UM, PERSONALLY I'D LIKE TO SEE OUR RESIDENTS HAVE A LOUDER VOICE WHEN IT COMES TO THE OPPORTUNITY TO INITIATE, UH, A REFERENDUM, UH, OR AN INITIATIVE. AND, AND FROM MY PERSPECTIVE, UM, UH, YOU GUYS DID A GREAT JOB GIVING US KIND OF WHAT OUR, UM, CORRESPONDING CITIES OR THE REFERENCE CITIES THAT WE NORMALLY LOOK AT. AND YES, 10% IS THE LOWEST AND WE'RE IN THAT CATEGORY THE WAY WE ARE RIGHT NOW. THAT SAID, WHEN YOU LOOK AT THE NUMBERS OF CITIES THAT ARE ACTUALLY DOING IT BASED ON THE LAST VOTE AND THE PERCENTAGE OF THE LAST VOTE, I WANNA SAY THAT RANGE, AND I DON'T HAVE IT IN FRONT OF ME, BUT IT'S BETWEEN 20 AND 40% YES, SIR. OF THE LAST VOTE. SO IF WE TOOK BETWEEN 20 AND 40 AND WE TOOK THE HIGHEST END OF THAT, WHICH WAS 40, AND THEN WE TOOK THE HIGHEST TURNOUT WE'VE HAD IN A CITY ELECTION, WHICH WAS IN, IN RECENT TIMES, WHICH WAS THIS LAST CITY ELECTION AT 12,000 SOME ODD, UM, THAT WOULD ROUGHLY THE EQUIVALENT OF BETWEEN SEVEN AND 8% OF THE REGISTERED VOTERS THAT, UM, THAT, THAT SHOWED UP TO VOTE THERE. SO FROM MY PERSPECTIVE, I'D LIKE TO SEE IT, I LIKE IT BEING BASED ON THE TOTAL REGISTERED VOTERS BECAUSE I THINK IT'S A MORE STEADY NUMBER, BUT I'D LIKE TO SEE THE PERCENTAGE LOWERED AND BASED ON KIND OF WHAT WE'RE SEEING IN THE REFERENCE OF THE PEOPLE WHO BASE IT ON THE PREVIOUS VOTE HISTORY, TO ME, THAT SOMEWHERE BETWEEN FIVE AND 10, CALL IT SEVEN AND A HALF, UH, JUST FEELS LIKE A, A NUMBER THAT AT LEAST IS MORE ACHIEVABLE BY, UM, ARE RESIDENTS WHO ARE INTERESTED IN, UH, STARTING THEIR OWN REFERENDUM. WE HAVE 32 PLAYGROUNDS, 27 BRIDGES, ABOUT 230 ACRES OF SPORTS FIELDS, SOCCER, BASEBALL, SOFTBALL, UH, CRICKET, 28 RESTROOM BUILDINGS, 32 PAVILIONS AND 13 PONDS AND OR WATER FEATURES THROUGHOUT OUR PARK SYSTEM. AND THEN SOME OF THE SERVICES WE OFFER, OF COURSE, OUR ANNUAL WILDFLOWER PLANNING PROGRAM. UM, WE [01:25:01] MAINTAIN CHANGE OUT AND REPLACE TREE BANNERS THROUGHOUT THE CITY. WE MAINTAIN THE CITY'S TREE SWEEPING CONTRACT. UH, WE DO THE MATCHING FUND UNIFICATION PROGRAM, WHICH A LOT OF NEIGHBORHOOD ASSOCIATIONS AND, UH, HOAS ARE TAKEN BENEFIT OF. UM, WE STEWARD NATURAL AREAS, NOTABLY RIDGE PARK AND SPRING CREEK NATURE AREA. ALSO PROVIDE A LOT OF SUPPORT FOR OUR, UH, COMMUNITY EVENTS. WILDFLOWER COTTONWOOD, FAMILY FOURTH HUFFINES, HARVEST FEST, SANDS VILLAGE, CHRISTMAS PARADE, SO ON AND SO FORTH. DO A LOT OF HOLIDAY DECORATION, ESPECIALLY IN CONJUNCTION WITH THOSE LAST TWO. AND THEN ALSO MAINTAIN ALL THE LANDSCAPING ON CENTRAL EXPRESSWAY, WHICH IS SOMETHING WE'RE VERY PROUD OF. HE'S REALLY CAN TELL THE DIFFERENCE WHEN YOU'RE DRIVING DOWN CENTRAL FROM DALLAS, ALL OF A SUDDEN YOU'RE IN RICHARDSON, IT LOOKS GREAT, THEN YOU'RE IN PLANO AND IT A LITTLE BIT OF A NOSE DIVE AGAIN. UM, AND THEN WANTED TO MENTION BRIEFLY 'CAUSE WE THOUGHT THIS WAS A GOOD OPPORTUNITY. UM, I KNOW YOU'VE ALL RECEIVED COPIES OF THE PARK AND RECREATION COMMISSION BUDGET, PRIORITY LETTER, UM, BUT ONE TO HIGHLIGHT THOSE ITEMS THAT MAY, THAT LETTER THIS YEAR. UM, WE BRING SOME, THEY BRING SOME, WE VET THOSE VERY, VERY THOROUGHLY. EVERY COMMISSIONER FILLS OUT A SCORE SHEET TO, UH, TO DETERMINE HOW THAT'S GOING TO RANK. AND THEN THEY TALK, YOU KNOW, SEVERAL TIMES ABOUT WHAT MAKES ON THE LIST, HOW DO WE ORDER THOSE, HOW DO WE WANT TO PRESENT