UH, THIS IS AN IMPORTANT CHECK-IN, UH, FIRST QUARTER REPORT, UH, FOR THE CURRENT FISCAL YEAR. UM, AS IS THE CASE, UH, CUSTOMARILY AT THIS TIME, UH, THINGS ARE BEHAVING AS ANTICIPATED, SO NOT A LOT OF DEVIATIONS OR UNEXPECTED, UH, TRENDS TO REPORT, UH, BUT NEVERTHELESS, AN IMPORTANT MEETING, I'M SORRY, AN IMPORTANT BRIEFING, UH, AS WE BEGIN TO, UH, REALLY IMPLEMENT, UH, THE CURRENT, UH, FISCAL YEAR. AS DON MENTIONED, OUR PURPOSE HERE TODAY IS TO PROVIDE YOU WITH A REPORT ON THE, UH, PERFORMANCE OF THE CITY'S FIVE MAIN OPERATING FUNDS THROUGH THE FIRST QUARTER, WHICH WOULD BE OCTOBER THROUGH DECEMBER OF THIS PAST YEAR. UH, THE FIRST FUND WE'LL START WITH IS THE GENERAL FUND TOTAL REVENUE OF, UH, 45.6 MILLION COMPARED TO 45, UH, 46.9 MILLION LAST YEAR, ROUGHLY IN THE SAME AREA WE ARE SEEING. UM, ONE OF THE ONES THAT WE, WE FOLLOW CLOSELY IS, UH, SALES TAX. AS YOU REMEMBER LAST YEAR, THERE WAS SOME VOLATILITY THERE, UH, THROUGH THE FIRST QUARTER, WHICH IS TWO REMITTANCE, UH, $9.8 MILLION, REPRESENTING 18.5% OF THE BUDGET COMPARED TO 10.3 MILLION LAST YEAR. UM, THIS PUTS US 385,000 BELOW LAST YEAR, BUT 608,000 ABOVE OUR CONSERVATIVE BUDGET. AS WE ENTERED THE YEAR SINCE THE COMPLETION OF THE FIRST QUARTER, UH, WE'VE RECEIVED TWO MORE REMITTANCE, UM, THROUGH FOUR MONTHS OF REMITTANCE. WE ARE 652 ABOVE LAST YEAR, AND 1.6 MILLION ABOVE. AGAIN, THAT CONSERVATIVE, UH, BUDGET. WE WILL CONTINUE TO MONITOR THIS CLOSELY, NOT ONLY AS WE'RE TRYING TO FINISH THIS YEAR, BUT TO BEGIN TO DEVELOP OUR, UH, ASSUMPTIONS FOR NEXT YEAR'S BUDGET PROCESS. UH, THE REMAINING REVENUES, PROPERTY TAX AND FRANCHISE FEES ARE OTHER TWO MAIN REVENUE SOURCES IN THE, UH, GENERAL FUND ARE PERFORMING AS ANTICIPATED THROUGH THE FIRST THREE MONTHS WITH PROPERTY TAXES NOT BEING DELINQUENT UNTIL FEBRUARY 1ST. UH, WE ARE STARTING TO SEE SOME, UH, UH, SETTLEMENTS ON SOME OF THE LAWSUITS, UH, PROPERTY VALUE LAWSUITS. AND WE ARE ANTICIPATING THIS, UH, PROPERTY TAXES TO, TO FINISH THE YEAR SLIGHTLY BELOW OUR ORIGINAL BUDGET LICENSE AND PERMITS ARE PERFORMING AS ANTICIPATED. WHAT WE'RE SEEING THERE IN THAT SPIKE, THIS IS A CATEGORY THAT DOESN'T REALLY GO ONE 12TH A MONTH. IT'S WHEN ACTIVITY COMES THROUGH. BUT THAT SPIKE THERE IS RELATED TO THE, UM, UH, PERMIT FEES FOR THE MULTIFAMILY DEVELOPMENT AT THE, UH, FORMER S BAYLOR SCOTT AND WHITE, UM, UH, SITE, UH, THIS WAS PLANNED FOR AND ANTICIPATED FOR. SO, UH, WE DO THINK THIS CATEGORY IS PERFORMING AS ANTICIPATED THROUGH THE FIRST QUARTER INTEREST EARNINGS. THE VARIANCE FROM LAST YEAR HAS TO DO WITH THE TIMING OF WHEN INTEREST EARNINGS WERE