UM, I'M HERE TO TALK ABOUT A SYSTEMIC FLOODING PROBLEM THAT'S HAPPENING IN MY SUBDIVISION, THE KNOWLES AT BRECKENRIDGE

AND THE ADJACENT, UM, SUBDIVISION GREENFIELDS.UM, FOR THE SIX YEARS SINCE I BOUGHT MY HOUSE, MY HOUSE HAS HAD SIGNIFICANT FLOODING ISSUES IN THE BACKYARD.
AND, UH, THE PROBLEM IS SOMETHING THAT THAT FLOWS BETWEEN THE TWO SUBDIVISIONS IN A WAY THAT, FROM WHAT I UNDERSTAND RIGHT NOW, BASED ON ALL OF THE CITY APPROVED PLANS FOR THE TWO SUBDIVISIONS WERE DESIGNED IN SUCH A WAY THAT DO NOT FOLLOW THE CITY STORM WATER MANAGEMENT PLAN AND ALSO, UM, VIOLATE TEXAS PUBLIC WATER LAW ABOUT HOW THE STORM WATER SHOULD BE MANAGED BETWEEN PROPERTIES.
AND THIS RESULTS IN MY PROPERTY GETTING PROBABLY A MINIMUM OF ABOUT EIGHT DIFFERENT PROPERTIES WORTH OF STORM WATER EVERY TIME THERE IS A SIGNIFICANT RAINFALL.
UM, SO I'M JUST, I'VE BEEN WORKING WITH MY HOA, UM, FOR THE LAST YEAR TO TRY TO ADDRESS THESE ISSUES AS MUCH AS POSSIBLE, UM, USING SOME INSIGHT THAT I HAVE GOTTEN FROM, YOU KNOW, ALSO CONTACTING THE CITY ABOUT SOME OF THIS.
BUT UNFORTUNATELY, DESPITE OUR SIGNIFICANT EFFORTS THIS LAST YEAR TO ADDRESS IT THIS LAST, UM, SATURDAY ON FEBRUARY 14TH, MY BACKYARD FLOODED AGAIN, DESPITE, FROM WHAT I CAN GUESS, OVER HALF OF THE WATER BEING DIVERTED BEFORE IT COULD EVEN FLOW INTO MY YARD.
UM, AND SO I'M KIND OF JUST HERE FOR A KIND OF A CRY FOR HELP HERE BECAUSE IT'S A VERY HARD THING TO TRY TO ADDRESS AS A SINGLE PERSON DEALING WITH TWO DIFFERENT SUBDIVISIONS AND ALL OF THE DIFFERENT PEOPLE AND THE HOMEOWNERS OF 8, 2 10 OR MORE DIFFERENT PROPERTIES.
I HAVE SPENT TENS OF THOUSANDS OF DOLLARS AND MY HUSBAND HAS A PERMANENT BACK INJURY NOW DUE TO FLOOD MITIGATION EFFORTS THAT WE'VE TAKEN, THAT HAVE, WE'VE TAKEN AS PART OF THIS ISSUE.
AND I GUESS WE'RE JUST KIND OF STRUGGLING TO KNOW WHAT TO DO NEXT, BASICALLY, AND WHERE TO GO AND HOW TO GET HELP ABOUT THIS PROBLEM THAT FEELS LIKE IT'S, IT'S BIGGER THAN US.
AND IN TRYING TO FIND A SOLUTION THAT DOES NOT RELY ON KIND OF, UM, THE PERFECT HANDLING OF ALL OF THESE, ALL OF THESE DIFFERENT PROPERTIES AND COUNTING ON EIGHT DIFFERENT HOUSES, ALL MANAGING THEIR LEAVES PROPERLY, SO THAT WAY THEY DO NOT OVERFLOW AND CLOG UP THE DRAINAGE.
YOU KNOW, SO MANY HOUSES UP FROM MY, FROM MY OWN, UM, AND I'M, YEAH, I'M JUST TRYING TO GET SOME HELP IN ANY WAY THAT WE CAN TO TRY TO ADDRESS THAT IN A WAY THAT IS SUSTAINABLE AND SUPPORTS ALL OF THE HOMEOWNERS IN MY AREA.
I KNOW THAT I'M JUST SPEAKING MOSTLY FROM MY PERSONAL PERSPECTIVE, BUT, UM, THIS IS AN ISSUE THAT CAUSES DAMAGE IN ALL OF THE HOMES THAT ARE INVOLVED IN THIS PROCESS AND, YOU KNOW, ISN'T EXCLUSIVE TO ANY ONE PERSON.

