IT IS SIX 30, SO WE'RE GONNA GO AHEAD AND GET STARTED WITH THE PRESENTATIONS.

UM, SO WE HAVE TWO PRESENTATIONS WITH BOTH THE CONSULTING TEAMS. UM, 'CAUSE IF YOU'RE HERE, WE WE'RE TALKING ABOUT KIND OF, FIRST WE'RE GONNA TALK ABOUT THE A DA TRANSITION PLAN, UM, TALKING ABOUT ACCESSIBILITY, UM, AND THE AMERICANS WITH DISABILITIES ACT.

UM, AND KINDA THE CITY'S TRANSITION PLAN OF HOW TO, UM, HOW WE'RE WORKING TO KINDA IDENTIFY BARRIERS AND, UM, KIND OF PLAN THAT, UM, HOW TO RESOLVE SOME OF THOSE BARRIERS THROUGHOUT THE COMMUNITY.

UM, SO WE'LL START WITH THAT ONE, AND THEN WE'LL GET INTO OUR SAFETY ACTION PLAN.

UM, WITH BOTH OF THESE, SO WE'RE GONNA HAVE THE PRESENTATIONS.

WE'RE GONNA BE RECORDING THE PRESENTATION, SO THEY'RE GONNA BE ONLINE LATER, UH, FOR ANYONE WHO'S NOT ABLE TO ATTEND THE MEETING.

UM, THE OTHER, UM, JUST WITH SOME OF THE RECORDING, SO WE'RE NOT GONNA DO ANY KIND OF JUST OPEN QUESTION AND ANSWER.

SO, AS DANIEL SAID, WE'RE GONNA BE TALKING ABOUT THE CITY OF RICHARDSON'S A DA TRANSITION PLAN, UH, AND THEIR PROCESS TO IMPROVE ACCESSIBILITY, UH, THROUGHOUT THE CITY.

UH, SO WHAT IS A A DA SELF-EVALUATION TRANSITION PLAN? UH, IT'S PART OF THE A DA LAW THAT WAS PASSED BACK IN 1991.

UH, AND IT MEANS THAT THE, UH, ANY PUBLIC AGENCY HAS TO REVIEW ALL OF THEIR POLICIES, PROGRAMS, AND SERVICES THAT ARE PROVIDED, UH, AND THEY HAVE TO BE ACCESSIBLE ALONG WITH COMMUNICATIONS, UH, FACILITIES, ACCESS TO THE BUILDINGS, UH, PEDESTRIAN ACCESS, UH, IS WHAT WE'LL BE DISCUSSING TONIGHT IS THE SIDEWALKS, CURB RAMPS, TRAFFIC SIGNALS, THOSE TYPES OF THINGS.

UH, AND THE SELF-EVALUATION IS AN EVALUATION OF INVENTORY TO IDENTIFY ANY BARRIERS THAT ARE NOT COMPLIANT, UH, WITH THE AMERICANS WITH DISABILITIES ACT.

UH, SO THE A DA TRANSITION PLAN IS THE NEXT STEP AFTER THE SELF-EVALUATION PLAN.

AND THAT, UH, UH, DEFINES THE RESPONSIBLE PARTY WITH THE CITY WHO'S RESPONSIBLE FOR THE A DA TRANSITION PLAN.

IT'S ALSO PRIORITIZING ANY DEFICIENCIES THAT ARE FROWNED, SO THOSE BARRIERS CAN BE REMOVED, UH, AND IT ALSO PROVIDES AN ESTIMATED COST AND SCHEDULE, UH, TO REMEDIATE THOSE BARRIERS AS WELL.

UH, SO A LITTLE BIT OF HISTORY, UH, WITH OUR PROJECT WITH THE CITY OF RICHARDSON.

WE'VE BEEN WORKING WITH THE CITY STAFF SINCE, UH, UH, 2020 AND PHASE ONE INCLUDED EVALUATION OF PUBLIC AREAS OF, UNFORTUNATELY, THE OLD CITY HALL, UH, THE CITY LIBRARY.

UH, AND THE PHASE ONE PROJECT ALSO INCLUDED EVALUATION OF CURB RAMPS AND PEDESTRIAN SIGNALS AT SIGNALIZE INTERSECTIONS.