RECORDED BY ACCOUNTING. AND THEN THE OTHER, UH, REVENUE CATEGORY IS SEEING THE IMPACT OF UNANTICIPATED THE UNANTICIPATED NORTH SIDE PROPERTY TAX REPAYMENT AGREEMENT, WHICH WILL HELP MAKE UP FOR THAT POSSIBLE SHORTFALL IN THE PROPERTY TAX. UM, CATEGORY TOTAL, UH, EXPENDITURES OF 35.1 MILLION COMPARED TO 33.4 MILLION, BOTH ROUGHLY ABOUT 21% OF THE BUDGET. ALL CATEGORIES ARE PERFORMING AS ANTICIPATED. WE'RE NOT REALLY SEEING ANY, UM, THING TO CONCERN OURSELF ABOUT ANY VARIANCES FROM LAST YEAR WOULD BE, AGAIN, DUE TO TIMING OF THESE BUDGETED FOR AND PLAN FOR, UH, EXPENDITURES. WATER FUND PERFORMING AS ANTICIPATED THROUGH THE FIRST QUARTER, 30.4 MILLION COMPARED TO 28.9 MILLION LAST YEAR. MAINLY A RESULT OF THE, UH, INCREASE IN RATES IN THIS FUND. UH, WE ARE SEEING AN INCREASE IN REVENUE FROM, UH, THE INDUSTRIAL PRE-TREATMENT PROGRAM AS MORE, UH, ACCOUNTS HAVE FALLEN UNDER THIS PROGRAM. WE'RE SEEING ADDITIONAL, UH, PERMITS, UH, BEING ISSUED FOR THAT. WE'RE ALSO SEEING AN INCREASE IN REVENUE IN THE INSTALLATION CHARGES. THIS IS A CATEGORY WE, WE TRY TO, UM, BUDGET BASED ON, UH, NORMAL TRENDS. WE LEAVE OUT ANY UNANTICIPATED LARGE, UM, INSTALLATIONS. AND THIS IS WHAT HAPPENED HERE. WE WEREN'T ANTICIPATING THIS INSTALLATION AT UTD OF AN EIGHT INCH METER, WHICH WAS ROUGHLY ABOUT 25,000 ON ITS OWN. AND WE TOOK THAT OUT OF OUR ORIGINAL PROJECTION FOR THE [00:10:01] YEAR. UM, WATER AND SEWER, UH, SALES ARE TRACKING MOSTLY IN LINE WITH WHAT WE WERE ANTICIPATED THROUGH THE FIRST QUARTER. OBVIOUSLY, NOVEMBER, UH, SHOWED A SPIKE THERE. THIS IS RELATED TO IRRIGATION SALES, UH, FROM THE LOW, UM, WARMER AND DRIER FALL. UM, BUT AS WE START TO PROGRESS THROUGH THE YEAR, WE'LL AGAIN, CONTINUE TO MONITOR, UH, SALE WATER SALES AND, AND MAKE ADJUSTMENTS WHERE NEEDED TOTAL EXPENDITURES OF 21.9 MILLION, ROUGHLY 24% IS, IS IN LINE WITH WHAT WE ANTICIPATE IT BEING THIS YEAR. UH, AGAIN, THE, THE VARIANCES FROM LAST YEAR, MOSTLY DUE TO TIMING OF PAYMENTS FOR VARIOUS CONTRACTS THAT WE HAVE, UH, SOLID WASTE. THIS IS A FUND THAT JUST PLUGS LONG, REALLY ONE 12TH A MONTH, AND THAT'S WHERE WE'RE AT, UH, $4.8 MILLION WORTH OF REVENUE COMPARED TO, UH, 4.6 MILLION LAST YEAR. TOTAL EXPENDITURES OF 3.3 MILLION, AGAIN, IN LINE WITH WHAT WE ANTICIPATED THROUGH THE FIRST QUARTER. UH, THAT'S UP A LITTLE BIT FROM LAST YEAR. BUT AGAIN, IN LINE WITH WHAT WE ANTICIPATED AT THIS TIME. UH, GOLF FUND IS AN AREA WHERE WE DID SEE A LITTLE BIT OF VARIANCE FROM WHERE WHAT WE ANTICIPATED. THIS IS RELATED TO THE, UM, DELAYED OPENING, OF COURSE, TWO, UH, TOTAL REVENUE OF 503,000 COMPARED TO 