMENT, A NUMBER OF SPECIAL PROJECT FUNDS, UH, THAT THAT'LL BE ON THE NEXT, UH, SLIDE, THIS SLIDE IN THE NEXT SLIDES. AND THEN, OF COURSE, UM, OUR TRADITIONAL DEBT FINANCE FOR AN AERIAL, UH, PLATFORM TRUCK AND A, AND AN AMBULANCE. UM, IN THE FIRE SIDE, UH, AGAIN, UH, ALL OF THE, UH, 14 VEHICLES THAT WERE REQUESTED IN PD BEING, UH, PD, UM, PATROL VEHICLES BEING REPLACED, UM, AND SOME ADDITIONAL TECHNOLOGIES FROM THE SPECIAL PROJECT FUNDS, UH, AND EXPANDED KEY INVESTMENTS THAT, UH, ARE PART OF THE BUDGET. AND THEN SOME ADDITIONAL SECURITY CAMERAS AT THE EMERGENCY MANAGEMENT CENTER. INFRASTRUCTURE IS VERY STRONG. UH, CONTINUING WITH THE, UH, SCREENING WALL AND BRIDGE RAIL MAINTENANCE PROGRAMS THAT ARE INTENDED TO PROTECT THE INVESTMENT THAT WE MADE, UH, VIA, UH, PRIOR BOND PROGRAMS, THE NEIGHBORHOOD VITALITY PROGRAMS, UM, TRANSPORTATION AND MOBILITY, ABOUT A HUNDRED THOUSAND DOLLARS FOR INFLATIONARY PRESSURES SO THAT WE CAN KEEP THE VERY PROGRESSIVE AND ROBUST, UH, CYCLES THAT WE'VE TALKED ABOUT PREVIOUSLY FOR, UH, MAINTAINING THINGS LIKE, UH, PAVEMENT MARKINGS AND SIGNS, UH, AND THEN A NEW SCHOOL ZONE FLASHER, UM, YEAR FOUR OF THE 21 BOND PROGRAM AND TWO OF THE 23 BOND PROGRAM. UH, WATER AND WASTEWATER, UH, MAINTENANCE AND CAPITAL PROJECTS TOTAL. AND ABOUT 18, UH, $0.8 MILLION, UH, DRAINAGE FEE PROJECTS TOTALING $2.7 MILLION. AND THEN IMPORTANTLY, UH, INDEXING OUR STREETS AND ALLEYS AND PARKS, MAINTENANCE AND FACILITY MAINTENANCE TRANSFER OUTS, UM, UH, TO THAT 3.95 PER, UH, PERCENT, UH, FOR, UH, INCREASES ACROSS ALL MAINTENANCE, UH, AREAS THERE. AND THEN A COUPLE OF, UH, REPLACEMENT VEHICLES FOR STREETS AND TRANSPORTATION AND MOBILITY. AND THEN FINALLY, ON THE ECONOMIC DEVELOPMENT SIDE, UM, UH, GROWING OUR ECONOMIC DEVELOPMENT FUND, UH, TO OVER TWO POINT, UH, OVER $2 MILLION FOR THE FIRST TIME IN THE HISTORY OF THE FUND. UM, YOU SEE SOME KEY INVESTMENTS IN INTERNATIONAL BUSINESS DEVELOPMENT AND SOME KEY EVENTS, UH, UH, UH, INVESTMENT IN THE IQ HQ. UH, ALL OF THIS ASSOCIATED WITH THE EXCITING ANNOUNCEMENTS FOR THE 5G INTEROPERABILITY LAB THAT WAS ANNOUNCED, UH, WHERE WE'LL PARTNER WITH AT AND T AND VERIZON, AND THEREFORE STARTUP RUNWAYS OCCUPANCY, UH, WHERE WE'LL HAVE, UH, SHORTLY 10 NEW INTERNATIONAL COMPANIES, UM, OCCUPYING, UH, SPACE IN THE IQ. IN TERMS OF THE GENERAL FUND, 180, UH, JUST OVER $180 MILLION, [00:10:01] UH, FUND, AGAIN, UH, THAT, THAT'S BUILT AROUND THAT 3.95%, UH, INCREASE. UM, IT USES THE AVAILABLE INCREMENT UNDER THE SB TWO. IT RESULTS IN A, UH, 0.0 1-877-REDUCTION TO THE TAX RATE, AND AN INCREASE IN THE SENIOR TAX EXEMPTION TO $145,000. UM, 83.5% OF THAT, UH, UH, REVENUE GENERATED FROM PROPERTY TAX, SALES TAX AND FRANCHISE FEES. UH, WITH RESPECT TO PROPERTY TAX, THE THING THAT'S IMPORTANT, I THINK HERE TO KNOW, UH, TO, TO NOTE IS THAT, UM, WE CONTINUE