UH, THIS MAP REPRESENTS THE CITY OF RICHARDSON AND THE LOCATIONS THAT WE ASSESS FOR THE CITY.

AGAIN, THOSE WERE, UH, SIGNALIZE INTERSECTIONS, PEDESTRIAN SIGNALS, AND CURB RAMPS, UH, IN, IN THOSE LOCATIONS.

UH, IT'S IMPORTANT THAT THIS INFORMATION THAT'S COLLECTED IS THEN, UH, INTEGRATED INTO THE CITY'S GIS DATABASE.

SO NOT ONLY THEY HAVE A HAVE A RECORD OF THE, UH, UH, INVENTORY THAT WE COLLECTED, UH, THE DEFICIENCIES THAT

WE FOUND, BUT NOW THEY CAN UPDATE THAT DATABASE, UH, FROM NOW ON, AND THAT'S PART OF THE TRANSITION PLAN AS WELL.

SO THEY CAN CONTINUE TO UPDATE AND REPORT, UH, THEIR, UH, SUCCESS IN BECOMING A DA COMPLIANT.

SOME OF THE, UH, COMMON ISSUES THAT ARE FOUND, NOT ONLY IN CITY OF RICHARDSON, UH, THESE PICTURES ARE THE CITY OF RICHARDSON'S, BUT, UH, AROUND THE COUNTRY, AS WE, AS WE DO A DA TRANSITION PLANS ARE, UH, CURB RAMP, CROSS SLOPES.

UH, AND THAT'S THE CROSS, UH, UH, SLOPE OF, OF THE RAMPS, UH, SHOULD BE, UH, NO GREATER THAN 2%, UH, IN MOST CASES.

UH, MISSING CURB RAMPS, OBVIOUSLY.

THE SECOND PHOTO, UH, IS THERE NO ACCESS FOR PEDESTRIAN TO THOSE LOCATIONS? UH, GUTTER LIP HEIGHT IS SOMETHING THAT WE ALSO, UH, IDENTIFIED AS WELL.

UH, AND THAT'S THE LIP, UH, BETWEEN THE GUTTER SECTION AND WHERE THE RAMP BEGINS.

SOMETIMES THAT TENDS TO SEPARATE OR IT'S NOT CONSTRUCTED PROPERLY, AND THAT CREATES A BARRIER FOR MOBILITY USERS AS WELL.

UH, AND CURB RAMP RUN RUNS SLOW.

THAT IS GOING UP THE CURB RAMP, AND THAT SHOULD BE LIMITED, UH, TO A MAXIMUM OF 8.3%.

OBVIOUSLY, A LITTLE BIT LOWER IS A LITTLE BIT MORE NEGOTIABLE FOR, UH, PERSONS WITH DISABILITIES.

UH, SO THIS IS SOME OF OUR FINDINGS FOR PHASE ONE.

UH, WE ASSESSED 720 CURB RAMPS, UH, 669, UH, INDIVIDUAL PEDESTRIANS, UH, PUSH BUTTONS, UH, AND 34 CURB CUT, UH, IN THE MEDIANS.

CURB CUTS ARE, ARE JUST A CUT THROUGH IN THE MEDIANS.

UH, IT, UH, VERY TYPICAL THAT WE FIND SEVERAL THAT ARE NONCOMPLIANT, UH, BUT THAT'S WHERE THE PRIORITIZATION COMES IN.

THEY COULD BE SLIGHTLY OUT OF COMPLIANCE AND, AND NOT CREATE A BARRIER TO ACCESS.

UH, THE FOCUS IS PRIORITIZING WHAT WE DID FIND AND ADDRESSING THE ONES THAT ARE, UH, MORE SEVERELY, UH, NON-COMPLIANT, AND THAT HAVE A HIGHER PEDESTRIAN USE.

UH, THE PRELIMINARY ESTIMATE TO REMEDIATE WHAT WE DID, UH, UH, ASSESS IS ABOUT $2.7 MILLION.

UH, AND, AND THAT NUMBER, UH, REPRESENTS THE COST, UH, TO REMEDIATE EVERYTHING.

THE AMERICANS WITH DISABILITIES ACT, UH, SAYS THAT A CITY DOES NOT HAVE TO REMEDIATE EVERYTHING ALL AT ONCE.

