IS IN RECOGNITION OF MR. MIKE EASTER, LYNN'S RETIREMENT FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, KNOWN AS NORTH CENTRAL TEXAS COG AND HIS 58 YEARS OF SERVICE FOR THE NORTH TEXAS REGION.IT'S, UH, MY PRIVILEGE TO PLACE THIS ITEM ON THE AGENDA TONIGHT.
UH, WE'RE HERE TO CELEBRATE, UH, 58 YEARS OF SERVICE IN CITY MANAGEMENT AND PUBLIC ADMINISTRATION BY MR. MIKE EASTLAND.
UM, IN JUST A FEW MINUTES, I'M GONNA ASK A FEW OTHERS, UH, WHO HAVE HAD THE, UM, GOOD FORTUNE TO WORK WITH MIKE OBERS TO TALK A LITTLE BIT ABOUT SOME OF HIS REGIONAL CONTRIBUTIONS AND SOME OF THE WAYS THAT HE'S WORKED, UH, IN OTHER ROLES THROUGHOUT THE METROPLEX.
BUT BEFORE WE DO THAT, UM, I WANT TO THINK BACK TO THE TIME THAT, UH, MIKE WAS HERE IN RICHARDSON.
MIKE STARTED IN, UH, MARCH OF 1974 AND, UH, FINISHED UP IN FEBRUARY OF 1976.
AND SO, UH, JUST A COUPLE OF, I THINK, INTERESTING THINGS.
UH, MIKE, UH, WAS INSTRUMENTAL IN THAT TIME IN, UH, IN FEBRUARY OF 1975 IN HELPING PASS A $6.6 MILLION BOND PROGRAM, HOW THEY CHANGED RIGHT
UM, IN JANUARY OF 1975, MIKE, UH, HELPED, UM, WELCOME IN WHAT THAT AT THAT TIME WAS CALLED THE NEW CITIZENS CITIZENS BANK TOWER.
UH, A, UH, THERE AT 100 NORTH CENTRAL EXPRESSWAY, OF COURSE, TODAY, THAT'S THE CHA CHASE BANK BUILDING, UH, JUST PART OF THE CORE DISTRICT AND JUST ADJACENT TO BOTH THAT MAIN THERE IN 1975.
VERY, VERY IMPORTANTLY, MIKE, UH, WAS PART OF THE TEAM THAT, UH, PURCHASED THE REMAINING LAND AT THAT TIME.
TO FINISH OFF OUR CIVIC CENTER CAMPUS THERE AT ARAPAHOE AND US 75 TODAY, MIKE'S STILL, UH, AN IMPORTANT PART OF THE COMMUNITY BEING REINVENTED, UH, WITH THE NEW, UH, LIBRARY UPDATES IN THE NEW CITY HALL.
UM, IN APRIL OF 75, MIKE HELPED OPENED UP THE NEW TRANSFER STATION ON, UH, PLANO ROAD AND LOOKOUT, UM, AND, UM, ACTUALLY OPENED UP THE, UH, NEW LANDFILL AT RENTER AND BRAN ROAD AS WELL AT THAT TIME.
UM, AND THEN, UH, COULDN'T, COULD NOT PASS UP ON THIS ONE.
AND JUNE OF 1975, MIKE MAY REMEMBER THIS, UH, HE HELPED, UM, BRING ON THE CITY'S FIRST COMPUTER SYSTEM.
AND IN 1975, UH, MIKE AND THE TEAM, UH, ISSUED THE FIRST COMPUTERIZED UTILITY BILLS, UM, IN DECEMBER OF THAT YEAR.
AND SO I THINK WE JUST UPGRADED THAT SYSTEM.
SO, UH, MAYOR AND COUNCIL, IT'S NOW MY, UH, HONOR TO INVITE A COUPLE OF SPECIAL GUESTS TO THE PODIUM, UH, TO SAY A FEW WORDS ABOUT MIKE.
UM, AFTER THESE COMMENTS, WHAT WE'D LIKE TO DO IS HAVE MAYOR DUBBY TAKE, UH, TAKE TO, TO THE PODIUM, AND HE'S GONNA PRESENT A PROCLAMATION TO MIKE ON BEHALF OF THE THE CITY COUNCIL.
UH, AND THEN, UH, COUNSEL, OF COURSE, WE'D LOVE TO HEAR ANY COMMENTS FROM YOU.
AND THEN LAST BUT NOT LEAST, WE WOULD LOVE TO HEAR FROM MIKE AS, UH, AS WE CELEBRATE HIM TONIGHT.
SO LET ME INTRODUCE, UM, UH, UH, FORMER CITY MANAGERS, BILL KEFLER AND DAN JOHNSON, AND FORMER MAYOR AND CURRENT, UH, BOARD, UH, CHAIRMAN GARY SLAGEL TO, UH, TAKE THE PODIUM AND SHARE A COUPLE OF THOUGHTS ABOUT MIKE.
