SINCE THEN, THERE HAS BEEN NO MENTION OF FLOCK SAFETY IN ANY OF THE CITY COUNCIL MEETING MINUTES, AND ALSO SINCE THEN, AT LEAST 52 FLOCK CAMERAS HAVE BEEN INSTALLED THROUGHOUT THE CITY OF RICHARDSON, INCLUDING AT LEAST FIVE THAT ARE INSTALLED OUTSIDE THE CITY OF RICHARDSON BUT FILMED WITHIN THE CITY OF RICHARDSON. THIS IS A BIPARTISAN ISSUE THAT SUBJECTS RICHARDSON RESIDENTS TO A SURVEILLANCE STATE. FLOCK CAMERAS HAVE BEEN INSTALLED THROUGHOUT THE UNITED STATES, AND POLICE CAN USE THEM WITHOUT WARRANTS OR INVESTIGATIONS TO TARGET PROTESTORS, IMMIGRANTS OR EVEN ROMANTIC INTERESTS. POLICE HAVE ABUSED FLOCK CAMERAS MANY TIMES OVER. THESE ARE JUST A FEW OF THE DOCUMENTED CASES. A KANSAS POLICE CHIEF USED FLOCK 164 TIMES TO TRACK HIS EX-GIRLFRIEND IN WISCONSIN, OFFICER CHRISTIAN MORALES ALLEGEDLY USED FLOCK TO TRACK HIS EX-GIRLFRIEND, WHICH WAS REVEALED AFTER SHE FILED A COMPLAINT. IN IDAHO, SHERIFF GEORGE OPDYKE USED A FLOCK SYSTEM TO SEARCH FOR HIS WIFE'S VEHICLE HUNDREDS OF TIMES IN GEORGIA, SHERIFFS DEPUTY CHRIS ROSAR WAS CHARGED WITH MULTIPLE CRIMINAL OFFENSES AFTER ALLEGEDLY USING THE DEPARTMENT'S FLOCK SYSTEM. THE STOCK, A WOMAN HE WAS ROMANTICALLY INTERESTED IN IN WISCONSIN, OFFICER AYALA ALLEGEDLY USED THE DEPARTMENT'S NETWORK OF FLOCK LPRS TO TRACK A WOMAN HE WAS DATING AND HER EX-PARTNER NEARLY 180 TIMES OVER A TWO MONTH PERIOD. AND IN FLORIDA, SHERIFF'S DEPUTY LAMAR ROMAN ALLEGEDLY USED AN ALPR SYSTEM TO TRACK AND EVENTUALLY PULL OVER A WOMAN HE HAD MET WHILE PROVIDING SECURITY ON A TV SET. THE IMPLEMENTATION OF FLOCK SAFETY HAS BEEN BLATANTLY[00:05:05]
UNCONSTITUTIONAL ACROSS THE UNITED STATES, AND HERE ARE SOME OF THOSE EXAMPLES. JACOB ROCKWELL WAS FINED FOR RUNNING A RED LIGHT IN PENSACOLA, FLORIDA, BASED ON AN ALPR CAMERA USED TO IDENTIFY HIM. HE WASN'T EVEN IN THE STATE AT THE TIME. AN OHIO MAN WAS PULLED OVER, INJURED BY A POLICE DOG AND ARRESTED AFTER FLOCK SAFETY CAMERAS MISREAD THE SEVEN ON HIS LICENSE PLATE AS A TWO. ALL OF THESE CASES ASSUME INDIVIDUALS TO BE GUILTY, AND THEN THESE INDIVIDUALS HAVE TO PROVE THEMSELVES INNOCENT, WHICH IS INCONGRUOUS TO THE VERY PRINCIPLES OF THE UNITED