UH, EACH SUMMIT WAS STRUCTURED TO, WITH MULTIPLE FACE-TO-FACE, UH, AND VIRTUAL OPTIONS FOR PROVIDING THE, UH, INPUT.
AND WE HAD ABOUT, UH, OVER 7,000 INTER INDIVIDUAL INTERACTIONS, UH, DURING THOSE THREE ROUNDS OF ENGAGEMENT.
AS WELL AS, UH, BETWEEN THE, UH, SESSIONS AS WELL.
UH, WE HAD THREE KIND OF PILLARS IN TERMS OF OUR ENGAGEMENT.
WE HAD THE ONLINE, UH, PRESENCE, TARGETED PUBLIC ENGAGEMENT, AS WELL AS COMMUNITY EVENTS.
IN TERMS OF THE ONLINE, UH, PRESENCE, WE HAD THE ENVISION RICHARDSON.COM WEBSITE, AND IT'S PROVIDING A, A VISUAL DASHBOARD TO LEARN ABOUT THE INITIATIVE, UH, REVIEW FEEDBACK FOR ZIV TO DATE AND PARTICIPATE IN ONGOING DIALOGUE.
SO IT HAD THE EVENT INFORMATION FOR, UH, THE SUMMITS, UH, THE CITY COUNCIL PRESENTATIONS AND VIDEOS WERE PROVIDED.

UH, AS MENTIONED, IT WAS BOTH IN PERSON AND, UH, VIRTUAL.
SO WE DID HAVE TWO OPEN HOUSES AT EACH OF THOSE, UH, DURING EACH OF THE SUMMITS.
AND THOSE WERE ATTENDED BY APPROXIMATELY, UH, 390 PEOPLE.
UH, VIRTUAL ENGAGEMENT INCLUDED ENGAGEMENT ROOMS, SURVEYS, AS WELL AS AN INTERACTIVE MAP DURING THE LAST ROUND OF PUBLIC INPUT.
AND THAT WAY PEOPLE COULD PROVIDE INPUT FROM THE CONVENIENCE OF THEIR OWN HOME, THEIR OWN PHONE IF THEY WEREN'T ABLE TO MAKE IT TO THOSE OPEN IN PERSON OPEN HOUSES.
AND WE HAD ABOUT 1300 PARTICIPANTS IN THOSE ACTIVITIES.
AND FINALLY, WE HAD THE MEETING IN A BOX DISCUSSIONS.

IT'S, UH, WHAT WE'RE LOOKING AT IS A SINGLE PLAN, UH, THAT WORKS IN CON COORDINATION WITH OTHER TECHNICAL PLANS, UH, TO ADDRESS THE COMMUNITY'S FUTURE.
SO WE'RE LOOKING AT A 20 TO 25 YEAR, UH, HORIZON.
SO, UH, IT DOES LOOK AT THAT LONG RANGE VISION, AND IT OFFERS A FLEXIBLE GUIDANCE THAT CAN EVOLVE AS A CITY AND MARKETING CONDITIONS CHANGE.
UH, TO BE CLEAR, IT'S NOT A ZONING, UH, ORDINANCE, BUT INFORMS LAND USE DEVELOPMENT STANDARDS AND CAPITAL INVESTMENTS.

I WILL SAY THAT A LOT OF UTD STUDENTS HAVE BEEN CLAMORING, DEMANDING MORE HOUSING, MORE AMENITIES, MORE FOOD OPTIONS NEAR CAMPUS.
I HEAR THESE SORT OF THINGS EVERY TIME I TELL PEOPLE, HEY, I AM WITH, COME FOR BETTER TRANSIT.
AND PEOPLE TELL ME THOSE THINGS, AND I THINK THIS AREA IS A PERFECT PLACE TO PUT THOSE.
I THINK IT REALLY MAKES SENSE TO HAVE A MIXED USE AREA WITH DENSE HOUSING IN THAT AREA.
WHEN YOU HAVE THAT TRANSIT CONNECTIVITY, YOU HAVE THAT DEMAND FROM THE STUDENT POPULATION, AND IT'S RIGHT NEXT TO CAMPUS AS WELL.

I THINK THAT REEXAMINING THOSE AREAS, ENHANCING THEM, SO TO SPEAK, TO REALLY MAKE AN INVITING PLACE, YOU KNOW, JUST A 10, 15 MINUTE WALK FROM CAMPUS SO THAT THESE PEOPLE CAN, YOU KNOW, COME SPEND TIME AND MONEY AND SALES TAX IN THE AREA TO BENEFIT.
UM, I THINK THAT CAMPBELL AND COY, AND WEST CAMPBELL AND FLOYD, BOTH THESE, THESE AREAS REALLY DESERVE TO BE UTILIZING THE STUDENT POPULATION THAT'S ONLY GROWING AND THAT'S SPENDING POWER AND THE FACT THAT WE HAVE THAT UNIVERSITY AND REALLY JUST UTILIZING THOSE AREAS TO BENEFIT THE CITY.

