SO WE'VE WORKED WITH CITY FOR HUGE MAYOR PROCLAMATIONS 25 AND 26, UH, COUNTED PEOPLE PLANNING PROGRESS, GALLATIN AND WOODLAND PRESERVE UPDATES, CITYWIDE BIKE PARKING INITIATIVE. WE SUPPORTED COWA TRAIL ACTIVATION, CREATED ALLIANCES OF DFW NONPROFITS, PROMOTED BIKE FRIENDLY BUSINESSES, LAUNCHED BIKE BUS INITIATIVES AND PARTNERED WITH BIKE STREETS. SO TECHNICAL URBANISM OF WHAT IS REQUEST CITY COUNCIL TO CREATE AND IMPLEMENT TACTICAL URBANISM AND QUICK BUILD PROGRAMS. UH, WHEREAS THE ACTIVE TRANSPORTATION PLANS, Y IS A SPEED, COST AND SATISFACTION BENEFITS. HOW, AND THAT'S USING EXISTING CONSTRUCTION SHIELDS RIGHT OF WAY AND TEMPORARY SIGNS. UH, WE COULD START A PILOT PROGRAM IMMEDIATELY USING A TP TO VALIDATE THE PLAN. SOLUTIONS ARE THE BEST FEEDBACK FROM PILOTS WILL LEAD TO COST SAVINGS ON DESIGN AND CONSTRUCTION RESIDENTS LIKELY BE HAPPIER WITH THE FINAL RESULT. UH, AND AGAIN, TECHNICAL URBANISM IS TO CREATE A COMPLETE NETWORK IN ONE TO THREE YEARS, GET DATA AND RESULTS BEFORE THE DESIGN PHASE. USE THE DATA TO EXIST FINAL DESIGN. SO THIS IS BASICALLY SAYING THE SAME THING FOR CITY ON STREETS, THAT JUST BECAUSE WHEN YOU TRAVEL FROM POINT A TO POINT B THROUGHOUT RICHARDSON, YOU COULDN'T BE AT AT SERIOUS RISK OF HARM OR INJURY JUST BECAUSE YOU WERE WALKING, CYCLING, OR DRIVING. SO A LOT OF CITIES HAVE ADOPTED, LIKE, WHAT, WHAT I WOULD LIKE TO SEE IS SEE THE COMMITTEE, UH, RECOMMEND CITY COUNCIL ADOPT A STRONG AND MEANINGFUL STATEMENT. SO SOMETHING THAT SAYS THE CITY AIMS TO AIM AT ZERO FATAL TRAFFIC FATALITIES OR SERIOUS INJURIES WITHIN THE LAST, WITHIN THE, UH, NEXT 20 YEARS. SO MOVING ON TO, UH, PAGE 20. SO THE SLIPPAGE SLASH FIVE PATCH LANES, AGAIN, I'M SORRY, I DON'T HAVE A WRONG VISUAL FOR THAT. SO BASICALLY, AND A LOT OF TIMES THERE ARE YIELDS, THERE ARE YIELD SIGNS OR FLASHING BEACONS FOR, FOR PEDESTRIANS TO CROSS. BASICALLY I'M REQUESTING THE COMMITTEE TO MAKE A RECOMMENDATION TO CITY COUNCIL TO PILOT TEMPORARY CLOSING SOME OF THOSE S SLIPING LANES. THE REASON I'M ASKING FOR THAT, THE RECOMMENDATION IS THAT IT'S VERY COMMON, ESPECIALLY IF YOU GO MONDAY THROUGH FRIDAY FROM FIVE TO 7:00 PM YOU CAN GO OUT AND OBSERVE MOST OF THE SLIPPAGE LANES AND SEE SOMEONE WALKING, TRYING TO PASS, TRYING TO PASS. AND IT'S A RARE, IT'S VERY COMMON TO SEE A 20 OR SO MORE CARS 'CAUSE KEEP ON WALK PASSING THROUGH WHILE THE ONE PERSON'S WAITING FOR AN OPENING TO GET ACROSS. VERSUS WHAT'S SUPPOSED TO HAPPEN IS THAT THE, THE MOVING TRAFFIC IS SUPPOSED TO YIELD TO THE PEDESTRIAN AND LET THEM CROSS. SO THE LAST THING I'VE GOT IS THE FLASHING YELLOW ARROWS. BASICALLY WHAT THOSE ARE IS THAT THEY'RE A, UM, PART OF THE TRAFFIC, UH, TRAFFIC SIGNALS WHERE OCCASIONALLY THE, UH, THE LEFT TURN ARROW WILL, WILL, WILL TURN YELLOW AND THE FLASHING. BUT THAT IS TO, BUT THAT IS FOR, TO LET DRIVERS KNOW THAT THEY CAN TURN LEFT WHEN IT'S SAFE TO DO SO. THE, UH, THE SAFETY ISSUE THAT BICYCLE COLLISION HAS NOTICED IS THAT THE PEDESTRIAN WALK SIGNAL WILL OFTENTIMES BE ACTIVATED AT THE SAME TIME AS THE