THIS IS, UH, A BUILDING THAT WOULD BE LOCATED BEHIND FIRE STATION FIVE. UH, IT WOULD HAVE THREE LARGE DRIVE THROUGH BAYS THAT EACH BAY COULD HOLD TWO FIRE APPARATUS, UH, IN IT. UM, THIS IS MAINLY TO MOVE RESERVE UNITS OUTTA THE FIRE STATIONS. CURRENTLY, FIRE STATIONS ARE BUILT TO BE DRIVEN THROUGH, NOT BACKED INTO, AND BECAUSE OF THE RESERVE UNITS THAT WE STORE THERE, THEY, THEY'RE HAVING TO BACKEND FIRE APPARATUS INTO THE STATION WHEN THEY RETURN. SO THIS WOULD RELIEVE SOME OF THAT. IN ADDITION TO THAT, UH, WE HAVE LIMITED SPACE AT THE SERVICE CENTER TO MAINTAIN ALL THE FLEET. AND SO SOMETIMES WE HAVE TO GO TO THE FIRE STATION TO DO THE MAINTENANCE ON THE FIRE APPARATUS. THIS WOULD GIVE US SOME BAYS IN THIS RESERVE BUILDING TO DO THAT MAINTENANCE, THUS FREEING UP THE FIRE STATION FOR WHAT IT'S SUPPOSED TO DO. UM, THE SITE WHERE IT'S LOCATED, THERE'S CURRENTLY WHERE PUBLIC SERVICES HAS THEIR DUMPSTER, DUMPSTER STORAGE. THERE IS AN ANOTHER CITY, UH, LOCATION THAT WE CAN MOVE THAT TO. SO, AND THEN THE COST OF THIS PROJECT, $8.5 MILLION. THE SECOND FIRE PROJECT, IT DEALS WITH THE RENOVATION OF FIRE STATION SIX, WHICH HASN'T BEEN TOUCHED SINCE THE EARLY TWO THOUSANDS. IT WOULD DO THREE PRIMARY THINGS. IT'D BE IN ADDITION FOR MORE PHYSICAL FITNESS SPACE, AN ADDITION FOR MORE DAY ROOM SPACE FOR THE FIREFIGHTERS. AND THEN THIRD WOULD REPLACE ONE OF THE OLDEST GENERATORS WE HAVE IN THE CITY AND A COST ON THAT 2.1 MILLION. NEXT IS THE FINAL FIRE PROJECT THAT'S, UH, BEING RECOMMENDED. THIS IS, AS YOU ALL WELL AWARE FROM THE FIRE MASTER PLAN PRESENTATION IS THE CREATION OF FIRE STATION SEVEN, UH, JUST AROUND THE CORNER FROM HERE. UM, AND, UH, IT WOULD HOUSE THE HAZMAT UNIT, THE BLOCKER UNIT AT THAT LOCATION, AND THEN ALSO KIND OF HELP FILL IN A HOLE IN THE CITY AND IMPROVE RESPONSE TIMES. SO THE FULL ESTIMATED COST FOR THAT IS 25.8 MILLION. UM, AND WE'LL TALK A LITTLE BIT ABOUT HOW THAT'S GONNA BE DIVVIED UP HERE IN A, IN A FUTURE SLIDE. AND THEN IN THE OTHER CITY FACILITIES, UH, PRIMARY ONE AT THE SERVICE CENTER, ONE OF OUR BIGGEST CHALLENGES AT THE SERVICE CENTER IS THAT WE'RE LANDLOCKED. WE'RE, UH, ON THREE SIDES OF THE FACILITY. WE'RE ON CITY ROADWAYS, AND IN ONE SIDE TO THE SOUTH, THERE'S A MAJOR BUSINESS THAT'S THERE. SO WE HAVE VERY LIMITED SPACE IN THE YARD. AND SO WE'VE LOOKED AT WAYS TO TRY TO FREE THAT UP. UH, ONE OF THOSE ALSO DEALS WITH OUR FUEL ISLAND, WHICH HAS A NUMBER OF ISSUES WITH IT. ONE, THE LOCATION IS NOT VERY OPERATIONAL EFFICIENT IN THE MIDDLE