TO BE VERY MINDFUL OF THE COMMERCIAL OFFICE SECTOR. UH, THAT'S, UH, INCREASE OF $2.9 MILLION. UM, UH, THE MAJORITY OF THAT ASSOCIATED WITH GNA CHARGES, UH, THE EXPENDITURES, UH, ARE, UH, 1 180, UH, MILLION 346 0 44. SO THAT'S A PROJECTED INCREASE OF 2.2 MILLION. UM, UM, AGAIN, THAT'S, UH, BASED ON A 3% MERIT PAY ADJUSTMENT FOR STAFF. UM, THE CO THE $20 MINIMUM STARTING SALARY THAT WE DISCUSSED, UH, UH, SIGNIFICANT INVESTMENT IN PUBLIC SAFETY THROUGH THE PUBLIC SAFETY STEPS, CAPITAL EQUIPMENT REPLACEMENT, MENTAL HEALTH CARE, AND COMMUNITY PROGRAMS, THINGS LIKE UNIDOS. I MENTIONED THE PROPERTY TAX DEDICATIONS, AND THEN WENT TO CONTINUED, UH, TRANSITION FROM OUR CITY'S LEGACY IT SYSTEMS, UM, AND UPGRADES TO OUR TRAFFIC MANAGEMENT SYSTEM. UH, 75% OF THOSE REVENUES GO TO PUBLIC SAFETY, GENERAL GOVERNMENT INFRASTRUCTURE, MOBILITY AND RECREATION AND LEISURE. I MENTIONED THE REDUCTION IN THE PROPERTY TAX RATE, THE INCREASE, UH, IN THE SENIOR TAX EXEMPTION, THE INCREASE IN THE DEDICATIONS TO ALLEY STREETS, FACILITY MAINTENANCE AND PARK MAINTENANCE. AND THEN AN INCREASE IN SUPPORT FOR THE HOME IMPROVEMENT INCENTIVE PROGRAM, UM, OF ABOUT $650,000, WHICH WE BELIEVE IS SOMEWHAT OF AN ANOMALY THAT PROBABLY, UH, WILL RETURN TO, UH, HISTORIC LEVELS, UH, IN THE COMING YEARS. UH, MUCH SUPPORT FOR KEY PARTNERS LIKE THE NETWORK COMMUNITY MINISTRIES AND COUNSELING PLACE AT RICHARDSON CHAMBER OF COMMERCE. UM, WE, UH, ALL OF OUR COMMUNITY, UH, AND, UH, CITIZEN PROGRAMS. AND THEN EXCITING, UH, RICHARDSON REPLANTS PROGRAM THAT, UH, YOU CHALLENGED, UH, US TO DEVELOP BACK IN JULY. UH, UH, BEGAN IMPLEMENTATION OF THAT, UH, UH, THIS COMING SATURDAY AT THE PUBLIC SAFETY EXPO. UM, AND A DA TRANSITION PLAN THAT $150,000 WILL HOPEFULLY LEVERAGE, UH, PROBABLY ANOTHER SIX OR $700,000, UM, IN GRANT MONEY THAT WE HOPE TO ACHIEVE. AND THEN THE HOUSING NEEDS ASSESSMENT, AND THEN OUR CAPITAL REPLACEMENT, WHICH WE'VE COVERED, UH, MANY OF, MANY OF THAT, UH, MANY OF THESE DOLLARS. UH, FOLLOWING WITHIN THE POLICE AND THE FIRE, UH, CATEGORIES, WE HAVE HIGHLIGHTED THE OTHER FUNDS ON PAGES 35 THROUGH 89 OF THE FILED BUDGET. UH, WE COVERED THOSE IN GREAT DETAIL, UH, WATER AND SEWER. UH, PREVIOUSLY THE WATER AND SEWER FUND, WE'RE LOOKING AT AN INCREASE IN 3% TO THE CITY'S WATER AND SEWER RATES. SOLID WASTE FUND, UH, AN INCREASE OF $2 PER MONTH, UH, PLUS TAX, UH, FOR RESIDENTIAL CUSTOMERS. UM, AND, UH, THEN IN A GOLF FUND, THERE WERE A, A SERIES OF, UH, FUND, UH, FEE, UH, INCREASES, UM, AS WELL, UH, HOTEL MOTEL TAX, YOU CAN SEE AT ABOUT $9.8 MILLION, UH, RETURNING TO A FULL EISMAN CENTER PRESENT SEASON, WHICH IS VERY EXCITING. AND THEN A $1 PER MONTH INCREASE IN THE RESIDENTIAL DRAINAGE FEE AND THE EQUIVALENT INCREASE TO THE COMMERCIAL DRAINAGE FEE FOR THE DRAINAGE FUND. AND WE FEEL LIKE THESE THREE COMPONENTS