SO THE, UM, SOME HISTORY ON THE SITE, THE BUILDING WAS BUILT IN 1958 AS AN AUTO REPAIR AUTO, UM, CELLS, UH, USE.
AND IT'S, UM, BEEN THAT FOR THE MAJORITY OF, UH, ITS, ITS LIFE.
AND THEN IN, UM, AS FAR AS ZONING IN 2001, THEN THAT'S WHEN THE WEST SPRING VALLEY CORRIDOR PLAN DEVELOPMENT WAS ADOPTED, UM, AND STARTED APPLYING IN THIS AREA IN 2020 IS THE MOST RECENT, UM, MAJOR CHANGE ON THE PROPERTY.
AND THAT WAS WHEN A MAJOR MODIFICATION WAS APPROVED FOR A PHOTOGRAPHY STUDIO.
UM, THE, SO THIS IS A VIEW OF THE, UM, PROPERTY CURRENTLY WHEN IT FOLLOWING THAT

SO, UM, IN THE CASE OF THIS BUILDING, UH, THEN NON-CONFORMING APPLIED TO THE BUILDING HEIGHT AS WELL AS THE BUILD TO ZONE REQUIREMENTS.
SO THE, UH, AS YOU CAN SEE THE EXISTING BUILDING SITS, IT DOES SIT 43 FEET OFF OF FLOYD ROAD, 60 FEET OFF OF JAMES STREET.
THE BUILD TO ZONE WAS ENVISIONED BY THE CODE TO ENCOURAGE, UM, NEW DEVELOPMENT AND, AND REDEVELOPMENT TO, UM, PUSH BUILDINGS FOR CLOSER UP TO THE STREET.
AND THEN THE BUILDING HEIGHT REGULATION WAS FOR, UM, A MINIMUM OF TWO STORIES.
AND THEN IN THIS LOCATION TRANSITIONING INTO THE NEARBY NEIGHBORHOODS, A MAXIMUM OF TWO STORIES.
SO A TWO STORY HEIGHT THAT WOULD, UM, START ESTABLISHING, UH, THE BUILDING WALL AND AS, AS REDEVELOPMENT STARTED OCCURRING IN, IN THIS AREA.
UM, AS THE PROPOSAL IS TO MAINTAIN THE EXISTING HEIGHT AND, UM, THE EXISTING SETBACKS OFF OF THOSE BILL TWO ZONES, THEN THAT IS CONSIDERED A MAJOR MODIFICATION.
SO IT HAS TO COME THROUGH, UM, THE PROCESS IN THIS CASE JUST AS IT DID IN, IN 2020.
SO YOU CAN SEE THE FRONT OF THE BUILDING HERE, IT HAS A, A MIX OF MATERIALS, UM, THAT ARE PART OF THAT, THAT HISTORY FROM ITS, UM, CONSTRUCTION IN THE FIFTIES.
UH, THE 2020, UM, ADDITION WAS INCLUDED REPLACING THE BAY DOORS WITH, UH, WITH, UH, WITH THE BAY DOORS THAT ARE FUNCTIONING THAT, UM, HAVE THE APPEARANCE LIKE A STOREFRONT WINDOW, BUT DO ALLOW THE SPACE TO BE OPENED UP.
AND THEN THIS IS THE VIEW OF THE SOUTH FACADE FROM JAMES STREET.
SO ANOTHER AREA OF MAJOR MODIFICATION IN 2020 AS WELL AS IN, UM, THIS SCENARIO IS, UH, THE LOCATION OF THE PARKING.
SO WHEN WE WANT THE BUILDINGS MOVED OUT TO THE STREET, THEN WE WANT THE PARKING TO BE MOVED TO THE SIDE OR BEHIND THE BUILDING.
UM, THIS SITE, AS YOU SAW FROM, UH, THE AUTO USES, IT WAS FULLY PAVED AROUND THE, UM, THE STREET FRONTAGES.
SO THEY HAVE, UH, ADDED BACK IN SOME LANDSCAPING, REMOVED SOME OF THAT PAVING AREA.
UM, BUT THIS, UH, WAS APPROVED IN 2020 TO REMAIN AS THE PARKING AREA FOR THIS SITE.