OF THE YARD. SO WE'RE RECOMMENDING MOVING OF THAT TO BETWEEN THE GATES SO THAT IT ALLOWS EASIER ACCESS FOR POLICE TO COME IN AND FUEL, AND ALSO KIND OF GETS OUTTA THE WAY. RIGHT NOW. IT IS A TRAFFIC JAM IN THE MIDDLE OF THE SERVICE CENTER MOST OF THE DAY. UM, UH, IN ADDITION TO THAT, THE FUEL TANKS THAT ARE UNDERGROUND, UH, WE'RE HAVING SOME CONCERNS THERE FOR REGULATORY COMPLIANCE WITH TCEQ. SO WE'RE WANTING TO REMOVE THOSE AND THEN PUT IN ABOVEGROUND STORAGE TANKS TO MINIMIZE OUR IMPACT, UH, ON THAT. SO, SO THAT'S THE FOCUS THERE WITH THE TANKS AND THE ISLAND RELOCATION. UH, THE ROOF ON THE MAIN BUILDING, THE OFFICE PART AND THE WAREHOUSE IS ONE OF THE WORST IN THE CITY, AND SO WE'RE RECOMMENDING REPLACEMENT OF THAT ROOF. AND THEN FINALLY, AS I TALKED ABOUT THE YARD SPACE ISSUE, UH, PART OF THE YARD IS USED UP WITH TRANSPORTATION MOBILITY, POLE YARD, AND THERE IS A SPACE ON THE SOUTHWEST CORNER OF THE PROPERTY, UH, BEHIND WHAT WE KNOW CALLS THE MUSTANG BUILDING, WHICH IS A GRASSY SPACE THAT WE COULD FENCE AND PAVE AND MOVE THE POLE YARD THERE, WHICH WOULD THEN FREE UP SPACE FOR US IN THE MAIN YARD FOR EXCESS AND, AND, UH, STORAGE. SO THAT 2.64 MILLION. THEN, UH, AT MUNICIPAL COURT, AS YOU MAY REMEMBER FROM THE LAST TIME YOU SAW ME IN JULY, WE HAD JUST FINISHED A ROOF REPLACEMENT THERE. SO THE ROOF'S GOOD, BUT, UH, THE HVAC SYSTEMS ARE IN TOTAL A NEED FOR REPAIR. UH, WE NEEDED A BOILER NEW CHILLER, A NEW AIR HANDLER. WE NEED NEW, UH, FAN COILS. UH, BASICALLY A WHOLE OVERHAUL OF THE HVAC SYSTEM. SO THAT'S 1.28 MILLION FOR THAT. [00:20:02] AND THEN AT THE REC CENTERS, WE'VE GOT, UH, A VARIETY OF ITEMS THERE AT THE GYMNASTICS CENTER. UH, WE NEED TO SECURE THE BUILDING ENVELOPE THERE. THE ROOF NEEDS TO BE REPLACED. THERE'S SOME SEALANT THAT NEEDS TO BE DONE TO THE WALLS, UH, ON THAT FACILITY. UH, THERE'S ALSO, UH, ONE OR TWO ROOFTOP UNITS THAT NEED TO BE REPLACED, UH, ON THAT FOR THE HVAC SYSTEM AT THE TENNIS CENTER, WE'VE GOT A DA IMPROVEMENTS THAT NEED TO BE DONE FROM THAT, UH, OLDER FACILITY. AND THEN A PLUMBING ISSUE THAT WE HAVE IN THE BATHROOMS THAT NEEDS TO BE ADDRESSED. SO 2.6 MILLION ON THAT FACILITY OR THOSE FACILITIES. AND THEN FINALLY, THE DETENTION CENTER. SO THIS WAS ORIGINALLY BUILT IN, UH, THE, THE SEVENTIES WAS RENOVATED ONCE IN 97. IT WAS NOT A PART OF THE CAPITAL PROGRAM IN 2015. BASICALLY, A SHELL WAS KIND OF BUILT AROUND THE EXISTING FACILITY. SO, UM, YOU'LL SEE IN THE PICTURE HERE, THIS IS THE CONDITION OF THE, OF THE CELLS. SO, AND