I THINK THIS IS THE FOREFATHER COMMENT.
WELL, THIS IS, UH, A GREAT HONOR TO BE A PART OF THIS ACTIVITY AND THE CELEBRATION TONIGHT.

KNOWN MIKE A. LONG TIME.I WAS, UM, AN OFFICER ON THE COG BOARD JUST AS JENNIFER IS TODAY, WHEN, UM, MIKE KELAND WAS NAMED OUR EXECUTIVE DIRECTOR.
AND, AND THE WAY THAT HAPPENED IS BILL PITSTICK DECIDED TO RETIRE.
AND, AND HE WAS THE FOUNDER OF THE ORGANIZATION, THE FIRST, UH, EXECUTIVE THAT WE HAD RESPONSIBLE FOR THE COUNCIL OF GOVERNMENTS.
AND THEN MIKE CAME ON AS A REPLACEMENT AND HAS DONE A WONDERFUL JOB SINCE THEN.
I WAS, SO, I WAS PART OF THE SELECTION COMMITTEE, AND WE HAD INTER, I REMEMBER WE HAD INTERVIEWS ALL DAY, AND THE LAST GUY THAT WE HAD COME IN TO TALK TO US WAS MIKE.
SO YOU ALWAYS WANNA BE LAST ON THAT INTERVIEW,
I WAS, UH, ABLE TO SERVE WITH MIKE FOR A FEW YEARS WHILE I WAS ON THE BOARD, AND HE'S JUST DONE FANTASTIC THINGS.
HE DOES, HE DOES A LOT OF GOOD WORK.
AND THE, THE COG IS A VERY BROAD REGIONAL ORGANIZATION, AND I'VE BEEN INVOLVED IN IT MOSTLY FROM A TRANSPORTATION PERSPECTIVE, BEING ON THE RTC ONE ONE TIME OR ANOTHER, PROBABLY THREE OR FOUR TIMES OVER, OVER THE LAST NUMBER OF YEARS.
IT TAKES SOMEBODY'S GUIDANCE AND, AND A FIRM HAND TO MAKE SURE THAT THE REGION IS WORKING TOGETHER.
NOT ALWAYS EASY, BUT HE'S DONE A FANTASTIC JOB.
AND MIKE, THANK YOU FOR ALL YOU'VE DONE.
UH, THE, UH, THIS IS A GREAT OPPORTUNITY FOR US TO DO SOMETHING VERY SPECIAL HERE IN RICHARDSON, AND THAT IS TO RECOGNIZE A GUY WHO IS SYMBOLIC OF ALL WE STAND FOR IN REGIONALISM.
AND, UH, YOU KNOW, THAT, THAT WORD DOESN'T GET, UH, AS, AS MR. SLAY CAN TELL US, UH, DOESN'T GET ALL THE RESPECT THAT IT SHOULD.
UH, AND, UH, UH, RIGHT NOW WE SEE A LOT OF TIMES THAT, UH, COMPROMISE AND WORKING WITH YOUR NEIGHBORS AND FINDING A A HAPPY MEDIUM, UH, IS, IS A LOST ART.
BUT I WILL TELL YOU, UH, MIKE EASTON HAS ALWAYS REPRESENTED JUST THAT, UH, METHOD, UH, AND THAT, UH, PREOCCUPATION.
UM, I CAME TO RICHARDSON IN 77 AND, UH, MIKE SEAT WAS STILL WARM.
AND, UH, I CAME TO WORK FOR, UH, BOB EY, WHO HAD HIRED MIKE.
UM, AND, UH, AND THEN HIRED TED WILLIS, WHO PROCEEDED, WHO, UH, FOLLOWED, UH, MIKE'S, UH, ASSISTANT MANAGER POSITION.
SO, UH, I'VE BEEN IN HIS SHADOWS QUITE A BIT, AND I HAVE, UH, CERTAINLY, UH, LEARNED TO RESPECT THE PLACES THAT HE'S BEEN.
AND, UH, YOU KNOW, DAN AND I MET EACH OTHER IN 77.
UH, I'VE KNOWN HIM LONGER THAN ANYBODY ELSE IN RICHARDSON, UH, INCLUDING MY WIFE,
AND, UH, UH, AND HE FOLLOWED, UH, UH, AND WHEN HE WENT FROM SHERMAN TO COG, UH, AND THEN OVER TO CARROLLTON TO WORK FOR MIKE, UH, WHERE HE DID WORK FOR HIM FOR SEVEN, EIGHT YEARS.
UM, THAT'S KIND OF A GOOD FINISHING SCHOOL.
AND, UH, AND WE GREW THE BENEFIT OF THAT, UH, WHEN DAN CAME TO US.
AND, UH, UH, 95, 95 96 FROM CARROLLTON.
UM, I'VE KNOWN MIKE AND VICKI HIS BETTER PART, UH, FOR, WELL SINCE THAT TIME.
UM, BECAUSE IT WAS A, A REALLY TIGHT REGION.