UH, WE WANTED TO PROVIDE, UH, FOR AN EFFECTIVE AND ACCOUNTABLE, UH, IN A, UH, A, A A STRUCTURE THAT WOULD, UH, THAT COULD STAND UP TO DIFFERENT TESTS, UH, BECAUSE WE WANTED THE STRUCTURE TO ENCOURAGE GROWTH AND THE ATTRACTION OF NEW MEMBERS.
UM, THERE WAS A PRINCIPLE THAT NO ONE CITY SHOULD HAVE A SINGLE MAJORITY VOTE, UH, AND THAT A ONE CITY, ONE VOTE WOULD BE THE BASELINE FOR REPRESENTATION.
SO THIS WAS GETTING AT THE IMPORTANT FUNDAMENTAL OF EVERY SINGLE CITY SHOULD HAVE A PHYSICAL SEAT AT THE TABLE.
UM, AND THEN AGAIN, WE, UH, TALKED ABOUT, UH, POPULATION ESTIMATES NEEDING TO BE UPDATED EVERY FIVE YEARS.
WE ALL KNOW HOW FAST NORTH TEXAS IS GROWING AND WAITING FOR THE CENSUS EVERY 10 YEARS.
UH, DIDN'T SEEM TO BE THE BEST STRATEGY MOVING FORWARD.
THERE WERE SEVERAL, UH, DIFFERENT VARIATIONS OF THIS, UM, OF THIS MODEL.
BUT THIS IS THE CITY MANAGER, UH, WORKING GROUP, RECOMMENDATION, RECOMMENDATION, UH, TO, UH, TO, UM, UH, THE, THEIR, THE CITY COUNCILS OF THE RESPECTIVE CITIES.
OF COURSE, CITIES LIKE DALLAS ALREADY TAKING ACTION AND SETTING THE TONE, BUT WHAT YOU SEE HERE IS THAT EVERY SEAT, EVERY CITY DOES HAVE A SEAT AT THE TABLE.
THERE'RE ESSENTIALLY, UH, IF YOU WANNA SAY FOUR GROUPINGS OF CITY WITH, UH, CITIES, WITH DALLAS, OBVIOUSLY WITH A POPULATION NOW, WELL OVER A MILLION, UH, HAVING SEVEN SEATS.
UH, THE NEXT LARGEST GROUP, UH, OF CITIES, UM, ALL WITH A POPULATION OF PLUS OR MINUS 300,000, UH, GARLAND, IRVING, AND PLANO, ALL HAVING, UH, TWO SEATS, AND THEN RICHARDSON AND, AND, UH, UH, CARROLLTON, APPROXIMATELY THE SAME POPULATION OF ABOUT 125,000 HAVING, UM, UH, ONE SEAT.

WHAT YOU'LL SEE IS THE VOTE WEIGHT.
UM, AND YOU CAN SEE THE SMALLER CITIES, UM, OF, UH, ADDISON, UH, COCKROACH HILL, FARMERS BRANCH, HIGHLAND PARK, UH, ROULETTE, UNIVERSITY PARK, ALL HAVING ONE SEAT.
BUT THAT THE VOTE WEIGHT OF THAT SEAT ALL JUST BEING, UH, 0.44, JUST, JUST LESS THAN ABOUT A HALF OF A, OF A FULL VOTE.
UH, WE, YOU JUMP UP QUICKLY FROM THERE TO CARROLLTON AND, AND RICHARDSON BEING IN THAT, THAT SAME TIER, UH, WHERE WE HAVE ONE SEAT, BUT OUR, THE VOTE OF, UH, UH, UH, THE WEIGHT OF THAT VOTE BEING 1.38, AND THEN OF COURSE, GARLAND, UH, IRVING AND PLANO, UH, 2.09, AND THEN YOU SEE THE DALLAS WEIGHT AT, UH, 9.9.
THIS DOES INCREASE THE SIZE OF THE DARTBOARD FROM 15 TO 22.

UM, AGAIN, AND THAT'S IMPORTANT BECAUSE AS MEMBER CITIES, UH, CITIES COULD BE ADDED IN THE FUTURE OF MEMBER CITIES, OR, UH, IF CERTAIN CITIES EXIT, UH, THE PROPORTION, UH, UH, THAT I SHARED WITH YOU, THE WEIGHTED PROPORTION COULD CHANGE.

