REGARDLESS OF INTERESTS AND AGE, A SKATE PARK WOULD BE VALUABLE TO OUR CITY AND WOULD MEET A NEED THAT GOES LARGELY UNADDRESSED. SKATEBOARDING AND BMX PROMOTE PHYSICAL FITNESS, BALANCE, DISCIPLINE, PERSEVERANCE AND SELF-CONFIDENCE. YET MANY PARTICIPANTS MUST TRAVEL TO OTHER CITIES TO FIND SAFE PLACES TO SKATE, WHICH ARE OFTEN 2030 MINUTE DRIVES FROM RICHARDSON AND THOSE WHO ARE NOT ABLE TO DRIVE MUST FIND UNSAFE AND ILLEGAL PLACES TO SKATE WHERE THEY ARE KICKED OUT AND. WHICH LEADS TO A LOT OF PEOPLE NOT BEING ABLE TO SKATE. A SKATE PARK AT COTTONWOOD PARK WOULD PROVIDE A SAFE AND SUPERVISED ENVIRONMENT WHERE RESIDENTS COULD ENJOY THE SPORTS THEY LOVE, WHILE REDUCING CONFLICTS AROUND SKATING IN THE AREA. IT WOULD BRING A LOT OF ACTIVITY TO THE YOUTH AND GIVE A PLACE WHERE PEOPLE WHO USUALLY DO NOT HAVE A PLACE TO GO AFTER SCHOOL, A PLACE TO GO AFTER SCHOOL, OR INSTEAD OF BEING OUT ON THE STREETS, THEY COULD BE AT THE SKATE PARK HAVING FUN WITH THEIR FRIENDS. ON TOP OF THAT, SKATE PARKS HAVE BEEN SHOWN TO LOWER THE RATE OF CRIME IN THE AREAS AROUND THEM. THE TONY HAWK FOUNDATION INTERVIEWED OVER 100 OFFICERS IN 30 DIFFERENT STATES, AND 90% SAID THAT THE SKATE PARK WAS A VITAL PUBLIC ASSET. VITAL PUBLIC ASSET, AND 85% OF THE OFFICERS STATED THAT SINCE THE PUBLIC SKATE PARK HAD BEEN OPEN IN THEIR COMMUNITY, THEY HAVE NOTICED A SIGNIFICANT DECREASE IN COMPLAINT CALLS FROM BUSINESSES AND PEOPLE AROUND THE COMMUNITY AND PROPERTY OWNERS REGARDING SKATE RELATED CRIMES. BEYOND RECREATION, A SKATE PARK WOULD OFFER BROADER BENEFITS TO RICHARDSON AS IT WOULD ATTRACT MEMBERS FROM SURROUNDING COMMUNITIES AND CAN BE USED FOR OTHER PUBLIC EVENTS. SO IT REALLY SHOWS US THAT MAYBE OUR PREVENTATIVE MAINTENANCE PROGRAMS LIKE OUR WATERLINE REPLACEMENTS, OUR TANK AND VALVE REHABS ARE REALLY BEING A GOOD BENEFICIAL USE OF THOSE DOLLARS AND ALSO OUR PARTNERSHIPS FOR OUR RESIDENTS. THE NORTH TEXAS MUNICIPAL WATER DISTRICT, WE PARTNERED WITH THEM IN 2005 OR SPRING OF 2025 TO START DOING IRRIGATION EVALUATIONS. WE'VE DONE 309 IRRIGATION EVALUATIONS WITH THE DISTRICT FOR OUR RESIDENTS TO LOOK AT THEIR HOME IRRIGATION SYSTEMS. SO THAT'S A REALLY UNIQUE PARTNERSHIP WHEN WE LOOK AT WATER USE. AND THEN TEXAS A&M AGRILIFE IS ANOTHER PARTNERSHIP THAT WE USE TO UTILIZE FOR WATER CONSERVATION AND EFFICIENT USE WATER USE WORKSHOPS. SO THOSE ARE SOME OF THE RESOURCES AND TOOLS THAT WE'VE USED TO REALLY NOT ONLY OUR WATER MODEL, BUT OUR WATER USE AND INITIATIVES. AS WE LOOK AT OUR CIP AND OUR BUDGET OPERATIONAL PLANNING. WE'VE GOT ABOUT 585 MILES OF WATER MAIN THAT CONSISTS OF 15,000 VALVES, 4800 HYDRANTS, SIX PUMP STATIONS WITH 100 MILLION GALLONS PER DAY, FIRM CAPACITY AND FIRM CAPACITY MEANS IF