AND, UH, AND DURING THAT TIME, UH, DAN AND I BOTH, UH, WERE PRESIDENTS, UH, UH, ME IN 79 AND HIM IN 81 WITH A VIEW MAN, WHICH WAS KIND OF A SISTER ORGANIZATION, KIND OF A LITTLE BROTHER ORGANIZATION TO COG.
AND, UH, AND IT'S FROM THAT PLACE WHERE DAN AND I BOTH LEARNED, UH, THE APPRECIATION FOR PUBLIC ADMINISTRATION, UH, ETHICAL CITY MANAGERS, HARDWORKING CITY MANAGERS, AND THEN CERTAINLY, UH, THE SPIRIT OF COUNCIL OF GOVERNMENTS, WHICH IS, UH, REGIONALISM AT ITS BEST.
UM, I HAVE, UH, WATCHED MIKE, UH, NOT ONLY IN HIS COG ROLE, UH, WHICH HAS BEEN FANTASTIC, BUT, UH, IN HIS ROLE AS A MENTOR AND A LEADER, UM, AND I HAVE, I'VE, UH, LEARNED SO MUCH FROM HIM AS I KNOW DAN CAN ATTEST AS WELL.
SO, MIKE, IT'S REALLY A REAL PLEASURE THAT I'M ABLE TO BE HERE TODAY.
AND, UH, I CONSIDER YOU A, A, A GOOD FRIEND, AND I WANNA WISH YOU THE VERY BEST IN RETIREMENT.

AND I'VE COME UP WITH 10 ITEMS. I'M NOT GONNA GO THROUGH THOSE TONIGHT, BUT I'LL TELL YOU ONE OF THEM, THE 10TH ONE.
AND THAT IS, I HAVE FOUND THAT RICHARDSON IS AN AMAZING PLACE WHEN IT COMES TO THANKSGIVING AND APPRECIATION.
THIS CITY, MORE THAN ANY OTHER I'VE BEEN ABLE TO WITNESS, HAS A METHOD ALL OVER THE PLACE FOR ACKNOWLEDGING AND MAKING APPRECIATIONS.
YOU THINK ABOUT YOUR ADVISORY BOARD BANQUET, SO MANY OTHER THINGS YOU DO WITH HOMEOWNERS ASSOCIATIONS, SO MANY OTHERS, I'D BE SURPRISED WHO DOESN'T DO THAT, WHO DOESN'T SAY THANK YOU.
AND SO TONIGHT FOR YOU TO PAUSE AND AS A, UH, GREAT MAN IS GETTING READY TO GO THROUGH HOPEFULLY A MONTH OR TWO OF APPRECIATIONS AND CELEBRATIONS, HE GETS TO, I THINK, LEAD OFF TONIGHT, UH, BY THE RECOGNITION THAT HIS HOMETOWN, ONE OF HIS HOMETOWNS IS ABLE TO DO.
AND SO I JUST WANNA APPLAUD YOU ALL FOR PAUSING AND MAKING THIS HAPPEN TONIGHT HERE.
SO MIKE, IN THOSE YEARS ARE ONLY TWO, ONLY HERE TWO YEARS.
UM, MIKE HAS A SPAN OF 57 YEARS IN THIS BUSINESS.
I'VE KNOWN MIKE FOR 41 OF THOSE YEARS.
I WAS BLESSED TO WORK FOR HIM FOR EIGHT OF THOSE YEARS, AND CERTAINLY FOR ALL OF US TO BE SERVED BY MIKE THROUGH THE COUNCIL OF GOVERNMENTS, UH, OVER HIS GREAT TENURE AT, UH, THE COUNCIL OF GOVERNMENTS.
SO MANY PEOPLE SAY, WHAT IS THIS COUNCIL OF GOVERNMENT SAYING? IT'S A VOLUNTARY ORGANIZATION OF CITIES, COUNTIES, SCHOOL DISTRICTS, UH, AND SPECIAL DISTRICTS THAT COOPERATE.
THEY'RE REQUIRED TO BY STATE LAW AND VARIOUS REGIONAL PLANNINGS.
19, I MEAN, UH, 9 MILLION PEOPLE, UH, TODAY, 8 MILLION PEOPLE TODAY GROWING TO ABOUT 12 MILLION TOMORROW.
IT'S AMAZING WHAT THE GROWTH IS HAPPENING HERE.
15 OF THOSE CITIES, EACH OVER A HUNDRED THOUSAND POPULATION, EACH OF THEM BELIEVING THEY'RE THE CENTER OF THE UNIVERSE, RIGHT? AND THAT'S A GOOD THING, 99 TIMES OUT OF A HUNDRED.
BUT IT'S IMPORTANT FOR US, US TO BE ABLE TO JUMP ROPE TOGETHER TO BE ABLE TO DO THINGS TOGETHER.