UM, I'VE SHARED WITH YOU ON, ON A PREVIOUS OCCASION IN A BRIEFING, THE X, Y, Z MODEL THAT RICHARDSON TOOK KIND OF THE LEAD ON ESTABLISHING THAT HAS EVOLVED, UH, INTO A MODEL WITH THE OBJECTIVE OF, OF ESTABLISHING A PROGRAM THAT WOULD TRANSFORM DART'S FUNDING MODEL BY PROVIDING WHAT WE'RE CALLING AN EQUIVALENT OF UP TO 25% OF THE DART SALES TAX RECEIPTS TO ALL, UM, UH, UH, MEMBER CITIES, UH, WHILE PRESERVING A REGIONAL MOBILITY, UH, STRATEGY.
UH, THIS IS A SIX YEAR, UH, UH, PROGRAM THAT'S BEING PROPOSED.
UH, AND THE EQUIVALENT OF THE 25% OF THE DART SALES TAX RECEIPT WOULD BE ACHIEVED THROUGH A COLLABORATIVE EFFORT TO PURSUE, UH, TO PURSUE THREE, UH, COMPONENTS.
FIRST WILL BE A GUARANTEED BASED FUNDING, WHICH WE'LL TALK ABOUT FIRST, UH, AND THEN THE OTHER TWO REALLY SET THE COURSE, UH, FOR A WORK PLAN MOVING FORWARD THAT I WOULD ARGUE IS EVEN MORE ROBUST AND PROBABLY MORE COMPLICATED THAN WHAT WE'VE JUST COMPLETED.
AND THAT'S TO TRANSFER, UH, TRANSFER THE REGIONAL RAIL SYSTEM, THAT'S THE COMMUTER RAIL OR THE SILVER LINE FOR US, UH, TO AN INDEPENDENT, UH, MANAGEMENT AUTHORITY THAT WOULD ALSO TAKE ON DCTA OR DENTON COUNTY TRANSPORTATION AUTHORITY AND THE, UH, TRINITY, UM, AT METRO'S, UH, REGIONAL, UH, RAIL SYSTEMS AS WELL, AND OPERATE THAT UNDER THAT NEW AUTHORITY.

IN THE SECOND COLUMN FROM THE LEFT, YOU SEE THE COMMITMENT THAT DART IS MAKING OVER THE NEXT SIX YEARS FROM FIVE, GROWING ITS CONTRIBUTION TO THE GMP FROM 5% TO 7.5%, THE RTC IN THAT INITIAL YEAR, UM, NOT MAKING A CONTRIBUTION, BUT THEN AGAIN, ADDING A HALF A PERCENT, UH, EACH YEAR, UM, ALLOWING, UH, DART'S, UM, ULTIMATELY SEVEN POINT HALF PERCENT, YEAR SIX TO, UH, BE LEVERAGED FOR AN ADDITIONAL TWO AND A HALF PERCENT FOR A TOTAL OF 10%.

THERE IS A AUDIT, UH, REQUIREMENT ASSOCIATED WITH THE, WITH ACCEPTING THE DOLLARS, UH, IF FOR, IF THE EXPENDITURE OF THE FUNDS, UH, VIOLATES THE AGREEMENT ANY WAY DART DOES HAVE A CLAWBACK, AND WE MUST REIMBURSE THOSE FUNDS, UH, EXISTING SERVICES MAY ONLY BE REDUCED IN ACCORDANCE WITH DART POLICY.
AND SO THAT'S IMPORTANT, UH, BECAUSE IF SERVICES ARE REDUCED, AND THIS IS, THIS IS A REALLY, UH, NUANCED BUT IMPORTANT FEATURE AS WELL.

UM, OBVIOUSLY NORMAL TERMINATION CLAUSE HERE, I MEAN, IF THERE'S A MATERIAL BREACH, UM, AFTER NO NOTICE AND AN OPPORTUNITY TO CURE, UM, UM, WE HAVE A, A DISPUTE RESOLUTION OPTION.
BUT, UM, MA MANY FEATURES BUILT INTO THAT TO, TO, TO HAVE, UM, HAVE US BE ABLE TO WORK THROUGH THAT.