774,000. AND THESE YEARS ARE KIND OF HARD TO COMPARE. UH, THE FIRST THREE MONTHS OF LAST YEAR, BOTH COURSES WERE OPEN. UH, WE WERE ANTICIPATING COURSE TWO OPENING IN, IN NOVEMBER, BUT THAT'S NOT, THAT DIDN'T HAPPEN UNTIL, UM, FEBRUARY. THE GOOD THING WAS, UH, AND YOU CAN SEE HERE THE, UM, WHERE THE, THE ROUNDS ARE PLAYING 14,000 ROUNDS THROUGH THE FIRST THREE MONTHS. IT'S ABOUT 2,600 BELOW WHAT WE ANTICIPATED THROUGH THE FIRST QUARTER. NOW, WE DID SEE THIS HAPPENING THERE TOWARDS THE END OF LAST FISCAL YEAR. AND WHAT WE DID IS WE INTENTIONALLY LEFT ADDITIONAL FUND BALANCE WITH THE ANTICIPATION OF A, OF A MARCH 1ST OPENING. SO WE, WE FEEL WE HIT THAT MARK, UH, AND WE FEEL THAT BECAUSE OF THAT, THIS FUND, ALONG WITH THE, THE PERFORMANCE THAT, THAT RONNIE AND HIS GUYS ARE ABLE TO GET OUT OF THAT, UH, COURSE WITH BOTH OF THEM OPEN, WE FEEL THAT THIS, UH, COURSE WILL END THE YEAR IN LINE WITH WHAT OUR ORIGINAL EXPECTATIONS WERE. UH, TOTAL EXPENDITURES OF 693,000, UH, 25, ROUGHLY 25% OF WHAT THE ORIGINAL BUDGET WAS. AND AGAIN, IN LINE WITH WHAT WE ANTICIPATED THROUGH THE FIRST QUARTER HOTEL MOTEL FUND, UH, WE ARE SEEING SOME IMPROVEMENT IN THE EISMAN CENTER REVENUES. UM, THEY ARE SLIGHTLY BELOW WHAT WE ANTICIPATED THROUGH THE FIRST QUARTER, BUT AGAIN, UH, AN IMPROVEMENT FROM LAST YEAR. AND, AND WE'LL CONTINUE TO MONITOR THOSE, UH, AS WE GO FORWARD AND MAKE ANY, UH, ADJUSTMENTS ON THE EXPENDITURE, EXPENDITURE SIDE THAT ARE APPROPRIATE. UH, TOTAL REVENUE OF, UH, TWO POINT, UM, A LITTLE OVER $2 MILLION COMPARED TO 1.8 MILLION LAST YEAR. UH, HOTEL OCCUPANCY REVENUE IS 16,000 BELOW LAST YEAR, AND ROUGHLY 56,000 BELOW OUR BUDGET THROUGH THE FIRST, UH, QUARTER. AGAIN, ONLY TWO REMITTANCES THERE. UH, WE ARE SEEING, UM, A LOT OF OUR HOTELS EXCEEDING OUR EXPECTATIONS, AND THERE'S A FEW CHALLENGES, UH, THAT WE'LL CONTINUE TO MONITOR AS THE YEAR GOES ON. UH, TOTAL, UH, EXPENDITURES OF ROUGHLY 2.1 MILLION, AGAIN, IN LINE WITH WHAT WE ANTICIPATED FIRST QUARTER FOR, FOR ALL THESE OPERATING FUNDS ARE, ARE FAIRLY VANILLA. UH, WE'RE NOT SEEING ANYTHING, UH, OF CONCERN OR OUT OF THE NORM. AND WE'LL AGAIN, CONTINUE TO MONITOR THOSE AS AS WE GO FORWARD. CURRENTLY, UH, UH, THE CITY ATTORNEY BELIEVES WE'RE GONNA NEED TO LEAVE THE, UH, WATER AND SEWER RATES, UH, AS A STANDALONE IN THE CODE AND ORDINANCES, BUT WE WILL CONTINUE TO REVIEW THAT THROUGH THE PROCESS. THIS WILL ALLOW ALL THE FEES TO BE IN ONE PLACE AND ALLOW US TO REVIEW THIS IN A SINGLE PROCESS AS WELL AS MAKE IT EASIER FOR OUR, UH, CITY RESIDENTS AND AND COMMERCIAL STAKEHOLDERS TO ACCESS AND TO SEE THESE FEES