THIS TO THE COUNCIL? REPLACING THE SAUNA AT HEIGHT RECREATION CENTER, UM, IN GENERAL TRAIL SIGNAGE, WAVE FIGHTING SIGNAGE AND INTERPRETIVE SIGNAGE THROUGHOUT OUR PARKS. UM, CONVERSION OF BALL FIELD LIGHTS TO A CLOUD-BASED CONTROL SYSTEM. UM, REPLACEMENT OF THE A DA CHAIR LIFTS AT NEIGHBORHOOD POOLS, UH, REPLACING THE STAGE CURTAIN AT THE HUFFINES RECREATION CENTER, UH, PURCHASING MORE IPADS FOR OUR MAINTENANCE STAFF TO ALLOW THEM TO, UH, ACCESS OUR WORK MANAGEMENT SOFTWARE SYSTEM BETTER IN THE FIELD. UM, PROFESSIONAL DEVELOPMENT FOR PROXIMATE RECREATION STAFF ACROSS THE DEPARTMENT AND INSTALLATION OF MORE SEATING NODES IN PARKS. AND THAT LAST ONE IS SOMETHING THAT, UH, THAT CAME UP IN THE PARK RECREATION OPEN SPACE MASTER PLAN RECENTLY. THAT WAS A DESIRE BY OUR, OUR CITIZENS TO HAVE MORE AREAS THAT WERE NOT NECESSARILY AMPHITHEATER, BUT MAYBE BIGGER THAN JUST A, A SINGLE BENCH. AND THAT'S SOMETHING THAT WE'RE LOOKING INTO. I'M TRYING TO DEVELOP A WAY TO, TO ADDRESS THAT NEED. BUT, UM, YOU KNOW, JUST AS THE NOTE SAYS THERE AT THE BOTTOM, THAT IS PER ORDINANCE, THAT THE, UH, THE PARK RECREATION COMMISSION, UM, IS CHARGED TO ADVISE YOU ANNUALLY ON BUDGET PRIORITIES. AND THEN I WANT TO TALK A LITTLE BIT ABOUT OUR ANNUAL, UH, CAPITAL ASSET ASSESSMENT. THIS IS SOMETHING WE'VE BEEN DOING SINCE, SINCE 2018, AS A WAY TO TAKE A HARD LOOK AT SOME OF THOSE CAPITAL ASSETS AND PARKS. THESE ARE GENERALLY ITEMS OR SYSTEMS THAT ARE VALUED OVER ABOUT $10,000. UM, WE DO AN INVENTORY AT EACH OF OUR PARKS. UH, WE HAVE 42 NOW, AND OUR OWN PARKS CREW MEMBERS ACTUALLY PERFORM THOSE ASSESSMENTS AS MUCH AS POSSIBLE. WE LIKE TO HAVE THE SAME STAFF MEMBERS EACH YEAR DO THE ASSESSMENT ON THE SAME CLASS OF ASSET PLAYGROUND OR PAVILION OR BRIDGE, WHATEVER IT IS, BECAUSE THOSE ARE THE GUYS WHO ARE OUT THERE WORKING ON THOSE THINGS DAY IN, DAY OUT. THEY OSTENSIBLY KNOW THEM BETTER THAN ANYBODY ELSE DOES. THEY KNOW WHERE KIND OF THOSE PINCH POINTS ARE AND ARE ABLE TO GIVE US A, A REAL HONEST ASSESSMENT ON, ON WHAT THOSE ASSETS ARE LOOKING LIKE. THEY SCORE THOSE IN FIVE AREAS. UM, AND THOSE ARE WEIGHTED, YOU CAN SEE THE PERCENTAGES THERE, SAFETY AGE, STRUCTURAL SOUNDNESS, UTILITY AND APPEARANCE. UM, AND THEN THOSE ARE ALL EXPRESSED ON A FIVE POINT SCALE BETWEEN FIVE BEING ES EXCELLENT AND ONE BEING POOR. SO EVERY ASSET GETS A SCORE IN EACH OF THOSE AREAS. AND THEN THOSE ARE ALL WEIGHTED AND THEY COME TOGETHER FOR A TOTAL OVERALL ASSET SCORE. UM, THESE ARE THE ASSET CLASSES THAT WE LOOK AT EVERY YEAR, UM, FROM IRRIGATION SYSTEMS, LIGHTING SYSTEMS, MEDIAN LANDSCAPING, PAVILIONS, PEDESTRIAN BRIDGES, PLAYGROUNDS, RESTROOMS, SPORTS FIELDS, STORAGE BUILDINGS, TENNIS COURTS, TRAILS AND WATER FEATURES. AND THEN THIS IS AN EXAMPLE OF ONE OF THE, UH, THE ASSET ASSESSMENT FORMS THAT THEY USE OUT IN THE FIELD. SO WE'LL SEND THIS OUT WITH A TEAM, USUALLY OF THREE STAFF MEMBERS TO LOOK AT, YOU KNOW, IN THIS CASE THIS WAS A RESTROOM INSPECTION FORM. THIS IS THE ONE FOR, FOR YALE PARK. UM, THEY PUT THE NAME, NAME OF THE PARK THERE, AN INSPECTION DATE, WHO'S ON THE TEAM, AND THEN THEY RANK IT ON EACH OF THOSE, THOSE FOUR CATEGORIES. IN THIS CASE, BECAUSE AGE, WE COMPUTE, BECAUSE WE KNOW THE AGE, BUT ALL THESE ASSETS WERE CONSTRUCTED OR INSTALLED. AND SO