'CAUSE WE CAN ALL DO OUR STUFF INDEPENDENTLY, WHO LASSOS AND KEEPS THAT ALL HAPPENING AND WORKING WELL TOGETHER IS CERTAINLY THE LEADERSHIP OF THE, UH, COG BOARD.
BUT THEIR EXECUTIVE DIRECTOR, MIKE EASTLAND, UH, FOR THESE LAST YEARS HAS BEEN ABLE TO DOING THAT.
AND WE'VE BEEN THE BENEFACTOR OF THAT.
AS I SAID, I'VE KNOWN MIKE, UH, FOR MANY OF THOSE YEARS.
MIKE AND VICKI, HIS TWO DAUGHTERS, UH, JUST TREMENDOUS, TREMENDOUS PEOPLE, YOU KNOW.
SO IN THOSE WAYS, RICHARDSON CAN SAY WE HELPED SHAPE HIM AND HE CERTAINLY HELPED SHAPE US FORMATIVE TIMES AT THAT TIME.
AND EVEN WHEN MIKE AND I WERE OVER IN CARROLLTON, WE WERE WORKING WITH, WE WERE WORKING WITH RICHARDSON BECAUSE FUNNY GUY NAMED BILL KEFLER AND JUDSON SHOOK, UH, AND SO MANY OTHERS CAME OVER FROM THE EAST, MEN FROM THE EAST COMING OVER TO VISIT WITH US ON THE WEST END OF THE ONE 90 BUSH, UH, CORRIDOR, TO SORT OUT THE RIGHT OF WAY, PURCHASE IT, AND CAUSE THE ABILITY FOR THIS ROAD TO BE ABLE TO GO THROUGH HERE.
WE DON'T KNOW THAT THE FOUR PEOPLE THAT DID THAT ON THE FRONT END WAS RICHARDSON AND CARROLLTON WERE REALLY THE ONES THAT DROVE A LOT OF THAT RIGHT OF WAY SECURING FOR TEXDOT TO CAUSE IT TO HAPPEN.
WHAT WE'VE HAD HAPPEN WHEN MIKE HAS BEEN AT THE COG HAS BEEN NOTHING BUT ASTOUNDING.
MANY OF US ARE FAMILIAR WITH THE CLYDE AWARDS.
AND DON, ON OCCASION, I'M SURE, HAS CELEBRATED THE CLYDE AWARDS, CELEBRATING LEADERSHIP AND DEVELOPMENT EXCELLENCE.
RICHARDSON HAS RECEIVED NUMEROUS AWARDS OF THAT.
THAT PROGRAM WAS REALLY A HALLMARK OF MIKE'S LEADERSHIP AT THE COUNCIL GOVERNMENT SAYING, WE'VE GOT TO MODEL AND SHOW NEW WAYS OF THINKING ABOUT URBAN DEVELOPMENT AND REALLY PROMOTE THOSE BEST PRACTICES.
MIKE LED THAT EFFORT, UH, DEVELOP NEW PROGRAMS FOR LEADERSHIP DEVELOPMENT FOR YOUNG PROFESSIONALS, YOUNG FINANCE DIRECTORS, YOUNG CITY MANAGERS.
UH, DON IS A PRODUCT OF THAT PROCESS.
UH, OTHERS IN OUR FINANCE DEPARTMENT HAVE GONE THROUGH THAT PROGRAM AS WELL.
UM, LEMME TELL YOU, WHEN IT CAME TO TOUGH TIMES LIKE COVID, UH, ONE OF MY FAVORITE TENURED PROJECTS, UH, TO BE ABLE TO HAVE AND RELY ON SOMEBODY THAT WAS REGIONALLY GATHERING US TO TALK ABOUT A COMMON WAY TO TRY TO HANDLE THIS ACROSS THE ENTIRE AREA, MIKE LED THAT EFFORT WITH THE NORTH TEXAS COMMISSION AND THE NORTH CENTRAL TEXAS COG.
SO WE'VE SEEN MIKE IN ALL THE KIND OF GOOD TIMES, BAD TIMES, AND EVERY TIME, AND IT'S BEEN WONDERFUL TO HAVE SOMEONE THAT IS A, A STATE PAST PRESIDENT.
A-A-I-C-M-A, UH, REGIONAL PRES, UH, REGIONAL VICE PRESIDENT HAS LED OUR ORGANIZATIONS IN SO MANY WAYS.
UH, HE IS, HE IS REVERED IN OUR PROFESSION, UH, AND WE HAVE BEEN LUCKY TO HAVE HIM IN THIS NORTH TEXAS AREA.
I'VE BEEN PERSONALLY BLESSED TO HAVE HIM AS A PERSONAL FRIEND, AND I'M SO DELIGHTED THAT YOU ALL WOULD PAUSE, UH, DURING YOUR BUSY EVENING HERE TONIGHT.
UH, AND CELEBRATE, UH, THIS GREAT LEADER.

WE'RE, WE'RE, WE'RE ALIGNED WITH WHAT WE'RE LIVING IN THE CITY.