THE KEY POINT HERE IS NOT JUST THAT THEY'RE, THEY'VE DETERIORATED. WE HAVE IN MULTIPLE OCCASIONS GONE IN, UH, SANDED THEM DOWN, REP, PRIMED THEM, REPAINTED THEM. NOW THE CONDITION OF THE SUBSTRUCTURE WILL NOT SUPPORT THAT MOVING FORWARD. SO WE'RE RECOMMENDING RENOVATION OF THE CELLS. SO THE ROOF THERE ALSO NEEDS TO BE REPLACED. THERE'S ONE HVAC UNIT THAT NEEDS A REPLACEMENT, AND THE SALLY PORT, WHICH IS THE ENTRY TO THE JAIL, HAS A MAJOR PLUMBING ISSUE. AND THERE'S FLOODING THAT OCCURS THERE. SO WE NEED TO CORRECT THAT. ALL THAT TOTAL IS $2.25 MILLION. SO WITH THAT BEING SAID, HERE'S THE SUMMARY OF ALL THE PROJECTS. 36.4 MILLION FOR THE THREE FIRE FACILITIES, UH, AND THEN THE FOUR OTHER BUILDINGS, THOSE TOTAL EIGHT POINT, UH, SEVEN, $7 MILLION FOR A TOTAL FACILITY NEED OF $45.17 MILLION CITYWIDE. UM, THE CHART ON THE RIGHT IS FROM YOUR OCTOBER 6TH BLOCKING EXERCISE THAT KINDA SHOWS THERE WAS A DISCUSSIONS OF ALLOCATING ANYWHERE BETWEEN 15 AND 40 MILLION. SO HERE'S OUR RECOMMENDATION, UH, TO Y'ALL TODAY. UH, FIRST OF ALL, TO FUND 13 POINT $13 MILLION FOR THE FUNDING OF THE THREE FIRE FACILITIES. UH, THE APPARATUS BUILDING THE, UH, RENOVATIONS AT FIRE SIX, AND THEN JUST THE DESIGN PHASE OF FIRE STATION SEVEN TO MAKE SURE IT'S SHOVEL READY. SO THAT YEAR SIX, WE COULD COME BACK FOR, UH, THE OTHER MONEY TO CONSTRUCT THAT BECAUSE THAT'S NOT DUE TO COME ONLINE TILL EARLY 2030S. SO, UH, WITH THAT SAID, DON ALLUDED TO THE UNFUNDED ITEMS, WHICH IS IN THE OTHER FOUR FACILITIES OF $8.77 MILLION. THE PROPERTY ALSO HAS FRONTAGE TO ITS NORTHEAST ON NANTUCKET DRIVE. TODAY THE PROPERTY IS R 1100 M RESIDENTIAL. THIS IS A REQUEST FOR A PLANNED DEVELOPMENT FOR THE R 1100 M RESIDENTIAL DISTRICT. IN ORDER TO ACCOMMODATE THE EXPANSIONS NEEDED TO, UH, ADD THE ADDITION OF THE SIXTH GRADE LEVEL STUDENTS TO THE JUNIOR HIGH SCHOOL AS THE JUNIOR HIGH WILL BE TRANSITIONING TO A MIDDLE SCHOOL. AND THEN SURROUNDING THE PROPERTY TO ITS EAST, SOUTH, AND WEST ARE RESIDENTIAL DEVELOPMENTS. THE PROPERTY IS, UM, THE, THERE IS A ROW OF HOMES THAT BACK UP TO THE EASTERN PROPERTY LINE. THOSE ARE SEPARATED BY THE NANTUCKET CREEK BRANCH. THERE'S A ROW OF HOMES THAT BACK UP TO THE CAMPUS TO ITS SOUTHERN PROPERTY LINE, AND THOSE ARE SEPARATED BY A UTILITY EASEMENT. AND THEN AGAIN, THE, UM, THEN THERE'S THE NORTH ELEVATION. SO THE SCHOOL WAS FIRST CONSTRUCTED IN 1970. TODAY IT SITS ON 15 ACRES AND IS, UH, 94,000 SQUARE FEET. TODAY THE BUILDING SERVES SEVENTH AND EIGHTH GRADERS, BUT THEY WILL INCORPORATE