WE KIND OF DO THAT IN THE OFFICE BASED ON ON WHAT YEAR IT IS NOW, UM, PLACE FOR 'EM TO LEAVE, COMMENTS, AND THEN JUST OVERALL NOTES. BUT THEN WE TAKE THOSE SCORES, THE FOUR, THE THREE, THE FOUR, THE THREE, YOU KNOW, WEIGHT THOSE, AND THEN EXPRESS 'EM, UM, IN A SPREADSHEET TO COME UP WITH THE OVERALL ASSET SCORE. AND THEN HERE ARE SOME OF THE RESULTS, UH, OF THIS YEAR'S ASSESSMENT. WHAT WE'VE DONE HERE [01:30:01] IS, UH, USE THE STACK BAR GRAPH TO SHOW YOU THE NUMBER OF ASSETS OR THE PERCENTAGE OF ASSETS THAT ARE RATED EITHER AS EXCELLENT OR GOOD. SO A FIVE OR A FOUR ON, ON THE FIVE POINT SCALE. UM, WE HAVE AN IRRIGATION LIGHTING SYSTEMS, MEDIAN LANDSCAPE PAVILIONS, PEDESTRIAN BRIDGES AND PLAYGROUNDS. AND OUR, OUR GOAL WHEN WE STARTED THIS PROGRAM, UM, WAS WE WANTED TO MAKE SURE EVERYTHING WE HAD WAS A, WAS A THREE OR BETTER ON THAT FIVE POINT SCALE. AND THAT'S REALLY KIND OF OUR, OUR WATCH WORDS. WE GO THROUGH THIS PROCESS EVERY YEAR. UM, WE'VE GOT EIGHT YEARS OF DATA NOW, SO WE CAN START TO SEE TRENDS. WE CAN START TO SEE THINGS DECLINING OR SOMETHING THAT WAS A LITTLE BIT LOWER NOW HAS JUMPED UP BECAUSE WE HAVE REPLACED IT OR WE HAVE MADE SIGNIFICANT IMPROVEMENTS OR, OR RENOVATIONS TO IT. UM, WE'RE IN, WE'RE IN PRETTY GOOD SHAPE IN A LOT OF THESE, THESE ASSET CLASSES. UM, BY AND LARGE, THERE ARE ONLY THREE OR FOUR INDIVIDUAL ASSETS THROUGHOUT THE SYSTEM THAT ARE RATED BELOW A THREE, AND THOSE ARE THE ONES THAT WILL TYPICALLY COME UP ON OUR, OUR WORK PLAN FOR THE NEXT YEAR BECAUSE WE WANT TO, TO CORRECT THAT SITUATION. AND THEN HERE'S ANOTHER SET OF, OF RESULTS FOR RESTROOM SPORTS FIELDS TOWARDS BUILDINGS, TENNIS COURTS, TRAILS, AND WATER FEATURES. AND SO THEN TO GIVE YOU AN UPDATE ON SOME OF THE PROJECTS THAT, UH, WE TOOK ON THIS YEAR AS A RESULT OF THE 2024 ASSET ASSESSMENT, UH, FIRST OF ALL WAS A REPAIR TO THE, UH, THE, THE CONCRETE RAMP, THE KINDA KIND OF A STONE VENEER WALL ON THAT RAMP LEADING UP TO THE BRIDGE THAT GOES OVER. UM, I THINK THAT'S HUNT BRANCH, UH, THAT GOES THROUGH MCKINNEY SPRING PARK. AND FOR, FOR REASONS THAT, UH, EVEN THE ENGINEERS WE HIRED CAN'T COMPLETELY ASCERTAIN THAT WALL WAS FAILING. THE RAMP ITSELF AND THE BRIDGE WERE STRUCTURALLY FINE, BUT THAT STONE VENEER WAS CRUMBLING AND FALLING OFF. AND SO WE HIRED A CONSULTANT TO DEVELOP, UH, WHAT YOU SEE IN THE PICTURE THERE, WHICH IS KIND OF STACKED LIMESTONE BLOCKS TO, TO SHORE THAT BACK UP, REPLACE THE FILL THAT WAS UNDER THAT RAMP. AND WE GOT THAT COMPLETED IN 2025 AT A COST OF ABOUT $255,000. AND IT LOOKS FANTASTIC. UH, THEN WE REPLACED THE FENCE AROUND THE TENNIS COURT AT YALE PARK. THIS IS SOMETHING THAT IS JUST KIND OF, UH, NORMAL WEAR AND TEAR FOR ANY SORT OF CHAIN LINK FENCE IN A PARK. THEY EVENTUALLY GET, GET DAMAGE WEAR OUT. UH, WE COMPLETED THAT JUST LAST MONTH. UH, THE BUDGET FOR THAT WAS $45,000, REPLACED THAT CHAIN LINK FABRIC, PAINTED THE POLES AND KIND OF GAVE THAT A, UH, LITTLE BIT OF A REFRESH. ALSO, UH, A PROJECT THAT WE'RE REALLY, REALLY HAPPY TO, UH, TO BE COMPLETE WITH WAS DOING SOME RENOVATIONS ON THE BURNS ALONG A RAINIER LINEAR PARK, WHICH IS ON THE SOUTH SIDE OF RENNER BETWEEN SYNERGY PARK AND, UH, AND CENTRAL EXPRESSWAY. UM, WE HAD A BIG PROBLEM WITH SOME OF THESE REALLY GREAT BERMS WITH THE MATURE TREES