AS SOON AS THEY FIND THE FINDINGS, UH, THAT'S WHERE THE PRIORITIZATION COMES IN.

AND, UH, WE'LL BACK UP.

THE PRIORITIZATION COMES IN SO YOU CAN IDENTIFY THE MOST SEVERE BARRIERS AND PRIORITIZE THOSE ABOVE OTHERS.

UH, SOME OF THE, UH, COMPLIANCE EXAMPLES THAT WE FOUND AROUND THE CITY'S FACILITIES, UH, CHANGES IN LEVELS AT, AT, UH, CURB RAMPS.

CURB RAMPS SHOULD BE FLUSH AND NOT HAVE ANY TYPE OF CHANGES IN LEVELS, UH, OR DEFLECTIONS ON THOSE, UH, EXCESSIVE CROSS SLOPES.

SIMILAR TO THE, UH, CURB RAMP, CROSS SLOPE, THAT SHOULD BE LIMITED TO NO GREATER THAN A 2% CROSS SLOPE, UH, AND PROTRUDING OBJECTS AS, UH, IN THE PEDESTRIAN CIRCULATION PATH WITHIN BUILDINGS, UH, NO OBJECT SHOULD, UH, STICK OUT MORE THAN FOUR INCHES.

UH, IT CREATES A HAZARD FOR ANYBODY, UH, IN THE PEDESTRIAN CIRCULATION PATH.

UH, AND, UH, THE FOURTH PHOTO THERE IS, UH, NONCOMPLIANT TABLES.

THOSE TABLES ARE NOT ACCESSIBLE TO PERSONS IN MOBILITY DEVICES.

SO, UH, NOW WE WILL DISCUSS A PRIORITIZATION A LITTLE BIT, UH, AS I MENTIONED EARLIER.

UH, SO HOW DO WE PRIORITIZE WHAT WE FOUND, UH, PUBLIC COMMENT, UH, WHICH IS, UH, IMPORTANT PART OF YOU ATTENDING TONIGHT IS PROVIDING COMMENTS, UH, WHAT'S IMPORTANT TO YOU AND WHAT YOU SEE, UH, UH, IN AREAS YOU TRAVEL IN.

UH, THE PLAN PROJECTS.

ANY PROJECTS THAT THE CITY OF RICHARDSON ALREADY HAS PLANNED MAY TRIGGER REMEDIATING NON-COMPLIANT, UH, FEATURES.

THAT'S PART OF THE, UH, AMERICANS WITH DISABILITIES ACT IS IF A PROJECT COMES IN, UH, AND, UH, TRIGGERS REMEDIATION SUCH AS, UH, ROADWAY WIDENING OR SOMETHING LIKE THAT, ANY NONCOMPLIANT PEDESTRIAN FEATURE SHOULD BE BROUGHT INTO COMPLIANCE.

UH, AND THEN WE ALSO PRIORITIZE BASED ON SEVERITY, HOW SEVERE IS A FEATURE OUT OF COMPLIANCE.

UH, AND THEN WE ALSO PRIORITIZE BASED ON ACTIVITY SCORING, UH, PROXIMITY TO GOVERNMENT BUILDINGS, UH, PEDESTRIAN ACTIVITY, AND THOSE TYPES OF THINGS.

THAT WAY, UH, THE CITY OF RICHARDSON CAN MOST EFFECTIVELY, UH, COMPLY WITH THE AMERICANS WITH DISABILITIES ACT, WITH THE AMOUNT OF FUNDS THAT THEY HAVE TO SPEND.

UH, AND NOW I'LL TURN IT OVER TO NICK, UH, FOR THE REST OF THE PRESENTATION ON, UH, THE PROGRESS IN FACILITIES.

A LITTLE HIGHER EVENING, EVERYONE.

SO, AS STEVE HAD MENTIONED, I'M GONNA GO ON TO TALK ABOUT MORE OF OUR FACILITIES THAT WERE INSIDE OF RICHARDSON, UNIQUE FINDINGS THAT WE'VE HAD IN EACH INDIVIDUAL STATE OF THOSE FACILITIES AS WELL.