SIXTH GRADERS IN THE 2028 SCHOOL YEAR. IN ORDER TO INC. IN ORDER TO INCORPORATE AN ADDITIONAL GRADE LEVEL, THEY WILL BE PERFORMING A FULL RENOVATION OF THE EXISTING BUILDING AND EXPANDING THE BUILDING FROM 94,000 SQUARE FEET TO 228,000 SQUARE FEET. TODAY THE FOOTPRINT YOU CAN SEE AT THE EXISTING FOOTPRINT OF [00:35:01] THE BUILDING IS SHOWN IN RED. AND THE PROPOSED FOOTPRINT IS SHOWN IN YELLOW. A MAJORITY OF THAT EXP EXPANSION TO THE NORTHEAST WILL BE A NEW GYMNASIUM AS WELL AS A GYMNASIUM THAT ALSO SERVES AS A STORM SHELTER. SO SCHOOL BUILDING IS ALLOWED BY RIGHT IN ANY ZONING DISTRICT. HOWEVER, UH, THE PROPOSED IMPROVEMENTS DO NOT FULLY COMPLY WITH THE EXISTING ZONING DEVELOPMENT STANDARDS. THEREFORE, THERE IS A REQUEST FOR THE PD DISTRICT. UM, SOME OF THOSE AREAS ARE PRIMARILY RELATED TO THE BUILDING HEIGHT. SO THE BUILDING IS PROPOSED TO BE 52 FEET TO THE TOP OF THE PARAPET. AND THIS IS FOR PORTIONS OF THE BUILDING THAT ARE TWO STORIES. SOME PORTIONS OF THE BUILDING, UH, WILL BE SINGLE STORY AND THERE WILL ALSO BE THE GYMNASIUM. AS I MENTIONED, THE CURRENT ZONING LIMITS BUILDINGS THAT ARE ONLY SINGLE STORY TO 25 FEET TALL. SO THERE ARE PORTIONS OF THE BUILDING THAT I MENTIONED THAT WILL BE SINGLE STORY. HOWEVER, THEY WILL LIKELY BE MORE THAN 25 FEET TALL IN ORDER TO ACCOMMODATE THE PROGRAMMING FOR THEIR STUDENTS. UM, ADDITIONALLY, THE CODE LIMITS BUILDINGS THAT ARE NON-RESIDENTIAL IN NATURE TO ONLY 25 FEET IF THEY ARE WITHIN 150 FEET OF A RESIDENTIAL ZONING DISTRICT. SO THEY ARE SEEKING AN EXCEPTION HERE. AS I MENTIONED, THE SCHOOL MAY BE 52 FEET TO THE TOP OF THE PARAPET. THERE IS NO PARKING REQUIREMENT FOR PUBLIC SCHOOLS. HOWEVER, THE APPLICANT HAS SUGGESTED A CONDITION THAT 170 PARKING SPACES ARE PROVIDED AT MINIMUM. IN ADDITION, THEY'RE SEEKING EXCEPTION TO THE FENCING RESTRICTIONS. UH, THEY WILL BE PLACING A VINYL COATED CHAIN LINK FENCE IN THE FRONT YARD ALONG ALONG FLOYD ROAD TO PROVIDE PERIMETERS, UH, SECURITY FOR THIS CAMPUS. AND THEY'RE ALSO SEEKING AN EXCEPTION TO THE EIGHT FOOT LIMITATION FOR FENCING, AS THEY DO HAVE ATHLETIC FACILITIES ON SITE THAT MAY NEED A HIGHER FENCING FOR THOSE TRACK AND FIELD ACTIVITIES. THE ZONING CODE REQUIRES FOR A NON-RESIDENTIAL USE TO BE SCREENED FROM RESIDENTIAL WITH THE MASONRY SCREENING WALL. BUT THE APPLICANT, THE SCHOOL DISTRICT, HAS REQUESTED THAT THEY CONTINUE WITH THE EXISTING CONDITIONS. TODAY, THERE IS NO SCREENING WALL AND MOST OF THE HOMES THAT BACK UP TO THE SCHOOL DO HAVE A WOOD FENCE IN THEIR