THIS IS THE SIDE OF THE APOLLO JUNIOR HIGH SCHOOL, WHICH CURRENTLY SERVES SEVENTH AND EIGHTH GRADERS. HOWEVER, ALONG WITH THE DISTRICT WIDE CONVERSION OF JUNIOR HIGHS AND MIDDLE SCHOOLS, THEY WILL BE EXPANDING TO ACCOMMODATE THE ADDITION OF SIXTH GRADE STUDENTS IN THE YEAR 2028. THE SITE IS 18 ACRES. IT'S LOCATED ON THE SOUTH SIDE OF APOLLO. THE WEST SIDE OF AMHERST AVENUE AND NORTH OF SYRACUSE. TO THE SOUTH, IT IS BORDERED BY HUFFINES PARK TO ITS WEST, HUFFINES CITY PARK. IT IS ALSO BORDERED BY THE CITY PARKING LOT FOR THAT PARK, AS WELL AS FIRE STATION NUMBER FOUR. THAT RED LINE IS THE PROPERTY BOUNDARY. SO YOU SEE THAT THAT PROPERTY BOUNDARY LINE BISECTS THE CITY PARKING LOT TO THE WEST. HERE'S THE PROPOSED SITE PLAN. THE CURRENT FOOTPRINT OF THAT SCHOOL IS OUTLINED IN RED. SO THE PROPOSED FOOTPRINT IS SHOWN IN YELLOW. THE SCHOOL WILL BE EXPANDING FROM 126,900FT² TO 206,000FT². THIS INCLUDES RENOVATING THE INTERIOR OF THE BUILDING, MOVING THE MAIN ENTRANCE OF THE BUILDING TO THE EAST SIDE OF THE OF THE BUILDING. AND I WILL SHOW THAT HERE WITH MY CURSOR. THEY WILL ALSO BE EXPANDING THE BUILDING IN THE AREA SHOWN IN YELLOW TOWARDS THE NORTH AND THE SOUTH. IN ADDITION, A CHANGE TO THE SITE INCLUDES THE MOVING OF THE PARKING ROAD THAT IS CURRENTLY NORTH OF THE BUILDING BETWEEN THE NORTH FACE OF THE BUILDING AND APOLLO THAT WILL BE REMOVED. THE DRIVE AISLE WILL STAY THERE INSTEAD, A PARKING LOT WILL BE LOCATED HERE. TO THE EAST OF THE BUILDING. A NEW DRY DETENTION POND WILL BE HERE AT THE NORTHEAST OF THE PROPERTY, AND TWO NEW DRIVE ENTRANCES WILL BE ADDED TO THIS SITE ON AMHERST THAT'S SHOWN HERE AND HERE. SO A PUBLIC SCHOOL BUILDING IS ALLOWED BY RIGHT IN ANY ZONING DISTRICT. HOWEVER, THE PROPOSED MODIFICATIONS DON'T MEET THE DEVELOPMENT REGULATIONS OF THE UNDERLYING ZONING DISTRICT. SO HERE ARE THE AREAS WHERE THEY SEEK EXCEPTIONS OR TO DEVIATE FROM THAT CODE. PRIMARILY THOSE EXCEPTIONS ARE RELATED TO THE BUILDING HEIGHT. SO CURRENTLY WE HAVE A RESTRICTION FOR A SINGLE STORY BUILDING TO BE NO TALLER THAN 25FT TALL. AND FOR ANY BUILDING WITHIN 150FT OF RESIDENTIAL TO BE NO TALLER THAN 25FT. THE SCHOOL IS PROPOSING A MAXIMUM BUILDING HEIGHT OF 42FT FOR ANY STORY BUILDING, WHETHER THAT'S SINGLE STOREY OR TWO STORY. THERE IS NO PARKING REQUIREMENT FOR PUBLIC SCHOOLS, BUT THEY HAVE PROPOSED A MINIMUM PARKING OF 160 169 PARKING SPACES MINIMUM. I SHOULD ADD THAT THOSE 169 ARE ALL ON SITE, ARE ALL ON THE SCHOOL SITE. THAT DOES NOT INCLUDE THE SHARED PARKING WITH THE CITY, WHICH INCLUDES AN ADDITIONAL 368 SPACES THAT ARE SHARED WITH THE CITY AND THAT ARE ALSO LOCATED ON THE CITY ON THE SCHOOL SITE. GOING BACK TO THE TABLE. THEY ARE SEEKING AN EXCEPTION TO FENCING. FENCING IS NOT ALLOWED IN THE FRONT YARD, BUT THEY HAVE SHOWN A CHAIN LINK VINYL COATED FENCE TO PROVIDE SECURITY AROUND THE PERIMETER