ON 'EM, WHERE THE TREES ARE DOING FANTASTIC, BUT UNFORTUNATELY SHEDDING OUT THE GRASS. SO WE'D HAVE RUNOFF WHEN IT RAINS OR WHEN THE IRRIGATION RAN, WE GET DIRT AND MUD AND WATER ON THE TRAILS. SO, UH, WE ORIGINALLY THOUGHT THAT WE WOULD COME THROUGH WITH KIND OF THIS, UH, RIVER ROCK TREATMENT THAT WE DO IN A LOT OF PLACES AROUND TOWN. BUT TALKING WITH OUR CONTRACTOR, TALKING WITH OUR, OUR DESIGN STAFF DECIDED THAT BUILDING THESE SHORT RETAINING WALLS IN SOME OF THOSE AREAS WHERE WE SAW THAT HAPPENING THE WORST WAS GONNA BE A MUCH BETTER WAY TO, TO CORRECT THAT PROBLEM. UM, SO THAT WAS JUST COMPLETED THIS MONTH ACTUALLY. UM, OUR, OUR HARDSCAPE CONTRACT THAT WE HAVE AN ANNUAL CONTRACT WITH CAME THROUGH, BUILT THOSE WALLS AND SOME PLACES WENT AHEAD, DID THE MOST TRIPS AND THE, UH, THE ROCK TREATMENT AS YOU SEE THERE. AND THEN IF YOU SEE DOWN THERE ON THE TRAIL ITSELF, THEY STAINED A BAND ABOUT A FOOT WIDE RIGHT IN FRONT OF THOSE WALLS JUST AS ANOTHER VISUAL INDICATOR THAT THERE'S SOMETHING THERE. SO SOMEBODY ON A BICYCLE OR RUNNING FULL TILT, JOGGING DOWN THE TRAIL, UM, KIND OF HAS A LITTLE BIT MORE INDICATION THAT THERE'S SOMETHING THERE. WE DON'T ANYBODY TO, UH, TO KNOCK THEIR SHINS ON THOSE WALLS OR ANYTHING. BUT WE HAVE THE SAME THING ON THE, UH, THE SOUTH SIDE OF THE TRAIL. THESE ARE ALMOST EXCLUSIVELY ON THE NORTH SIDE OF THE TRAIL. WE'RE SEEING THAT EROSION, UM, THE WORSE. SO WE'RE REALLY, REALLY HOPEFUL THAT THIS IS GONNA IMPROVE THE CONDITION OF THAT TRAIL. WE DON'T HAVE AS MUCH CLEANUP TO DO AFTER RAIN EVENTS. IT'S GONNA BE MORE USEFUL. I HAVE GREATER UTILITY FOR CITIZENS THAT ARE USING THE TRAIL GOING FORWARD. AND THEN WE HAVE A LITTLE BIT OF MONEY LEFT AND IN THE PARKS MAINTENANCE FUND FOR, UM, IRRIGATION RENOVATION JUST BECAUSE WE'VE ADDED AREAS LIKE THE, THE ROCK YOU SEE THERE, YOU KNOW, THAT DOESN'T NEED TO BE IRRIGATED ANYMORE. SO WE'LL HAVE SOMEONE COME IN AND KIND OF RE REORIENT THE IRRIGATION SYSTEM. SO WE'RE JUST WATERING, UH, THE TURF GRASS WHERE WE NEED TO. NOW WE ALSO RENOVATED THE, THE MEDIAN ON EAST SPRING VALLEY, UM, TO KIND OF BRING IT UP TO OUR MORE MODERN LANDSCAPE STYLE, UH, REMOVE SOME OF THE OLD IMPRINTED CONCRETE, DID THE RIVER ROCK BANDS LIKE WE LOVE TO DO THESE DAYS. UM, AND JUST SPRUCE THAT UP. SOME NEW PLANTINGS, A LITTLE BIT OF FLAGSTONE ACCENTS, UH, WHICH SUPPORTED THE COUNCIL TACTIC FROM FROM LAST YEAR TO EXPAND THE MEDIA AND MAINTENANCE ENHANCEMENT PROGRAM. UH, THE BUDGET FOR THAT WAS $155,000 AND THAT ALSO WAS COMPLETED JUST THIS MONTH. AND THEN AS SOON AS WE CAN, WE'RE GONNA START ON THE WEST BELTLINE ROAD MEDIAN RENOVATION, UH, BETWEEN ABOUT CENTRAL AND COT, UH, TO DO MUCH OF THE SAME THING. YOU CAN SEE A PICTURE THERE, UM, OF THE CITY ENTRY SIGN RIGHT [01:35:01] THERE AT KOT. UH, BUT WE'RE DOING THE SAME SORT OF TREATMENT, REMOVING THE OLDER IMPRINTED CONCRETE THAT DOESN'T LOOK GREAT DOING OUR RIVER ROCK BANDS FLAGSTONE ACCENTS, REFRESHING PLANTINGS, UM, YOU KNOW, UH, UH, ASIAN JASMINE AND THINGS LIKE THAT, A AS NECESSARY, UH, TO GIVE THAT A BETTER LOOK. UM, THAT'S ANOTHER ONE THAT'S BUDGETED FOR ABOUT $155,000. AND AS SOON AS SOME OF THE ROAD PROJECTS THAT ARE GOING ON, ON BELTLINE ARE COMPLETE, UM, AND THOSE LANES ARE, ARE CLEARED, THEN WE CAN CLOSE DOWN A