PROVIDE DIRECTION TO THE COMMISSION WHILE ALLOWING THEM TO ADDRESS ANY EMERGING TOPICS THAT MIGHT ARISE. THIS SLIDE SHOWS THE, UM, THE COMMISSION THAT WAS APPOINTED IN 2015. JUST FOR YOUR REFERENCE, UM, THERE WAS 11 MEMBERS AT THAT TIME, AND WE RECOMMEND STICKING WITH THAT NUMBER. UM, IT'S, IT'S GOOD FOR ODD NUMBER, FOR VOTING PURPOSES, OBVIOUSLY, AND THEN IT'S A GOOD MANAGEABLE NUMBER TO MAKE SURE THAT WE GET THROUGH THE PROCESS EFFICIENTLY. AND THEN, UM, AGAIN, APPOINTING A CHAIR AND VICE CHAIR. AND, UM, YEAH, THAT'S IT. SO THE PROPOSED TIMELINE. SO BECAUSE THERE IS THE POSSIBILITY OF A CHARTER AMENDMENT ELECTION, WE DO HAVE TO TAKE INTO CONSIDERATION THE ELECTION DATE. AND SO THIS TIMELINE WILL, WILL, UM, IS BASED ON THE NOVEMBER 4TH, 2025 ELECTION DATE. AND THIS WILL ALLOW US TO MEET THE CHARTER REQUIREMENT THAT YOU APPOINT THE COMMISSION IN 2025. THE NOVEMBER DATE IS A UNIFORM ELECTION DATE, WHICH IS REQUIRED BY LAW, AND THEN IT ALSO ALLOWS FOR AN ADEQUATE TIME FOR REVIEW OF THE CHARTER AND FOR THE CITY ATTORNEY'S OFFICE TO PUT THE BALLOT BALLOT ITEMS TOGETHER. SO WITH THIS SCHEDULE, WE'LL BEGIN ADVERTISING IN OCTOBER FOR APPLICANTS. WE WILL SCHEDULE APPLICANT INTERVIEWS IN NOVEMBER AND DECEMBER AND APPOINT A COMMISSION HOPEFULLY IN DECEMBER OR EARLY JANUARY. AND THEN THE COMMISSION WILL MEET FROM JANUARY TO MAY 25. THEY WILL HOLD TWO PUBLIC HEARINGS, WHICH YOU WILL LAY OUT IN YOUR ORDINANCE. AND, UM, AND THEN JUST TO REMIND YOU, OF COURSE, THAT THE MAY, MAY ELECTION IS MAY 3RD, 2025 FOR THE NEW COUNCIL. THE CANVAS WILL BE HELD ON MAY 12TH. AND SO WITH THIS TIMELINE, THE CURRENT COUNCIL WILL, CAN YOU GO BACK ONE? OH, SORRY. CAN YOU COVER THAT? THE, THE, THE, THE PROCESS? I'M SORRY. OH, I'M SORRY. AND WE ARE RECOMMENDING IN THE CHARGE THAT THE CRC REPORT BE DUE BY MAY 30TH. THIS WILL ALLOW JUNE AND JULY FOR COUNSEL TO REVIEW THE RECOMMENDATIONS AND FOR THE ATTORNEY'S OFFICE TO PREPARE BALLOT LANGUAGE, UM, SO THAT WE CAN CALL THE ELECTION BY AUGUST 18TH, WHICH IS THE DEADLINE FOR THE NOVEMBER 4TH ELECTION. BUT THIS SCHEDULE CAN BE FLEXIBLE, UH, WITH THE EXCEPTION OF THAT DEADLINE TO CALL THE ELECTION. AND IF THERE SHOULD BE A RUNOFF, IT WOULD BE SLIGHTLY DELAYED. UH, THE RUNOFF WOULD BE JUNE 7TH, THE CANVAS WOULD BE JUNE 16TH. AND SO THE, THE JOINT MEETING OF THE CRC AND THE COUNCIL WOULD BE AFTER THAT DATE. THE APPOINTMENT PROCESS, APPLICANTS HAVE TO MEET OUR, OUR NORMAL REQUIREMENTS, WHICH ARE IN THE CHARTER. THEY HAVE TO BE A QUALIFIED VOTER OF THE CITY, A RESIDENT OF THE STATE FOR ONE YEAR, A RESIDENT OF THE CITY FOR AT LEAST SIX [00:35:01] MONTHS, AND HOLD NO PUBLIC ELECTED OFFICE FOR THE APPLICATION PROCESS, WE'LL USE OUR STANDARD APPLICATION WITH THE ADDITION OF A NARRATIVE QUESTION, ASKING ABOUT WHY THEY WANNA SERVE ON THE CHARTER REVIEW COMMISSION.