SO THE FISCAL YEAR, 22, 23, 24, WE SEE A 52% INCREASE IN STUDENTS LEADERSHIP CHANGED THREE TIMES.
SO I'M THE THIRD ED SINCE 2022.
YOU KNOW, THE IMPACT THAT CAN HAVE ON AN ORGANIZATION AS WELL AS THE STAFF STAYED THE SAME ONE ED THREE PART-TIME PEOPLE.
AND THERE'S A LITTLE ASTERISK 'CAUSE THERE WERE A COUPLE PART-TIME PEOPLE THAT ALSO HELPED WITH SOME MINOR BOOKKEEPING, BUT THAT WAS FIVE HOURS A MONTH OR COMMUNICATION.
SO IT REALLY WASN'T A, A PART-TIME STAFF MEMBER THAT COULD REALLY COMMIT TO MAKING THIS A GOOD BUSINESS AND TAKING CARE OF THE STAFF AND ALL THE STUDENTS.
SO, UH, THAT'S THE LAY OF THE LAND PRIOR TO 2025.
SO I INCLUDED THIS, AND THIS IS NOT EVEN STAGED.
UM, THIS IS A VOLUNTEER TEACHER.
AND WHY I INCLUDED THIS IS BECAUSE OF OUR NEW BRAND.
AND IT'S IMPORTANT TO NOTE THAT BECAUSE, UM, I GOT INVOLVED WITH RA AS A VOLUNTEER.
I WAS AN EXECUTIVE AT A COMPANY IN RICHARDSON, AND THE FORMER ED APPROACHED ME FOR MONEY.
AND AS I LOOKED AT THE MARKETING MATERIALS, I KNEW THE ANSWER WAS GONNA BE NO, BECAUSE THE BOOKS WERE INVOLVED, AND BOOKS WERE TRADITIONALLY ASSOCIATED WITH SCHOOLS AND LIBRARIES AND BOTH RECEIVE GOVERNMENT FUNDS.
SO TO ASK PRIVATE DONORS TO GIVE MORE MONEY, IT NEEDED TO BE CLEAR IN THE BRANDING THAT THERE WERE NO GOVERNMENT FUNDS ATTACHED TO US.
WE, WE STAND ON MONEY FROM PRIVATE DONATIONS AND FROM CIVIC DONATIONS.
WE, BUT WE ARE ABOUT PEOPLE AND ABOUT COMMUNITY.
SO IT WAS IMPORTANT TO CHANGE THAT BRAND.
AND THE ENROLLMENT HAS GONE UP 79% SINCE

2022.THE STAFF INCREASE 50% BECAUSE LAST YEAR, UH, WITH HELP FROM THE CITY, WE COULD ADD A, UH, PART-TIME FINANCE ADMIN AND THEN ALSO INCREASE OUR COMMUNICATIONS PART-TIME PERSON.
UM, THAT WAS VERY NECESSARY TO GET THE WORD BACK OUT.
UM, AND THEN OF COURSE THERE WAS ME, UH, I'M NEW AND I WAS PUSHING HARD FOR A, A BUSINESS DIVISION AND DEPARTMENT.
THIS IS REALLY INTERESTING 'CAUSE I, AS I LISTENED TO THE OTHER SPEAKERS TONIGHT, I WAS THINKING, THIS IS PERFECT.
I CAN'T WAIT TO GET TO THE SLIDE.
UM, BECAUSE RA SERVES THE REGION, AND RICHARDSON SHOULD BE SO VERY PROUD THAT WE ARE LEADING ESL AND WORKFORCE DEVELOPMENT FOR PEOPLE WHO DESPERATELY WANT TO BE EMPOWERED THROUGH LANGUAGE AND ALL THE WAY UP, ALL THE WAY DOWN OVER.
AND IT'S, IT'S A FANTASTIC IMAGE THAT THIS IS WHO WE SERVE CURRENTLY.
SO, UH, THIS IS A WONDERFUL, WONDERFUL IMAGE.

IT'S LIKE, OKAY, WHY, WHY WOULD PEOPLE TRAVEL TO GET TO OUR CLASSES? WHY WOULD THEY STAND IN LONG LINES AT OUR REGISTRATIONS THAT ARE CURRENTLY PACKED? AND WE HAVE WAITING LISTS AND WE STILL HAVE WAITING LISTS.
WHY? WELL, BECAUSE ONE IS OUR PROGRAMS. UM, THE PROGRAM CO COORDINATOR CARSON DEVELOPS PROGRAMS, STAYS ON TOP OF THEM AND DELIVERS THE GOODS, UH, EVERY SINGLE SEMESTER, ALWAYS LOOKING FOR WAYS TO IMPROVE OUR VOLUNTEERS, OUR PEOPLE THAT HELP OUT.
OUR CLASSES ARE PERSONALIZED AND THEY ARE DETAILED.