YOU TOOK YOUR LARGEST PUMP OUT OF EVERY PUMP STATION, WHAT WOULD BE THE CAPACITY YOU WOULD HAVE TO PUMP? AND THAT'S 100 100 MILLION GALLONS PER DAY CURRENTLY. NOW, WITH ALL THE NEW INFRASTRUCTURE IMPROVEMENTS THAT 16 WATER STORAGE FACILITIES AND 5150 CALLS FOR SERVICE, 235 OF THOSE ARE WATER LEAKS THAT COULD BE SERVICE LINE LEAKS, WATER MAIN BREAKS, THAT SORT OF THING. THEY'LL LOOK AT THE STEEL, THEY'LL LOOK AT THE PAINT, THEY'LL LOOK AT EVERYTHING. AND THEN THEY'LL PROVIDE A MAINTENANCE PLAN WHETHER IT NEEDS. EVERYTHING'S GOOD TO GO. SO ONE OF THE THINGS THAT WE'LL DO NEXT YEAR IS WE'LL GO AHEAD AND START REBUILDING THAT INVENTORY AND BUYING SOME 20 INCH AND 16 INCH VALVES AS LONG AS OUR VARIOUS 2 TO 12 INCH VALVES AND THEN VARIOUS REPAIR PARTS AND PAVEMENT REPLACEMENT ON WATER MAINS REPAIRS AND THEN SPOILED AS WELL, IT ALL GOES INTO THAT CONTRACT NUMBER. AGAIN, THERE'S YOUR FIRE HYDRANTS. WE'RE GOING TO TEST ANOTHER 1600 NEXT YEAR AND REPAIR AND REPLACE ANY IDENTIFIED ISSUES THAT WE FIND IN THE SYSTEM, THE METER MAINTENANCE THAT'S TESTING OF ALL THE THREE INCH AND LARGER METERS. HOPEFULLY GET THAT DONE AS QUICKLY AS POSSIBLE TO MINIMIZE ANY MORE OF THE IMPACTS. AND THEN THE METER REPLACEMENT PROGRAM, WE'LL COMPLETE THE METER, THE REMAINING METER REPLACEMENTS, THESE ARE IN PROGRESS. YOU CAN ALSO SEE THERE'S A PORTION OF THAT OF THIS PROJECT THAT'S BRINGING ANOTHER SECTION OF TOWN INTO THE 825 PRESSURE PRESSURE ZONE. THERE'S A SEVERAL IMPROVEMENTS ON THE RICHARDSON SIDE, A LARGE 15 MILLION GALLON PER DAY NORTH SIDE PUMP STATION TWO, NOT TO BE CONFUSED WITH NORTH SIDE ONE, AN EXPANSION OF THAT. WE HAVE A 5 MILLION GALLON GROUND STORAGE TANK AND SOME WATERLINE IMPROVEMENTS FROM NORTH SIDE PUMP STATION TO ALMA AND THEN UP TO GEORGE BUSH. THAT'S ON THE CITY SIDE. YOU CAN SEE THOSE IMPROVEMENTS IN RED ON THE MAP. AND WE PARTNERED THIS PROJECT WITH NORTH TEXAS MUNICIPAL WATER DISTRICT. THEY HAD A COUPLE OF PROJECTS AS WELL, A NEW MAJOR STATION AND THEIR OWN WATERLINE IMPROVEMENTS FROM THE NORTH CENTRAL PUMP STATION. TWO SORRY, NORTH SIDE PUMP STATION TWO OVER TO CUSTER ROAD. ALL OF THOSE, I'M HAPPY TO REPORT, ARE PRIMARILY COMPLETE. IN FACT, WE'VE GONE FROM A VERY LARGE WATER, A VERY LARGE PROJECT TO WE'RE ALL IN ONE BUILDING NOW.
SO ALL OF THE PHYSICAL IMPROVEMENTS ARE COMPLETE. ALL OF NORTH TEXAS IMPROVEMENTS ARE COMPLETE, ALL OF THE MEDIAN LANDSCAPING AND EVERYTHING INSIDE RENNER AROUND RENNER IS COMPLETE. THE PUMP STATION WAS INSTALLED IN LATE 25, AND THE GENERATOR WAS DELIVERED EARLIER THIS YEAR, AND THE WORK IS IN PROGRESS TO DO ALL THE TESTING. SO WE'VE EFFECTIVELY HANDED THIS PROJECT OVER TO PUBLIC SERVICES TO DO ALL THE TESTING OVER THE NEXT COUPLE OF MONTHS.