FLASHING YELLOW LEFT ARROW. SO EVEN THOUGH A DRIVER IN THE VEHICLE IS SUPPOSED TO YIELD TO A PEDESTRIAN, UH, FOR EXAMPLE, UM, RECENTLY LONE STAR WHEEL HAS ACTUALLY HAD AN, AN A, A NEAR OR MISS WHERE A DRIVER ALMOST FAILED THE YIELD AND STOPPED ABOUT 10 FEET BEFORE HITTING SOMEONE WHO'S, WHO HAD AN ACTIVE WALK SIGNAL. SO THE THING I'M ASKING FOR THE, UM, FROM THE VPAC IS TO RECOMMEND TO THE CITY COUNCIL TO CONSIDER CHANGING HOW THOSE ARE PROGRAMMED. SO ONE, THE SIGNAL THAT'S AN EXAMPLE IS A RENTER AND RALPH CREEK GOING EAST TO WEST WHERE YOU'RE CROSSING, I THINK IT'S EAST, I MAY HAVE IT MIXED UP, BUT BASICALLY RENTER AND, UM, RALPH CREEK, WHEN YOU PRESS THAT, THE CROSSING SIGNAL, THEY, WHEN YOU HAVE A WALK PHASE AND YOU'RE WALKING AND CROSSING OR RIDING YOUR BIKE THROUGH THE CROSSWALK, THE LEFT TURN ARROW STAYS RED. SO, AND I THINK SIGNAL WISE, IT JUST GIVES THEM A GREEN EITHER BEFORE OR AFTER, SO THAT WAY DRIVERS CAN KEEP ON MOVING, BUT THAT WAY YOU, YOU SEPARATE THAT POTENTIAL CONFLICT. SO, AND I GUESS TO SUMMARIZE WHAT WE JUST MENTIONED, SO BRION BIKE COALITION IS BASICALLY HERE TO HELP PEOPLE OF ALL ACRES AND ABILITIES TO RIDE BIKES FOR TRANSPORTATION INSIDE OF RICHARDSON. AND THAT KIND OF LED TO THE 2022, THE FEDERAL HIGHWAY ADMINISTRATION AND PART WITH CITY AND COUNCIL OF GOVERNMENTS, UH, CONDUCTED A ROAD SAFETY AUDIT, WHICH IS KIND OF A MULTIDISCIPLINARY, UM, STUDY WHERE WE WERE IN THE FIELD MULTIPLE DAYS OBSERVING HOW ARE PEOPLE MOVING, HOW ARE PEOPLE WALKING, BIKING, DRIVING, WHAT IS NIGHTTIME CONDITIONS, UH, WHAT ARE IT LIKE DURING SCHOOL PICKUP DROP OFF, KIND OF DIFFERENT KIND OF DAY. IT KIND ALL THE EVIDENCE OF IT. UM, AND, UH, DEVELOPING A REPORT, UH, IF KIND OF THE OUTCOME OF THAT WAS VERY RECOMMENDATION, UM, FROM THE RECOMMENDATIONS, UH, IN PUNISHMENT AND THEY SALES TAX DOLLARS BACK TO THE CITIES, UM, CITY ARE LOOKING TO ALLOCATE SOME TO SAFETY IMPROVEMENT ON WEST SPRING VALLEY. UM, AND THAT IS REALLY WHAT WE'RE STARTING TO WORK FOR IN IMPLEMENTING NOW. UM, SO IN 2024, KINDA THE START WAS, YOU KNOW, THE ROAD SAFETY AUDITS, KIND OF A HIGH LEVELS, UM, STUDY ANALYSIS, UH, WHICH LED TO IN 20. UM, SO WE DID KINDA A DEEPER TRAFFIC ANALYSIS, UM, AND A LOT OF THAT FOCUSED MORE ON KINDA THE WESTERN PIECE OF THAT CORRIDOR. SO , UH, ZA BEING THE MAIN PIECE WHERE WE HAVE A LOT OF MULTIFAMILY ON ONE SIDE OF THE ROAD WITH A LOT OF KIND OF COMMERCIAL GROCERY STORES, THOSE KIND OF THINGS ON THE SOUTH SIDE. UM, SO LOOKING AT THOSE, UM, PEDESTRIAN CROSSING SPECIFIC IN THAT AREA. SO REALLY OVER THE LAST YEAR OR SO THERE'S BEEN, UH, CONSTRUCTION THAT HAPPENED OUTTA THAT TRAFFIC SAFETY. WHAT THAT'RE LOOKING AT, SO THIS IS KINDA ON THE LEFT SIDE, YOU'VE GOT CO WITH SIGNAL WISE, UH, WE HAVE A FEW MIDBLOCK CROSSINGS, WHICH WERE INSTALLED AS PART OF A PARTNERSHIP WITH DALLAS COUNTY. UM, THOSE HAVE REALLY JUST BEEN SIGNED. THEY HAVEN'T HAD ANYTHING KIND OF BEYOND JUST, UH, REGULAR TRAFFIC SIGNS. THE MARKINGS OUT THERE, UH, KIND OF TOWARDS THE RIGHT, YOU GOT A WATERFALL