AND THEN OUR ASSESSMENTS OF STUDENTS AS THEY COME IN, BECAUSE OF OUR VOLUNTEER COORDINATOR, OUR STUDENT SUCCESS COORDINATOR, AND ALL OF THE OTHER VOLUNTEERS, EVERY STUDENT THAT ENROLLS IN ESL CLASSES GOES THROUGH AN ASSESSMENT TO GO OVER READING, WRITING, SPEAKING, UNDERSTANDING, SO THAT THEY ARE PLACED AT THE RIGHT LEVEL SO NO ONE GETS FRUSTRATED.
AND PEOPLE KNOW WHEN THEY SHOW UP TO R WE CARE ENOUGH TO REALLY SEE THEM.
SO THAT IS WHY PEOPLE JOIN WITH R JOIN R AND WHY THEY STICK WITH US.
SO OUR LOCATIONS ARE NUMEROUS.
WE HAVE WHAT YOU CALL GREEN GRAY BINS.
SO, UH, TEACHING MATERIALS WILL BE PUT INTO GRAY BINS AND WE TAKE THOSE PUPPIES TO THE LIBRARY, TO THE HIGH SCHOOL TO DIALOGUE INSTITUTE, TO THE OTHER FRED PARK LIBRARY, TO FIRST UNITED METHODIST CHURCH, TO, UH, DALLAS COLLEGE IN THE FALL.
AND THEN NOW AT NETWORK, BECAUSE WE GO WHERE PEOPLE ARE, WE MEET PEOPLE WHERE THEY ARE, UM, COGNITIVELY AND ALSO PHYSICALLY.
AND THAT'S IMPORTANT, UH, BECAUSE THEN PEOPLE CAN GET THEIR KIDS TO, UH, DAYCARE OR AFTER SCHOOL PROGRAMS AND GO SOMEPLACE THAT FITS THEIR SCHEDULE.
IT'S DAYTIME, EVENING, ONLINE AND IN PERSON TO COVER IT ALL.
AND WE HAVE TO GIVE A SHOUT OUT TO THE NETWORK FOR OUR NEW LOCATION FOR OUR OFFICE.
THIS IS FANTASTIC FOR US BECAUSE THE SPACE IS SO BIG.
UM, WE ACTUALLY HAVE REAL CUBICLES AND, UH, AND A STORAGE CLOSET.
WE'RE NOT WORKING IN A CLOSET.
AND IT ALLOWS US TO, TO TAKE VISITORS IN THROUGHOUT THE DAY.
UM, BECAUSE THE NETWORK IS OPEN, THAT LOBBY AREA IS OPEN, THEY JUST HAVE TO BUZZ TO GET INTO OUR SECTION OF IT SO WE CAN HELP NETWORK NEIGHBORS.
WE'RE CONDUCTING, UH, WORKFORCE DEVELOPMENT, OUR CAREER BRIDGE OUT OF NETWORK.
WE ARE, UM, HAVING OUR STAFF MEETINGS THERE, WE'RE HAVING OUR BOARD MEETINGS THERE.
WE ARE REALLY MAXIMIZING AND OPTIMIZING THAT SPACE.
SO, UM, AND A BIG DIFFERENCE THAT WE'RE PHYSICALLY ASSOCIATED WITH ANOTHER NONPROFIT IN THAT PHYSICALLY ASSOCIATED WITH THE SCHOOL.
UM, SO THAT, UH, HELPS PEOPLE NOT BE, NOT MISUNDERSTAND HOW WE ARE FUNDED.
SO THE STRATEGIC PLAN THAT DON ALLUDED TO THAT I TALKED TO HIM ABOUT LAST YEAR WAS ALL ABOUT MOVING FROM GRANT DEPENDENCY TO FINANCIAL SUSTAINABILITY.
THAT'S WHAT IT HAS TO BE ABOUT, BECAUSE THE PROGRAMS THAT WE HAVE ARE EXCEPTIONAL.
UH, WHEN I CAME ON BOARD, I DIDN'T THINK, OH BOY, WE REALLY BETTER FIX SOME THINGS.
LIKE, WHOA, THIS, THIS PLACE IS GREAT.
WE JUST NEED TO MAKE SURE THAT WE HAVE THE FINANCIAL SUSTAINABILITY TO ALWAYS SUPPORT RICHARDSON AND THE REGION.

UM, YEAH, IT'S BEEN A YEAR, BUT I, IT'S BEEN A CRACK OF LACKING YEAR OF GETTING, GETTING BUSY, UH, BECAUSE THERE WAS NO TIME TO WASTE.'CAUSE EVERY MONTH THAT GOES PAST AS YOU, WELL, AS YOU WELL KNOW AND PAYROLL GOES OUT, UH, WITHOUT KNOWING THAT SUBSTANTIAL MONEY IS COMING BACK IN, IT IS, YOU'RE SLIPPING DOWN A SLIPPERY SLOPE.