AND THEY'RE WANTING TO, UM, MAINTAIN THAT THIS IS A VIEW OF THE OPEN AREA IN, ON THE EAST SIDE OF THE BUILDING.
AND THAT, UM, SO AS FAR AS THE EXISTING SITE, IT IS, UM, JUST UNDER HALF AN ACRE AND HAS A BUILDING THAT'S, UH, 1,269 SQUARE FEET.
IT IS SINGLE STORY AND HAS, UM, WAS DEVELOPED WITH THE EIGHT PARKING SPACE, PARKING AREA.
SO THE PROPOSAL IS AN ADDITION THAT WOULD BE 454 SQUARE FEET.
UM, SO WITH THAT PLAN DEVELOPMENT CODE, ONE OF THE ASPECTS OF THAT CODE IS IF, UH, THE, WITH AN LEGALLY EXISTING NON-CONFORMING BUILDING AS FAR AS THE SETBACKS, DOING AN ADDITION ON THAT, ON THE STAFF LEVEL, AN ADDITION UP TO 15% OF THE BUILDING FOOTPRINT CAN BE APPROVED ON THE STAFF LEVEL.
UM, MORE THAN THAT, 15% COMES UNDER REVIEW BY, UM, PLANNING COMMISSION AND, AND CITY COUNCIL.
SO THIS IS THE LOCATION OF THE ADDITION.
AND THEN, UM, THE USE ITSELF, SO THE PARKING, UH, REQUIREMENT IS ONCE STALL PER 250 SQUARE FEET.
SO THE REQUIREMENT WITH THE ADDITION WOULD BE FOR SEVEN STALLS.
AND SO THE EIGHT STALL PARKING LOT WOULD MEET THAT, THAT MINIMUM REQUIREMENT.
UM, THEY'RE ALSO PROPOSING PATIO AREAS THAT WOULD, UM, BE ADDITIONAL SEATING AND, UM, INCLUDE SHADE STRUCTURES, SOME LIGHTING ON THE, THE EAST AND THE WEST SIDE OF THE PROPERTY.
THE USE ITSELF IS FOR A RESTAURANT.
SO AS, UM, YOU SAW STAYCATION AS THE APPLICANT ON THIS, THEY ARE RELOCATING FROM THEIR, UM, CURRENT LOCATION AT 2 0 1 SOUTH TEXAS STREET.
AND SO THEY ARE LOOKING TO, UM, MOVE TO THE SITE.
SOME OF THE ASPECTS THEY LIKED ABOUT THIS SITE WAS, UM, HAVING SOME YARD AREA IN A COMMERCIAL, UH, LOCATION THAT THEY, UH, COULD USE TO BE ABLE TO, UM, BRING SOME OF THE FEATURES THAT THEY HAVE AT THEIR CURRENT LOCATION.
SO THE OUTSIDE SEATING, UM, BEING ABLE TO HAVE, UH, AN AREA THAT THEY'D LIKE TO HAVE SOME, A LITTLE BIT OF, UM, FENCING OR ENCLOSURE TO SO PEOPLE CAN COME WITH KIDS WITH PETS AND BE ABLE TO HAVE, UH, HAVE A SPACE THAT, UM, FOLKS CAN COME AND ENJOY.
SO, AS YOU KNOW, STAYCATION IS A, A COFFEE SHOP, SO A RESTAURANT THAT'S CONSIDERED A RESTAURANT IN THE CODE AS FAR AS THE LAND USE,

THE RESTAURANT ISN'T ALLOWED USE.AND, UM, THEY, UH, AT THIS LOCATION WOULD, WOULD POTENTIALLY BE LOOKING AT EXPANDING, UM, HOURS, UH, MAYBE ADDITIONAL OFFERINGS AS WELL AS, UH, LIKE FOOD OFFERINGS, UH, SMALL PLATES, UM, SOME, UH, ADDITIONAL SERVICE THAT WAY.