IT TAKES A COUPLE OF MONTHS TO DO THAT, TO BRING THE WHOLE SYSTEM ONLINE, AND THEN WE'LL BE ABLE TO CLOSE OUT THIS PROJECT. FINGERS CROSSED. BY THE END OF THE FISCAL YEAR, EVERYTHING WILL BE RUNNING SMOOTHLY AND WE'LL HAVE THAT ONLINE. SO NOW SWITCHING GEARS TO WASTEWATER, THE MAINTENANCE AND CAPITAL STRATEGIES. AS YOU KNOW, OUR DRAINAGE FUND OVER THE PAST FEW YEARS HAS REALLY GONE THROUGH AN EVOLUTION, AS YOU'VE BEEN SUPPORTIVE OF INCREASING THE THE FEE THAT'S ALLOWED US TO TAKE ON BIGGER, MORE CONSEQUENTIAL PROJECTS, AS WELL AS KEEP UP WITH THE INFLATIONARY PRESSURES THAT WE SEE ON A LOT OF THE SERVICES THAT WE ENGAGE OUR PARTNERS TO PERFORM FOR US. AND THEN DUCK CREEK ACTUALLY ENDS UP DOWNSTREAM OF LAKE RAY HUBBARD, SO THAT EVERYTHING ENDS UP NOT IN THE LAKE, BUT ACTUALLY, I THINK IN THE TOWN OF SUNNYVALE NOW THAT I THINK ABOUT IT. IT WAS ESTABLISHED IN 2011 WITH THE INTENT OF MEETING ALL OF THE REQUIREMENTS FROM THE TEXAS COMMISSION OF ENVIRONMENTAL QUALITY AND EPA'S REGULATIONS. IT HAS A LOT TO DO WITH PUBLIC OUTREACH. WE USE THIS FOR A VARIETY OF DIFFERENT THINGS, BUT AS PART OF THAT, WE HAVE AN ESTABLISHED DRAINAGE RATE. TO MR. WAGNER'S POINT, DISCUSSIONS TONIGHT IS SPECIFICALLY WHAT THE RICHARDSON CITY OF RICHARDSON RATE IS ACROSS THE BOARD. IT'S $6.25 FLAT RATE.
BUT SPECIFICALLY IT'S A FEE CHARGE TO RESIDENTIAL AND COMMERCIAL PROPERTIES. THE RESIDENTIALS ARE ALL THE SAME. COMMERCIAL IS ON A SQUARE FOOT, IMPERVIOUS COVER BASIS, BUT IT'S PER STATE LAW. AND THE FEE? IT'S BY STATE LAW. THE FEE MUST BE NONDISCRIMINATORY, EQUITABLE AND REASONABLE. YOU CAN SEE FROM OUR RATE SCHEDULE. HERE WE ARE RIGHT IN A LITTLE BIT BELOW THE AVERAGE FROM WHAT OUR SISTER PARTNER CITIES ARE AROUND THE AREA. YOU CAN SEE THE DIFFERENCES THERE, BUT WE ARE RIGHT IN LINE WITH WHERE WE HAVE BEEN WITH OUR SURROUNDING MUNICIPALITIES AS WELL. AND AS MR. MAGNER MENTIONED, ANY RATE CHANGES FOR NEXT YEAR WILL BE PRESENTED DURING THE BUDGET WORKSHOP. SO THIS IS JUST MORE OF AN OVERVIEW FROM WHERE WE ARE NOW FOR THE DRAINAGE UTILITY WORK PLAN. SO WE HAVE THREE PIECES THAT WE REALLY FOCUS ON CONTRACT SERVICES, CITY OPERATIONS, AND OUR CIP. ALL OF THE PROJECTS EFFECTIVELY CONTRACT SERVICES IS EFFECTIVELY ALL OF THE THINGS THAT WE CAN'T DO IN-HOUSE. AND WE DO HAVE SOME CITY OPERATIONS THAT HELP MANAGE SOME OF THOSE OTHER PIECES. AND OF COURSE, THE, OUR CAPITAL PROJECT, OUR CAPITAL IMPROVEMENT