BACKYARD. AND FOR LANDSCAPING, THE SCHOOL HAS ALSO SUGGESTED A CONDITION THAT THEY MEET THE NON-RESIDENTIAL LANDSCAPING REQUIREMENTS. SINCE THEY'RE IN A RESIDENTIAL ZONING DISTRICT, THEY TYPICALLY WOULDN'T BE REQUIRED TO PROVIDE ADDITIONAL LANDSCAPING, BUT THEY ARE PROPOSING ADDITIONAL LANDSCAPING. AND THAT'S SHOWN HERE IN THE CONS. THE CONCEPTUAL LANDSCAPE PLAN WHERE YOU SEE STREET TREES WILL BE ADDED AND TREES INTERNAL TO THE SITE. AND HERE THE BUILDING ELEVATIONS, THIS TOP ELEVATION IS THE WEST ELEVATION IS, WHICH IS WHAT YOU'LL SEE FROM FLOYD ROAD. AND THESE INDICATE THAT THE TALLEST POINT OF THE PARAPET IS 52 FEET IN HEIGHT. AND, UH, LATER IN THE APPLICANT'S PRESENTATION, THEY HAVE SOME GREAT PHOTOS OF THEIR MASSING OF THEIR BUILDINGS AS WELL. OKAY, THE SCHOOL WILL BE OPERATING FROM 8 15 3 40. THEY'LL BE GOING FROM SEVENTH AND EIGHTH GRADERS TO ALSO INCLUDE SIXTH GRADERS. THEY WILL BE GOING FROM A STU STUDENT ENROLLMENT OF 592 STUDENTS TODAY TO AN INITIAL ENROLLMENT OF 700 STUDENTS WHEN THEY OPEN IN FALL OF 2028. THEY EXPECT THAT TO RISE TO 1000 STUDENTS MAXIMUM AT MAXIMUM BUILD OUT, WHICH WOULD OCCUR FIVE TO 10 YEARS FROM THAT. OKAY. WITH THE ADDITION OF THE NEW STUDENTS, THE SCHOOL, UH, SAW THIS AS AN OPPORTUNITY TO RECONFIGURE THE ONSITE TRAFFIC CIRCULATION. SO I WILL SHOW HERE ON THE TRAFFIC CIRCULATION PLAN THAT WAS PROVIDED BY THE APPLICANT. UH, THIS TRAFFIC CIRCULATION PLAN WAS PART OF A LARGER TRAFFIC IMPACT STUDY AND TRAFFIC MANAGEMENT PLAN THAT THE APPLICANT'S TRAFFIC ENGINEERS PRODUCED AND WORKED CLOSELY WITH THE CITY'S TRANSPORTATION AND MOBILITY TEAM TO BEST DESIGN, UM, THE MOST OPTIMIZED CIR CIRCULATION PLAN FOR THIS CAMPUS. SO THERE WILL BE A NEW ADDITION TO THE SITE THAT IS CALLED DRIVE D OFF OF NANTUCKET DRIVE IN THE TOP RIGHT CORNER, THE NORTH NORTHEAST OF THE SITE. A NEW DRIVE WILL BE ADDED HERE THAT WILL FOLLOW ALONG THE LENGTH OF THE SCHOOL ALL THE WAY TO THE SOUTH THAT WILL BE DESIGNATED FOR SEVENTH AND EIGHTH GRADERS. SO PARENTS WILL PICK UP AND DROP OFF THEIR STUDENTS FROM THIS LOCATION WHERE THEY'LL ENTER FROM NANTUCKET DROP OFF AT THE SOUTHERN MOST ENTRANCE ENTRANCE OF THE SCHOOL AND THEN EXIT TO THE WEST ONTO FLOYD ROAD. THEN SIXTH GRADERS WILL BE INSTEAD DESIGNATED TO DROP OFF OFF OF FLOYD ROAD DRIVE C WHERE THERE'S A LOOP ABOVE THE SCHOOL. UH, AND THAT LOOP WILL ACCOMMODATE THE SIXTH GRADERS AND CAN ALSO ACCOMMODATE NOT ONLY SINGLE Q STACKING, BUT DOUBLE STACKING CAN BE ACCOMMODATED THERE. AND THEN BUSES WILL BE DIRECTED