UH, AFTER ABOUT SEVEN AND A HALF YEARS, I WENT UP THE HILL AND BECAME CREATIVE DIRECTOR, UH, PRINCIPAL, WRITER AND PRODUCER FOR THE UNIVERSITY THAT TILL I, UH, RETIRED IN 2014.
UH, SINCE THEN I'VE CONTINUED, I AM THE ING COMPOSER OF THE DALLAS WINDS, SO I'M A COMPOSER AND FILM PRODUCER.

SO ON PAGE 32 OF THE PACKET, WE'LL SEE THAT I TOOK THE EXPENDITURE AND REVENUE DETAIL AND CONDENSED IT AND INTO FEWER CATEGORIES SO THAT THE APPLICANTS DIDN'T HAVE TO BREAK OUT THEIR FINANCIALS IN AS MUCH DETAIL.
AND THEN THAT GIVES YOU, UM, STILL THE SAME OVERVIEW AND THE STANDARD CATEGORIES THAT WE WOULD BE LOOKING FOR, BUT THIS SHOULD BE MAYBE MORE ALIGNED WITH HOW THEY'RE TRACKING THEIR OWN FINANCIALS AND REVENUES INTERNALLY.

AND WE HAD SOME QUESTIONS THAT WERE RECOMMENDED STARTING ON PAGE 18 OF THE PACKET.
WHAT I DID THOUGH, IS BASED ON THE RECOMMENDATIONS THAT WE RECEIVED, IS CONDENSED THOSE EVEN MORE.
SO ON PAGE 35 OF THE PACKET, YOU'LL SEE A SERIES OF QUESTIONS THAT, UM, ARE SIMPLIFIED AND CONDENSED.
ONE OF THE RECOMMENDATIONS, UM, ON UNDER THE REDUCED REPETITION OF NARRATIVE QUESTIONS IS THREE QUESTIONS FOR SMALLER NONPROFITS, FIVE OR SIX FOR LARGER NONPROFITS.
WHAT I FOUND IS FIVE IS REALLY KIND OF THE STANDARD.
UM, AND WE, WE SHOULDN'T DO MORE THAN THAT WAS ONE OF THE RECOMMENDATIONS.
SO BASED ON THE FEEDBACK, I HAVE THREE QUESTIONS THAT ARE HIGH LEVEL FOR, UM, ORGANIZATIONS THAT HAVE $250,000 OR LESS IN ANNUAL REVENUE.
AND THEN FIVE QUESTIONS THAT HAVE 250 OR MORE THAN $250,000 IN REVENUE.
AND THIS WAS ONE OF THE WAYS WE ARE ABLE TO, UM, REDUCE THE AMOUNT OF WORK FOR SOME OF THE SMALLER ORGANIZATIONS THAT WE TALKED ABOUT.
AND WHICH WAS ALSO A RECOMMENDATION UNDER, LET'S SEE, IMPROVE ACCESSIBILITY FOR EMERGING ORGANIZATIONS.
THERE WAS SCALE REQUIREMENTS PROPORTIONATELY, UM, AND SO WE'VE REDUCED THE, THE AMOUNT OF QUESTIONS THAT THEY HAVE TO SUBMIT AS PART OF THAT CAN.