SO THAT IS PART OF THE REASON FOR THE ADDITION PROPOSAL ITSELF, IS TO TAKE THE EXISTING SPACE THAT'S BEEN PHOTOGRAPHY STUDIO WAS PRETTY MINIMAL INSIDE TO, UM, ALLOW FOR, UH, AREAS FOR PHOTOGRAPHY TO DO AN ADDITION THAT WOULD, UM, EXPAND AT A SOME KITCHEN AREA AS WELL AS, UM, SOME ADDITIONAL, UM, BATHROOMS SPACES FOR THIS SITE.
SO THIS IS HOW THE ADDITION WOULD LAY OUT ON THE SITE.
SO THIS BEING THE EAST SIDE OF THE BUILDING.
SO THIS, UM, AGAIN, NO CHANGE TO THE, THE SETBACK OFF OF THE FLOYD SIDE AND THEN THE, THE JAMES STREET, THE JAMES STREET SIDE.
UM, THIS IS A VIEW LOOKING AT THIS EAST SIDE.
SO THEY WOULD BE ADDING A DOOR.
THERE'S CURRENTLY A WINDOW AND THIS SIDE, THEY WANNA ADD A DOOR HERE SO THAT, UM, THAT PATRONS COULD BE ABLE TO ACCESS THAT EAST SIDE OF THE BUILDING.
AND THEN THERE'S, UM, SEATING AREAS ALONG THAT, UM, NORTH SIDE.
AND THEN YOU CAN SEE THE, THE CONCEPT OF SHADE STRUCTURES, UM, AS WELL AS THE PLANS THAT SHOWED LIGHTING AND ELEMENTS.
SO IT MAKE IT, UM, COMFORTABLE AND TIE INTO THE RESTAURANT.
SO FOR THIS AREA, IT IS, UM, PART OF THE COMMUNITY COMMERCIAL AREA OF THE ENVISION RICHARDSON COMPREHENSIVE PLAN THAT WAS ADOPTED LAST YEAR.
SO THAT IS GEARED TOWARDS AREAS THAT ARE TRANSITIONING FROM REGIONAL TRAFFIC LIKE LONG 75, UM, INTO, UM, SMALLER RETAIL DESTINATIONS.
UH, DOES, UH, CONSIDER RETAIL AND RESTAURANT AS A PRIMARY USE OF THE AREA, THE WEST SPRING VALLEY CORRIDOR PLAN DEVELOPMENT THAT APPLIES.
UM, AS FAR AS THE ZONING, THE GENERAL IDEA OF THIS PLAN, AND THIS GOES FROM THIS LOCATION ALONG 75 ALONG WEST SPRING VALLEY OVER TO COY ROAD, UM, WAS TO ENCOURAGE A VARIETY OF CREATIVE BUILDING AND DESIGN SOLUTIONS IN RESPONSE TO THESE STANDARDS.
AND THEN, UM, TO ALLOW FOR COMMERCIAL SPACES TO BE ABLE TO BE DESIGNED AND CONSTRUCTED, THEY WOULD ALLOW FOR SOME FLEXIBILITY TO, UM, ACCOMMODATE DIFFERENT USES AND CHANGES IN REDEVELOPMENT THROUGHOUT TIME.
UH, THIS AREA SPECIFICALLY IN WHAT'S CALLED THE SUBDISTRICT A AND, UM, THE INTENT STATEMENT FOR THAT, THIS LOCATION IS TO ENCOURAGE A VARIETY OF USES AT LOW AND MID-RISE INTENSITY TO PROVIDE A TRANSITION TO THE NEARBY SINGLE FAMILY NEIGHBORHOODS.
SO TO, UM, SPECIFICALLY GO OVER THE, UH, THE REQUEST THAT YOU'RE LOOKING AT.
SO LIKE, AS I MENTIONED, THE THE USES A RESTAURANT IS ALLOWED, THAT'S ALLOWED BY WRIGHT, UM, USING THE PROPERTY.
UM, THERE'S NOT A QUESTION AS FAR AS, UH, A RESTAURANT USE, UM, BUT THE ITEMS THAT WE ARE LOOKING AT AS FAR AS THE COMMISSION'S REVIEW IS THE BUILDING ADDITION ITSELF.
SO IN ADDITION OF, UM, TO THE NON-CONFORMING STRUCTURE THAT'S OVER THAT 15% THRESHOLD, THE 454 SQUARE FEET IS, UM, A 36% THRESHOLD.