PLAN IS ALL THE PROJECTS, AS I MENTIONED, I'LL BE GOING THROUGH SOME OF THOSE. SO FROM A FUNDING PERSPECTIVE, THE DIFFERENCE BETWEEN LAST YEAR AND THIS YEAR IS THE THE TOP BLUE BAR. THE LIGHT BLUE BAR IS THE, IS THE LARGER PORTION THAT IS SPECIFICALLY FOR CONTRACT SERVICES. THAT'S WHAT WE PAY FOR OUR WATERSHED STUDIES OUT OF. WE WILL NOT BE DOING THOSE NEXT YEAR. WE'RE GOING TO I'M GOING TO TALK ABOUT THIS IN A MINUTE, BUT WE'RE PUTTING A PAUSE ON THOSE. SO THAT FUNDING IS ACTUALLY JUST BEING SHIFTED DOWN TO DO TO ACTUALLY EXECUTE THE PROJECTS. SOME OF THE PROJECTS THAT WE'VE THAT HAVE COME OUT OF THE WATERSHED STUDIES, AND THAT'S THAT DARK BLUE FOR FY 27 THAT YOU CAN KIND OF SEE THOSE. AND SO THAT THE, THE SWITCH BETWEEN THOSE TWO IS EFFECTIVELY THE MAIN CHANGE BETWEEN THESE BETWEEN THESE TWO YEARS AS PART OF THIS.
SO CHANNEL MAINTENANCE, WE JUST YOU CAN SEE FROM THE PICTURES, THIS IS ACTUALLY AT ARAPAHO, JUST EAST OF WEST SHORE, THE BEFORE AND AFTER OF THE CLEANING OUT AND WHY WE DO IT SO THAT THE CHANNEL CAN FLOW. WE REMOVE ALL THE DEBRIS AND ALL OF THE TREES AND ALL THE STUMPS. IF IT'S A PAVED CHANNEL, WE PRESSURE WASH IT, GET ALL THE DEBRIS OFF OF THERE. THESE ARE THE FOUR THAT WE COMPLETED THIS YEAR. WHEN WE WERE WORKING ON THE BELTLINE HUNT BRANCH PROJECT, THIS WAS A LOCATION THAT CAME TO OUR ATTENTION, AND WE'LL BE ADDRESSING THAT NEXT YEAR. FROM OUR LITTER ABATEMENT PROGRAM. THESE ARE BASKETS THAT ARE ACTUALLY INSIDE THE INLETS, AND WE ADDED THREE THIS YEAR, THREE NEW LOCATIONS. SO WE HAVE A TOTAL OF 193. IT LOOKS FROM THESE NUMBERS ARE AS OF APRIL. SO WE DON'T THEY BILL US MONTHLY. WE HAVEN'T GOTTEN THE MAY BILL YET. SO WE'RE WORKING OFF OF APRIL NUMBERS RIGHT NOW. DOLLAR WISE, STORM DRAIN INSPECTION AND REPAIR IS A LARGE PORTION OF THAT CONTRACT PIECE AS WELL. WE DO TWO TYPES OF INSPECTIONS. WE DO CCTV. AND THEN IF WE NEED ADDITIONAL WE USE THE MULTISENSOR INSPECTION TECHNOLOGY. IT'S LIKE IF THEY IF THEY LOCATE SOMETHING THAT THEY'RE NOT REALLY QUITE SURE WHAT IT IS, THEN THEY BRING IN THE OTHER CAMERA. WE'VE GOT 3600 ZERO FEET OF SO FAR THIS YEAR OF THE CCTV AND 30 A LITTLE OVER 13,000 FOR THE MSI. WE'RE ANTICIPATING DOING AROUND 4500 ZERO FEET NEXT YEAR IN FY 27. IT JUST TENDS TO KIND OF BE HOW MUCH WE CAN GET DONE IN A YEAR, HOW BIG, HOW BIG THE LINES ARE, HOW CLEAN THEY ARE. IF THEY'RE CLEAN, THAT GOES FAST FOR STORM DRAIN REPAIRS. THOSE