UM, ONE OF THE REQUIREMENTS THAT WE HAVE FOR GRANT RECIPIENTS IS THAT THEY MAINTAIN FINANCIALS FOR THE PREVIOUS TWO YEARS.
WE ALSO, UM, HAVE THAT PROFITABILITY AS A REQUIREMENT THAT WE LOOK FOR IN APPLICANTS.
SO THAT'S ONE OF THE WAYS WE'RE ABLE TO, UM, MAINTAIN THOSE RECORDS AND, AND CHECK THAT.
NOW WHAT I DID DO IS ATTACHMENT NINE, A COPY OF THE ORGANIZATION'S CURRENT STRATEGIC PLAN.
I DID PUT IN HERE THAT THAT COULD BE JUST A REQUIREMENT FOR ORGANIZATIONS WITH $250,000 OR MORE IN REVENUE.
AND THEN THE SMALLER ORGANIZATIONS WOULDN'T NECESSARILY HAVE TO SUBMIT.
UM, WE HA WE DO SOMETIMES SEE THAT THE SMALLER ORGANIZATIONS THAT THEIR STRATEGIC PLANS ARE, YOU KNOW, JUST A COUPLE PAGES AND KIND OF SIMPLE AND, AND THEY'RE PROBABLY DOING IT JUST FOR THE APPLICATION.
AND THAT WAS ALSO A RECOMMENDATION UNDER ONE OF THE ITEMS ON HERE AS WELL.
WELL, IT WAS, IT WAS ONE OF THE OTHER RECOMMENDATIONS SO THAT, THAT TOOK CARE OF A COUPLE RECOMMENDATIONS THAT WE HAD ON THE LARGER LIST.
THEN FOR CLARITY AND TRANSPARENCY, PROVIDE A SCORING RUBRIC TO CLARIFY VALUATION CRITERIA.
SO WE DISCUSSED THIS A BIT AT THE LAST MEETING AND ULTIMATELY DETERMINED NOT TO PROVIDE A, A SPECIFIC SCORING RUBRIC OR REQUIRE IT.
BUT WHAT WE DO PROVIDE, AND YOU'LL SEE IT ON PAGE 24 OF THE PACKET UNDER THE FUNDING GUIDELINES, WE DO PUBLISH THE CRITERIA THAT WE CONSIDER.
AND THIS IS SOMETHING THAT HAS BEEN CONSISTENT AND WE FEEL LIKE MEETS THAT TRANSPARENCY REQUEST.
BUT WE, A, AS DISCUSSING IT PREVIOUSLY, DIDN'T NECESSARILY ASSIGN A SPECIFIC NUMBER OF POINTS OR RUBRIC TO IT BECAUSE DIFFERENT PEOPLE, UM, MAY WEIGHT THESE DIFFERENTLY.
AND THAT'S ONE OF THE, UM, AREAS THAT THE COMMITTEE IS ABLE TO HAVE A LITTLE MORE FLEXIBILITY ON.
THEN ON THE SPECIFIC PAGE LEVEL ADJUSTMENTS, THESE ARE JUST SOME CHANGES THAT

SO FIRST QUESTION I HAVE IS HOW DID WE LINE AT THE $250,000, UH, REVENUE, UM, AS THIS, AS A THRESHOLD AND WHAT PERCENTAGE OF OUR CURRENT APPLICATION, UH, CURRENT APPLICANTS AND NONPROFITS THAT WE PROVIDE GRANTS TO FALL WITHIN THAT SCOPE? AND SO THE 250 WAS ONE OF THE RECOMMENDATIONS THAT WAS MADE.
HOWEVER, WHEN I LOOKED AT THIS BREAKOUT, I WENT ON THE, UM, ANALYSIS THAT WE PROVIDED LAST YEAR THAT HAD THE OVERVIEW OF ALL OF THE ORGANIZATIONS, UM, PROFITS OR THEIR REVENUE AND EXPENDITURES AND THAT MARGIN OF, UH, OPERATING AR, SORRY, OPERATING MARGIN THEY HAD.
AND THE $250,000 MARK WAS KIND OF RIGHT THERE IN THE MIDDLE.
UM, I CAN'T RECALL THE EXACT NUMBER, BUT IT SEEMS THAT THAT WAS, UM, A GOOD KIND OF BREAKING POINT FOR THE ORGANIZATIONS THAT WE'VE HAD HISTORICALLY APPLIED.

AND THEN IN TERMS OF THE FINANCE, THE SECOND QUESTION IS IN TERMS OF THE FINANCIALS, UH, DOCUMENTS, ONE OF THE THINGS THAT WE HAD SPOKEN ABOUT IN TERMS OF THE NEW PLATFORM WE WERE USING FOR OUR GRANTEES IS THAT SOME, SOME OF THE FINANCIAL INFORMATION THINGS THAT THEY WOULD PUT IN WOULD BE ABLE TO BE CARRIED OVER.
SO I KNOW WE'RE ASKING FOR FINANCIAL DETAILS, BUT FOR TWO YEARS PAST, BUT LET'S SAY THEY APPLIED LAST YEAR, THEY WERE A GRANTEE.