THEMSELF. UM, THERE ARE A GROWING NUMBER OF CITIES THAT HAVE EITHER REGULATIONS OR HAVE SERVICE TO THE AREA. SO IT'S GETTING UP TO CLOSE TO 20 OF THE, THE CITIES IN THE, UM, IN THE DFW METRO AREA HAVE SOME TYPE OF EITHER REGULATION OR SOME, UH, SERVICE PROVIDED, UH, BY DRONE IN, IN THEIR JURISDICTION. THE COLLINS ARAPAHOE CODE SPECIFIES THAT IF A USE ISN'T LISTED, IT'S PROHIBITED, SO TO CONSIDER AN UNLISTED USE, LIKE A PROVISION WITH A DRONE, THEN A PD AMENDMENT IS REQUIRED TO BE APPROVED. SO TO ESTABLISH A USE TYPE, UH, WE DETERMINE, WE DETERMINED, WE SET UP A DRONE OPERATIONS AND MAINTENANCE CENTER AS A ITEM TO, UM, DEFINE IN THE CODE, WHICH MEANS WE NEED TO DEFINE DRONE ALSO, UM, TO PUT THAT USE TYPE IN, WE NEED TO PROVIDE FOR A DEFINITION OF THAT IN THE CODE. SO DRONE DEFINED AS AN UNMANNED AIRCRAFT OPERATED WITHOUT THE POSSIBILITY OF DIRECT HUMAN INTERVENTION WITHIN OR ON THE AIRCRAFT. AND THEN DRONE OPERATIONS AND MAINTENANCE CENTER IS A DEFINITION THAT, UM, WE DEVELOP BASED ON SURVEY OF OTHER REGULATIONS AND LANGUAGE USED BY A LOT OF THE COMMERCIAL DRONE PROVIDERS. UM, SO LIKE OTHER AIRCRAFT DRONES REQUIRE REGULAR MAINTENANCE AND SERVICE, AND MOST, UM, YOU MIGHT BE FAMILIAR WITH DELIVERY HUBS IF YOU'VE SEEN SOME OF THOSE AROUND. AND THEY CAN PROVIDE A LEVEL OF KIND OF MINIMAL SERVICE ON SITE. BUT, UM, JUST LIKE ANY OTHER AIRCRAFT APPLIANCE, UM, MACHINE, THEN WHEN THERE'S MORE EXTENSIVE OP, UH, REPAIR OR OPERATIONS AS WELL AS, UM, SOME OF THOSE, THE FACILITIES, THE DRONE FACILITIES THAT HAVE DIFFERENT KINDS OF EQUIPMENT AND NEEDS, THEN THERE, UH, THERE IS A NEED TO PROVIDE A LOCATION FOR SOME OF THOSE CENTRALIZED SERVICES. AND, UM, SO THAT'S HOW WE DEVELOPED THE DRONE OPERATIONS AND MAINTENANCE CENTER. SO THIS IS DIFFERENT THAN AN ACTUAL DRONE DELIVERY FACILITY. IT'S REALLY GEARED TOWARDS AN AREA THAT WOULD BE DESIGNATED FOR AS A STATE STORAGE, STAGING, MAINTENANCE AND OPERATION, UM, OF DRONES. SO, UH, WITH, UM, SO THE PROPOSAL IS TO, WITH THOSE DEFINITIONS TO ADD THE DRONE OPERATIONS AND MAINTENANCE CENTER AS A SPECIAL USE. AND THAT CAME FROM THE RECOMMENDATION OF THE CITY PLANT COMMISSION. THE SUPPLEMENTAL USE REGULATIONS THAT WE'VE INDICATED ARE TO PROVIDE FOR A 300 FOOT MINIMUM DISTANCE FROM SINGLE FAMILY RESIDENTIAL ZONING. AND THAT IS IN LINE WITH OTHER JURISDICTIONS. 300 IS A, UH, USE OF DISTANCE THAT'S USED QUITE A BIT TO PROVIDE A SEPARATION FROM A SENSITIVE AREA, WHICH, UM, HAS TYPICALLY BEEN CONSIDERED A SINGLE FAMILY ALLY ZONED PROPERTY. AND THEN, UM, ALSO WITH SOME OF THE THINGS THAT CAN PROVIDE FOR A LEVEL OF IMPACT.