LANE TO LET OUR CONTRACTORS WORK ON THAT PROJECT AS WELL. UM, WE ARE ALSO GOING TO, UM, GRASS IN THE INFIELD OF POINT NORTH PARK ON THE BALL FIELD THERE. UM, THAT'S A BALL FIELD THAT, THAT WE DO NOT PROGRAM ANYMORE FOR LEAGUE PLAY OR, UM, ANYTHING. SO IT'S GONNA BE MUCH MORE USEFUL TO US AND TO CITIZENS TO HAVE THAT BE A GRASS INFIELD AVAILABLE FOR PICKUP PLAY PRACTICES, WHATEVER PEOPLE WANT TO DO, BUT KIND OF REDUCES A LITTLE BIT OF THE, UH, RESPONSIBILITY FOR OUR BALL FIELD MAINTENANCE CREW TO HAVE TO DRAG THAT AND PREP THE, THE SKINNED INFIELD THERE. UM, THAT IS UNDER CONSTRUCTION RIGHT NOW, GRADING THAT OUT, PUTTING NEW IRRIGATION IN BECAUSE IT WASN'T IRRIGATED BEFORE. AND THEN WE'LL SOB THAT. UM, AND THAT SHOULD BE UP TO SPEED LATER THIS SUMMER. ONCE THAT GROWS IN, UH, THEN WE'RE ALSO AT POINT NORTH PARK GOING TO DO SOME WORK ON THE SECURITY LIGHTING THERE. UM, WE HAVE AN OPPORTUNITY TO INSTALL SOME SOLAR SECURITY LIGHTING, UH, WHICH WE LOVE TO DO. UM, AND AS SOON AS THE CONTRACT WORKING ON THE A 25 PRESSURE ZONE PROJECT HAS MOVED OUT SUFFICIENTLY TO ALLOW US TO GET IN THERE TO DO THAT WORK, UH, WE'RE GONNA INSTALL AT LEAST A COUPLE OF SECURITY LIGHTS JUST TO IMPROVE SECURITY IN THAT PARK. UM, THAT SHOULD BE COMPLETED THIS SUMMER AS WELL. AND THEN IN AUGUST, WE'RE GONNA APPLY A ROLL COAT TO THE SAFETY SURFACING AT THE BRECKENRIDGE PARK PLAYGROUND. THIS IS THE NEW PLAYGROUND THAT'S OVER BY, UH, THE KEER FIELD BALL FIELDS. UM, AS YOU MAY RECALL, THAT HAS A PORT IN PLACE. SAFETY SURFACING IS OUR SECOND ONE IN OUR SYSTEM. UM, AND BEST PRACTICE FOR, FOR THIS TYPE OF SAFETY SURFACING IS BASICALLY TO APPLY ANOTHER THIN COAT OF THE BINDER THAT HOLDS THAT SAFETY SURFACING TOGETHER TO THE TOP OF THE SURFACE, BASICALLY AS A WEAR LAYER. SO AS PEOPLE ARE WALKING ON IT, RUNNING ON IT, UM, YOU KNOW, MOVING ACROSS IT THAT WEARS DOWN INSTEAD OF THE SAFETY SURFACING ITSELF. UM, BEST PRACTICE IS TO DO THAT ABOUT EIGHT EVERY 18 TO 24 MONTHS. UM, SO WE'RE ABOUT, UM, A LITTLE OVER A YEAR IN RIGHT NOW. SO WE WANNA GET ON A ROUTINE OF, OF DOING THAT EVERY TWO YEARS OR SO, JUST TO MAKE SURE WE GET ALL THE LONGEVITY OUTTA THAT SAFETY SURFACING WE CAN. WE'VE BEEN DOING THAT AT THE ANN EISMAN PLAYGROUND EVER SINCE IT OPENED, AND IT IS HELD UP REALLY, REALLY WELL. AND WE ALWAYS GET COMMENTS FROM THE CONTRACTOR THAT COMES TO DO IT, THAT THEY CAN'T BELIEVE HOW WELL THE SAFETY SURFACE IS HOLDING UP. BUT, YOU KNOW, GUYS, YOU'RE OUT HERE EVERY, EVERY TWO YEARS OR SO DOING THIS, SO YOU SHOULD KNOW THIS IS WHAT YOU TOLD US. UM, THAT'S WHY IT WEARS SO WELL. UM, AND THEN AS DON SAID, OUR PRELIMINARY WORK PLAN, UM, FOR, FOR FISCAL YEAR 26. AND THESE ARE PROJECTS THAT, YOU KNOW, WE DEVELOPED AS A RESULT OF OUR ASSET ASSESSMENT. AND THEN A FEW OTHER THINGS THAT WE JUST KNOW NEED TO BE DONE AND WILL FIT REALLY, REALLY WELL INTO, UH, BEING FUNDED BY THE PARK MAINTENANCE FUND. AND THEN ALSO ON YALE BETWEEN CENTENNIAL AND COLLINS. WE'VE GOT A START ON THIS, UM, DOWN SOUTH OF, OF SPRING VALLEY. WE WANNA CONTINUE WORKING NORTH. UM, AND THEN ON THE FLEET SIDE, WE HAVE 648 FLEET VEHICLES AS OF EARLIER THIS WEEK. AND TWO FUEL SITES THAT WE MANAGE WITH A STAFF OF 20 FLEET STAFF. AND THEN WE ALSO MANAGE ALL OF THE CITY'S WAREHOUSE OPERATIONS, CENTRAL