UM, I'VE BEEN MEETING, UM, WELL FOR YEARS, BUT A LOT IN THE PAST YEAR MEETING WITH DIFFERENT, UH, ART GROUPS, UH, CURRENT ART GROUPS THAT ARE OF YOUR LIAISON GROUPS AS WELL AS VENDORS TO TRY TO HELP, UH, PUT TOGETHER SOME COLLABORATIVE, UH, EVENTS UTILIZING, UH, THEIR TALENT, WHETHER IT'S INSTRUMENTAL, UH, OR TALENT, AND FIND VENDORS THAT POT, YOU KNOW, POTENTIALLY MAY HAVE LIKE A STAGE OR AREA PERFORMANCE AREA THAT THEY CAN COLLABORATE AND GENERATE SOME TYPE OF ADDITIONAL REVENUE AND AWARENESS FOR THESE GROUPS.
UH, THIS WOULD BE A VENDOR THAT PARTI PARTICULAR WOULD HAVE, LIKE A STAGE OR AN AREA FOR PRODUCTION THAT MAY PROVIDE FOOD OR BEVERAGES OR SOME SORT, THEREFORE COLLABORATING WITH THOSE.
SO I'VE MET WITH SEVERAL AND I'D LIKE TO, UH, OFFER AN INVITATION, UM, TO POT, UH, POTENTIALLY MEET WITH MAYBE SOME OF YOU, UH, ALONG WITH SOME OF THESE VENDORS.
UM, AND PUT, PUT YOU IN CONTACT SO YOU CAN, UH, SORT OF CONNECT YOUR LIAISON ART GROUPS WITH THIS PARTICULAR GROUP.
AND IT'S GONNA BE DIFFERENT FOR EACH ONE.
UM, BUT I HAVE A LOT OF FEEDBACK ON THAT I'D LIKE TO SHARE.
I WON'T SHARE ALL THE DETAILS IN THE MEETING TODAY, BUT, UM, IF EACH OF YOU WANT TO TO DISCUSS THOSE, UH, WITH A LIAISON GROUP, DO YOU FEEL LIKE THAT WOULD BE BENEFICIAL FOR THEN LET ME KNOW AND I CAN, WE CAN SET UP A MEETING OR SCHEDULE SOMETHING TO WHERE WE CAN PUT THEM IN CONTACT WITH ONE ANOTHER AND THEY CAN START PUTTING THAT TOGETHER.
MET WITH A LOT OF MANAGER, UH, UH, MARKETING, MARKETING MANAGERS AND DIRECTORS, UM, SOME OF THE LOCAL BUSINESSES AND I THINK THAT THEY'RE REALLY, REALLY UP FOR, UH, PUSHING THAT CHANGE.
AND I KNOW WE'VE BEEN TRYING TO COLLABORATE THAT FOR A LONG TIME BECAUSE WE DON'T HAVE A CENTRALIZED PLACE FOR MULTI ENTERTAINMENT BESIDES

THE CORE.AND THAT'S OBVIOUSLY SOMETHING THAT COULD COLLABORATE TOO AT A LATER DATE.
BUT I'D LIKE TO THROW THAT OUT THERE AND, AND MAKE THAT AWARE OF EVERYONE.
THOSE ARE THINGS YOU'RE, WE'RE ALWAYS WORKING ON.
UM, AND ALSO TOO, I MENTIONED THIS IN THE LAST MEETING, I JUST WANT TO REITERATE AGAIN SINCE WE ARE, UH, NOW RECORDING, UH, FOR THE PEOPLE LISTENING AND, AND, AND HAVE NOT, UH, GOTTEN AN UPDATE, BUT, UH, THE LIBRARY IS STILL, UH, ON SCHEDULE TO MOVE, I BELIEVE IN AUGUST, SEPTEMBER.

AND THEN FOR CITY HALL, UH, AND IT'S NOT, UH, OF COURSE SET IN STONE, BUT WE'RE LOOKING AT POTENTIALLY THE END OF FIRST QUARTER, FIRST AND SECOND QUARTER ISH.
AS LONG AS EVERYTHING GOES APPROPRIATELY TO UH, POTENTIALLY MOVE INTO THE NEW CITY HALL IN 2027.