ARE REALLY AFTER THE INSPECTION. SO THE PURPOSE IS TO REMOVE ANY INTRUSIONS IN THE PIPE, REPLACE BROKEN PIECES. YOU CAN SEE IN THAT BOTTOM PICTURE THAT THAT BLUE IS ACTUALLY A WATER LINE THAT IS IN. IT'S BEEN BROKEN INSIDE THE PIPE. SO WE TRY TO IDENTIFY THOSE LOCATIONS AS WELL. WE TYPICALLY DO 6 TO 10 PROJECTS AS PART OF POINT REPAIRS FOR THE STORM DRAIN REPAIRS. THE NEXT SLIDE AND YOU'LL SEE HERE YOU'LL SEE 16 WE ACTUALLY DIDN'T HAVE ANY RESPONSIBLE BIDDERS FOR OUR FY 25 NUMBERS.IT WAS REALLY LOW AND WE JUST DIDN'T HAVE THE NUMBERS FOR THAT. SO WE'VE COMBINED THEM INTO THIS YEAR'S FISCAL YEAR PROJECTS TO HOPEFULLY GET ATTRACT SOME MORE CONTRACTORS TO BE ABLE TO ACTUALLY BID ON THAT WORK AND GET THAT DONE. AND WE'VE GOT, YOU'LL SEE ON THE MAP NEXT THE NEXT MAP, THIS IS KIND OF WHERE THEY ALL ARE WITH WHERE THEY WHERE WE'RE GOING TO BE FOCUSING OUR EFFORTS ON THAT. AND THAT'LL COME OUT TO BID LATER THIS SUMMER, I BELIEVE. CAPITAL PROJECTS, SOME OF THE EXCITING STUFF, THE WATERSHED PROJECTS, ALL OF THE THAT THE WATERSHED STUDY PROJECTS THAT ARE BOND FUNDED PROJECTS ARE ALL COMPLETE. WE'VE DONE WE'VE COMPLETED THE LOWEST BRANCH FLOOD PREVENTION, 30% DESIGN AND ADVANCE OF THE BOND PROGRAM. SO WE WOULD HAVE SOME DOLLARS WITH THAT. SO THAT 30% IS FOR PHASES ONE THROUGH FOUR WITH THE INTENT OF CONSTRUCTING PHASES ONE AND TWO AND FINISHING OUT THE DESIGN FOR PHASES ONE AND TWO, THAT THAT EFFORT IS COMPLETE. HUNT BRANCH AND LONGMEADOW WERE ALSO PREVIOUSLY FUNDED. BOND PROGRAM. YES. BOND PROGRAM PROJECTS.
BELTLINE AT HUNT BRANCH FINISHED UP. THAT'S THE TOP PICTURE UP THERE WITH A LOVELY NEW BRIDGE RIGHT BY COTTONWOOD PARK. WE'RE VERY PROUD OF THAT ONE. AND LONGMEADOW IS COMPLETE AS WELL. THE WATERSHED STUDY PROJECTS THAT COME OUT OF THE DRAINAGE FUND, ALL OF THESE PROJECTS ARE ACTUALLY LUMPED TOGETHER. THEY'RE ALL IN ONE CONSTRUCTION PROJECT, WHICH IS WHY THEY ALL SHOW UNDER CONSTRUCTION EXCEPT FOR ONE. SO WE'RE THE CONTRACTORS FINISHED UP LAGUNA AND IS CURRENTLY WORKING IN EDITH CIRCLE. ONCE THEY'RE DONE WITH EDITH CIRCLE, THEY'LL EITHER GO TO WESTWOOD OR TAM O'SHANTER, DEPENDING ON WHO GETS THEIR UTILITIES CLEARED FIRST, BECAUSE THOSE OTHER THREE ARE WORKING ON FRANCHISE UTILITY CLEARANCE.
AND WE'RE JUST THE CONTRACTOR IS REALLY GREAT, AND THEY MOVE WHEREVER WE NEED THEM TO GO.
AND BUT ALL OF THOSE ARE TECHNICALLY UNDER CONSTRUCTION BECAUSE THEY'RE ALL ONE PROJECT.