RECEIVING, UH, CITYWIDE WAREHOUSING, AND THEN ALSO FLEET PARTS WAREHOUSING THROUGH THAT WITH A STAFF OF TWO. SO, SOME OF THE CHALLENGES THAT WE'VE BEEN RUNNING INTO THIS YEAR, UH, ONE IS, IS THE LABOR FORCE. UH, THE ABILITY TO GET GOOD TRADESMEN AND GOOD TECHNICIANS IS DIFFICULT. AND SO WE'VE BEEN WORKING WITH COLIN COLLEGE TO TRY TO FACILITATE THAT. THIS IS A PICTURE FROM US EXHIBITING AT THEIR JOB FAIR. UH, WE'RE ALSO WORKING ON, WE HAVE AN APPRENTICE PROGRAM ON THE FLEET SIDE. WE'RE WORKING ON SIMILAR THINGS ON THE FACILITY SIDE, BUT JUST TRYING TO GET AS, AS GOOD AND WELL TRAINED TECHNICIANS IN THE DOOR AS WE CAN. AND THE NEXT BULLET ITEM, WHICH TALKS ABOUT THE COMPLEXITY OF THE VEHICLES AND, UH, THE SYSTEMS THAT WE WORK WITH. THESE SYSTEMS ARE BEING RE-ENGINEERED EVERY YEAR. WE HAVE TO RETRAIN OUR STAFF, WE HAVE TO RETRAIN OUR TECHNICIANS. AND, UH, SO THAT'S A CHALLENGE FOR US. BUT THEY'RE DOING THAT ALSO IN THE PRIVATE SECTOR. AND SO IT'S A, IT'S RUNNING OUT THE COST OF THAT. AND THEN, UH, FINALLY ONE OF THE THINGS WE'RE LOOKING TO DO IS UPGRADE OUR SOFTWARE SYSTEMS. UM, WE DID ACQUIRE A NEW FLEET MANAGEMENT SOFTWARE SYSTEM IN THE SPRING, AND WE'RE WORKING ON IMPLEMENTATION OF THAT. AND THEN WE'RE RE RESEARCHING DIFFERENT WAYS THAT WE CAN DO FACILITIES WORK, ORDER MANAGEMENT. WE CURRENTLY USE CITY WORKS SIMILAR TO MANY OF THE OTHER DEPARTMENTS, BUT IT'S NOT IDEAL FOR FACILITIES. SO WE'RE LOOKING TO SEE IF WE CAN BUILD SOME MODULES. WE'VE BEEN TALKING WITH FOLKS, UH, WHO CONSULT WITH THE CITY OF PLANO AND HAVE BUILT THEIR SYSTEM UP THERE AND SEE IF THAT'S A GOOD OPTION FOR US. SO FIRST, TO GO TO FLEET, UH, THERE ARE TWO FUNDING SOURCES FOR THE FLEET DIVISION. THERE'S THE GENERAL FUND BUDGET THAT WE HAVE AND WE OPERATE FROM. THAT'S WHERE WE REPAIR AND MAINTAIN ALL THE CITY FLEET. THAT'S WHERE WE PURCHASE OUR FUEL. THAT'S WHERE WE ACQUIRE PARTS AND THINGS OF THAT NATURE. SO, AND THEN THE SECOND FUND IS THE VEHICLE ACQUISITION. THAT'S THE, THE CAPITAL REPLACEMENT FUND THAT COMES OUTTA THE VALOREM TAX. AND THEN THE WATER OP AND SEWER OPERATING FUND IS USED FOR THEIR VEHICLES. AND THE SOLID WASTE FUND IS BEING USED TO SUPPLEMENT SOME ADDITIONAL SOLID WASTE VEHICLES. SO THIS IS A COPY OF OUR CURRENT BUDGET STANDARD AT THIS TIME. AND, UH, IN THIS YEAR WE'VE SEEN, UM, MORE EXPENSIVE OUTSIDE SERVICES, AS I WAS MENTIONING BEFORE, WHICH IS RUNNING UP SOME OF THE DOLLARS THERE. AND, UH, ALSO THE COST OF STOCK AND NON-STOCK PARTS IS, UH, GETTING MORE EXPENSIVE AS WE GO THROUGH THAT. ONE OF THE BENEFITS WE HAVE NOTICED THIS YEAR IS IN PREVIOUS YEARS, WE WERE PRETTY MUCH OVER BUDGETED IN FUEL. SO WE REDUCED THAT BACK TO KIND OF A STANDARD TREND THAT WE'VE SEEN OVER THE LAST THREE YEARS OR SO. AND THAT ALLOWS US TO REALIZE SOME SAVINGS THERE TO KIND OF TRY TO BALANCE OUT THE BUDGET. THIS IS A COPY OF OUR CAPITAL REPLACEMENT THAT WE'RE PROJECTING FOR THIS COMING YEAR. SO WITH THAT, IT'S A TOTAL OF 46 VEHICLES, UH, JUST OVER SEVEN AND A HALF MILLION DOLLARS. UM, AND WE'VE GOT IT BROKEN DOWN HERE BY THE FOUR DIFFERENT FUNDING SOURCES THAT I MENTIONED PREVIOUSLY. THE NUMBER OF VEHICLES IN EACH ONE OF THOSE SOURCES, AND THEN THE BUDGET. AND THEN WE'VE BROKEN OUT BY THE APARTMENTS AND SHOW YOU SOME OF THE VEHICLE TYPES THAT