THERE IS SOME DIFFERING OF OPINIONS, BUT I THINK THIS CAPTURES THE EXTENT OF THE EFFORT THAT WENT IN TO CAPTURE THE COMMUNITY, INPUT, THE VISION, AND, AND THEN, AND TO DOCUMENT THAT WHAT THOSE FINDINGS WERE, SO THAT SHOULD A, UH, REZONING OR A DEVELOPMENT CASE COME BEFORE US.
AND THE CITY COUNCIL, THIS IS REALLY KIND OF A, IS A GREAT GUIDELINE FOR, FOR US TO USE IN TERMS OF WHAT WAS THE INPUT AND HOW WAS IT GATHERED AND YOU KNOW, WHAT THE FINDINGS WERE TRUE.

UH, THE WAY THE READABILITY, UH, I, I READ THROUGH THE ENTIRE DOCUMENT AND I FOUND, YOU KNOW, I CALLED OUT, UH, WHATEVER CHANGES I THOUGHT NEEDED TO BE MADE, AND THOSE HAVE BEEN TAKEN CARE OF.
AND I KNOW OTHER COMMISSIONERS HAVE DONE THE SAME THING.
SO WE'VE BEEN WORKING TO REFINE IT, UH, JUST AS MUCH AS THE STAFF AND THE CONSULTANTS HAVE.
SO, UH, IT'S BEEN A LI LIVING BREATHING DOCUMENT FOR A LONG TIME.
SO I'M, I'M VERY PLEASED WITH IT.
SO, UH, WHERE IT'S AT TODAY, COMMISSIONER BEACH, I JUST HAVE A COUPLE OF COMMENTS I WANNA MAKE.
NUMBER ONE, I THINK IT'S AN EXCELLENT DOCUMENT AND I HOPE WE DON'T LET, UH, THE PERFECT BE THE ENEMY OF THE EXCELLENT, BECAUSE THIS IS VERY GOOD.
UH, AND YOU KNOW, THERE'S ALWAYS THINGS THAT CAN CHANGE, BUT THIS IS VERY GOOD.
AND NUMBER TWO, UH, I KNOW THAT SOME OF THE LAND USE TYPES, UM, NOT EVERYBODY'S HAPPY WITH THEM, BUT AGAIN, THIS IS NOT A ZONING ORDINANCE, THIS IS A GUIDELINE.
AND LIKE YOU SAID, MARKET FORCES, THINGS WILL CHANGE AND AS THEY DO, WE'LL HAVE TO MAKE DECISIONS AS A COMMUNITY OF WHAT IS THE HIGHEST AND BEST USE.
PLAN, EXECUTE, MEASURE OR EVALUATE, HOW DOES THAT WORK ON AN ANNUAL BASIS OR AN OCCASIONAL BASIS? UH, I THINK WE'RE, WE'RE LOOKING AT AN ANNUAL BASIS AND ONGOING, AND IN TERMS OF THAT IMPLEMENTATION MATRIX, UM, WHICH WILL BE UPDATED ON, ON A REGULAR BASIS.
UM, AND, UH, WE'LL ALSO BE LOOKING AT THE OVERALL PLAN, UH, PRETTY MORE, A LITTLE MORE ON AN IRREGULAR BASIS.
'CAUSE UM, AS, AS HAS BEEN MENTIONED MULTIPLE TIMES, UH, THINGS EVOLVE, THINGS CHANGE, UH, MARKETS CHANGE, AND, UH, WE'LL BE LOOKING AT THAT, UH, THROUGHOUT THE LIFETIME OF THIS.
SO ONCE A YEAR UPDATE OR REGULARLY UPDATE.
WHEN I SAY UPDATE, I MEAN MEASURED OR EVALUATED OR ALTERED, UH, I THINK MORE RE UH, IN TERMS OF REPORTING ON IT, BUT WE'LL ALSO LOOK AT ANYTHING THAT MIGHT, UM, MIGHT NEED TO BE LOOKED AT.
AND WOULD THAT, THAT'S AVAILABLE TO ALL ON THE WEBSITE OR WOULD BE AVAILABLE TO ALL ON THE WEBSITE? YEAH, WE, IT'LL BE, UH, PRETTY MUCH WE'RE LOOKING AT A DASHBOARD.