AND SO TO MAKE SURE THAT WE COULD CURVE THAT AND GET A HOLD OF IT, WE, WE GOT RIGHT ON TOP OF IT.
THE REBRANDING, UM, HAS BEEN VERY HELPFUL ALONG WITH THE SOCIAL MEDIA AND COMMUNICATIONS.
AND AS EVIDENCE OF THAT, WHEN WE DID NORTH TEXAS GIVING DAY THIS YEAR, WE NOT ONLY MADE MORE MONEY, WE MADE IT DIFFERENTLY.
WE DIDN'T RELY ON THE HUNT FOUNDATION TO GIVE A BIG CHUNK OF MONEY AND THEN A LITTLE BIT FROM EVERYBODY ELSE.
THE HUNT FOUNDATION CAME THROUGH FOR US, BUT SO DID EVERYONE ELSE.
WE MADE A SIGNIFICANT MORE AMOUNT OF MONEY THIS YEAR JUST FROM GETTING THE MESSAGING OUT THERE, JUST FROM BEING PRESENT AND, UH, PUTTING OUR LITTLE VIDEOS OUT THERE AND REBRANDING INSTAGRAM AND REBRANDING FACEBOOK.
WE CERTAINLY CAN'T LET OFF THE GAS.
UM, WE ALSO EXPANDED OUR LEADERSHIP TEAM.
WE HAD OUR BOARD RETREAT IN JANUARY.
SO WE ADDED, UM, LEADERSHIP RICHARDSON.
WE ADDED ANOTHER CITY, UH, CITY REPRESENTATIVE.
WE ADDED PEOPLE FROM METHODIST.
UH, SO WE ADDED MORE TO OUR LEADERSHIP, UM, AT THE BOARD LEVEL.
AND EVERY SINGLE PERSON WHO HAS BEEN ADDED ON, WHETHER IT'S FROM FINANCE, ANALYTICS, CITY, UM, THEY'VE ALL STEPPED UP AND PITCHED RIGHT IN.
AND THEY'VE ONLY BEEN IN FOR A LITTLE OVER A COUPLE MONTHS.
WE ALSO ADDED A STUDENT ADVISORY COUNCIL BECAUSE OUR STUDENTS ARE ADULTS WHO ARE COURAGEOUS AND DETERMINED.
MANY OF THEM NEED A CHANCE TO LEAD THOUGH, BECAUSE THEIR RESUMES HAVE GAPS IN THEM FROM COMING FROM A DIFFERENT COUNTRY.
SO WE INVITED STUDENTS TO BE PART OF OUR LEADERSHIP TEAM, AND THAT WAY THEY CAN HAVE SOMETHING ELSE TO ADD TO THEIR RESUME.
AND ALSO THEY CAN GIVE US FEEDBACK ABOUT PROGRAMS AND HELP US PROMOTE R AND THAT IS WHY THEY'RE HERE TONIGHT.
UM, WE ALSO EXPANDED THE CAREER BRIDGE PROGRAM BECAUSE BEFORE IT WAS A SIX WEEK PROGRAM, OR AN EIGHT WEEK PROGRAM.
WE CRANKED THAT BABY OUT FROM NOVEMBER UNTIL NOW.
UM, ONE TIME WORKSHOPS, BECAUSE THAT WAY PEOPLE HAVE FLEXIBILITY.
THEY DON'T HAVE TO SIGN UP FOR SIX WEEKS, THEY CAN COME AND GO BASED ON THE TOPIC.
SO WE COVER INTERVIEW, PREP, RESUME WRITING, MOCK INTERVIEWS FOR LAST WEEK.
WE'RE DOING FINANCIAL LITERACY WITH A PARTNERSHIP WITH AMERICA'S CREDIT UNION.
AND THEN WE'LL DO LINKEDIN PROFILING HOW TO NETWORK.
SO, UM, AND WE'RE JUST GETTING STARTED BECAUSE WE'RE GETTING FEEDBACK FROM STUDENTS AND NETWORKING AND COMMUNITY OUTREACH HAS BEEN VERY IMPORTANT.
THAT'S WHY I THINK MANY OF YOU HAVE SEEN ME BEFORE
UH, I NEED TO PUT MYSELF IN A PLACE WHERE SOMEONE ASKS ABOUT RA, I CAN RATTLE SOMETHING OFF.
UM, AND SAME WITH THE BOARD, AND SAME WITH THE STAFF AND SOME OF THE STUDENTS THAT RA IS HERE, WE DIDN'T GO ANYWHERE.

WE JUST NEED TO KEEP IT GOING BECAUSE PEOPLE REMEMBER WHAT WE DO AND HOW IMPORTANT IT IS, AND THEY, THEY WILL SUPPORT US.
SO PHASE ONE IS COMPLETE, BUT WE HAVE GAPS.
DATA IS ONLY GOOD AS WHAT YOU PUT IN.