BUT THAT PROJECT'S GOING VERY WELL. THOSE WERE IDENTIFIED OUT OF THE WATERSHED STUDIES FOR EROSION CONTROL PROJECTS. WE'VE GOT TWO COMPLETE CHESTNUT CREEK AND HUFFINES CREEK. MOHAWK CREEK IS UNDER DESIGN, BUT IT'S ACTUALLY OUT FOR BID RIGHT NOW. THAT WILL BE UNDER CONSTRUCTION LATER THIS SUMMER OR EARLY FALL, PENDING APPROVAL AWARD, I THINK IN JULY. AND CHEYENNE AND WATER VIEW THOSE LAST TWO. THEY'RE ACTUALLY REALLY CLOSE TOGETHER. THEY JUST HAVE DIFFERENT ADDRESSES. WATERSHED STUDIES AND OUR CREEK BANK EROSION ASSESSMENTS. THE WATERSHED STUDIES HELP TO IDENTIFY FLOODING CONCERNS. AND YOU CAN SEE FROM THE MAP WE'VE COMPLETED SEVEN THAT ARE IN THE BLUE OF ALL OF OUR WATERSHEDS. THE ONE UNDERWAY IS SPRING CREEK PHASE TWO. AND THE REMAINDER OF THE GREEN ONES ARE THE SMALLER. SOME OF OUR SMALLER WATERSHEDS THAT ARE TYPICALLY THE UPPER REACHES OF OUR DRAINAGE OF THE DRAINAGE BASIN THAT THEY ACTUALLY DRAIN TO, EITHER IN GARLAND OR IN PLANO OR IN DALLAS. SO OF THOSE SEVEN PROJECTS, SEVEN COMPLETED WATERSHED STUDIES, WE'VE IDENTIFIED 157 PROJECTS OUT OF THOSE SEVEN. THAT'S A LOT OF PROJECTS. THOSE PROJECTS ARE EITHER RATED HIGH OR LOW, DEPENDING ON KIND OF WHAT THAT HELPS US TO REALLY IDENTIFY AND PRIORITIZE THOSE PIECES. SO WITH THAT MOVING FORWARD, WE ARE I MENTIONED THIS WHEN WE TALKED ABOUT THE BUDGET PIECE. WE'RE PULLING BACK SOME AND JUST PUTTING ON PAUSE FOR A LITTLE BIT. WHAT WE'VE IDENTIFIED THUS FAR THAT WE THAT I CAN SPEAK TO SPECIFICALLY TONIGHT, LOWEST BRANCH PHASE ONE AND TWO, THE BOND PROGRAM PROJECT THAT WE'VE TALKED ABOUT A LOT. SO I WON'T TOUCH A WHOLE LOT ON THAT ONE TONIGHT. THE OTHER FOUR ARE ALL STORMWATER CAPACITY PROJECTS THAT WERE EITHER IDENTIFIED TO HAVE TO REDUCE THE FLOODING IN SOME RESIDENTIAL AREAS, AND THEY FIT IN THE BUDGET WITH WHAT WE COULD DO. FROM A PROGRAM PERSPECTIVE, DRAINAGE PROJECTS, AS I KNOW THAT YOU ARE AWARE, ARE VERY EXPENSIVE, AN BEING ABLE TO KIND OF FIT THOSE INTO A PROGRAM, WE HAVE TO KIND OF PICK AND CHOOSE THOSE AS WELL. THE ONE AT WEST SHORE AND ARAPAHO, WEST ARAPAHO AND MIMOSA IS ACTUALLY THE PIPES HAVE ENOUGH CAPACITY. WE JUST DON'T HAVE ENOUGH INLETS TO GET THE WATER OFF THE STREET. THAT IS NOT TYPICALLY THE CASE. IT'S USUALLY THE OTHER WAY AROUND. SO THAT PROJECT INCLUDES IS PRIMARILY JUST ADDING SOMEDDITIONAL INLETS TO HELP GET THE WATER OFF THE STREET. THE OTHER THREE ARE UPSIZING PIPES AND THOSE KINDS OF THINGS. SO THE OTHER PART OF FIGURING OUT HOW WE'RE GOING TO FUND THESE OR WHAT PROJECTS WE'RE GOING TO DO, THE FUNDING IS A DIFFERENT STORY, BUT AND IT'S THE CREEK BANK EROSION ASSESSMENT. AND IN 2020, WE HAD A CONSULTANT EVALUATE ABOUT 300 SITES FOR BANK EROSION. AND IN 2025, IN ADVANCE OF OUR BOND PROGRAM, WE HAD THE ENGINEERING