TO COME OFF OF FLOYD ROAD AND ENTER [00:40:01] ONTO THE WESTERN SIDE OF THE BUILDING, THE WESTERN ENTRANCE. AND THAT IS LABELED AS DRIVE A HERE. SO, UH, AS PART OF THEIR PLAN AND LOOKING INTO THE FUTURE, IF ANY OF THESE QUEUES DO SPILL OUT ONTO THE PUBLIC STREETS, THE SCHOOL SHOULD CONSIDER ALTERNATIVE ASSIGNMENTS OF THE CIRCULATION PATH. UM, ALSO THE CITY RETAINS THE RIGHT TO REQUEST AN UPDATE OF THE TRAFFIC MANAGEMENT PLAN IF QUEUING DOES EXTEND ONTO PUBLIC STREETS. SO WE HAVE TO DESIGN THE BUILDING IN A WAY THAT ALLOWS THE STUDENTS AND STAFF TO STAY ON CAMPUS AND HAVE LOGICAL BREAKS IN WHERE CONSTRUCTION HAPPENS AND WHERE THE KIDS ARE LEARNING AND WHERE STAFF ARE SO THAT WE CAN KEEP THEM SAFE. SO A LOT OF THE DESIGN HAS A LOT TO DO WITH THAT CONSTRUCTION PHASING TO, TO MAKE SURE THAT THE CAMPUS CAN REMAIN OPEN. BUT AGAIN, CREATING THOSE NEW TRAFFIC CIRCULATION PATTERNS THAT DEREK BROUGHT, UH, BROUGHT UP AND MENTIONED THAT MAKE THE CAMPUS FUNCTION A LITTLE BIT BETTER FROM A TRAFFIC STANDPOINT, EVEN THOUGH WE ARE ADDING CAPACITY TO THE SITE. UM, AND SO A LOT OF THAT CONSTRUCTION IS FOCUSED ON THE NORTH SIDE. I DO WANNA POINT OUT THIS GREEN BUBBLE. SO THE NEW MAIN ENTRY, IF YOU ARE FAMILIAR WITH THE CAMPUS, THAT MAIN ENTRY IS ACTUALLY ON THE SOUTHWEST CORNER OF THE BUILDING, WHICH IS VERY STRANGE BECAUSE IT'S THE FIRST PLACE YOU STOP AT WHEN YOU PULL ONTO THE SITE, WHICH REALLY LIMITS THAT QUEUING ON THAT FRONT LANE. SO WE WANNA DRAW PEOPLE INTO THE SITE. UM, WHERE THAT BOX IS NOW IS WHERE THE LIBRARY BUILDING KIND OF STICKS OUT TOWARDS FLOYD. SO REALLY CUTTING OFF THAT PORTION OF THE BUILDING AND STEPPING IT BACK, GIVING US A LITTLE BIT MORE RELIEF FROM FLOYD, THAT GIVES THAT BUILDING A LOT MORE SETBACK AND JUST ALLOWS IT TO BE APPRECIATED BETTER FROM FLOYD INSTEAD OF KIND OF HITTING THESE CHUNKY MASSES. UM, AND THEN SECONDARY ENTRANCES, BOTH FOR THE CAFETERIA AND THEN FOR AFTER HOURS USE. I'LL ALSO USE SOME PRETTY PICTURES AND A LITTLE BIT THAT'LL MAKE A LOT MORE SENSE WHEN I DO. SO PART OF THE PLAN WAS TO PROVIDE ENOUGH STACKING TO HAVE THE VEHICLES LINED UP WITHIN THE SCHOOL PROPERTY WHILE THEY'RE THERE TO PICK KIDS UP OR EVEN DROP THEM OFF. AND THAT, AND THAT IS THE PRIMARY FOCUS HERE, THAT ONCE WE GET THEM OFF THE STREET, THEN ANYTHING, ANY INTERACTION HAVING ON PUBLIC STREETS IS MINIMIZED AND REDUCED SO THAT WE HAVE, UH, BETTER FLOW AND ACCESS. SO THAT STACKING IS NOW WILL BE REMOVED AND IT'LL BE OFF, OFF OF FLOYD. IN ADDITION TO OUR CORPORATE