SO YOU'D BE THERE 36% ADDITION.
SO YOU'RE LOOKING AT THAT, UM, THIS ADDITION, UH, IS STILL APPROPRIATE TO THE BUILDING AND THE SITE AMENDING THE AREA REGULATIONS TO ALLOW THE ADDITION THAT, UM, NOT MEETING THE BUILD TWO ZONE.
SO AS I MENTIONED, THAT BUILD TWO ZONE IS GEARED TOWARDS GETTING THE BUILDING, UH, WITHIN THAT EIGHT TO 18 FEET FROM THE STREET.
UH, SO THEY'RE PROPOSING TO THE ADDITION ON THE, THE BACKSIDE OF THE BUILDING.
UM, BUT THAT DOES, UM, ALLOW THEM TO MAINTAIN SOME OF THE EXISTING BUILDING FEATURES AND AS WELL AS OPENING THE SITE FOR, UM, THEIR OUTSIDE SEATING AREAS.
UH, THIS, UH, NUMBER THREE, AMENDING THE PARKING REGULATIONS TO ALLOW THE PARKING AREA TO REMAIN BETWEEN THE BUILDING AND JAMES STREET.
THEY WANNA KEEP THE PARKING AREA AS IT'S CURRENTLY LOCATED, AS OPPOSED TO RELOCATING IT ON THE SITE.
UM, AND THEN THIS, UM, WEST SPRING VALLEY CORRIDOR.
UH, AS FAR AS FENCING, IT WANTS TO HAVE, UM, TRANSPARENCY IN THE FENCING, TYPICALLY, UM, AT LEAST 50% TRANSPARENCY IN FENCING.
UM, SO THEY ARE REQUESTING A SOLID WOOD FENCE ON THAT, UM, ON THE SOUTH SIDE OF THAT OUTSIDE AREA, UM, ON THE SIDE, THE EAST SIDE OF THE BUILDING, SO UP TO FOUR FEET.

AND SO THE YARD ON THIS PROPERTY IS REALLY, REALLY SPECIAL AND REALLY IMPORTANT TO THE PROJECT.
AND I THINK IT'S, UM, RARE TO FIND A SPACE THAT HAS THIS.

EVERYONE'S IN A GOOD MOOD AND THESE PEOPLE WORK SO HARD AND I'VE BEEN BEHIND THAT BAR
THERE'S, IT'S AMAZING HOW SEAMLESSLY THEY WORK WITH WHAT LITTLE SPACE THEY HAVE TO, UM, GET THINGS OUT AND IN AN EFFICIENT, EXCUSE ME, EFFICIENT MANNER, IF THEY CAN EXPAND TO HAVE A KITCHEN, UM, NOT ONLY WILL THAT MAKE THEIR LIFE A LOT EASIER AND UM, MORE EFFICIENT, I DO THINK IT WILL BENEFIT THE CUSTOMER AS WELL AND THE COMMUNITY TO BE ABLE TO HAVE THE WORKFLOW OPTIMIZED.
UM, I MEAN, JUST IF YOU COULD ONLY SEE BEHIND THE SCENES OF WHAT NICOLE BRINGS IN EVERY DAY IN HER CAR AND UNLOADS AND RELOADS, I MEAN, IT'S, IT'S INSANE.
UM, AND IT'S SO IMPRESSIVE TOO THAT SHE HAS DONE THIS THIS WHOLE TIME AND NO ONE WOULD KNOW.
SHE NEVER MAKES A BIG DEAL ABOUT IT.
AND IT'S, IT'S INVISIBLE TO, TO GUESTS.
SO THIS OF COURSE LOOKS LIKE IT COULD BE A REALLY EXCITING AND BEAUTIFUL SPACE, BUT AS FAR AS EXPANDING AND SERVING THE COMMUNITY, I THINK IT WOULD REALLY SERVE RICHARDSON WELL, UM, TO MAKE IT LARGER, UM, AND EXPAND TO BETTER MEET THE NEEDS OF BOTH THE STAFF AND THE COMMUNITY.