SO THERE'S BEEN A LARGE EFFORT WITH RICHARDSON, TYPICALLY GOING THROUGH THE CIP PROJECTS TO DO A LARGE EVALUATION AND TO ADDRESS

ALL THE NON-COMPLIANT ISSUES WITHIN THAT FACILITY AS AN OVERALL EVALUATION AS WELL.

SO I HAVE A FEW DIFFERENT EXAMPLES HERE THAT WE HAVE COME, COME ACROSS INSIDE RICHARDSON, OUR PERFORMING ARTS CENTER AS WELL.

THE PURPOSE OF A FACILITY REPORT IS TO HAVE AN INDIVIDUAL COME FROM THE RIGHT OF WAY OR FROM YOUR PARKING LOT TO ENTER SET FACILITY, BE PART OF THE COMMUNITY WITH INSIDE THAT CENTER AS WELL.

AND THEN TO SAFELY EXIT THAT FACILITY.

I'M NOT GONNA BE ABLE TO FIND THE LASER POINTER, BUT I CAN JUST POINT IT OUT HERE ON THE PHOTO.

ON THE LEFT SIDE, YOU CAN SEE WE HAVE A GRAND ENTRANCE WITH THE STAIRWELLS COMING IN, AND IT'S BEAUTIFUL AND ALL, BUT WE ALSO NOW HAVE SOME RAILINGS THAT ARE ALSO THERE FOR INDIVIDUALS THAT MIGHT NEED THAT AS WELL.

AND THEN FURTHER BEHIND IT, THERE'S A CURB RAMP, OR RAMP, I SHOULD SAY, TO ALSO USE THAT ENTRANCE AS WELL.

THAT GIVES THE OPPORTUNITY FOR ANYONE WITH ANY TYPE OF FORM OF DISABILITY TO ALSO BE PART OF THAT SAID THEATER.

AND THEN OUR PHOTOS ON THE RIGHT SIDE, YOU CAN SEE THAT WE HAVE OUR SEATING AREA WITH INSIDE THAT SEATING AREA.

THERE'S DIFFERENT VARIATIONS FOR INDIVIDUALS WITH DISABILITIES TO SIT IN DIFFERENT PORTIONS OF THAT AREA.

BUT HOW WOULD YOU GO ABOUT GETTING THERE? SO YOU CAN SEE THAT WE HAVE SOME STAIRS ON THE LEFT SIDE AND THE TOP RIGHT PHOTO, BUT ON THE FAR RIGHT, THERE'S ANOTHER RAMP THAT WILL BE ABLE TO GO DOWN INTO THE LOWER AREA.

AND THOSE SEATS, THOSE ALSO HAVE DIFFERENT PARTS THAT COULD BE PART OF AN ACCESSIBILITY PROGRAM WHERE THE ARMREST CAN MOVE UP FOR ANYONE THAT WANTS TO TRANSFER INTO THOSE SEATS AS WELL.

AND TO HAVE THOSE SPACED OUT THROUGH DIFFERENT PARTS OF HIS, SO YOU'RE NOT PUTTING SOMEONE IN THE FAR BACK OR THAT COULDN'T SEE PROPERLY, OR SOMEONE THAT WANTS TO SIT UP FRONT AND SAY THEIR GRANDKIDS ARE PERFORMING.

THEY WANT TO BE CLOSER.

IT GIVES AN EQUAL OPPORTUNITY FOR THEM TO BE PART OF THAT COMMUNITY.

SO, AS WE HAD MENTIONED EARLIER WITH CITY HALL AND THE LIBRARY, THESE EVALUATIONS HAVEN'T HAPPENED YET, BUT WHERE THEY CAN BEGIN IS AT THE BLUEPRINT LEVEL, AT THE DESIGN PHASE, SO THAT YOU'RE DESIGNING THESE IN THE CORRECT MANNER BEFORE THEY HAVE, THEY'VE COME UP AND REALIZE THAT THE DOOR WIDTHS AREN'T IN THE CORRECT MANNER, OR THE WATER CLOSET DOESN'T HAVE THE CORRECT HEIGHTS ON THE COUNTERS.

SO THESE PROCESSES OF EVALUATING FACILITIES CAN BEGIN AT THE VERY BEGINNING OF STEPS UNTIL WAIT, NOT HAVE TO WAIT UNTIL THEY'VE ALREADY BEEN PUT INTO PLACE AND HAVE TO BE TAKEN OUT AGAIN.