OF THE SITE, AND THEY'RE SEEKING AN EXCEPTION FOR THE EIGHT FOOT HEIGHT LIMIT FOR ATHLETIC FACILITIES, FOR FENCE, FOR FENCING, FOR ATHLETIC FACILITIES. DEVELOPMENTS IN RESIDENTIAL ZONING DISTRICTS ARE NOT REQUIRED TO PROVIDE LANDSCAPING, BUT THEY WILL BE MEETING THE NONRESIDENTIAL LANDSCAPING REQUIREMENTS. SO THE APPLICANT DID WORK WITH THE CITY'S TRANSPORTATION AND MOBILITY TEAM, AS WELL AS THE APPLICANT'S TRANSPORTATION ENGINEERS, TO DESIGN THIS TRAFFIC CIRCULATION PLAN, AND THIS WAS DESIGNED AROUND FULL FINAL BUILD OUT CONDITIONS. THE GOAL OF THE PLAN WAS TO MAXIMIZE ON SITE QUEUING AND REDUCE OFF SITE ON STREET IMPACTS TO THE SURROUNDING STREET NETWORK. SO OVERALL, THIS PLAN CAN ALLOW FOR 110 VEHICLES, PARENT VEHICLES TO BE QUEUED AND STACKING ON SITE, AND I WILL DEMONSTRATE HOW THAT TRAFFIC PATTERN WILL NOW FLOW. SO STARTING AT DRIVEWAY A ON THE FAR LEFT HERE, THIS IS ON THE OTHER SIDE OF FIRE STATION NUMBER FOUR. IN THE AFTERNOON, THEY WILL ENTER THIS DRIVEWAY OFF OF APOLLO, FOLLOW SOUTH AND FOLLOW THE RED LINE THROUGH THE PARKING LOT, THEN UP AGAIN TO WRAP AROUND THE FRONT OF THE SCHOOL BACK DOWN TO THE MAIN ENTRANCE, WHICH IS NOW DOWN HERE. THEY WILL FOLLOW EAST TO THE NEW DRIVEWAY ENTRANCE AND EXIT ON AMHERST. THAT'S FOR BOTH PICKUP AND DROP OFF. BUS QUEUES WILL BE DIRECTED TO THE SOUTHERNMOST DRIVEWAY ENTRANCE ON AMHERST. TO FOLLOW THIS. ALONG THE SOUTHERN END OF THE SCHOOL, THERE WILL BE SECONDARY SOUTHERN ENTRANCE AND THEN THE BUSSES WILL THEN PROCEED UP TO THAT DRIVEWAY A ON APOLLO ISLE. AS THIS QUEUE IS AS THIS QUEUE LINES UP DURING PEAK MORNING ACTIVITIES, THESE OTHER DRIVEWAYS THAT ARE IN EXISTENCE TODAY, B AND C, THOSE WILL BE TEMPORARILY CLOSED OFF. SO THERE WILL WILL NOT BE CUT THROUGH TRAFFIC. PARENTS WILL HAVE TO ENTER AT DRIVEWAY A THIS DRIVEWAY D WHERE THEY WILL EXIT ONTO AMHERST WILL BE LEFT TURN ONLY. AND THAT WILL BE EXIT ONLY AS WELL. YOU CANNOT ENTER FROM THAT SIDE. DRIVEWAY E WILL BE BUS ENTRY ONLY DURING PEAK PERIODS. OTHERWISE THERE IS ACCESS AVAILABLE THERE. SO THESE ARE THE OFF SITE TRAFFIC IMPROVEMENTS THAT WILL HELP MITIGATE THE ADDITIONAL TRAFFIC ON SITE. REGARDING THE NO PARKING TIME RESTRICTION ALONG AMHERST, THE DIRECTOR OF TRANSPORTATION AND MOBILITY HAS THE AUTHORITY TO MODIFY THE PARKING RESTRICTIONS WHEN THE SCHOOL REACHES FINAL BUILD OUT ENROLLMENT IF THERE ARE KNOWN OR OBSERVED IMPACTS TO THE SURROUNDING AREA. THE CITY HAS THE RIGHT TO REQUEST AN UPDATE TO THE TRAFFIC MANAGEMENT PLAN. ALSO AT THAT TIME, THEY MAY REQUEST AN ADDITIONAL TIA ANALYSIS TO FURTHER ANALYZE THOSE INTERSECTION IN THAT TRAFFIC PATTERN TO SEE IF FURTHER MITIGATION IS NEEDED. THE ENVISION RICHARDSON FUTURE LAND USE PLAN DESIGNATED THIS AREA AS NEIGHBORHOOD, RESIDENTIAL PLACE, TYPE, AND PUBLIC INSTITUTION, AND INSTITUTIONAL USES ARE CONSISTENT WITH THAT FUTURE LAND USE TYPE.