STATES JUSTICE SYSTEM. FLOCK SAFETY CAMERAS OPERATE USING ANDROID EIGHT, WHICH IS A VERSION OF ANDROID THAT HASN'T HAD SECURITY UPDATES SINCE 2021 AND IS MISSING ALL ANDROID SECURITY FEATURES ADDED SINCE 2017, WHICH LEAVES THEM HIGHLY SUSCEPTIBLE TO CYBER ATTACKS. A GROUP OUT OF DUNWOODY, GEORGIA, HAS IDENTIFIED 60 VULNERABILITIES WITHIN THE FLOCK ECOSYSTEM. THEY WERE. THEY WERE ABLE TO EASILY TAKE CONTROL OVER THE CAMERAS, WHICH INCLUDED VIEWING OR MODIFYING FOOTAGE, INSTALLING MALWARE AND VIEWING HARD CODED CREDENTIALS. POLICE LOGINS HAVE BEEN SOLD ON THE INTERNET AND CAN BE USED TO ACCESS FLOCK CAMERAS. BECAUSE FLOCK SAFETY DOES NOT REQUIRE MULTI-FACTOR AUTHENTICATION, DHS DHS HAS EVEN CITED MANY OF THESE VULNERABILITIES AS HIGH CYBER SECURITY THREATS, AND THIS UNSUPERVISED ACCESS DOES NOT STOP AT COPS. DOZENS OF FLOCK CAMERAS HAVE BEEN ACCESSED BY COMMERCIAL WEB BROWSERS, WHICH HAVE BROADCASTED LIVE VIDEO FEED.ONE EXAMPLE INCLUDED LIVE VIDEO FEED OF A CHILDREN'S PLAYGROUND. FURTHER, DESPITE FLOCK SAFETY'S CLAIM. OTHERWISE, FLOCK EMPLOYEES HAVE ACCESS CAMERAS AS WELL. BOB CARTER, VICE PRESIDENT OF STRATEGIC RELATIONS AND BUSINESS DEVELOPMENT AT FLOCK SAFETY, ACCESS TO CAMERA AND THE CHILDREN'S GYMNASTICS ROOM OF A COMMUNITY CENTER IN GEORGIA.
RANDY GLUCK, ALSO AN EMPLOYEE AT FLOCK SAFETY, ACCESSED CAMERAS TO VIEW FOOTAGE WITHIN THE SAME COMMUNITY CENTER ON THREE SEPARATE OCCASIONS ON THREE SEPARATE DAYS. FOOTAGE ACCESSED BY THESE INDIVIDUALS INCLUDES, BUT IS NOT LIMITED TO, THE POOL, FITNESS CENTER LINE, STUDIO AND PRESCHOOL DAYCARE CENTER. THE CEO OF FLOCK HAS WEAPONIZED POLITICAL TALKING POINTS AND PARTIZAN DIVIDES TO CLAIM THAT THOSE RAISING CONCERNS ARE PART OF TERRORIST ORGANIZATIONS WHO SUPPORT LAWLESSNESS. HIS COMPANY STANDS TO PROFIT HUGELY FROM THE OVER COMPLIANCE OF CITIES LIKE RICHARDSON. TO BELIEVE HIM, 80 PLUS CONTRACTS HAVE ALREADY BEEN CANCELED SO FAR IN LIGHT OF THESE REVELATIONS. MOST RECENTLY, THE LAPD CHOSE NOT TO RENEW THEIR CONTRACT WITH FLOCK SAFETY. I'M REQUESTING THE COUNCIL TAKE THE FOLLOWING ACTIONS IMMEDIATELY HALT ANY NEW FLOCK SAFETY CAMERA INSTALLATIONS IN RICHARDSON.