OFFICE, WE HAVE TWO AWARD-WINNING AD AGENCIES AND A LOCAL INSURANCE COMPANY, AND WE'RE CURRENTLY 48% OCCUPIED. OVER THE COURSE OF THOSE SIX YEARS, WHILE MARKETING TO POTENTIAL TENANTS, WE SAW INTEREST FROM A WIDE RANGE OF BUSINESSES, INCLUDING MULTIPLE LOCAL THEATER GROUPS, A CHURCH WITH A CAFE, A RESTAURANT, COFFEE SHOP, CHIROPRACTOR, PHYSICAL THERAPY OFFICES, PSYCHIATRIC OFFICE, PRIVATE TRAINING, AND MOST NOTABLY, A WELLNESS CENTER OWNED BY A RICHARDSON NATIVE WITH KIDS IN OUR ISD SCHOOLS, LOOKING TO MOVE HER SUCCESSFUL BUSINESS FROM DALLAS TO RICHARDSON WITH A LONG-TERM LEASE. WE ALSO HAVE INTEREST FROM AN EXISTING TENANT TO EXPAND THEIR BUSINESS TO INCLUDE A PHOTOGRAPHY STUDIO. THAT IMMEDIATELY ABUT OUR PROPERTY. BEGINNING IN JULY, WE MET WITH THE PRESIDENT OF THE HPNA. JEFF DAVIS A NUMBER OF TIMES, CONVEY OUR HOPES FOR THE PROPERTY, AND LISTENED TO WHAT THE COMMUNITY MAY OR MAY NOT BE INTERESTED IN. WE ALSO MET WITH DAN WASHBURN, AN HPNA MEMBER [01:30:01] AND REALTOR WHO SPECIALIZES IN OUR AREA. ADDITIONALLY, THE HPNA CIRCULATED AN EMAIL TO THEIR MEMBERS DESCRIBING OUR PROPOSAL TO PROVIDE A NEW DESTINATION FOR NEIGHBORHOOD ENGAGEMENT. AND THEY TOLD US THEY RECEIVED POSITIVE FEEDBACK. WE ALSO SPOKE WITH THE DIRECTOR OF THE YMCA, SAMANTHA BUELLER AND THE OWNERS OF RICHARDSON DISCOUNT TIRE DILO AND ASH IBRAHIM. SAMANTHA DID NOT FORESEE ANY CONCERNS, AND DILO AND ASH EXPRESSED ENTHUSIASM OVER THE PROPOSAL. WE ATTEMPTED, BUT DID NOT RECEIVE FEEDBACK FROM, UH, THE NORTH RICH PLAZA TO THE NORTH AND THE RETAIL PROPERTY TO THE EAST. UM, JUST TO MENTION SOME OF THE CONCERNS THAT WERE BROUGHT UP IN THE CPC MEETING, MOST OF THOSE WERE FOCUSED ON, UH, TRAFFIC AND POTENTIAL, UH, WASTE THAT'S GENERATED FROM RESTAURANT USAGE. UM, FOR THE TRAFFIC, WE'RE NOT, SINCE WE'RE NOT ADDING PARKING SPACES OR INCREASING SQUARE FOOTAGE, UM, AND ALL THE PROPOSED USES ARE IN KEEPING WITH THE SURROUNDING AREA AND POTENTIAL FUTURE AREA ENHANCEMENTS, WE DO NOT ANTICIPATE A SIG SIGNIFICANT IMPACT TO TRAFFIC. HOWEVER, WE UNDERSTAND THE CONCERNS THAT THEY RAISED AROUND TRAFFIC AND SAFETY, PARTICULARLY ON YMCA GAME DAYS. THIS IS IMPORTANT TO US AS WELL. WE HAVE WORKED WITH THE YMCA IN THE PAST TO ALLOW OVERFLOW PARKING IN OUR PERIMETER PARKING LOT, AND WE THINK THIS HAS HELPED A LOT. WE DO NOT ANTICIPATE A CHANGE IN THIS PLAN. UM, HOWEVER, YMCA GAME DAY TRAFFIC COULD FURTHER BE ALLEVIATED IN THE FUTURE IF OTHER SURROUNDING BUSINESSES COULD DO THE SAME. ADDITIONALLY, WE ANTICIPATE MOST TRAFFIC