ANY UN UNENCUMBERED FUNDS MUST BE REIMBURSED TO DART AND FUTURE PAYMENTS WOULD BE FORFEITED IF A, SO, REGARDLESS OF THE OUTCOME OF THE ELECTION, UH, IF A CITY WITHDRAWS FROM DART PRIOR TO SEPTEMBER 30TH, 2031, AS A RESULT OF A CITIZEN PETITION, THERE COULD BE TWO OUTCOMES.
IF THE CITIZEN PETITION ELECTION SUCCEEDS, AGAIN, UNENCUMBERED FUNDS WILL BE REIMBURSED TO DR, AND FUTURE PAYMENTS WILL BE FORFEITED.

AND THIS IS ABOUT ENSURING A LOT OF THOSE INNER CITY SERVICES, UH, AREN'T INTERRUPTED, UM, BY ANY ONE CITY'S, UH, DECISIONS.
UM, UH, WE TALKED ABOUT CONSISTENCY AND RE RELIABILITY AND THE IMPORTANCE OF THAT.

WE HAVE THE FIRST TWO YEARS REASONABLY WELL COVERED BECAUSE WE HAD A GMP THAT WAS BASED ON DONOR CITIES.
SO WHAT WE'VE DONE IS WE'VE TAKEN THAT SAME AMOUNT OF MONEY AND SPREAD IT AGAINST TO ALL CITIES NOW.
BUT I MEAN, IS THERE LIKE A FIVE YEAR LOOK BACK BUILT INTO IT SO THAT WE CAN YEAH, SO THE PROGRAM IS SIX YEARS, THE PROGRAM IS SIX.
THAT'S WHEN WE COULD VOTE AGAIN IF WE, SO WE CAN VOTE AGAIN IN SIX YEARS.
CITIES WILL GET 10% RIGHT OUT OF THIS WITH THE GOAL OF BEING 25%.
AND THE GOAL ON TOP OF THAT IS RESTORING THE MONEY WE HAVE THAT WE'VE LOST, BUT ALL OF THAT TAKE, THOSE ARE LARGE NUMBERS.

THE FUTURE LAND USE PLAN, UH, HAS DESIGNATED THIS AS NEIGHBORHOOD RESIDENTIAL PLACE TYPE, WHICH DOES IDENTIFY PUBLIC AND INSTITUTIONAL USES AS SECONDARY ALLOWED USES.
SO HERE ARE PHOTOS OF THE SCHOOL TODAY.
AS I MENTIONED, IT WAS CONSTRUCTED IN 1970.
THIS FIRST PHOTO IS A PHOTO OF THE FRONT OF THE BUILDING SEEN FROM APOLLO ROAD.
THAT BUILDING IS ABOUT 30 FEET TALL.
UH, THE SECOND PHOTO IS THE SOUTH ELEVATION SCENE FROM SYRACUSE DRIVE TO THE SOUTH.
THIS EAST ELEVATION IS SEEN FROM AMHERST AVENUE TO THE EAST.

HOWEVER, THERE'S A PARKING ROAD THERE TODAY THAT WILL BE RELOCATED TO THE EAST OF THE BUILDING.
IN TOTAL, THIS SITE WILL PROVIDE 169 PARKING SPACES.
YOU'LL ALSO NOTICE IN THE NORTHEAST A NEW DRY DETENTION POND.
SO THIS WILL BE A SHALLOW DRAINAGE AREA THAT WILL ALSO BE USED AS A LANDSCAPE AMENITY.
AND THIS SITE WILL HAVE TWO NEW DRIVEWAY ENTRANCES BOTH LOCATED ON AMHERST TO THE EAST.