REMOVE ALL EXISTING FLOCK CAMERAS CURRENTLY OPERATING IN THE CITY. REFUSE TO ENTER INTO ANY FUTURE CONTRACT WITH FLOCK SAFETY OR ANY COMPARABLE MASS SURVEILLANCE ALPR VENDOR AND COMMIT PUBLICLY TO PROTECTING RESIDENTS FOURTH AMENDMENT RIGHTS AGAINST WARRANTLESS TRACKING. AS I GOT OLDER WITH MY INVOLVEMENTS, I'VE SEEN ALL THE CITY HAS TO OFFER AND I'VE NOTICED A LACK. I BELIEVE THAT THE CITY OF RICHARDSON LACKS SPACES FOR TEENAGERS TO ENGAGE WITH THE CITY IN SIMILAR WAYS THAT THE CITY HAS SET UP FOR OTHER RESIDENTS, BE THAT YOUNGER OR OLDER. I BELIEVE THAT NOT HAVING THESE SPACES FOR TEENAGERS IS DOING A DISSERVICE TO THE COMMUNITY AND IS MISSING IS MISSING OUT ON POTENTIAL MAJOR BENEFITS FOR IT. NOW, WHY IS THIS A DISSERVICE? WHAT DO TEENAGERS DO WHEN THEY AREN'T SPENDING THEIR TIMES ENGAGING IN SPACES DESIGNATED FOR THEM? WELL, EVEN WITH JOBS OR THINGS LIKE SPORTS. TEENAGERS HAVE A LOT OF FREE TIME ON THEIR HANDS, AND THEY SPEND THIS TIME ON THE PHONE, ON A SCREEN, WHETHER IT'S INSIDE OR OUTSIDE, THEY'RE ON THE PHONE. AND WHAT ABOUT THE KIDS WHO AREN'T ON THEIR PHONES? WELL, THEY'RE EITHER GOING OUT WASTING MONEY THAT THEY OR THEIR PARENTS DO NOT HAVE. THEY'RE AT A PLACE THAT THEY AREN'T SUPPOSED TO BE LIKE A TARGET OR A WALMART, WASTING THE ENERGY AND TIME OF THE EMPLOYEES WHO WORK THERE, OR WHICH IS WHAT I TAKE THE MOST ISSUE WITH, THEY TURN TO EVENTS THAT ARE POORLY ORGANIZED AND RUN BY SHADY PEOPLE WHO ARE NOT ONLY IRRESPONSIBLE, BUT THAT WE CANNOT HOLD RESPONSIBLE. WE COULD HAVE SOME OPEN BASKETBALL TOURNAMENTS AT OUR REC CENTERS, OPEN FLAG FOOTBALL TOURNAMENTS AT SOME OF OUR LOCAL HIGH SCHOOLS OR PARKS. WE COULD HAVE WATCH PARTIES FOR SPORTS, GAMES, MOVIES, OR SOME TV SHOWS. WE COULD COLLABORATE WITH SOME LOCAL BUSINESSES TO CREATE THINGS LIKE TEEN NIGHTS OR TEEN DAYS AT PLACES LIKE TRAMPOLINE PARKS OR MOVIE THEATERS AT A DISCOUNTED RATE. AND I THINK WE COULD HAVE DESIGNATED TIMES FOR TEENAGERS AT THE POOL, SIMILAR TO HOW THE CITY HAS FOR YOUNGER CHILDREN. JUST OFF THE TOP OF MY HEAD, WE COULD CREATE WORKSHOPS AND SEMINARS FOR COLLEGE ESSAY WRITING, RESUME DEVELOPMENT OR INTERVIEW DEVELOPMENT, OR PROFESSIONAL SKILLS LIKE NETWORKING OR PUBLIC SPEAKING AT PLACES LIKE THE LIBRARY. IN A SIMILAR VEIN, WE COULD HAVE CLASSES AT THE REC CENTER FOR GETTING CERTIFICATIONS LIKE OUR FOOD HANDLERS LICENSE, TEXAS ALCOHOL AND BEVERAGE, FIRST AID, CPR, ETC. THE PLAN IS TO PICK UP