UH, THE PLAN COMMISSION CONSISTS OF RICHARDSON RESIDENTS APPOINTED BY THE CITY COUNCIL.

THERE ARE SEVEN REGULAR MEMBERS AND TWO ALTERNATES ON THE COMMISSION, BUT ONLY SEVEN MEMBERS WILL VOTE ON AN ISSUE, ALTHOUGH ALL MEMBERS WILL PARTICIPATE IN DISCUSSIONS AND DELIBERATIONS.

UH, IN THE CASE OF THE ABSENCE OF A REGULAR MEMBER, A DESIGNATE ALTERNATE WILL VOTE ON THE ISSUE TONIGHT.

UM, WE HAVE EIGHT IN ATTENDANCE.

UH, SO I HAVE APPOINTED, UM, COMMISSIONER POYNTER, UH, TO VOTE ON, UH, AGENDA ITEM ONE AND COMMISSIONER PURDY TO VOTE ON, UM, AGENDA ITEM TWO.

AS YOU SEE HERE IN THE OVERHEAD AERIAL, THE SITE IS LOCATED AT THE SOUTHWEST CORNER OF BELTLINE ROAD IN YALE BOULEVARD.

THE SITE IS ZONE LOCAL RETAIL TOO.

THE PROPERTIES TO THE NORTH AND THE EAST AND THE SOUTH HAVE BEEN DEVELOPED WITH SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS AND TO THE, THE WEST AND ADJACENT, UM, AN ADJOINING THE SITE IS A RETAIL SHOPPING CENTER THAT, UH, SHARES A SHOPPING CENTER WITH THE SUBJECT SITE.

THE SUBJECT SITE IS SHOWN HERE IN THE YELLOW OUTLINE, AND THE SUBJECT SUITE IS SHOWN IN THE RED LINE OUTLINE.

THIS AREA HAS BEEN DESIGNATED AS AN ENHANCEMENT AREA IN THE ENVISION RICHARDSON COMPREHENSIVE PLAN.

AN ENHANCEMENT AREA IS A STRATEGIC AREA IDENTIFIED AS A GOOD CANDIDATE FOR REINVESTMENT AND REDEVELOPMENT ACTIVITIES.

UM, SO AS SUCH, DURING THE ENVISION RICHARDSON PLAN, THE TYPICAL PLACE TYPES WERE NOT DESIGNATED IN THIS AREA.

INSTEAD, IT WAS DESIGNATED AS AN ENHANCEMENT AREA FOR FUTURE STUDY.

THIS ENHANCEMENT AREA WAS IN IS ENVISIONED AS A MIXED USE ENVIRONMENT WITH RETAIL OFFICE AND SERVICE USES NEW LOW DENSITY RESID, LOW INTENSITY RESIDENTIAL USES, AND NEW COMMERCIAL USES THAT SERVE THE NEIGHBORHOOD.

THE, UH, RECOMMENDED PLACE TYPES MAY INCLUDE NEIGHBORHOOD MIXED USE, COMMUNITY, COMMERCIAL, AND NEIGHBORHOOD SERVICE.

AND WITHIN THOSE PLACE TYPES, SOME OF THE PRIMARY USES INCLUDE PUBLIC AND INSTITUTIONAL FACILITIES, OFFICE AND ENTERTAINMENT AND RECREATION FACILITIES.

SO THIS IS A SHARED SHOPPING CENTER THAT SHARES TWO BUILDINGS ON TWO ADJOINING LOTS.

ON THE PHOTO HERE, YOU SEE THE SUBJECT SUITE BETWEEN THE DOLLAR TREE AND THE BASKIN ROBBINS, WHERE THE TUESDAY MORNING USED TO BE IN THIS SUITE SPACE.

SO THE APPLICANT HAS PROPOSED A SENIOR ACTIVITY CENTER AT THIS LOCATION.

THIS IS KNOWN AS A DAY ACTIVITY AND HEALTH SERVICES SERVICES PROVIDER BY THE STATE OF TEXAS.

IT'LL BE LICENSED THROUGH THE STATE OF TEXAS HEALTH AND HUMAN

SERVICES DEPARTMENT.

UH, THIS TYPE OF FACILITY DID, USED TO BE CALLED FOR, WAS FORMERLY CALLED AN ADULT DAYCARE CENTER.

SO YOU MAY KNOW IT AS THAT THIS IS AN UNLISTED USE IN THE COMPREHENSIVE ZONING ORDINANCE.

SO, UH, IT MUST, IT MUST OBTAIN A SPECIAL PERMIT IN ANY ZONING DISTRICT.

THE TYPICAL DAY ACTIVITY AND HEALTH SERVICES CENTER PROVIDE HEALTH, SOCIAL, AND RELATED SUPPORT SERVICES TO ITS MEMBERS.