THIS IS SOME BACKGROUND I WANTED TO BRING UP.
AS I MENTIONED, THE PROPERTY LINE STRADDLES THAT CITY PARKING LOT OR THE, THE CITY'S HUFFINE PARKS PARKING LOT.
SO THERE'S SOME BACKGROUND TO THAT.
THE CITY ORIGINALLY OWNED THAT NARROW STRIP OF LAND YOU SEE SHOWN IN RED.
UM, BUT 1973 THERE WAS A LAND SWAP WITH THE SCHOOL AND THE CITY.
THE CITY ACQUIRED THE PROPERTY TO THE SOUTH WHERE THE TENNIS FACILITIES ARE TODAY, AND IN TURN, THEY GAVE THE RASD THAT STRIP OF LAND AS A UM, CONDITION OF THAT AGREEMENT.
THE SCHOOL IS ALLOWED TO USE THE CITY'S TENNIS FACILITIES AND THE SCHOOL SAID THAT THE PARK AND, UH, VISITORS OF THE PARK CAN CONTINUE TO USE THAT PARKING LOT OR THAT PORTION OF THE PARKING LOT FOR PARK PURPOSES.
THAT AGREEMENT DID NOT EXPRESSLY STATE THAT, UH, CONVERSELY THAT THE CITY PARKING LOT COULD BE USED FOR RISD ACTIVITIES, BUT IT HAS BEEN USED FOR RISD ACTIVITIES AND THE CITY CONTINUES TO LET IT BE USED FOR RISD ACTIVITIES.
AND THIS AGREEMENT WILL NOT BE CHANGING WITH THIS PROJECT.
I JUST WANTED TO BRING THIS BACKGROUND TO YOUR ATTENTION.
SO HERE ARE THE PROPOSED PD STANDARDS.
SO ALTHOUGH A PUBLIC SCHOOL IS ALLOWED BY WRIGHT, THE PROPOSED DEVELOPMENT WILL NOT COMPLY WITH THE DEVELOPMENT STANDARDS OF THE UNDERLYING RESIDENTIAL ZONING DISTRICT.
THESE FIRST TWO EXCEPTIONS ARE RELATED TO BUILDING HEIGHT.
UH, SINGLE STORY BUILDINGS IS LIMITED TO 25 FEET.
UH, THEY WILL BE DEVELOPING, UH, AS PART OF THE EXPANSION.
THEY'LL BE ADDING A GYMNASIUM THAT WILL BE SINGLE STORY AND LIKELY BE TALLER THAN 25 FEET.
UM, ALSO THERE'S A LIMITATION FOR BUILDINGS BEING WITHIN 150 FEET OF A RESIDENTIAL ZONING DISTRICT.
UH, DURING, IN, IN THAT CASE, THEY MUST BE LIMITED TO 25 FEET.
SO THE SCHOOL IS PROPOSING WITH THE NEW BUILDING, IT WILL BE AT TALL AS 42 FEET MAXIMUM TO THE TOP OF THE ROOF.
AND THEN THERE MAY BE IN A DO ADDITIONAL EIGHT FEET TO SCREEN THE MECHANICAL EQUIPMENT ON THE ROOF.
UH, AS I MENTIONED, THE SCHOOL IS 30 FEET TODAY, SO THEY'LL BE GOING TO 42 FEET.
THE CITY DOES NOT HAVE A SPECIFIC PARKING RATIO FOR PUBLIC SCHOOLS, BUT THE SCHOOL HAS COMMITTED TO PROVIDING 169 PARKING SPACES.
AND THOSE ARE ALL LOCATED ON THE RISD PROPERTY.
UH, THEY ARE SEEKING AN EXCEPTION TO SOME OF OUR FENCE RULES.
UH, ONE IS WE TYPICALLY DO NOT ALLOW FENCES PAST A BUILDING LINE AND IN THE FRONT YARD SETBACK, SINCE AMHERST IS A FRONTAGE, UM, THERE IS A FENCE THERE TODAY THAT THEY WILL BE REPLACING.
SO WE WANTED TO CAPTURE THAT HERE SO THAT THEY WERE ALLOWED THAT FENCE IN THAT LOCATION.
ALSO, THEIR ATHLETIC FACILITIES MAY