WAY. AND THEN ON THE RIGHT HAND, UH, YOU HAVE ESPERANZA, WHICH GOES DOWN'S ANOTHER ELEMENTARY SCHOOL SOUTH THERE. AND THERE'S A TRAIL THAT, UH, TIES INTO DALLAS. SO REALLY OUR FOCUS WAS KIND OF CROSSING IN THIS AREA AND ULTIMATELY GOING TO THESE THREE KIND OF YELLOW MIDBLOCK ROCK BLOCKS, HOW WE, UH, TRY TO CHANNELIZE PEOPLE TO THOSE CROSSINGS. HOW DO WE MAKE THOSE SAFER? UM, AND SO WHAT WAS, UH, WHAT IS BEING IMPLEMENTED TODAY IS KIND OF THE ONE CLOSEST TO COIN IS A NEW PEDESTRIAN HYDRO BEACON, WHICH WE'LL TALK ABOUT HERE. UH, AND THEN ON WATERFALL WAY THERE'S TWO OTHER NIP BLOCK CROSSINGS ON EACH SIDE OF THAT, UH, WHERE WE'RE LOOKING AT KIND OF AN ENHANCED, UH, RECTANGULAR RAPID FLASHING DEACON OR RFP. UM, AND PEDESTRIANS HAVE, IT'S KINDA WHAT YOU'D SEE AT A SIGNAL. SO IT'S A WALK OR IT DON'T WALK VERSUS, YOU KNOW, WHAT YOU SEE A LOT TODAY, WHETHER IT'S OWENS TRAILER ARAPAHOE, UM, OR YOU KNOW, PLANO ROAD AT HUFFINES. SOME OF THOSE AREAS WE HAVE, UH, RECTANGULAR RAPID FLASHING BEACONS WHERE IT'S A WARNING LIGHT TO DRIVERS. SO IT'S WARNINGS AND ENT CROSSWALK. UM, BUT IF A WARNING'S NOT TELLING THEM THEY HAVE TO STOP, UM, YOU KNOW, THERE'S KIND OF THE LEGAL ASPECTS OF IF SOMEONE'S IN A CROSSWALK, YOU DO HAVE TO STOP LEGALLY. UM, ALONG SYNERGY, UH, TO HELP KIND OF MANAGE SOME OF THE CONFLICTS AND IMPROVE SAFETY IN THAT, IN THAT CORRIDOR. WHAT WE'VE BEEN LOOKING AT FOR HOW DO WE CONSIDER DIFFERENT DESIGN GUIDELINES IS, UH, TWO, SO THE NATIONAL ASSOCIATION OF CITY TRANSPORTATION OFFICIALS NCO AND THE AMERICAN ASSOCIATION OF THE STATE HIGHWAY AND TRANSPORTATION OFFICIALS AASHTO, UH, THEY BOTH PUBLISHED, UH, NEW GUIDELINES AND THE KIND OF 24, 25, UH, 20 24, 20 25, UH, TIMEFRAME. UM, AND THERE'S A LOT OF OVERLAP BETWEEN, BETWEEN THE TWO MANUALS, A LOT OF SIMILARITIES. UH, BUT IN GENERAL THEY KINDA HAVE THREE CATEGORIES. SO BUS BOARDING ISLAND, WE'LL WALK THROUGH EACH OF THESE BUS BOARDING ISLANDS, SHARED BOARDING AREAS, AND THEN A CURBSIDE BUS STOP THAT IS AN EXTRA SLIDE. BUS BOARDING ISLANDS. THE SHARED BOARDING AREA, UH, IS, IT'S A LITTLE NARROWER AND SO YEAH, YOU HAVE UM, YOU'RE NOT ABLE TO WAIT KINDA YOUR SHELTER WOULD BE BACK IN THE SIDEWALK AREA. SO WHEN THE BUS SHOWS UP, THAT'S WHEN ALL YOUR PASSENGERS ARE GONNA BE CROSSING ACROSS THE BIKE LANE. IT'S GONNA BE KINDA ACTIVE. UH, BUT OUTSIDE OF THAT TIME EVERYONE'S GONNA BE WAITING BEHIND IT. UH, SO THOSE DIFFERENT AGENCIES WE WORK AT WOULD GET INVOLVED, UH, DIFFERENT TRANSPORTATION SAFETY ELEMENTS, UH, LOOKING LATER THIS SPRING, SUMMERTIME, UH, TO HAVE A DRAFT PLAN THAT WE WILL, UH, BE GETTING IN FRONT OF COUNCIL FOR THEIR REVIEW AND CONSIDERATION. UM, AND THEN THE OTHER ELEMENT OF THIS KIND OF LARGER PROJECT, IT'S A DEMONSTRATION PROJECT, UH, WHICH WILL START LATER THIS SUMMER, UM, WHERE WE'RE REALLY PILOTING A, UH, GPS BASED, UH, EMERGENCY VEHICLE PREEMPTION. UH, AND THAT ALL GETS VERY TECHNICAL, BUT IT'S KIND [01:10:01] OF EMERGENCY VEHICLES THAT THEY SHOW UP TO A TRAFFIC SIGNAL RIGHT NOW IS A KIND OF A LIDAR BASE.