WHERE THE LAST OVERLAY STOPPED AT ROUND ROCK AND EXTEND THAT UP TO AROUND MELROSE. WE'RE GOING TO TRY AND EXTEND THAT AS FAR NORTH AS WE CAN, DEPENDING ON THE VARIABILITY OF BID PRICES WITH WITH KIND OF A STRETCH GOAL TO GET ALL THE WAY TO CAMPBELL AGAIN, WE'LL SEE HOW THE PRICES COME IN. SO NOW THAT WE HAVE A BIG PIECE OF THE PUZZLE WITH THE 2026 BOND PROGRAM, THIS KIND OF SHOWS HOW IT ALL ALL COMES TOGETHER. THE OVERVIEW OF THIS PRESENTATION WILL WALK US THROUGH AT A HIGH LEVEL, THE VARIOUS ELEMENTS THAT MAKE UP THE WORK PLAN FOR THE NEXT FIVE YEARS OR SO, AND THEN TALK NEXT STEPS AND ANSWER ANY QUESTIONS THAT THE COUNCIL MAY HAVE. WE'VE TALKED A LITTLE BIT ABOUT WATER AND WASTEWATER IN THE CAPITAL PLAN ON THAT SIDE, IN CONJUNCTION WITH THE RECENT RATE STUDY THAT WAS PRESENTED A FEW WEEKS AGO. THAT'S THE ALLOCATION THAT WE PUT TO CAPITAL PROJECTS FROM THE DRAINAGE UTILITY FUND EVERY YEAR FOR THE NEXT FIVE YEARS. YOUR DART INITIATIVES I JUST MENTIONED, THAT ARE ESTIMATED TO BE ABOUT $26.5 MILLION. THEN YOUR SPECIAL MAINTENANCE INITIATIVES, WHICH ARE VARIOUS PROJECTS THAT WE DO THAT WE LIKE TO LEVERAGE GRANT FUNDS WITH THAT TOTAL, ABOUT $44 MILLION. BUT BY THE END OF THE YEAR, BASICALLY WE'LL ONLY HAVE THOSE THAT ARE IN DESIGN AND AND WEST SHORE IN REMAINING UNDER CONSTRUCTION. EVERYTHING ELSE WILL BE COMPLETED. WE'RE CONTINUING TO MAKE PROGRESS ON LIBRARY AND CITY HALL. I MENTIONED OUR SIDEWALKS SHOULD BE DONE THIS FALL. AND THEN WE'VE ALREADY COMPLETED THE DRAINAGE AND THE PARKS PROPOSITION. UNDERNEATH THAT, WE'RE UPGRADING THE SEWER TO HANDLE ADDITIONAL GROWTH IN THE AREA ON THE WEST SIDE OF THE CITY. TALKING ABOUT UPGRADING SEWER TRUNK MAIN THAT GOES ALONG COTTONWOOD CREEK FOR THE SAME PURPOSE TO TO ACCOMMODATE GROWTH ON THAT PART OF TOWN. AND THEN YOU SEE IN THE NOTES, THERE ARE SEVERAL PRIORITY PROJECTS THAT CAME OUT OF THE WATER MASTER PLAN THAT WE MENTIONED WHEN WE DID THE WATER WASTEWATER DEEP DIVE THAT WAS RECENTLY COMPLETED THAT ARE INTENDED TO ADD CAPACITY ON THE WATER SIDE OF THINGS. AND THEN THE REST OF THOSE ARE JUST ANNUAL PROJECTS THAT WE SET ASIDE FUNDING FOR TO UPGRADE AND REHAB VARIOUS ASPECTS OF THE WATER AND WASTEWATER SYSTEM. SO THERE ARE MANY PROJECTS THAT MAKE UP THOSE, THOSE NUMBERS.BUT FOR, FOR SUMMARY SAKE, JUST KIND OF HIGHLIGHTING THOSE IN, IN BY CATEGORY. I MENTIONED THE SPECIAL MAINTENANCE INITIATIVES. THESE ARE WHERE WE'RE ABLE TO LEVERAGE