STAFF PHYSICALLY WENT OUT THEMSELVES. WE DIDN'T HAVE A CONSULTANT DO THAT. SO KUDOS TO MY STAFF FOR THAT. THEY EVALUATED 105 OF THOSE SITES THAT WERE PREVIOUSLY RANKED HIGH OR MEDIUM OF HIGH OR MEDIUM SEVERITY. AND THE PICTURES BELOW YOU CAN KIND OF SEE THE SEVERITY. HIGH IS LIKE THE CHANNEL IS ERODING AWAY. YOU CAN SEE THE TREES AND THE ROOTS OF THE TREES. YOU CAN SEE THE FENCE AND THAT THAT'S RIGHT UP NEXT TO IT. THAT'S A VERY HIGH SEVERITY. MEDIUM SEVERITY IS NOT QUITE THAT BAD. YOU CAN SEE SOME EROSION THERE ALONG THE CREEK BANK, BUT IT'S NOT STARTING TO REALLY JUST WEAR AWAY THE REST OF THE LAND. LOW SEVERITY IS LOW. IT'S IT'S NOTED AND WE NOTE IT THERE, BUT IT'S NOT AS IT'S NOT AS SUCH A PROBLEM. THAT'S LEVEL FOUR, BUT LEVEL TWO AND THREE TWO BEING THAT IT'S GOING TO IMPACT A HOUSE OR A POOL OR A MUCH MORE PERMANENT STRUCTURE. FOR INCLUSION IN THE 2026 BOND PROGRAM. THERE WAS MONEY SET IN THE BOND PROGRAM SPECIFICALLY FOR THESE TYPES OF PROJECTS, AND THEY'LL BE SPREAD OUT OVER THE LENGTH OF THE BOND TERM AND PROGRAMED OUT APPROPRIATELY. THREE SITES WERE RECOMMENDED TO BE INCLUDED AND FUNDED BY THE DRAINAGE FUND NEXT YEAR, AND AN ADDITIONAL 14 OVER THE SUBSEQUENT TWO YEARS. AND I'LL SHOW THESE ON A MAP HERE IN THE NEXT SLIDE. BUT THE REMAINING I WANTED TO HIGHLIGHT THIS. THE REMAINING 40 SITES ARE UNDER EVALUATION TO BE ADDRESSED IN FUTURE YEARS BECAUSE OF THE DOLLAR AMOUNT. NOW, THAT DOESN'T MEAN THAT WE CAN'T ACKNOWLEDGE THAT SOMETHING IS GOING ON IN THE COMMUNITY, BUT WE CAN'T USE STATE DOLLARS TO PROMOTE SOMETHING. WHERE OUR RECOMMENDATION REALLY FALLS IS DUE TO THE FREE EXERCISE CLAUSE, WHICH IT ALSO SAYS THAT GOVERNMENT MAY NOT DISCRIMINATE AGAINST A RELIGION. SO THE CONSTITUTIONAL ISSUE IS NOT THE ACKNOWLEDGMENT OF A RELIGIOUS EVENT GOING ON IN THE COMMUNITY ITSELF. IT'S U.S. SUPREME COURT CASE HISTORY THAT CONFIRMS THAT ONCE A CITY ENDORSES ONE RELIGION TO AVOID LEGAL CHALLENGES, WE MUST GIVE AN OPEN FORUM TO ALL, AN OPEN FORUM TO ALL. THERE'S ANOTHER CONSTITUTIONAL. AS YOU DEBATE AND CONSIDER THIS POLICY ANOTHER CONSTITUTIONAL IDEA OR PROTECTION THAT COMES UP IS ALSO WITHIN THE FIRST AMENDMENT.THIS ONE DEALS WITH THE FREEDOM OF SPEECH. IT WASN'T THE MOST APPETIZING NAME, BUT HEY, IT WORKS. IT WORKS BECAUSE IT WAS A FULL HOUSE. HAIR OF THE WOLF SYMPOSIUM HAPPENED ON SUNDAY FROM 8 TO 11. THEY CLOSED DOWN THEIR PARKING LOT AND IT WAS FILLED WITH LITTLE VENDORS, AND THERE WERE PEOPLE CRAWLING ALL OVER THE PLACE. THERE WAS A LINE THAT APPARENTLY LASTED FOR THREE HOURS, CONSTANTLY MOVING, BUT ALSO CONSTANTLY LONG TO GET INTO THIS COFFEE SHOP. JUST A REALLY COOL OUTPOURING OF SUPPORT BY THE BY, THE NEIGHBORHOOD THERE FOR THE MOON WOLF COFFEE SHOP. I WILL LEAVE IT AT THAT.