ARE THERE. AND NOW ON THE FACILITIES SIDE, WE'RE GONNA TRANSITION FROM FLEETING NOW TO FACILITIES. UH, THEY ALSO HAVE A GENERAL FUND BUDGET THAT DEALS WITH OPERATING AND MAINTENANCE ON A DAY-TO-DAY BASIS. AND THEN THEY HAVE AN A VALOR AND PROPERTY TAX TRANSFER OUT CALLED A FACILITY MAINTENANCE FUND THAT WE USE FOR LARGER MAINTENANCE PROJECTS. AND WE'LL GET INTO SOME OF THOSE PROJECTS, UH, HERE IN A MOMENT. AND THEN SPECIAL PROJECTS FUND, IF THERE'S A SPECIAL NEED ESPECIALLY THAT POPS UP IN THE MIDDLE OF THE YEAR THAT WE DIDN'T FORESEE, THEN UH, SOMETIMES THOSE ARE USED OR IF WE'RE IMPLEMENTING LIKE A MASTER PLAN STUDY THAT WAS COMPLETED. AND I'LL SHOW YOU SOME OF THOSE EXAMPLES. SO FROM FACILITIES MAINTENANCE, THIS IS A SLIDE THAT TALKS A LITTLE BIT ABOUT THE UNIT COST ISSUES THAT WE'VE BEEN DEALING WITH. ONE OF THE BIG THINGS, THERE'S SIX DIFFERENT CATEGORIES. FOUR OF THE SIX HAVE SEEN SIGNIFICANT INCREASES IN SERVICE REQUESTS. SOME ALMOST 50% MORE AND OR SOME 60 OR 70% MORE. SO A LOT OF MORE SERVICE REQUESTS THAT ARE COMING OUR WAY FOR THOSE FOUR CATEGORIES. FROM A COST STANDPOINT, IT'S KIND OF A MIXED BAG. ABOUT HALF OF THEM HAVE A HIGHER UNIT COST THIS YEAR AND HALF OF THEM DON'T. SO THE COST STRUCTURE IS KIND OF, UH, IS A MOVING PIECE. BUT, UH, WE'RE USING THAT TO KIND OF FORECAST FOR WHAT WE EXPECT TO SEE IN NEXT YEAR. AND THEN WE'LL MOVE THE FACILITIES MAINTENANCE, UH, THE FUNDING OF OUR PROJECTS, AND THEN THE GROUPS THAT THOSE ARE FROM. SO THIS WE'LL START WITH THE GENERAL FUND PROJECTS. UM, WE HAD TWO DIFFERENT GROUPS. WE HAD GENERAL FUND PROJECTS, AND THEN WE HAD SPECIAL FUND PROJECTS. AND THIS YEAR, UH, PRIMARY FOCUS A LOT ON THE MUNICIPAL COURT AND, UH, REDOING THE FLOORING AND ALSO PAINTING THE FACILITY. UH, WE ALSO REPLACED ALL THE UPSS, UH, TO PROVIDE THE SUPPORT FOR THE SERVERS, NOT JUST THE COMPUTERS, BUT THE SERVERS THAT WE HAVE IN THE FACILITIES. AND THEN IN AUGUST WE'LL DO THE EPOXY, UH, THE EPOXY OF THE EISMAN CENTER, UH, STAIRS. AND THEN, UH, IN SPECIAL PROJECTS, UH, ONE OF THE THINGS THAT WAS TALKED ABOUT LAST YEAR A LOT WAS THE GENERATOR MASTER PLAN. IMPLEMENTATION OF THAT IS UNDERWAY. UH, WE ORDERED THE GENERATOR AND OUR BEGINNING TO GO THROUGH THAT PROJECT. THAT'LL PROBABLY TAKE TWO YEARS JUST FOR YOUR INFORMATION. IT TAKES ABOUT 80 WEEKS TO GET A GENERATOR, SO OF THAT SIZE. SO IT'S, IT'S A LONG LEAD TIME. AND THEN, UH, ONE I'LL HIGHLIGHT ON THE NEXT SLIDE IS OUR POLICE EMPLOYEE ENTRANCE. SO HERE'S A, SOME PICTURES OF THOSE. UH, THE MUNICIPAL CORD OFFICE REPLACEMENT. YOU SEE THE NEW CARPET, SEE THE NEW PAINTING FACILITY. AND THEN ON THE FAR RIGHT, UH, FOR POLICE, YOU SEE THE UPGRADE THERE. SO POLICE OFFICERS GENERALLY CARRY A COUPLE OF HEAVY BAGS THAT THEY WANT NEED TO BRING INTO THEIR LOCKER SPACE, WHICH IS LOCATED RIGHT BEHIND THOSE DOORWAYS. AND THEY WERE HAVING DIFFICULTY CARRYING THE BAGS, SWIPING THEIR BADGE, OPENING THE DOOR, AND GETTING THEM IN THE BUILDING. SO WHAT WE CAME UP WITH IS A SOLUTION WHERE THEY CAN DO FACIAL RECOGNITION, THEY CAN CARRY THE BAGS UP, THEY'LL SEE THE FACIAL RECOGNITION, THAT'LL OPEN THE DOOR AUTOMATICALLY FOR THEM, AND THEN THEY CAN WALK THROUGH THE DOOR AND PUT THEIR BAGS IN THEIR LOCKERS. SO IN THE, UH, GENERAL FUND OPERATING BUDGET, UH, MOST