THIS SENIOR ACTIVITY CENTER HAS PROPOSED TO PROVIDE CERTAIN, UH, TO PROVIDE PROGRAMMATIC ACTIVITIES SUCH AS MUSIC CLASS, PING PONG, KARAOKE, AND PHYSICAL ACTIVITY PROGRAMS SUCH AS YOGA AND DANCING CLASS.

THEY WILL HAVE ONSITE NURSING STAFF, INCLUDING A CERTIFIED MEDICAL ASSISTANT WHO IS AVAILABLE TO ASSIST WITH BASIC HEALTH NEEDS AND MONITORING, SUCH AS CHECKING BLOOD PRESSURES, REMINDING MEMBER MEMBERS TO TAKE THEIR MEDICINE, CHECKING THEIR WEIGHT, AND REMINDING THEM TO FOLLOW AN EXERCISE SCHEDULE.

THIS IS THE SITE, AGAIN, THE SUBJECT SUITE IS 11,500 SQUARE FEET.

THE BUILDING IT SITS WITHIN IS 52,600 SQUARE FEET.

SO THE OTHER TWO TENANTS IN THIS BUILDING ARE THE THRIFT CITY STORE AND THE DOLLAR TREE STORE.

PARKING ON SITE HAS PROVIDED THERE ARE 293 PARKING SPACES PROVIDED ON SITE IN TOTAL.

THE TWO OTHER TENANTS ARE RETAIL, SO THEY, THOSE MUST MEET THE MINIMUM RATIO FOR A RETAIL.

UH, THEY MUST MEET A MINIMUM PARKING RATIO FOR A RETAIL BUSINESS.

A SENIOR ACTIVITY CENTER DOES NOT HAVE A DEFINED RATIO FOR PARKING AND THE COMPREHENSIVE ZONING ORDINANCE.

SO STAFF TOOK A LOOK AT, UH, SIMILAR USES AND WORKED WITH THE APPLICANT TO LOOK AT, UH, APPROPRIATE, UH, APPROPRIATE REQUIREMENT FOR PARKING ON SITE.

THE APPLICANT INDICATED MOST OF THEIR GUESTS WILL ARRIVE, UH, AND BE BROUGHT TO THE SITE IN THEIR TRANSPORTATION VAN THAT THEY PROVIDE AS AN AMENITY.

THEY EXPECT ONLY UP TO 20 OF THEIR GUESTS TO DRIVE DAILY.

AND THEN IN TAKING A LOOK AT SIMILAR USES LIKE CHURCHES AND OTHER ASSEMBLY TYPE USES, A CHURCH REQUIRES ONE PARKING SPACE PER THREE PEOPLE IN A SANCTUARY, FOR EXAMPLE.

AND IN THIS SITE, UH, IT IS, IT IS ESTIMATED THAT 150 PEOPLE CAN FIT IN THE MAIN ASSEMBLY HALL.

AND WITH THAT SAME RATIO OF ONE PARKING SPACE FOR THREE PEOPLE, 50 PARKING SPACES WILL BE REQUIRED FOR THIS SITE AS PROPOSED.

THE HOURS OF OPERATION ARE MONDAY THROUGH FRIDAY, 7:30 AM THROUGH 3:30 PM AND THOSE WERE NOT INCLUDED AS A CONDITION AS PROPOSED.

UH, THE ENTRANCE IS SHOWN ON THE LEFT SIDE OF THE SCREEN.

THE, UH, BUILDING WILL BE RENOVATED WITH THE FALLING FACILITIES SHOWN HERE.

THERE WILL BE RECREATION ROOMS, A GYM ROOM WITH GYM EQUIPMENT OFFICES, STORAGE ROOM, AND PREPARATION ROOMS. IN THE CENTER IS A LARGE ASSEMBLY HALL THAT CAN ALSO SERVE AS THEIR CAFETERIA AND, UH, AND AN AREA FOR LARGER EVENTS.

AND THEN IN THE REAR OF THE BUILDING IS A FULL SERVICE KITCHEN TO COOK DAILY MEALS FOR THEIR GUESTS.

AND FINALLY, IN SUMMARY, SHOULD THE CPC ACCEPT THE REQUEST AS PRESENTED, THE MOTION SHOULD INCLUDE THESE CONDITIONS.

THE PERMIT, THE SPECIAL PERMIT WOULD BE LIMITED TO THE 11,500 SQUARE FOOT SPACE SHOWN ON THE CONCEPT PLAN.

IT WOULD BE LIMITED TO LILY WYNN OF MUTUAL CARE AS THE OPERATOR.