SO AGAIN, THIS IS A EXAMPLE ON THE FAR LEFT CORNER OF OUR PHOTO OF THE CITY HALL, WHERE THERE'LL BE DIFFERENT VARIATIONS OF SEATING AREAS AROUND THERE AND ON, AND INCLUDING THE CITY HALL AND THE COUNCILMEN THEMSELVES THAT HAVE A RAMP TO GET UP INTO AND BE PART OF CITY COUNCIL AS WELL.

AND FOR THE LIBRARY, AS STEVE HAS POINTED OUT, SOME OF THE DESKS MIGHT NOT BE ACCESSIBLE, BUT IT DIDN'T HAVE THAT IN IN PLACE FOR YOU TO HAVE THOSE BUILT IN AND ALSO HAVE ACCESS TO THEM COMING DOWN TO THE COUNTER WITH, TO ANY OTHER FACILITIES THAT WE WERE OR ANY OTHER ELEMENTS INSIDE THAT FACILITY THAT BE UTILIZED BY THE PUBLIC.

JUST HAVE EXAMPLES HERE OF SOME OF THE PARKS AND SOME DIFFERENT VARIATIONS OF THOSE PARKS.

SO CREEK HOLLOW PARK, ON THE TOP PHOTO THAT YOU CAN SEE, WE HAVE A PICNIC TABLE.

WE HAVE SOME BARBECUE PITS THAT AN AREA PLAYGROUND SET.

SO ALL OF THESE FACTORS THAT COME INTO THE FACILITY WILL HAVE DIFFERENT REQUIREMENTS THAT HAVE DIFFERENT HEIGHT LEVELS, DIFFERENT SEATING ARRANGEMENTS, PATHWAYS TO GET TO THE PLAY, THE PLAYGROUND, YOU HAVE A, UH, LATRINE OR A REST AREA IN THE BACK OF THAT AREA AS WELL.

THOSE ALSO REQUIRE TO BE ACCESSIBLE AS WELL.

AND THEN THERE'S DIFFERENT OPTIONS THAT GO ABOVE AND BEYOND IF YOU WANT TO HAVE A RUBBER PATHWAY TO THE PLAYGROUND OR TO THE SWING SET FOR PARENTS OR GRANDPARENTS OR ANYONE THAT WANTS TO BE ABLE TO BE INVOLVED IN THOSE TYPES OF AREAS OF PLAY.

AND FROM BRECKENRIDGE PARK.

SO THE SPORTING COMPLEX, AGAIN, THIS IS SIMILAR TO THE THEATER ASPECT WHERE THERE'S A LOT OF SEATS THERE.

THIS ALSO GETS A VARIETY OF DIFFERENT SPOTS FOR PARENTS OR ANYONE IN THE COMMUNITY TO COME AND BE PART OF THOSE GAMES.

BUT THIS ISN'T JUST EXCLUDE SAYING, YOU'RE JUST THERE TO WATCH.

YOU ALSO HAVE AN OPPORTUNITY TO GO ONTO THE FIELD AND BE AN ATHLETE THERE AS WELL.

SO THEY HAVE ACCESS TO THE DUGOUTS FOR COACHES, SAY THEY HAVE DISABILITIES TO BE PART OF THOSE GROUPS OF KIDS THAT ARE GONNA BE PLAYING IN THOSE AREAS.

AND AGAIN, ANOTHER AREA OF RICHLAND PARK DOWN THERE IN THE BOTTOM RIGHT HAND CORNER, THERE'S DIFFERENT PLAYGROUND SETS AND AREAS OF HEIGHTS THAT CAN VARY.

SO MAYBE SAY YOU HAVE HAD AN EXISTING PROGRAM OR EXISTING PLAYGROUND, EXCUSE ME, THAT'S THERE.

BUT THEN ON THE FAR, ON THE RIGHT SIDE, THERE'S ALSO AN ACCESSIBLE PLAYGROUND SET FOR KIDS THAT ARE ALSO GONNA BE PART OF PLAYING IN THAT PARK AS WELL.

THEN WE CAN MOVE ON TO, AT TENNIS CENTERS AND, AND THE PARK, OUR PARK GOLF COURSE.