HAVE FENCES THAT DO NEED TO EXCEED EIGHT FEET IN HEIGHT.UH, FOR THOSE, UH, TRACK AND FIELD ACTIVITIES, THEY'RE COMMITTED TO IMPROVING THE LANDSCAPE WITH, UM, BY MEETING COMMERCIAL LANDSCAPE STANDARDS.
AND FINALLY, TEMPORARY PORTABLE BUILDINGS, TYPICALLY ONLY THREE ARE PERMITTED, BUT THEY ARE SEEKING AN EXCEPTION TO ALLOW UP TO 10 DURING THEIR CONSTRUCTION PHASE SO THAT, UH, STUDENTS CAN HAVE A TEMPORARY CLASSROOM.
THIS IS THE PRELIMINARY LANDSCAPE PLAN WHERE YOU SEE ADDITIONAL TREES WILL BE PLANTED ALONG THE FRONTAGES.
HERE ARE THE BUILDING ELEVATIONS AND THE APPLICANT HAS MUCH BETTER RENDERINGS OF THESE IN THEIR, UH, PRESENTATION.
SO SCHOOL OPERATIONS TODAY THEY HAVE 594 STUDENTS AND THEY EXPECT TO INCREASE THAT TO 834 STUDENTS WHEN THEY INITIALLY OPEN IN 2028, FALL OF 2028.
AND, UH, ULTIMATE BUILD OUT, THEY, UM, EXPECT THEY COULD HAVE UP TO 1000 STUDENTS.
THIS IS A VERSION OF THE TRAFFIC CIRCULATION PLAN.
IT HAS BEEN TWEAKED SOME, WHICH I WILL GO OVER HERE IN A MINUTE.
I WILL ALSO POINT OUT SOME OF THE UNIQUE PARTS OF THIS PLAN THAT HAVE BEEN TWEAKED, BUT OVERALL THE FLOW IS STILL THE SAME.
SO THE PLAN WAS DESIGNED AROUND THE FINAL BUILD OUT ENROLLMENT OF 1000 STUDENTS.
THE GOAL OF THE PLAN IS TO KEEP PICKUP QUEUING OFF THE STREETS AND ON THE SITE AS MUCH AS POSSIBLE.
INSTEAD OF EXTENDING TO PUBLIC STREETS.
THIS PLAN CAN QUEUE UP TO 110 VEHICLES.
SO BUSES WILL ENTER THE SITE FROM THE NEW SOUTHERNMOST DRIVEWAY ON AMHERST.
THEY WILL ENTER AND DROP STUDENTS OFF AT THE SOUTHERN ENTRANCE ON THE BUILDING.
THEY'LL THEN FOLLOW THROUGH THE HUFFINES PARK PARKING LOT FINALLY UP NORTH, WHILE THEY WERE EXIT ON THE DRIVEWAY A, WHICH IS THE DRIVEWAY TO THE WEST OF THE FIRE STATION.
PARENTS WILL ENTER THE SITE AT DRIVEWAY A ON APOLLO ROAD, PROCEED SOUTH, AND THEN THROUGH THAT PARKING LOT TO THROUGH THE, TO THE NORTH OF THE BUILDING WHERE THAT LINE WILL BECOME A DOUBLE STACKED QUEUING LINE.
THEY CAN DROP OFF THEIR STUDENTS AT THE MAIN ENTRANCE AND THEN PARENTS WILL EXIT ONTO AMHERST AVENUE NOW.
SO THIS ORIGINAL PLAN LIMITED TURNS AND EXITING ONTO AMHERST TO LEFT TURN ONLY.
THAT WOULD DIRECT TRAFFIC TO APOLLO ROAD.
UH, AS PART OF THAT PLAN, THERE WAS GOING TO BE A NO PARKING LIMITATION FOR 160 FEET ON THE EAST SIDE OF AMHERST DURING THE TIME OF SEVEN 30 TO 9:00 AM THE PEAK MORNING TIME.
ALSO, AS PART OF THAT PLAN, THE NORTHBOUND APPROACH ON AM ON AMHERST TO APOLLO WOULD BE RETRIED WITH A NORTHBOUND LEFT TURN LANE AND A NORTHBOUND RIGHT TURN LANE.
SO THE CPC, UH, DURING THE CPC CITY PLAN COMMISSION MEETING, UH, DURING THE DISCUSSION ABOUT THE TRAFFIC MANAGEMENT PLAN, THERE WAS CONCERNS FROM THE COMMISSION AND CONCERNS FROM THE, UH, RESIDENTS THAT WERE RAISED.
SO IN RESPONSE, THE CITY PLAN COMMISSION MADE THE FOLLOWING RECOMMENDATIONS TO CHANGE THAT ORIGINAL PLAN TO ALLOW BOTH LEFT AND RIGHT TURN ONTO AMHERST AVENUE.
THE PROPOSED ON STREET PARKING RESTRICTION WILL NOT BE APPLIED.
AND AS A RESULT OF NOT APPLYING THAT ON STREET PARKING RESTRICTION, THE NORTHBOUND APPROACH WILL REMAIN A SINGLE NORTHBOUND LANE WHERE YOU CAN STILL TURN LEFT OR RIGHT ONTO APOLLO.