UM, I KNOW I'LL KEEP DRIVING FROM DALLAS EVEN THOUGH IT'S A LITTLE FURTHER FOR ME,
UM, AND THEN FOR RESIDENTS THAT ARE CONCERNED, I DON'T THINK YOU HAVE A MORE RESPECTFUL OWNER OF

I LIVE AT 7 4 8 NOTTINGHAM DRIVE IN RICHARDSON HEIGHTS.
AND I FELT COMPELLED TO COME UP AND TALK TODAY TO BRING JUST SLIGHTLY DIFFERENT PERSPECTIVE THAT I KNOW A LOT OF THE FOLKS WHO HAVE SPOKEN TODAY HAVE BEEN TO STAYCATION MANY, MANY TIMES.
I HAVE LIVED IN RICHARDSON FOR NOT EVEN THREE MONTHS.
I'VE BEEN A STAYCATION TWICE AND HAD LOVELY EXPERIENCES THERE.
BUT I DO JUST WANNA SAY, BEING A RESIDENT OF RICHARDSON HEIGHTS, LIVING A FEW STREETS OVER FROM THIS, THIS IS WHY I CHOSE TO LIVE IN RICHARDSON.
THIS IS WHY I WANTED TO MOVE TO RICHARDSON HEIGHTS IN PARTICULAR, WHEN MY HUSBAND AND I WERE LOOKING AT WHERE WE WANTED TO MOVE FROM DALLAS, FIRST TIME HOME BUYERS, TERRIFYING EXPERIENCE.
THERE'S A LOT OF DRAMA, SCARY THINGS.
BUT WE KNEW WE WANTED TO LIVE IN RICHARDSON BECAUSE OF SMALL BUSINESSES LIKE STAYCATION.
AND WHEN WE WERE LOOKING AT NEIGHBORHOODS, WE LOVED RICHARDSON HEIGHTS.
WE LOVED THE PEOPLE WE MET OVER THERE.
BUT I REMEMBER TELLING MY HUSBAND, I JUST REALLY WISH THERE WAS A PLACE WHERE WE COULD WALK AND MAYBE NOT HAVE TO CROSS BELTLINE.
OF COURSE, THERE'S A LOT OF GREAT PLACES IN THAT PLAZA THERE WITH ALAMO DRAFTHOUSE.
BUT THINKING THROUGH PLACES WHERE IF WE HAVE A KID ONE DAY, AND IF WE WANTED TO JUST TAKE THE STROLLER TO A COFFEE SHOP AND JUST BE ABLE TO WALK TO PLACES IN OUR NEIGHBORHOOD, I TOLD HIM, I WAS LIKE, THAT'S THE ONE THING THAT I JUST DON'T KNOW IF WE'LL BE ABLE TO GET HERE.
AND WHEN OUR FACEBOOK PAGE FOR THE RICHARDSON HEIGHTS NEIGHBORHOOD ASSOCIATION GOT WIND OF THIS, IT WAS PURE JOY ALL AROUND AND ME INCLUDED OF THINKING THROUGH THAT.
THIS IS EXACTLY WHAT I PERSONALLY WOULD LOVE TO SEE IN MY NEIGHBORHOOD.
AND HAVING A PLACE WHERE I CAN MEET MY NEIGHBORS AND MEET FOLKS LIKE YOU ALL AND WALK TWO STREETS OVER TO DO IT.
UM, I HOPE TO ONE DAY SHARE ALL OF THE EXPERIENCES THAT EVERYONE HAS SHARED TODAY OF HAVING BEEN THERE FOR YEARS AND MET ALL OF THE PEOPLE THAT YOU HAVE.
UM, BUT JUST FROM THE PERSPECTIVE OF SOMEONE WHO'S NEW TO THE AREA AND CAN HOPEFULLY MAYBE SPEAK ON BEHALF OF OTHER FIRST TIME HOMEOWNERS WHO ARE LOOKING INTO RICHARDSON AND SEE THE APPEAL OF LIVING HERE.
THIS IS A HUGE REASON WHY I CHOSE TO LIVE HERE.

AND THAT FEELING THAT, THAT WE'RE, YOU KNOW, WE'RE, WE'RE TRYING TO EVOKE HERE OF FAMILY AND COMMUNITY.