OF WHAT WE'VE SEEN IS WE'VE HAD A LITTLE BIT OF INCREASE IN COMPLIANCE, UH, SPENDING, MAINLY RELATED TO THE GENERATOR MASTER PLAN. UH, WE'RE ALSO SEEING THOSE OUTSIDE SERVICES ARE MORE EXPENSIVE [02:10:01] AND THE SERVICE REQUESTS HAVE GONE UP, AS I MENTIONED BEFORE. BUT ONE OF THE BIGGEST ITEMS IS UTILITY COSTS. BOTH ELECTRIC AND GAS HAVE GONE UP SIGNIFICANTLY IN THIS YEAR. SO WE'RE TRYING TO, UH, OFFSET THAT AS MUCH AS POSSIBLE. WE ARE A PART OF A DEMAND RESPONSE PROGRAM TO TRY TO GENERATE SOME REVENUE, BUT IT IS A SMALL IN COMPARISON TO WHAT THE COST IS. AND THEN THESE ARE THE 26 PRO PROS PROJECTS, UM, THAT WE HAVE. MANY OF THEM, THIS IS OUT OF THE GENERAL FUND BUDGET. MANY OF THEM ARE DEALING WITH FIRE STATION RENOVATIONS, SOME REC CENTER RENOVATIONS, AND THEN ONE AT THE SERVICE CENTER. AND THEN YOU MAY RECOGNIZE THE SAUNA THAT SEAN SHOWED IN HIS PRESENTATION. SO THEN WE'LL TRANSITION FROM THE GENERAL FUND TO THE FACILITIES MAINTENANCE FUND. THIS IS THE AT LAUREN TAX TRANSFER OUT THAT WE HAVE. THESE ARE THE PROJECTS THAT WE'VE BEEN WORKING ON THIS YEAR, THE SERVICE CENTER VESTIBULE, UH, WHICH WAS A MAJOR UPGRADE FOR US FROM A SECURITY STANDPOINT. I'LL GET INTO THAT MORE IN THE NEXT SLIDE. AND THEN, UH, ONE OF THE COUNCIL TACTICS WAS FULLY IMPLEMENTING THE S TWO SECURITY SYSTEM THROUGHOUT THE FACILITIES. WE'VE BEEN ABLE, WE WILL FINALIZE THAT PROJECT LATER THIS PHYSICAL YEAR WHEN WE GET THE LICENSES FOR THE REC CENTERS. BUT YOU'LL SEE THAT ON THERE, THE SECURITY SYS, UH, SERVICE CENTER, FIRE STATION TWO AND FOUR. AND THEN THE REC CENTERS HAVE BEEN UPDATED THIS YEAR. SO HERE'S SOME PICTURES OF SOME OF THOSE. NOW A CITIZEN CAN WALK IN, THEY CAN BUY A BLUE BAG FROM THE DISPENSER, BUT THEN THERE'S AN INTERCOM SYSTEM AND A, AND A CAMERA SYSTEM. THEY'LL PUNCH A BUTTON, THEY'LL TALK TO THE RECEPTIONIST. THE RECEPTIONIST CAN BUZZ THEM INTO THE BUILDING, AND THEN THEY HAVE MORE SECURITY ACCESS WITH THAT. NOW, UH, WE HAD A NUMBER OF LEAKS THAT WE HAD TO REPAIR EARLIER THIS YEAR BEFORE MAKING THAT HAPPEN. AND THEN THE REC CENTER SECURITY UPGRADES THAT I MENTIONED BEFORE. SO THIS SHOWS OUR PRELIMINARY WORK PLAN FROM THE FACILITIES MAINTENANCE FUND, PRIMARILY TWO MORE ROOF REPLACEMENTS, ONE AT THE IQ AND ONE AT THE DETENTION CENTER. UM, AT THE GYMNASTICS CENTER. WE NEED TO INSTALL A NEW BUILDING AUTOMATION SYSTEM THAT MANAGES THE HVAC SYSTEM. AND WE WILL TIE IT IN. RIGHT NOW THAT, UH, SYSTEM AT THE GYMNASTICS CENTER IS STANDALONE AND SEPARATE FROM THE CITY, THE REST OF THE CITY'S BUILDINGS. AND SO WE WANT TO TIE THAT IN. AND THEN PARKING LOT LIGHTING AT THE FIRE TRAINING CENTER. AND FINALLY, CUSTODIAL SERVICES IS A GROUP THAT IS ALSO UNDER FACILITIES, UH, TALK MAINLY ABOUT THEM. THEIR BUDGET ISN'T OUTLANDISHLY LARGE, BUT WE HAVE TWO SIGNIFICANT THINGS THAT ARE HAPPENING THIS YEAR. THREE CAPITAL PROJECTS ARE GONNA FINISH WITHIN THE YEAR. SO OUR SQUARE FOOTAGE COVERAGE IS GOING TO VASTLY INCREASE, WHICH MEANS THERE'S MORE, MORE CARPETS TO CLEAN, MORE SPACE TO, TO MAINTAIN. SO THAT'S, UH, GONNA INCREASE ON OUR CONTRACT, UH, WITH OUR VENDOR. AND THAT'S THE BIG DOLLAR ITEM THERE. AND THEN YOU ALSO SEE THE INCREASE IN SUPPLIES COST PRIMARILY FOR THE CHEMICAL, THE CLEANING SUPPLIES. AND THEN LAST SLIDE, OUR NEXT STEPS.