UM, IF WE ASK WHO THEIR EMPLOYER IS AND EITHER THEY DON'T UNDERSTAND THE QUESTION, THE TERM EMPLOYER, OR THEY'RE SCARED TO GIVE THEIR ANSWER, WE'RE NOT GETTING ACCURATE DATA.
SO WE NEED THAT DATA TO KNOW WHICH INDUSTRIES ARE WE SERVING? UM, WHAT IS THE TRUE HOUSEHOLD INCOME OF MOST OF OUR STUDENTS? AND THEN ALSO HOW IS, HOW ARE, HOW ARE WE IMPACTING THEIR WORK LIVES AND COLLECTING THAT DATA SO WE CAN CONNECT THOSE DOTS FOR ECONOMIC DEVELOPMENT.
WE ARE ALSO, WE ALSO HAVE A GAP WITH GA UH, GRANT WRITING.
THE GRANTS WE APPLIED FOR THIS YEAR, THE ONES THAT WERE BIGGER AND MORE SUBSTANTIAL, WE GOT $0 FROM THEM.
UM, SO, BUT IT IS A DIFFICULT THING TO WRITE GRANTS WHEN YOU'RE INTERRUPTED

BUT WE HAVE TAKEN THAT SERGEANT POSITION, THAT ADDITIONAL SERGEANT POSITION, AND WE HAVE CREATED A POWER SHIFT IN OUR PATROL, UM, DIVISION.

UM, MAJORITY OF THOSE AGGRAVATED ASSAULTS INVOLVE, UH, KNOWN PERSONS AND EVEN MORE SPECIFICALLY, DOMESTIC VIOLENCE.
AND SO RECOGNIZING THE CHALLENGE THAT THAT CAN BE FOR US ALSO, 11 OF THOSE ARE ROAD RAGE.

BUT FROM THE OVERALL, UH, CRIME REDUCTION, WE SAW 15.4% IN, UH, BOTH VIOLENT AND PROPERTY CRIME REDUCTION.
SO THIS IS THAT FIVE YEAR SLIDE LOOKING AT A CONTINUOUS FIVE YEAR REDUCTION YEAR AFTER YEAR AFTER YEAR IN THE VIOLENT CRIME, BUT ALSO LOOKING AT A SIGNIFICANT REDUCTION YEAR AFTER YEAR FROM 20 THROUGH, UM, 2024.
AGAIN, UM, GREAT WORK BEING DONE BY THE MEN AND WOMEN IN THE DEPARTMENT, BUT ALSO GREAT WORK BEING DONE, UM, BY OUR COMMUNITY SUPPORTING US AND DOING THEIR, UH, JOB TO KEEP THEIR COMMUNITY SAFE.

LAST YEAR IN 2023, I SHOULD SAY, WE EXPERIENCED THE HIGHEST VOLUME OF CITIZEN INITIATED CALLS FOR SERVICE AT 64,399.
SIGNIFICANT REDUCTION IN THAT NUMBER FOR 2024, REDUCING DOWN TO 55,146.
UM, WHAT WE DID SEE AN INCREASE IN IS OUR OFFICER INITIATED CALLS FOR SERVICE.
AND SO TAKING A A DIVE INTO THAT, RECOGNIZING THAT IF OFFICERS ARE NOT OCCUPIED BY RESPONDING TO CALLS FOR SERVICE BY THE CITIZENS, THEN THEY'RE GOING OUT AND SELF-INITIATING, UM, THOSE ACTIVITIES AND ENFORCEMENT AND ENGAGEMENT, IF YOU WILL, UM, WHEN THEY'RE NOT, UM, TIED UP ON A, A CITIZEN CALLS FOR SERVICE.
UM, IN 2021 AND 2022, WE SAW A PRETTY FLAT NUMBER.

UH, ORIGINALLY AT ONE TIME GREENVILLE AVENUE WAS THOUGHT MAYBE TO CONNECT DALLAS ALL THE WAY TO MCKINNEY AND, AND NORTH, UH, PRIOR TO US 75 IN, UH, 88, AFTER THE, IN 1970, THE OWNERSHIP OF GREENVILLE AVENUE WAS, UH, TRANSFERRED TO THE CITY, INCLUDING THE RIGHT OF WAY IN 88, I'M SORRY, IN 98, UH, FOLLOWING THE DEVELOPMENT OF THIS BUILDING, UM, THE CITY AT THAT TIME ENTERED INTO A LONG-TERM, UH, LEASE AGREEMENT WITH THIS PRO, WITH THE PROPERTY OWNER.
THE, THE, UM, UM, CONCLUSION THEN WAS THE CONCLUSION TODAY, WHICH IS THE PROPERTY HAS NO PUBLIC BENEFIT AND IT HAS NO PUBLIC PURPOSE.

IF THE PROPERTY OWNER, UM, UH, DECIDES TO MAKE ANY IMPROVEMENTS, THOSE IMPROVEMENTS TOO WILL BE TAXABLE AND COME BACK ON ONTO THE TAX ROLL.