THIS PLAN ILLUSTRATES THAT A LITTLE BETTER IN THE CLOUDED BUBBLES.
OVER HERE, YOU SEE CARS WILL EXIT ONTO AMHERST AND CO CAN GO EITHER LEFT OR RIGHT.
THERE'S NO LONGER NO PARKING PROPOSED IN THAT AREA.
SO THIS WAS A RESULT OF THE CPC RECOMMENDATIONS, BUT THE APPLICANT AND THEIR TRAFFIC CONSULTANT DID WANT TO REVIEW THE TRAFFIC STUDIES.
UH, SO THEY DID GO BACK AND REVIEW THOSE TRAFFIC STUDIES TO EVALUATE WHETHER THERE WOULD BE ANY ADDITIONAL OFFSITE MITIGATION METHODS NEEDED OR MEASURES NEEDED.
UM, ALSO TO EVALUATE KEY INTERSECTIONS IN THE AREA.
THE STUDY FOUND THAT THE INTERSECTIONS ARE ANTICIPATED TO CONTINUE TO OPERATE AT THE LEVEL THEY OPERATE AT TODAY.
AND THERE WERE TWO MINOR CHANGES TO THE OFFSITE MITIGATION NEEDS AS A RESULT OF THOSE REVISIONS TO THE TRAFFIC STUDIES.
SO IN ALL THESE ARE THE OFFSITE TRAFFIC MITIGATION IMPROVEMENTS.
RE, RE RECOMMENDED FIRST A LEFT TURN BOUND, A LEFT TURN LANE FROM WESTBOUND APOLLO ROAD TO PLANO.
THERE IS AN EXISTING LEFT TURN LANE HERE AND THAT SHALL BE EXTENDED BY 100 FEET.
THAT WAS CHANGED SOME FROM THE ORIGINAL PLAN.
ORIGINALLY THEY RECOMMENDED 90 FEET AND NOW WE'RE, UH, RECOMMENDED A HUNDRED FEET.
THE EXISTING MEDIAN OPENING ON APOLLO ROAD AT DRIVE C WILL BE CLOSED.
AN ADVANCED WARNING SIGN WILL BE LOCATED IN, UH, ADVANCE OF THE CROSSWALK
[01:30:01]
ON APOLLO ROAD.AND THIS LAST RECOMMENDATION WAS A RESULT OF THE REVISED TRAFFIC STUDIES.
THIS IS A POTENTIAL RECOMMENDATION TO EXPAND THE EXISTING NO PARKING AREA ON ST.
JOHN'S DRIVE HAS A PORTION OF A NO PARKING AREA THAT'S APPROXIMATELY 50 FEET.
IT MAY BE EXPANDED BY ANOTHER 85 FEET.
HOWEVER, UH, BEFORE THE SCHOOL OPENS IN FALL OF 2028, THIS INTERSECTION WILL BE EVALUATED AGAIN TO SEE IF THIS RECOMMENDATION IS NECESSARY BASED ON THE CURRENT CONDITIONS AT THAT TIME.
AND FINALLY, FUTURE CONSIDERATIONS FOR TRAFFIC MITIGATION WERE CONSIDERED AND INCORPORATED IN THE ORDINANCE.
UH, BASICALLY SAY THAT RICHARDSON, ISD SHALL PROVIDE AN UPDATE OF THE TRAFFIC MANAGEMENT PLAN.
IF IT IS OBSERVED THAT TRAFFIC IS QUEUING ONTO ADJACENT STREETS OR HAVING AN IMPACT ON THE SURROUNDING NEIGHBORHOODS, STREETS, INTERSECTIONS, OR THE FIRE STATION.
IF THAT TRAFFIC MANAGEMENT PLAN IS UPDATED AND NEEDS ADDITIONAL TRAFFIC MITIGATION MEASURE MEASURES, THIS THIRD BULLET POINT, UH, SAYS THAT THE DIRECTOR OF MOBILITY AND TRANSPORTATION CAN AUTHORIZE THOSE CHANGES.
AND THEN FINALLY, RASD SHALL BE RESPONSIBLE FOR ALL ANALYSES AND MITIGATION METHODS IMPLEMENTED IF NEEDED.
THIS CASE WAS HEARD AT THE CITY PLAN COMMISSION IN DECEMBER.
THEY VOTED UNANIMOUSLY TO RECOMMEND APPROVAL WITH THE CHANGES I MENTIONED RELATED TO THE TRAFFIC TO ALLOW BOTH LEFT AND RIGHT TURN MOVEMENTS ONTO AMHERST AND TO REMOVE THAT PROPOSED NO PARKING RESTRICTION ON AMHERST.
WE HAVE RECEIVED SIX TOTAL WRITTEN STATEMENTS AND OPPOSITION.
TWO OF THOSE ARE SITTING IN FRONT OF YOU TODAY.
THEY DIDN'T MAKE IT INTO THE PACKET.
AND THEN THREE INDIVIDUALS SPOKE IN OPPOSITION OF THE REQUEST AT THE CITY PLAN COMMISSION MEETING.