SO IN RICHARDSON FOR THE YEARS 2020 TO 2024, THESE ARE, UM, THE CRASHES THAT WE'LL, WE'LL SEE, AND WE'VE GOT MORE DATA, UH, AROUND THE SIDE.

THE, THE ROADWAY, UH, SAFETY ACTION PLAN IS NOT MUCH DIFFERENT.

WE FIGURE OUT WHAT THE, WHERE THE ISSUES ARE, WHAT'S HAPPENING, AND, UH, DEVISE A PLAN TO ADDRESS THEM.

THESE ARE ALL THE CRASHES IN RICHARDSON, AGAIN, FROM 2020 TO 2024 TOTAL CRASHES IN THAT FIRST COLUMN.

SERIOUS AND FATAL CRASHES IN THAT, I GUESS THE THIRD COLUMN.

AND THEN YOU CAN SEE THE PERCENTAGE, UH, OF ALL OF THE CRASHES, UM, THAT THE SERIOUS AND FATAL CRASHES REPRESENT.

SO, SO ANYWHERE FROM TWO TO 4% OF THOSE CRASHES ARE, ARE SERIOUS OR, OR FATAL.

THIS IS NOT UNIQUE, UH, TO THE REGION.

SO, UH, AGAIN, THIS IS, UH, YOU CAN SEE ON THE LEFT SIDE THERE.

THIS IS DATA FROM 2020 TO 2024.

WE, THERE ARE SOME CRASHES THAT WE ARE NOT INCLUDING HERE.

SO, UM, THE GEORGE BUSH TURN, PRESIDENT GEORGE BUSH TURNPIKE, PGPT, UH, 75, THESE ARE LIMITED ACCESS FREEWAYS THAT RICHARDSON DOESN'T HAVE CONTROL OVER.

SO WE DON'T INCLUDE THOSE CRASHES.

WE'RE TRYING TO ADDRESS WHAT WE CAN CONTROL.

SO WE'VE TAKEN THOSE OUT OF THE DATASET.

AND, UM, WE DETERMINE WHERE IN, UH, RICHARDSON THE MOST CRASHES AND THE MOST SEVERE CRASHES ARE HAPPENING.

AND WE DEVELOP WHAT'S CALLED A HIGH INJURY NETWORK.

WE CAN DO THIS FOR ALL MODES, BUT WHAT YOU SEE HERE IN THE BLUE LINES, THAT'S FOR ALL ALL CRASHES.

AND THEN THE ORANGE LINES, WE BROKEN IT DOWN INTO BIKE AND PED ONLY.

SO THE ORANGE LINES ARE WHERE, UM, THE BIKE AND PEDESTRIAN CRASHES ARE HAPPENING THE MOST AND ARE MORE, MOST SEVERE.

AND YOU CAN SEE SOME LITTLE ORANGE BUBBLES WITH A BLUE OUTLINE.

THAT'S WHERE THEY OVERLAP.

SO THAT'S WHERE THE, UM, A ROADWAY WHERE THAT'S HAVING ALL AN ISSUE WITH ALL CRASHES IS ALSO HAVING A PARTICULAR ISSUE WITH BIKES AND PETS.

WE HAVE ANOTHER COPY OF THAT OVER, UH, ON THE SIDE HERE.

THESE ARE ALL PIECES OF INFORMATION THAT WE GET FROM THE POLICE.

WE'RE NOT, WE'RE NOT DETERMINING ANY OF THIS OURSELVES.

UM, OPPOSITE DIRECTION, CRASHES ON ARTERIALS THAT ARE FIVE LANES ANGLE CRASHES THAT ARE HAPPENING AT TRAFFIC SIGNALS.

SO WE LOOK AT ALL THESE THINGS COMBINED WITH THE HIGH INJURY NETWORK THAT I JUST SHOWED.

AND WE DEVELOP, UH, A PLAN, UH, FOR HOW TO FIX IT.

UH, WHO IS INVOLVED? SO AT THE BOTTOM LEFT CONSULTANT, THAT'S ME.

UH, THE MANAGING DEPARTMENT IS TRANSPORTATION MOBILITY.

UM, THOSE ARE THE FOLKS I INTRODUCED EARLIER.