TO OUR PROPERTY TO COME FROM CUSTER AND NOT CUT THROUGH THE NEIGHBORHOODS. AND WE HOPE THAT HAVING A WALKABLE DESTINATION WILL FURTHER LIMIT TRAFFIC FOR THE RESTAURANT WASTE CONCERN. UM, THE OFFICE TO OUR WEST EXPRESSED THIS CONCERN, UM, WITH POTENTIAL TRASH AND SMELLS PRODUCED BY A RESTAURANT. UM, PARTICULARLY WITH THE EXISTING, UH, RESTAURANTS TO THE NORTH. UM, WE ALREADY MAINTAIN OUR PROPERTY TO A HIGH STANDARD AND WILL CONTINUE TO DO SO REGARDLESS OF THE TENANT, BUT ESPECIALLY WITH A RESTAURANT OR CA CAFE, GIVEN THE TRASH GENERATED, NOT ONLY WOULD WE NOT WANT TO NEGATIVELY IMPACT OUR NEIGHBORS, BUT WE HAVE A LARGE BUSINESS OURSELVES WITH EXISTING TENANTS THAT WE WOULD NOT NEGATIVELY IMPACT EITHER. AS A SMALL EXAMPLE OF HOW WE MAINTAIN OUR DUMPSTERS, WE HAVE WORKED WITH THE CITY TO KEEP OUR DUMPSTERS PUSHED BACK AS FAR AS POSSIBLE, UM, TO KEEP IT PROPERLY SCREENED AND TO LIMIT, UH, POTENTIAL UNHOUSED ENCAMPMENTS, UH, FROM BEHIND THE DUMPSTER. UM, AS WE HAVE HAD ISSUES WITH THIS IN THE PAST, WE'VE WORKED WITH OUR CALLING TO FIND SERVICES FOR THE UNHOUSED. AND SINCE WORKING CLOSELY WITH THE CITY, WE HAVE NOT HAD THIS ISSUE. AND THE ENHANCED SCREENING WE WILL PROVIDE WILL ALSO HELP LIMIT THIS IN THE FUTURE. UM, THANK YOU AGAIN FOR HEARING OUR REQUEST. THE OPPORTUNITY TO HAVE AN UNDERUTILIZED BUSINESS PARK TRANSFORM INTO A WALKABLE PLAZA WITH OPPORTUNITIES FOR COFFEE SHOP, RESTAURANT, FINE ARTS, RETAIL MEETING PLACES IS EXCITING AND REALLY GOOD FOR OUR NEIGHBORHOOD. I HAVE SPOKEN WITH THE OWNERS IN PARTICULAR TAYLOR PURDUE, UH, ABOUT THEIR PLANS AND VISION FOR THE PROPERTY AND COULD NOT BE MORE ENTHUSIASTIC. THEY WERE VERY RECEPTIVE TO MY COMMENTS AND EXPRESSED A REAL DESIRE TO BECOME A GOOD NEIGHBOR AND PART OF OUR COMMUNITY. AND THIS ZONING WOULD NOT, UH, THIS ZONING CHANGE WOULD NOT REALLY HAVE AN IMPACT ON THAT AT ALL. UM, I'M SORRY. I BELIEVE TWILIGHT PLAZA WILL BE AN ASSET TO THE SURROUNDING COMMUNITY IN THE CITY WILL VALUE IT IN, IN COMING YEARS. UH, AND WHAT WE HEAR FROM THEM, WHETHER IT'S IN OUR OPEN HOUSES THAT THEY ATTEND OR THEIR CLIENTS THAT WE'RE SHOWING HOMES, IS THAT THEY WANT WALKABLE BIKEABLE NEIGHBORHOODS. UH, IT'S KIND OF GOING BACK OLD SCHOOL TO WHERE THEY CAN WALK TO, UH, A COMMUNITY, UH, WALK TO A COMMUNION AND COFFEE. UH, SO WE OR ALAMO DRAFT HOUSE RIDE THEIR BIKE OVER. UH, WHILE I WAS THERE, THERE WAS A SURPRISE DONATION OF ANOTHER $10,000 WORTH OF BIKES. AND SO THOSE ALL GOT UNLOADED AND A BUNCH OF KIDS GOT EXCITED ABOUT THAT.