UH, SOME OF THE DETAILS, UM, SO ONE OF THE FIRST THINGS WE'RE DOING IS WE'RE, UH, DEMOLISHING THE ADMIN AND THE EXISTING LIBRARY, AND WE'RE PUTTING IN A NEW CLASSROOM WING THAT WILL BE A WHOLE NEW FACE OF THE SCHOOL ALONG APOLLO ROAD.
SO IT'LL LOOK LIKE A BRAND NEW SCHOOL OFF APOLLO IN THIS PHASE WILL BE CLASSROOMS AND A STORM SHELTER.
UH, THE OTHER THING I WANNA ADD IS THAT THE SCHOOL IS GETTING TO BE FULLY SPRINKLED CURRENTLY.
SO THAT'S A, UH, MAJOR IMPROVEMENT.
AND WE'LL ALSO HAVE A STORM SHELTER.
WE'RE ADDING, UM, A NEW CAFETERIA, A NEW KITCHEN.

SO 20 OF THE 25 CROSSING APOLLO, I'M SORRY, CROSSING APOLLO WERE BEING DROPPED OFF ON APOLLO AND CROSSING THE STREET AND NOT COMING FROM THE NEIGHBORHOOD.

UM, UH, ONE AT UTD OVER THE WEEKEND THAT, UH, WAS HOSTED BY HACK UTD AND WE HACK, UH, HACK UTD IS, UH, THEIR HACKATHON GROUP.
UH, WE HACK IS A, UH, WOMEN LED, UH, HACKATHON GROUP, BUT THEY HAD A HACKATHON THAT WAS, UH, SPONSORED BY ACCESS HEALTHCARE.
UM, AND, UH, THIS WAS MY FIRST TIME ACTUALLY EXPERIENCING A HACKATHON FROM LIKE START TO FINISH.
SO I SHOWED UP ON SATURDAY AND GOT TO HEAR THEM, UM, IN TERMS OF HOW THEY WERE IDEATING THE PROBLEM.
SO THE WAY THE HACKATHON STARTS IS A GROUP OF PROBLEMS AND YOU PICK WHICH PROBLEM YOU WANT TO TAKE ON, UH, AND THEN BY 24 HOURS LATER, YOU HAVE THE SOLUTION ALREADY BUILT.
SO THERE WERE STUDENTS THAT WERE BUILDING SOLUTIONS LIKE, UH, A CAMERA ON YOUR COMPUTER THAT WATCHES YOUR WALKING STRIDE AND DETERMINES WHAT LEVEL OF PARKINSON'S YOU MIGHT BE AT AND WHETHER OR NOT THERE'S BEEN ADVANCEMENT AND IT SHOULD GO TO YOUR DOCTOR.
SO THESE ARE THINGS THEY'RE DREAMING UP ON SATURDAY.
AND THEN BY SUNDAY MORNING, PRESENTING AN ALREADY CODED VERSION OF IT TO DISPLAY.

LA'S HAD 500 PARTICIPANTS ROUGHLY THAT SHOWED UP TO THE CAREER FAIR.
THESE WERE HIGH-END TAIWANESE COMPANIES THAT ARE LOOKING TO HIRE AMERICANS, UH, FOR THEIR OFFICES HERE.
UH, WE HAD 1400 STUDENTS OR JOB SEEKERS, UH, THAT CAME THROUGH, UM, UH, THE HILTON HOTEL, UH, WHICH IS WHERE THEY ENDED UP, UM, UH, DOING IT.
AND THEY COULD NOT HAVE BEEN MORE PLEASED WITH, WITH THE TURNOUT, WITH THE RECEPTION AT THE HILTON AND WHAT A GREAT JOB THEY DID IN TERMS OF HOSTING.
UM, UM, SO JUST REALLY PROUD TO HAVE ALL OF THAT GO ON IN THE CITY OF RICHARDSON.