GRANT DOLLARS. SIMILARLY, DART PARTNERSHIP PROJECTS. YOU MAY RECALL A COUPLE YEARS AGO, DART HAD THE PTI. THAT'S THE PUBLIC TRANSPORTATION INFRASTRUCTURE FUNDS THAT THEY PROVIDED CERTAIN MEMBER CITIES WITH. WE GOT ABOUT $14 MILLION. AT THE END OF THE SUMMER. WE'LL HAVE SPENT ALL OF THOSE FUNDS ON THE PROJECTS THAT WE MENTIONED TO YOU PREVIOUSLY. THOSE ARE LISTED THERE. AND THEN AS WE SHIFT AND START TO LOOK AHEAD TO THE GENERAL MOBILITY PROGRAM FUNDS THAT THEY WILL CONTRIBUTE OVER THE NEXT SIX YEARS, WE'VE IDENTIFIED A FEW OF THE EARLY PROJECTS. AGAIN, THAT'S THAT COYOTE ROAD PROJECT THAT WE MENTIONED IN THE LAST PRESENTATION, AS WELL AS AN OVERLAY OF ABRAMS AND AN OVERLAY OF FLOYD, AS WELL AS ADDITIONAL OF NEW BIKE LANES ON FLOYD AS WELL. THEN WHEN WE WE TAKE THAT AND WE THINK ABOUT, OKAY, HOW ARE WE GOING TO IMPLEMENT THIS? WHAT ARE WE GOING TO PRIORITIZE? WE LOOK AT A VARIETY OF CONSIDERATIONS, STARTING WITH THE DESIGN STATUS. SO THE GOAL OF THE LEGISLATIVE SESSION, OR AT LEAST THE PAST REGULAR LEGISLATIVE SESSION, I THINK THERE WAS A COMMON THEME ON PROMOTING ADDITIONAL RESIDENTIAL DEVELOPMENT. AND THIS IS ONE AREA WHERE THEY DID MAKE SOME TWEAKS TO THE THRESHOLD. CRITERIA FOR THAT WOULD NORMALLY TRIGGER A SUPERMAJORITY VOTE, BUT IN THIS CASE, THE THE LEGISLATURE, WHILE THEY INCREASED THE THRESHOLD FROM 20% TO 60%, IF WE RECEIVE WRITTEN OPPOSITION IN THE AREA THAT'S NOTIFIED, THEY STILL KEPT THE SIMPLE MAJORITY VOTE REQUIREMENT INSTEAD OF HAVING THE SUPERMAJORITY. SO IT REALLY EFFECTIVELY RESULTS IN REALLY NO CHANGE FROM THAT ASPECT. BUT AGAIN, I THINK TRYING TO FURTHER ADDITIONAL RESIDENTIAL HOUSING DEVELOPMENT, THEY TRIED TO MAKE MODIFICATIONS OR I GUESS I SHOULDN'T SAY THEY TRIED TO. THEY DID MAKE CHANGES TO THE STATUTE THAT INCREASED THAT WRITTEN PROTEST PROCEDURE, BUT STILL MAINTAIN THAT SIMPLE MAJORITY VOTE. OTHERWISE, THE REST OF WHAT WE'RE ACCUSTOMED TO STILL REMAINS THE SAME. SO AS OF TO DATE, WE DID RECEIVE THE ONE ITEM IN FROM THE RESIDENT THAT WAS INCLUDED IN YOUR PACKET. THE PLANNING COMMISSION DID CONSIDER THIS AGENDA ITEM BACK ON MAY 5TH.
THEY DID RECOMMEND APPROVAL UNANIMOUSLY. AND OF COURSE, YOU'RE WELCOME TO APPROVE THE ORDINANCE AS PRESENTED, APPROVE IT WITH MODIFICATIONS OR DENY THE REQUEST. SO THE SECOND ITEM THAT I'M PRESENTING TO YOU IS SPECIFICALLY RELATED TO THE CODE OF ORDINANCE AMENDMENT AS IT RELATES TO OUR PROPERTY MAINTENANCE REGULATIONS.