UH, IT SHOULD, IT WILL BE, UM, IT SHALL BE SUBJECT TO THE TIMER OPERATIONS RESTRICTED IN THE CZO.

UM, IT'S, YOU KNOW, IT'S REALLY MEANT AS AN AREA FOR, YOU KNOW, PEOPLE TO GATHER, YOU KNOW, AND ENGAGE IN, YOU KNOW, RECREATION.

UM, AND SO, AND THIS, THIS, THIS ALIGNS, YOU KNOW, WITH, WITH ALL THAT, UM, THERE'S A LOT OF FITNESS CENTERS THAT ARE IN THE AREA CURRENTLY.

UM, AND, YOU KNOW, AND THE, UM, AND ENHANCEMENT AREA ALSO SPEAKS TO USES THAT SERVE THE SURROUNDING NEIGHBORHOOD.

I THINK THIS KIND OF, UM, SERVES THAT PURPOSE.

SO THAT'S KIND OF HOW I, HOW I VIEW IT.

SO, UH, AND ALSO WHEN WE TALK ABOUT ENHANCEMENT, I MEAN, ULTIMATELY IT'S TO, UH, MAKE SOMETHING MORE OF THIS PROPERTY, SO SOMEWHAT UNDERUTILIZED, MAYBE, UM, NOT AS DESIRABLE, UH, OF BUSINESSES OR, UH, TENANT MIX OR JUST AMOUNT OF TRAFFIC THAT IT GENERATES.

UM, THAT, THAT'S KIND OF THE CITY'S VISION.

WE WANNA SEE SOMETHING NEW HAPPEN THERE.

I WAS GONNA SAY, IF, IF I COULD ADD, SO HAVING HAD SOME EXPERIENCE WITH OUR FORMER ENHANCEMENT REDEVELOPMENT AREAS, I THINK WHEN YOU THINK OF THESE AREAS, UM, OBVIOUSLY OUR CONFERENCE PLAN HAS DESIGNATED THIS AREA AS A FUTURE ENHANCEMENT REDEVELOPMENT AREA.

UM, RECOGNIZE THAT REDEVELOPMENT OCCURS OVER TIME.

IT'S NOT SOMETHING THAT'S GOING TO HAPPEN OVERNIGHT.

SO IF THE GOAL IS TO HAVE ACTIVATED AREAS WHERE USES ARE WITHIN OTHERWISE VACANT SPACES OF BUILDINGS TO BE ABLE TO HELP INTERJECT SOME LIFE INTO THAT AREA, THEN THERE, THERE SHOULD BE CONSIDERATION GIVEN TO DO WE ALLOW USES TO OCCUR FOR THE TIME BEING, UM, UNTIL AN AREA CAN REALLY GAIN TRACTION FOR ENHANCEMENT REDEVELOPMENT.

SO I, I JUST, I, I CAUTION A LITTLE BIT ON THAT, JUST, UM, KNOWING THAT REDEVELOPMENT AREA OF AN AREA DOES TAKE TIME.

SO, UM, WHILE WE HAVEN'T STUDIED THIS AREA IN FULL DETAIL, YOU KNOW, THE CONFERENCE OF PLAN HAS GIVEN SOME GUIDANCE, UM, UH, AS TO THE PLACE TYPES.

AND AS ANDREW POINTED OUT, YOU KNOW, THIS USE, UM, MOSTLY FITS WITH THAT RECREATION COMPONENT, BUT THEN TAPS INTO, OR, OR ALIGNS WITH MAYBE SOME OTHER ACTIVITIES OR USES THAT MIGHT BE SEEN IN SOME OF THOSE OTHER DISTRICTS, OR EXCUSE ME, PLACE TYPES, NOT DISTRICTS.

BUT ALSO, UM, NOT ALL PROPERTIES ARE SUITABLE FOR TEAR DOWN REBUILD.

AND SO ADAPTIVE REUSE IS ALSO A, A GOOD THING WHEN IT COMES TO AREAS THAT ARE SEEKING, UM, TO BE FURTHER ENHANCED OR TO HAVE NEW LIFE INTERJECTED WITHIN THEM.

YEAH, I TOTALLY AGREE.

UH, COMMISSIONER BEACH, I THINK THIS WOULD BE A GREAT USE, UH, ALONG THERE.

'CAUSE WHEN YOU THINK ABOUT IT, UH, THE SEARS PROPERTY IS IN, NOT EXACTLY NEXT TO IT, BUT IT'S IN THAT SAME VENUE AND IT'S BEING REDEVELOPED AND REUSED AND RENEWED NEW THINGS GOING IN THERE.

AND THIS IS JUST WALKING DISTANCE REALLY, UH, FROM IT.