HE MENTIONED THAT, UM, YOU KNOW, A LOT OF THE THINGS PERHAPS ARE EVEN ONGOING AND OTHERS WOULD BE FOLDED INTO THE, UH, CITY'S OPERATIONS.
UM, KIND OF ALONG THE LINES OF REBECCA'S QUESTION, IS THERE PLANNED OUTREACH IN THE IMPLEMENTATION OUT OF THE WHATEVER, 66 ITEMS OR, YOU KNOW, THAT WERE LISTED AS HIGH PRIORITY, ARE THOSE ALL GOING TO JUST KIND OF SILENTLY BE WORKED INTO THE CITY OPERATIONS OR ALREADY BEING WORKED IN CITY OPERATIONS? OR DO YOU ENVISION THAT THERE WILL BE, YOU KNOW, OBVIOUSLY THROUGH, UH, THE COMMISSION AND

THROUGH CITY COUNCIL, YOU KNOW, THERE'S INPUT THAT WE PROVIDE ON AN ONGOING BASIS, YES.BUT GENERALLY TO THE PUBLIC, IS THERE ANY ADDITIONAL PLANS FOR INCLUSION OF THE PUBLIC IN EXECUTION OF THOSE, UH, IMPLEMENTATION PLAN ITEMS? UH, I THINK IT, IT DEPENDS ON THE ITEM.
UH, AS YOU KNOW, WE HAVE, UH, FOR INSTANCE, RIGHT NOW WE HAVE THE, UM, SOLID WASTE MASTER PLAN.
SO THEY'LL, EACH OF THESE PROJECTS, DEPENDING ON, UM, WHAT TYPE OF PLA WHAT TYPE OF PROJECT IT IS, IF IT'S PLANNING PROJECT, THERE IS, THERE'S DEFINITELY OUTREACH, UH, FOR GETTING INPUT ON THOSE.
UM, AND I THINK WE'D HAVE TO TAKE A LOOK AT EACH OF THOSE INDIVIDUAL ITEMS TO HAVE A BETTER IDEA IN TERMS OF, OF THE PUBLIC'S, UM, ROLE IN THOSE PROJECTS.
SO, NOT TO, UH, BELABOR IT, BUT JUST LIKE WITH THE HOUSING ASSESSMENT YES.
NEEDS ASSESSMENT, FOR EXAMPLE.
I DON'T KNOW IF YOU, IF THE PLANS ARE FULLY DEVELOPED, UH, FOR THAT OR IT, IT, IT HAS NOT.
I'M, I'M, YEAH, WE, WE HAVE NOT, UM, THOUGHT THROUGH EXACTLY WHAT THAT PROCESS WOULD LOOK LIKE.
WE'LL, WE'LL LIKELY BRING ON A CONSULTANT.
THERE WILL, UM, UM, THERE'S OBVIOUSLY A TECHNICAL COMPONENT TO THAT.
UM, BUT WE HAVE NOT, UM, DETERMINED TO WHAT LEVEL OF, OF COMMUNITY ENGAGEMENT THERE WOULD BE ON THAT.
UM, MY LAST COMMENT WOULD JUST BE THAT I WOULD HOPE THAT, LIKE, ON THAT, SO HOUSING, AS I SEE IT WAS IDENTIFIED IN ONE OF THE EARLY VERSIONS OF THE PLAN IS, UH, A CRISIS.
AND, UM, YOU KNOW, I WOULD HOPE THAT THERE WOULD BE CONTINUED PUBLIC INVOLVEMENT IN THE EXECUTION OF, UH, YOU KNOW, THE SOLUTION TO THAT.
AND JUST LOOKING AT, UH, ONE OF, ONE OF THE, UH, ACTION ITEMS, YOU KNOW, IT'S A CODE UPDATE.
SO, UH, AS AN EXAMPLE, PREPARE UPDATES TO THE CITY'S ZONING AND SUBDIVISION REGULATIONS.
OBVIOUSLY THAT'S GONNA INVOLVE PUBLIC INPUT AND, YOU KNOW, HEARING AND THAT SORT OF THING.
SO YEAH, I, I, I WOULD SAY THAT THAT WAS ONE THING THAT DID COME TO MIND IN TERMS OF IMPLEMENTING SOME OF THESE, UH, RECOMMENDATIONS, MISSING MIDDLES, SOME OF THE SECONDARY LAND USES THAT COULD INVOLVE CHANGES TO THE ZONING ORDINANCE AND THAT THOSE KIND OF CHANGES ARE GO THROUGH Y'ALL, UM, IN TERMS OF PUBLIC HEARING AND, AND THAT KIND OF INFORMATION.
